Retained Firefighter Role The role of the firefighter is: · To save life and preserve endangered life. · Protection of property from damage by fire and from firefighting measures. · To render humanitarian services. · To inform and educate your community to improve awareness of safety. A firefighter must be: · at least 18 years of age on appointment · physically fit and agile with good stamina · able to work in hazardous conditions for long periods, including at heights and in confined spaces · mechanically adept with good dexterity and co-ordination · trustworthy, honest, dependable and generally of good character (see Garda Clearance) · self-reliant and self-assured with a keen sense of discipline · able to contribute to, and work within a team · able to understand and memorise technical information · able to communicate effectively verbally and in writing Health and Safety Health and Safety forms a key part in the role of every firefighter. i. It shall be the duty of every firefighter while at work: (a) to take reasonable care for his/her own safety, health and welfare and that of any other person who may be affected by his/her acts or omissions while at work; (b) to co-operate with his/her employer and any other person to such extent as will enable his/her employer or the other person to comply with any of the relevant statutory provisions; (c) to use in such manner so as to provide the protection intended, any suitable appliance, protective clothing, convenience, equipment or other means or thing provided (whether for his/her use alone or for use by him/her in common with others) for securing his/her safety, health or welfare while at work; and (d) to report to his/her employer or his/her immediate superior, without unreasonable delay, any defects in plant, equipment, place of work or system of work, which might endanger safety, health or welfare, of which he/she becomes aware. ii. No person shall intentionally or recklessly interfere with or misuse any appliance, protective clothing, convenience, equipment, item or other means provided in pursuance of any of the relevant statutory provisions or otherwise, for securing the safety, health or welfare of persons arising out of work activities. Garda Clearance The Service is in a position of trust with the public and has a duty to protect them. If you have a record of an offence, this will not necessarily disqualify you as all applications are considered strictly on their merit. However, you are required to declare any offence for which you have been convicted. You are advised to declare any charges that are pending; a subsequent conviction could lead to you being discharged from the Service. If you fail to disclose information when required to do so, this will render your application void and if you have been employed may result in termination of employment. A Garda clearance check will be carried out prior to your appointment to the Service. Should you be charged with an offence between the date of the application or appointment you must notify the Service in writing, as this may affect your employment in the Service. Training Retained Firefighters are required to attend and pass a three-week initial training course. To complete this training, each recruit will be required to attend a training centre selected by the Chief Fire Officer. The main purpose is to teach practical Firefighting skills incorporating search and rescue, and the safe use of equipment such as ladders, pumps and hose. This is followed by two weeks Breathing Apparatus training at a later stage. Failure to satisfactorily complete these training courses will demonstrate a lack of suitability for the position of Retained Firefighter and may result in termination of employment. On completion of the initial training, the recruit firefighter is required to undertake a recruit induction and development program over a specified period of time designed to equip them with the necessary skills in performing the duties assigned to them by the Chief Fire Officer. This will involve an ongoing requirement to attend and pass subsequent training and refresher training courses. Each Retained Firefighter is also required to attend a weekly 2 hour drill night and a 3 day block training course typically held in the Spring. Attendance at training is mandatory. This may result in absences from your current employment/career. Qualifications and Particulars of Employment: 1. CHARACTER : A candidate must be of good character and will be required to submit a certificate of character from two responsible citizens who are not related to him/her. 2. AGE : Candidates shall be over the age of 18 years at the date of appointment. The normal retirement age is 55 years. 3. HEALTH : Candidates must: (a) Be free from any defect or disease which would render him/her unsuitable for duty with the Brigade and be in a state of health as determined by the Council’s Medical Adviser, such as would indicate a reasonable prospect of ability to render regular and efficient service. (b) Before being accepted for appointment a candidate will be required to pass a medical examination by a qualified medical practitioner nominated by Waterford City & County Council; and as a condition of retention of the appointment, to pass further such medical examinations at specified intervals. Successful candidates to the position will be required to co-operate with the National Occupational Health System for Retained Firefighters. 4. EDUCATIONAL STANDARD : Each candidate must have obtained at least Grade D (or a pass) in five subjects, including Mathematics and English, from the approved list of subjects in the Department of Education Junior Certificate Examination or in an examination of at least equivalent standard. 5. DRIVING LICENCE : A candidate must, at the date of application, be the holder of an unendorsed Full Category ‘B’ Driving Licence. On appointment and after an interval decided by the Chief Fire Officer, Firefighters will be required to obtain a Full Category “C” Driving Licence to enable them to drive Fire Appliances. 6. ANNUAL LEAVE Four weeks annual leave per annum (28 days). Payment for annual leave is 8% of earnings. These earnings will be calculated based on the previous year’s earnings excluding the retainer, clothing allowance and payment for annual leave and public holiday leave in the previous year. The payment for annual leave will be made when employees take annual leave as part of the fortnightly pay cycle. 7. REFERENCES Each applicant is required to submit as references the names, address, e-mail addresses and contact number of two responsible persons to whom he/she is well known but not related and of which at least one must be a previous employer . Any offer of employment will be subject to both references being of a satisfactory standard. In the event an unsatisfactory reference is received, Waterford City & County Council reserves the right not to proceed with the offer of employment.

