GENERAL INFORMATION Clare County Council/ Comhairle Contae an Chláir is the authority responsible for Local Government in County Clare. The corporate headquarters are located at Áras Contae an Chláir, New Road, Ennis and there are four Municipal Districts (Ennis, Shannon, Killaloe, and West Clare) which are supported through area offices in Ennis, Scarriff, Shannon, Ennistymon and Kilrush. There are 28 elected members, approximately 990 staff and an annual operating budget of €192 million in 2025. Clare County Council provides a diverse range of services across a large geographic area. Key services areas include planning, Local Enterprise Office, community development, transportation, motor tax, water, environment, emergency services along with housing, libraries, and sports & amenities, property management, derelict sites, and vacant homes. These operations are supported by internal services which include ICT, corporate, finance and human resource functions. There is a diverse demographic across urban and rural communities with tourism bringing seasonal changes in population and activity in the county. The Shannon estuary, Shannon Airport, industrial zones, and geographic location between larger urban areas, coupled with the unique landscape and heritage add to the diversity of activity in the County. Local democracy is strengthened through the Municipal Districts and changes in legislation and regulation have placed greater emphasis on the role of the Local Authority in driving economic activity, ensuring accountability, accessibility and innovation while placing the customer and the community to the fore of service delivery. THE COMPETITION Clare County Council is currently inviting applications from suitably qualified persons for the above competition. Clare County Council will, following the interview process, form a panel for the post of Beach Operative from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION The Beach Operatives undertake routine cleaning including litter picking, management and emptying of bins. They will be a positive force welcoming those visiting our beaches at any beach or area as may be assigned in the County. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • Willingness to answer questions from members of the public. • A desire to educate people to leave the beach / harbour / location as they find it. • Regular cleaning and maintenance of public toilets to a level that they will allow for continuous use by members of the public. Cleaning of toilets and cubicles, washing of floors and windows, management of litter bins within toilet buildings, general maintenance etc. • Distributing doggie bags. • Litter picking to include promenade, footpaths, beach, playground, car parks, other streets and lanes as directed by the Senior General Services Supervisor. • Sweeping of footpaths, painting and other minor tasks as instructed by the Senior General Services Supervisor. • Street Sweeping including Sweeping of public roads and footpaths, painting and other minor tasks as instructed by the Senior General Services Supervisor. • Undertake any other duties of a similar level and responsibility as may be required from time to time. • During busy times successful candidates may be required to work spilt shifts. QUALIFICATIONS FOR THE POST ESSENTIAL CRITERIA 1. Character Each candidate must be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (a) Have a reasonable standard of education sufficient to enable him/her to perform the job efficiently and effectively. Community Safety Coordinator
THE JOB The Community Safety Coordinator is a new role in Dublin City Council that will support and enable the establishment and operation of the Local Community Safety Partnerships in each of the five Local Electoral Areas of Dublin City Council. The Community Safety Coordinator will work to bring together a diverse group of agencies and residents and representational groups to engage in joint planning and co-ordination of services for the community. A main focus of the LCSP and role holder will be the design, execution and evaluation of community safety projects in the relevant Dublin City Council local electoral area. The successful candidate will be a key driving force for the work of the LCSP. Located within their respective Dublin City Council Local Area Office, they will progress and coordinate the work of the LCSP, to achieve targeted measures in relation to community safety. The Coordinator will act as a support to community members to identify local priorities and access relevant services, as well as supporting and enabling the Local Community Safety Partnership (LCSP) in preparing, delivering and monitoring progress on their Local Community Safety Plan. The Coordinator may be required to present progress reports to groups as determined by Dublin City Council during the term of the Local Community Safety Plan. The Community Safety Coordinator will manage the work of the Community Safety Administrator. The Community Safety Coordinator will be responsible for the day to day running of the community safety activities in the relevant local authority area. DUTIES The duties of the post include, but are not limited to, the following: - • supporting the establishment and executing the work of the Local Community Safety Partnership, including through coordinating the development of a work plan for the LCSP, supporting the development of a local community safety plan; • supporting engagement of community members with the LCSP; • acting as a focal point for community safety in the area; • developing and delivering local community safety projects under the leadership of the Chair of the LCSP; • developing and delivering a communications strategy to keep the community informed about community safety activities; • proactively engaging and building good relationships with other stakeholders working on community safety in the area; • mapping the work by statutory agencies and community organisations that work on community safety activities in the area and liaising with the Local Community Development Committee on any relevant activities; • ensuring the provision, collection and reporting of relevant data and information; • ensuring that adequate record systems are in place and adhered; • ensuring that detailed reports are prepared for key stakeholders; • preparing summary financial and administrative data for internal use; • taking the lead on the organisation and management of all community safety project events; • managing the work of the Community Safety Administrator; • building and maintaining good working relationships both inside and outside the partnership, including with key actors in the local authority area; • under the leadership of the Chair of the LCSP and management function of the relevant local authority, carrying out duties to ensure the control of expenditure within the partnership’s budget; • ensuring that financial management including petty cash procedures are followed and that adequate records are kept; • undertaking all duties which may be required which are commensurate with the role of Community Safety Coordinator in consultation with the Chair of the LCSP and direction of the Central Area Manager. The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.
