Recycling Centre Operations Supervisor
Salary: Scale 6 20 – 24 £31,586 - £34,314 per annum plus weekend allowance Hours: 37 hours per week, rota subject to change. The post holder may be required to work evenings, weekends and public holidays, as required, to meet the needs of the service. JOB PURPOSE To supervise the operation of the Household Recycling Centre(s) to ensure safe and appropriate disposal of waste deposited by members of the public. MAIN DUTIES AND RESPONSIBILITIES 1. Supervise staff at the Civic Amenity and Recycling Centres across the Borough, including-temporary and agency employees and casual workers as required. Responsibility to include planning and scheduling of waste movements, staff rotas and allocation of personnel and equipment. 2. Open and close the site at appropriate times, act as keyholder for the site and when necessary, respond to out of-hours emergencies. Ensure that the security of the site(s) and infrastructure is maintained including monitoring of CCTV system. 3. Ensure that all operational procedures for the site are implemented effectively. Ensure that only waste types permitted under the waste management licence are accepted on site and that all waste is stored in an appropriate manner. 4. Manage the daily operations of the site including the planning of waste movement to ensure sufficient operating capacity to comply with site opening hours. 5. Advise and direct members of the public regarding the segregation of waste and the disposal of recyclables and other wastes. Ensure that access to the site and traffic movement is controlled appropriately. 6. Resolve disputes with members of the public and commercial customers regarding waste disposal and use of the site. 7. Record all complaints received regarding the site or its operations and carry out investigations as directed, taking corrective action where necessary. 8. Arrange and assist external and internal contractors with the servicing of the facility and ensure compliance with the operational plan and safe systems of work. 9. Record all waste movements from the site using appropriate IT systems. Record and keep details of Waste Transfer Notes, trade disposal permits, and other information required by line management. 10. Ensure that work activities at the site are carried out in compliance with health and safety legislation and site licencing conditions. Ensure daily health and safety checks at the site including the inspection of plant and equipment are carried out. 11. Carry out fire safety inspections, maintain the site fire log, carry out regular fire drills and implement the fire action plan in the event of a fire breaking out on any part of the site. 12. Minimise the environmental impact of the site by controlling emissions such as dust, odour, noise, pest, litter and effluent. 13. Supervise the distribution of salt/ grit during frost/ snow and take any other actions to reduce the likelihood of accident/ injury. 14. Assist management with writing risk assessments for activities carried out at the Household Recycling Centres and prepare written Safe Systems of Work. 15. Participate in education and awareness activities and participate in any waste minimisation or recycling initiatives at the site. 16. Ensure that hazardous wastes are isolated and disposed of in an appropriate manner. 17. Supervise and monitor activity to enable performance manage merit, maintaining written and electronic records. Carry out Personal Progress Reviews with allocated staff. 18. Implement absence management procedures including absence reporting, return to work interviews, completion of absence returns and liaison with HR section. 19. Deal with grievances and take informal and formal disciplinary action as necessary. 20. Enhance the public image of the site(s) through identification of improved infrastructure, signage, and promotional material. 21. Prepare reports on the Service, as necessary, including investigation of alleged accidents, incidents, etc. and complete relevant documents for management and/or insurance. 22. Prepare and deliver training to allocated staff, within the competency of the post holder, including instructing operatives in the use of plant and vehicle equipment. 23. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and training • Minimum of five GCSE’s* (Grades A – C) or equivalent/comparable including English Language and Mathematics. Experience • Two years' experience** of supervising and motivating teams including: ▪ Planning, programming and scheduling work within a team; ▪ Managing attendance; ▪ Performance management including carrying out staff appraisals; ▪ Resolving staffing issues such as grievance/ disciplinary. **Applicants who do not possess the above qualifications must demonstrate three years’ experience as above. • One year’s experience*** dealing with complaints and queries from the general public and taking corrective action as necessary; • One year’s experience of a wide range of administrative duties including report writing. ***Applicants who do not possess the above qualifications must demonstrate two years’ experience as above Key skills, knowledge and attributes • Effective verbal and written communication skills; • Effective team working and ability to work on own initiative; • Excellent customer service; • A sound knowledge of health and safety legislation including Risk Assessments; • Good scheduling, organising and planning skills; • Competent in the use of Microsoft Office packages; • Proven problem solving ability.