The role of the Sports Development Officer, funded by Sport Ireland, is to strengthen and enhance the capacity of the Local Sports Partnership to further develop locally led plans and longer-term sustainable physical activity programmes under the National Physical Activity Plan (Action 46) and the ‘Active Cavan, a Local Sports Plan for Cavan 2025–2030’. Roles and Responsibilities: The Sports Development Officer (SDO) will foster and encourage a culture of active participation, supporting opportunities for and access to sport and physical activity in local communities. The SDO will address barriers to participation and encourage access and increased opportunities for participation by those who experience disadvantage for any reason. Specific tasks of the SDO will be determined locally having regard to the overall job purpose in line with ‘Active Cavan’ local sports plan and with reference to any particular issues, challenges, and priorities identified in this strategy for the area. The Sports Development Officer will form part of a team within the Cavan Sports Partnership who develop and deliver programmes across targeted communities of: Disability, Older Adults, Youths, Women & Girls, Disadvantaged & Minority Communities, and Community Sports Hubs. The successful candidate will be required to: • Assist with the implementation of the goals and objectives outlined in the Active Cavan strategy, National Sports Action Plan, National Physical Activity Plan, etc. • Support and contribute to the preparation of annual operational plans for the delivery of strategic objectives. • Monitor, review and evaluate quarterly and annual operational plan outputs, reporting on the effectiveness and impact of work areas. • Participate in the design, organisation, and implementation of CSP projects/events, including Sport Ireland national programmes as required. • Develop and implement programmes and initiatives to increase participation among targeted low-participation groups: Disability, Older Adults, Youths, Women & Girls, Disadvantaged & Minority Communities, and Community Sports Hubs. • Work with National Governing Bodies of Sport that do not currently have development officers in Cavan to increase participation opportunities. • Plan, deliver, and evaluate key participation programmes. • Work with CSP partners and stakeholders including community groups, sports clubs, NGBs, and partner agencies to develop and strengthen relationships. • Support and maintain strong links between schools and community sports clubs. • Organise and facilitate training and development opportunities including research, administration, planning, organisation, and delivery of courses, workshops, and seminars to support sustainable development of activities, volunteers, and clubs. • Manage budget and reporting requirements to the Sports Coordinator / Programme Manager. • Adhere to CSP/CCC financial policies and procedures. • Ensure CSP & CCC Health & Safety policies and procedures are fully implemented and that all activities comply with relevant codes of practice and legislation. • Undertake any other relevant and related duties as may be required by CSP. The present minimum scale is €36,474 increasing to €56,015 per annum (including LSIs) with annual increments subject to satisfactory performance via PMDS. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Annual Leave The annual leave entitlement for this post will be 30 days per annum. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Working Hours The post will be based on a 35-hour week, but due to the nature of the role, the holder is expected to be flexible about evening and weekend work for which overtime will not be paid but time-off-in-lieu will be available. The Council reserves the right to alter the hours of work from time to time.
