Salary The gross salary scale applicable to the post is Senior Manager Grade scale: €88,232 - €113,479 per annum (as at 01/08/2025). Hours of Work The appointee will be required to work 35 hours per week together with such additional hours as may be required from time to time for the proper discharge of their duties. Facilities Services Manager
Key Responsibilities To be responsible for the efficient and timely provision of facilities supplies and services within the office and depot estate. This will be achieved through the effective management of the facilities teams based throughout the region, while working in partnership with other Directorates to enable the Northern Ireland Housing Executive to meet its strategic objectives. To support the Workspace Services Manager to effectively plan and deliver all necessary supplies and services to the organisation and develop new efficiency strategies to drive a culture of continual improvement. To support the Workspace Services Manager to deliver best value for money within the respective region by evaluating work practices and continually monitoring existing service delivery, therefore enabling business improvement initiatives to be identified and delivered. To instil and promote an ethos of continuous improvement within the Team, so that current performance standards can be challenged and improved through new ways of working, without compromising service delivery or control. Workspace and Customer Outlet Service Provision To be responsible for the management of operational units and staff to ensure the full range of facilities services are provided within the respective region, including the management of facilities services contracts and other associated contracts, providing compliance with contractual terms and assisting in the renewal of other additional contracts to ensure specifications meet organisational requirements. To act as the main premises officer in buildings accommodating Facilities and Accommodation Staff. In conjunction with the Workspace Services Manager, carry out performance review meetings with contractors and suppliers on a regular basis to ensure acceptable levels of service provision throughout the duration of contracts, and ensure suitable governance arrangements are in place for the processing of invoices for payment for a variety of goods and services in a timely manner. To ensure quarterly workplace inspection reports are collated for onward submission to the Corporate Health and Safety Committee. To manage the provision of all supplies and services to the respective regional buildings. To assist the Workspace Services Manager in monitoring energy and utility usage, with particular emphasis on the identification, investigation, implementation, and reporting of energy and utility usage reduction and conservation measures and funding opportunities within the Northern Ireland Housing Executive portfolio, and reporting annual statutory energy usage to Senior Management. To prepare and provide various reports for Senior Management on the performance and management of all Facilities and Accommodation Services activities. To monitor and manage income and expenditure budgets within the respective region and contribute to Business Plans and Departmental Strategy relevant to the work of the Facilities and Accommodation Department. To provide advice, assistance, support, and guidance to staff in relation to daily priorities and ensure staff are continually briefed on priorities, targets, and current performance objectives. Management Responsibilities To manage the team according to the principles of performance management, attendance management, and personal development. To undertake staff performance reviews, including setting performance and development objectives and ensuring relevant learning opportunities are provided. To ensure compliance with all Human Resources related policies and procedures. To ensure good governance within the Department, including compliance with key governance policies and procedures, including management of relevant budgets. To ensure the effective and efficient management of the Department and that the required support and solutions are provided to staff and customers in a timely and professional manner. General To prepare appropriate business cases, tenders, and quotations, in line with financial and procurement regulations, policies, and procedures and corporate timescales. To provide a high level of internal and external customer service, including taking ownership of customer queries and complaints and following issues through to completion. To ensure continued and effective working relationships with key internal and external stakeholders. To represent the Workspace Services Manager and provide support and cover for other members of the Facilities and Accommodation team to ensure resilience as far as practicable. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the Housing Executive. To comply with and implement all Housing Executive frameworks, policies, and procedures, including but not limited to those relating to legal requirements such as equality, health and safety, and information governance. To promote, uphold, and implement all Northern Ireland Housing Executive policies, plans, and procedures, ensuring policy requirements and timescales are adhered to. To direct and signpost managers and officers to the appropriate source for issues outside the remit of this post. To participate as directed in the Northern Ireland Housing Executive resourcing activity in line with Northern Ireland Housing Executive Resourcing Policies and Procedures. To undertake project work as directed by the Assistant Director of Facilities and Accommodation using the principles of good project management and in line with Northern Ireland Housing Executive practice. To undertake any other duties which may be assigned to meet organisational need and the change agenda and which are reasonably regarded as within the nature of the duties, responsibilities, and grade of the post as defined. Knowledge, Skills, and Experience1. Qualifications and Experience Either: a) Possess a degree or equivalent level qualification (Level 6) in a facilities management discipline, or equivalent related subject, and demonstrate at least two years relevant experience managing facilities and accommodation. Or b) Exceptionally, demonstrate four years relevant experience in managing facilities and accommodation. Refer to Qualifications Framework for equivalencies. It will be the responsibility of the applicant to demonstrate equivalency. 2. Relevant Experience Can demonstrate significant relevant experience in each of the following areas: i) Facilities management in a medium to large scale organisation over multiple locations. ii) Supervision of staff across a range of services. iii) Specification and management of facilities contracts. iv) Financial control of budgets and management of costs. 3. Skills and Competencies Can demonstrate: a) Excellent planning and organisational skills. b) Ability to work accurately under pressure of multiple deadlines. c) Ability to professionally represent the interests of the organisation. d) A successful track record in developing and maintaining productive working relationships. Other Requirements Candidates must possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full. Location All employees are assigned a base location, which for this role will be Belfast or Craigavon. The role includes regular travel throughout Northern Ireland. Hours The contractual hours are thirty-seven hours per week and are normally Monday to Friday, 9.00 am to 5.00 pm. A Flexible Working Hours Scheme is in operation with core hours of 10.00 am to 12.00 pm and 2.00 pm to 4.00 pm. The Housing Executive also seeks to enable staff to work flexibly in respect of when they work. In line with the commitment to flexibility, this will be discussed with the successful candidate, with options dependent on the nature of the role. Annual Leave You will be entitled to a minimum of twenty-three days annual leave per year. The leave year runs from January to December, and you will also be entitled to twelve public holidays. Probation Employment will be subject to the satisfactory completion of a probation period of six months, during which progress will be monitored and feedback provided. Employees will be obliged to follow all procedures and rules laid down by the Housing Executive. Period of Notice You may terminate your employment by giving one month’s notice in writing, terminating on the last day of a calendar month. If employment is terminated by the Housing Executive, the period of notice will be as recommended for Local Government Officers in line with terms and conditions.
