Tenancy Sustainment Officer

1. The Position The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Tenancy Sustainment Officer (Grade V, analogous). It is proposed to form a panel of qualified candidates from which vacancies both permanent and temporary will be filled during the lifetime of the panel. The Tenancy Sustainment Officer is based within the Housing Section of Donegal County Council and is responsible in providing support to individuals and families to sustain their tenancies and develop independent living and tenancy skills. The Tenancy Sustainment Officer will work with a focus on homeless prevention and will have intensive and direct interaction with people providing clear advice and support to enable them to sustain their tenancies. 2. Roles Duties & Responsibilities A non-exhaustive list of the duties and responsibilities of the Tenancy Sustainment Officer are set out below: • Identify and respond to early warning signs of tenancy risk when identified by Area Housing staff, including neighbour complaints, rent arrears, or property condition concerns, by proactively engaging with tenants to provide support and prevent escalation; • Provide practical support and advocacy during tenancy related disputes or crises, including liaison with local Area Housing staff and external agencies; • Have demonstratable experience of working with social housing applicants and/or the provision of tenant focused services including dispute resolution. • Promote tenant participation by providing information and practical services to the tenants, including welfare, benefits and housing advice, budget and debt management and general life skills to enable individuals to participate fully in their daily decision making; • Assist tenants in gaining access to a range of community resources, specialist services where issues relate to disability, mental health, substance misuse, and primary health care are evident in response to tenants needs and wishes to maximise their tenancy sustainment skills through specialist programmes. • Work closely with the HAP Placefinder Service achieving exit goals for homeless clients in emergency accommodation; • Provide support to persons moving out of emergency accommodation to enable them to sustain their tenancies; • Maintain a caseload of clients and develop, implement and regularly review individual housing care/support plans in conjunction with other voluntary and statutory service; • Work as part of the Homeless Action Team (HAT) to meet the needs of the homeless clients, or those at risk of homelessness; attend monthly meetings and provide information as required; • To be responsible for keeping up to date casework records and written assessments, and ensure all necessary information is recorded on the Pathway Accommodation & Support System (PASS), iHouse and other systems as required; • Provide progress report and presentations as required in relation to caseload; • Liaise with other agencies, voluntary and statutory as appropriate, making referrals and attend inter-agency meetings and reviews of clients as and when required; • Designated responsibility for Child Protection/Safeguarding Council in accordance with the Children First National Guidelines 2011; aware of child protection issues and reporting procedures • Designated Sex Offenders Liaison Officer (SOLO), as required; • Travel to homes of tenants, families and individuals where necessary; • To approach tenants at all times with dignity and respect and ensure they are provided with choices around the services they receive; • Participate in relevant training and development courses as agreed with your supervisor; • To adhere to all policies and procedures, particularly in relation to child protection, confidentiality, finance, personal safety and customer care; • To undertake any other duties of a similar level and responsibility as may be required from time to time. 3. Qualifications & Requirement of the Post The post of Tenancy Sustainment Officer is analogous to that of Staff Officer and the Department of Housing, Local Government and Heritage has declared that the qualifications for the post of Staff Officer will be as set out below: (a) Character: Candidates shall be of good character. (b) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council’s Occupational Medical advisor prior to appointment. (c) Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed applications: • have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects (or four if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, AND • have obtained at least Grade C (or Honours) in Higher Level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) OR • have obtained a comparable standard in an equivalent examination, OR • hold a third level qualification of at least degree standard, (d) Desirable Skills It is desirable that candidates possess one of the following • A National Diploma in Applied Social Care Studies awarded by Quality & Qualifications Ireland (QQI) OR • A Diploma in Social Care awarded by Quality & Qualifications Ireland (QQI) OR • A Diploma in Applied Social Studies/Social Care from DIT OR • A BA (Ord) in Social Care Practice (minimum Level 7 on the QQI framework) OR • An equivalent qualification in a related field OR • A minimum of 5 years’ experience working in the homeless provision area or similar type service (e) Core Competencies Candidates must be able to demonstrate that they have the following relevant competencies having regard to the role, duties and responsibilities of Tenancy Sustainment Officer. (iii) Planning & Organisational skills. • Ability to manage time and workload effectively. • Ability to analyse and identify key issues/demands. • Ability to work under pressure in a cross functional environment and to tight timelines. (iv) Working with others and teamwork, e.g. • Build, manage, and nurture partnerships and working relationships across a wide range of key agencies and organisations. • To work as part of a team. • Service User focus. 4. Particulars of the Post (a) General Donegal County Council proposes to create a panel of qualified candidates for the position of Tenancy Sustainment Officer from which it will fill any vacancy that may arise. (b) Probation The successful candidate shall be required to be on probation for an initial period, as determined by the Council. This period may be extended at the discretion of the Council. (c) Remuneration The current annual pay-scale is €51,210 minimum to max LSI2 €61,252 (as per Circular EL 03/2025). Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. New entrants will commence on the minimum point of the scale. (d) Base The base for the post of Tenancy Sustainment Officer shall be determined by the Council and will depend on the particular area and service to which the post holder is assigned. The role of Tenancy Sustainment Officer may involve some travel, with some trips involving overnight stays and associated costs covered by the appropriate allowances. (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours / Annual Leave The normal hours of work will be 35 hours per week. The Council reserves the right to alter the hours of work from time to time. Annual leave allowance will be in accordance with Circular LG(P) 07/2011. (g) Requirement to Drive Candidates shall be required: (a) to possess a full current category B Driving Licence. (b) to have their own vehicle available for use while performing their duties and the associated costs will be covered by the appropriate allowances. (h) Citizenship Requirements Eligible candidates must be, on the latest date for receipt of completed application forms; (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. (i) Conflicts of Interest The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his duties as a local authority employee. (j) Garda Vetting Candidates for the post Tenancy Sustainment Officer are subject to Garda Vetting. Please note all candidates must attain a satisfactory Garda Vetting Disclosure prior to appointment, otherwise the offer of employment will be withdrawn. In the event where a Garda Vetting Disclosure indicates that there is a case pending, then the appointment cannot proceed at that time and the offer of employment will be withdrawn. The candidate will however retain their position on the panel and will be considered for the next vacancy should same arise within the lifetime of the panel. 5. Recruitment Process A. Purpose, Duties and Responsibilities The duties of the post of the Beach Lifeguard include, but are not limited to: • Attending at place of work in a punctual manner; • Opening the Lifeguard hut and checking weather for appropriate flag to be erected; • Send text within 15 mins of arrival at Beach to WSDO confirming initials of all lifeguards on site; • Wearing the official Lifeguard clothing as provided by the Council at all times when on duty; • Checking the tide; • Putting out temporary signage as appropriate; • Patrolling the beach regularly • Checking all signs and lifesaving equipment including ring buoys on the beach daily; • Keeping the assigned area clear of all hazards and remove same as required e.g. broken glass etc; • Keeping the welfare unit and area around Lifeguard station clean; • Beach Lifeguards should be on patrol or on look out from outside of the hut and should be inside the hut or welfare unit for breaks only; • Being courteous with members of the public; • Logging all accident and incident reports; • Liaising with supervisor and Communications Department of the Council in relation to media issues. Dealing directly with the media is not permitted; • Keeping the Lifeguard Hut clear of visitors except people in need of First Aid; • Managing the assigned beach area in respect of all activities; • Reporting directly to the Water Safety Development Officer and/or District Engineer and/or their designated persons; • Supervising and assisting in rescue operations; • Reviewing complaints and accidents where required; • Testifying in court as a witness if required on behalf of the Council; • Reporting to their supervisor on the state of all rescue equipment, facilities and supplies; • Warning the public of dangerous conditions and post warning devices; • Administering medical aid and performs cardio-pulmonary resuscitation; • Explaining bye-laws and regulations to the public where necessary; • Coordinating with and requesting assistance from other agencies as required (in conjunction with supervisor); • Ensuring that at all times, priority is given to Swimmers and First Aid requirements. • All duties as laid down in the Irish Water Safety Lifeguard Handbook as appropriate to their workplace This list may not include all duties to be performed by employees in this appointment. This list may not include all duties required as the nature of a Beach Lifeguards work may lead to unforeseen lifesaving situations ashore. Lifeguards will be required to work irregular hours to coincide with tidal conditions and bathing periods, including work at weekends and particularly over holiday weekends. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Hold a current Irish Water Safety, National Beach Lifeguard Award or equivalent qualification as recognised by the International Lifesaving Federation (ILS); • Be 18 years of age or over All candidates will be required to undergo a practical test in Basic Life Support (BLS), swimming ability, lifesaving techniques and a theory test conducted by an examiner nominated by the Irish Water Safety Association. They will be required to maintain a daily training routine unless they are engaged in lifesaving operations. Candidates holding Certificates of Competence in basic first aid and/or VHF radio will gain extra marks. While the above qualification is the minimum requirement for this post the following Pre-Hospital Emergency Care Council (PHECC) qualifications would also be desirable: Cardiac First Responder, Emergency First Responder, and Occupational First Aid. Hours will be part – time for June, full time for July & August and part-time for the first two weeks in September. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. Candidates must be available to work from Monday to Sunday and hours shall vary from early morning to late evening. The working hours will be on a rota basis arranged by the Supervisor. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Desirable Criteria • Practical experience delivering structured sports, fitness, or recreational programmes to varied age groups (youth, adult, older adults). • Experience working in a sports facility, community centre, or similar environment involving customerfacing roles. • Proficiency with computerised booking and membership systems, including managing schedules, handling payments, and generating reports (e.g., Legend, EZFacility, or equivalent). • Current valid First Aid certification (e.g., FAR, Occupational First Aid, or equivalent). • Experience collaborating with sports development officers, coaches, or facility management in organising and delivering local sports initiatives. • Ability to handle minor maintenance or troubleshooting of sports equipment (e.g., setting up nets, weights, gym equipment). • Excellent communication and teamwork skills, with the ability to adapt to changing priorities in a multi-location sports unit. Particulars of Post The Post This is a part time relief post. Salary Salary shall be at Light Equipment Operator Scale – currently €19.13 per hour. Location of post The post holder will be based between any of Louth County Councils Sports facilities including: • Dundalk Sports Centre, Muirhevnamor, Dundalk or • Lourdes Athletic Stadium, Boyle O Reilly Terrace, Drogheda Louth County Council reserves the right to assign the post holder to any council premises, now or in the future subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Hours of work Part time relief hours as required to meet operational needs. This position will be offered on a banded hours basis, with the successful candidate required to be available for a minimum band of 3–6 hours per week. Banded hours are subject to review annually. The Role of the Administrative Officer The Administrative Officer is responsible for the management of one or more sections within the Council. He/she is responsible for the day-to-day operations of the sections(s) and is a major contributor to the strategic policy making decisions of the Council. He/she will represent the Council on sub-committees and at meetings and may be asked to report on progress in his/her respective section(s) at Council meetings.