Library Assistant
Introduction to Role: The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Library Assistant. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Library Assistant will report directly to the Librarian/Staff Officer, or such person as may be assigned from time to time by Waterford City & County Council. Library Assistants make a valuable contribution to the library service at both local level and centrally by delivering services direct to the public, supporting IT and other systems, and by providing support to library management. The duties of the Library Assistant are consistent with the provision of a modern public library service that is responsive to the changing requirements of its wide range of customers of all ages and backgrounds. The main role of the Library Assistant is the delivery of the library service (public and/or support) in the geographical and functional areas of Waterford, in line with the priorities identified in Our Public Libraries 2022 and the broader national and local policy agenda. Duties The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed below, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by Waterford City & County Council. The following is a non-exhaustive list of duties which may be assigned to a Library Assistant: • Providing frontline services; • Answering enquiries, helping library users including students and researchers; • Providing mediated access to library resources in-house and online; • Using and promoting new technologies and assisting the public in using technology such as self- service, internet, online resources, digital equipment; • Operating the Library Management System to check-in and out material, update patron records, retrieve information etc; • Recommending appropriate books for children and adults of different reading levels and interests; • Organising library resources and making them available to users; • Taking an active role in promoting resources, including the organisation, promotion & delivery of events and activities such as storytelling, book clubs, class visits, lectures, community events, festivals publications, exhibitions etc.; • Assisting in the implementation of local and national library programmes • Providing outreach services to schools and other community organisations; • Shelving and keeping books and other media in order; • Sorting, processing, cataloguing and distributing stock; • Collating statistics and maintaining records; • Administrative duties including use of the Council’s financial management system; • Forging links between the library, the education sector and the community; • Supporting senior staff in service planning and delivery; • Providing cover in other libraries when required to maintain opening hours and services; • Any other duties as required by the County Librarian/Divisional Manager, Culture Division. Qualifications & Requirement of the Post The Minister for Housing, Local Government & Heritage has declared that the qualifications for the Library Assistant position shall be as set out hereunder:- (a)Character Each candidate must be of good character. (b)Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council’s Occupational Medical advisor prior to appointment. (c)Education, Training, Experience etc. Each candidate must have a good general level of education. Salary: Current Salary Scale: €31,935 - €49,413 (LSI2) The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. New entrants will commence on the minimum point of the scale. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. Probation: Where a person who is not already a permanent officer of Waterford City & County Council is appointed, the following provisions shall apply:- (a) there shall be a period after such appointment takes effect, during which such person shall hold office on probation; (b) such period shall be 12 months but the Chief Executive may, at his or her discretion extend such a period; (c) such a person shall cease to hold office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Superannuation: The relevant Superannuation Scheme will apply. The provisions of the Local Government (Superannuation) (Consolidation) Scheme 1998 may apply. Persons who become pensionable officers who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority as follows: 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable officers who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority at the rate of 5% of their pensionable remuneration. The provisions of the Spouses and Children’s/Widows and Orphans Contributory Pension Scheme will continue to apply. New entrants will be admitted to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. To qualify for a pension the successful candidate must have served a minimum of two years employment in a Local Authority. Retirement Age There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. The Council may refer staff to a medical advisor at any time to determine fitness to carry out the duties to which they have been assigned. Hours of Work: The normal hours of work will be 35 hours per week, including evenings and weekends as required. The Council reserves the right to alter the hours of work from time to time. Flexible working arrangements apply. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Waterford City & County Council requires employees to record their hours using the CORE/TDS Clocking system. Annual Leave: The annual leave entitlement for the grade is 27 days per annum. The Chief Executive of Waterford City & County Council retains autonomy with regard to office closures, (e.g. Christmas Office Closure); any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. Base: As the Library Service is a county-wide service, library staff may be located at any of the 12 branches of Waterford City & County Council or alternated between branches. Residence: The successful candidate shall reside in the district in which his/her duties are to be performed, or within a reasonable distance thereof. Drivers Licence: Library Assistants employed by Waterford City & County Council will be required to use their car on occasions on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance for business use and to indemnify Waterford City & County Council with the indemnity specified on the insurance certificate under the heading “Persons or classes of person who are covered”. Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. Code of Conduct/Organisational Policies: Employees are to be required to adhere to all current and future Waterford City & County Council codes of practice including Code of Conduct of Employees and all current and future organisational policies including, but not limited to Health and Safety, Communications, Data Protection, Equality, Staff Mobility, Attendance Management and Use of Electronic Equipment. Training: Employees are required to attend and participate fully in training programmes as may be decided by the Council from time to time and to apply their learning in the course of their daily working activities. Commencement: Waterford City & County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month (subject to notice requirements) and if they fail to take up the appointment within such period or such other longer period as the Council in its absolute discretion may determine, Waterford City & County Council shall not appoint them. Reporting Arrangements: Library Assistants report directly to the appropriate Librarian / Staff Officer in the Library or to any other employee of Waterford City & County Council as the Chief Executive, Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal (PMDS) will be operated during employment which will involve discussions between the employee and the line manager regarding performance and conduct. Health & Safety: Waterford City & County Council as an Employer is obliged to ensure, in so far as it is reasonably practicable the Safety, Health and Welfare at Work of all of its employees. Under the Safety, Health and Welfare at Work Act 2005, the County Council has a legal duty to exercise all due care and take all protective and preventative measures to protect the Safety, Health and Welfare of its employees. All employees also have a legal obligation under Safety and Health legislation to co-operate with management and not engage in any improper conduct or behaviour or do anything, which would place themselves or others at risk. Employees must not be under the influence of an intoxicant at the place of work. Employees must comply with all Safety and Health rules and regulations and attend all required Safety and Health Training.
Staff Officer
Duties and Responsibilities The Staff Officer is a support or supervisory position within the Council and may be assigned responsibility for the day-to-day operation of a work area, section or team. The Staff Officer works as part of a team, supporting managers and colleagues to meet work goals and objectives and to deliver quality services to internal and external customers. The following is a non-exhaustive list of duties and responsibilities which may be assigned: Particulars of Office1. The Post A panel will be formed for an initial period of one year and may be extended for a further year at the discretion of the Chief Executive. The panel may be used to fill permanent and fixed-term positions arising during its duration. Vacancies will be offered in order of merit from the panel and may arise on a county-wide basis. Westmeath County Council reserves the right to assign employees to any work location, having regard to funding and operational requirements. 2. Salary The current salary scale for the post of Staff Officer is €52,761 - €63,109 per annum (including Long Service Increments), in accordance with Circular EL 04/2026. Payment of increments is dependent on satisfactory performance. The entry point on the salary scale will be determined in accordance with Circulars issued by the Department of Housing, Planning, Community and Local Government. New entrants to the Local Authority Service will commence on the first point of the scale in accordance with current Government policy as set out in Department of the Environment Circular Letter EL 02/2011 dated 28 January 2011 and Circular EL 05/2016 dated 5 February 2016. Remuneration is paid fortnightly by PayPath directly to the employee's nominated bank account. The current pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, including PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct, performance and national agreements. Increments may be withheld where performance, attendance and/or conduct are not satisfactory. In the event of an overpayment of salary or other monies, the Council reserves the right to deduct monies from wages, in accordance with the Payment of Wages Act 1991, Section 5(5), for the purpose of reimbursing the Council for the amount of the overpayment.
Executive Architectural Conservation Officer
Clare County Council is currently inviting applications from suitably qualified persons for the above competition - Executive Architectural Conservation Officer from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. The Executive Architectural Conservation Officer is responsible for managing elements of the Planning Department and providing a range of services to Local Authorities. The Architectural Conservation Officer is required to play a central role in protecting, promoting, and harnessing the potential of the architectural heritage and archaeology of the County, implementing Part IV of the Planning and Development Act 2000 (as amended) through providing advice on architectural and archaeological heritage matters relating to planning applications and plans and strategies. Reporting to the assigned line manager, the Executive Architectural Conservation Officer will be responsible for the efficient management of their prescribed work area within the conservation or related function. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Architectural Conservation Officer will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. Delivery of efficient services and value for money is crucial. Executive Architectural Conservation Officer positions are multi-faceted and may include some or all of the following key service areas within the Local Authority: Essential Criteria 1. Senior Executive Librarian
Senior Executive Librarian from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. Clare Library Service is headquartered in Ennis and manages and supports a network including the Local Studies Centre and fifteen public libraries strategically located across the county. The library service is constantly innovating and diversifying in a dynamic and changing environment, taking advantage of technological advancement in particular to deliver a wide and varied range of front-line services to customers. The Library Service has a cultural remit within the Tourism, Cultural Services, Sport & Recreation & Festivals Directorate which also includes the management of the County Museum, the County Archives, and the Arts Service. The Active Ennis Leisure Complex is a complete indoor health and fitness arena with white flag accreditation, providing pool and gym-based activities for all individuals and clubs in Ennis and further afield. Active Ennis Leisure Complex has for many years had a great association with water safety and with the Lifeguard Service in particular. Many of the lifeguards who have guarded the beaches of Clare over the years availed of their early training in the pool. Active Ennis Leisure Complex is widely recognised as the centre of excellence for swim lessons in Clare. Our team of instructors has vast experience teaching adults and children at all levels from beginner to competitive swimmer. The principal duty of the Lifeguard Instructor shall be to safeguard the users of the pool by maintaining a constant observation of all swimmers while on duty. The successful candidate will also be tasked to work across other streams of activities provided within the Complex for example, teaching swimming classes, lifesaving lessons, aquafit classes, running camps, allowing the candidate to develop their career potential. THE COMPETITION: The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Assistant Civil Defence Officer. DETAILS AND PARTICULARS: The Position Civil Defence is a statutory volunteer-based organisation. It currently has approximately over 3,500 volunteer members nationwide. There is a Civil Defence Unit in each local authority area. The Department of Defence, through its Civil Defence Branch, is responsible for the overall policy direction of Civil Defence. The Assistant Civil Defence Officer, who is an employee of the local authority, is responsible for assisting the Civil Defence Officer in the day-to-day management of the Civil Defence Unit. Duties and Responsibilities The duties of the Assistant Civil Defence Officer are as follows: • To assist the Civil Defence Officer in the preparation and submission in a timely manner and in consultation with local authority management, of the two-year Civil Defence plan, as required under Section 12 of the Civil Defence Act, 2012. • To assist the Civil Defence Officer in co-ordinating the arrangements necessary for the implementation of the Civil Defence plan. • To represent Civil Defence on local emergency planning structures and to promote good relations with key personnel in the Principal Response Agencies, where directed to do so by the Civil Defence Officer. • To assist the Civil Defence Officer in providing support to the Principal Response Agencies in emergency and non-emergency situations in accordance with both the Department of Defence 'Civil Defence – Towards 2030' Policy and the Framework for Major Emergency Management, 2009. • Prepare for and where/as resources permit, provide support for community, charitable and local authority events, where directed to do so by the Civil Defence Officer. • To implement/comply with policies, circulars and guidelines as set out by the Civil Defence Branch of the Department of Defence in consultation with their Civil Defence Officer. • To liaise with the Civil Defence Branch of the Department of Defence on behalf of the local authority and to attend meetings for that purpose. • To attend training provided by the Department of Defence and the local authority. • To assist the Civil Defence Officer in arranging for the recruitment, organisation and management of Civil Defence volunteers. • To assist the Civil Defence Officer in arranging and ensuring Civil Defence volunteers are appropriately trained, including mandatory training, facilitating progression of training for volunteers, and completing an annual training needs analysis. • To follow instructions issued by the Department of Defence in relation to the processing of the annual operational grant and any other grants that are provided. • To follow instructions issued by the local authority/Department of Defence for the purchase, care, maintenance, issue and control of Civil Defence uniforms, vehicles and equipment. • To assist the Civil Defence Officer in maintaining adequate records, including ongoing completion of the Volunteer Register in the manner required and any other reporting requirements as may arise. • To assist the Civil Defence Officer in promoting Civil Defence in the local authority area. • Such other Civil Defence duties appropriate to the office as the Chief Executive of the Local Authority and/or Department of Defence may assign, including emergency duties and duties in relation to the area of any other local authority. • To participate in corporate activities and responsibilities appropriate to the grade. • To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. • To deputise for the Civil Defence Officer or equivalent. • To undertake any other duties of a similar level and responsibility, as may be required or assigned, from time to time. The Role This role is funded by the European Social Fund + (ESF +) Programme 2021 -2028 through Sport Ireland. The ESF+ Programme will support the principles of the European Pillar of Social Rights by seeking to: • Support access to employment for young people and underrepresented groups • Promote skills and lifelong learning • Tackle poverty and social exclusion Sport and Physical Activity will be used as mechanism to support these principles and the Local Sport Partnerships will be the main drivers on this project locally.
