Professionally Qualified Social Worker
The Housing Delivery, Infrastructure Provision & Land Activation Section of Clare County Council provides a generic social work service to Clare County Council tenants and prospective tenants, including members of the Traveller Community, homeless persons, ethnic minorities, the elderly and other families, and individuals who may require such a service. Social work within the Housing Services Section is directed towards enhancing the personal and social functioning of an individual, family or group. Work in this area involves, amongst other things, assessment/reporting, advocacy, counselling, mediation, and other related therapeutic services. A Professionally Qualified Social Worker is obliged to recognise the inherent dignity of every person irrespective of individual differences, carrying out their work with commitment, integrity, and skill. They will generally work under the direction and management of an Administrative Officer / Senior Executive Officer / Director of Services or analogous grade and will work as part of a multi-disciplinary team within the Social Directorate to deliver a range of front-line services. The ideal candidate must therefore be a highly motivated person, with a strong sense of commitment to delivering quality public services and willing to take on a challenge. Make recommendations on allocations of social housing (include AHB referrals) with particular emphasis on the accommodation of Travellers and homeless persons. Provide support to marginalised groups, in particular Travellers and homeless persons, to access appropriate accommodation including private rented accommodation. In line with professional social worker standards, maintain appropriate records and generate reports on clients and other projects as required. Provide support and assistance to the Estate Management team where the estate management/anti-social behaviour issues are determined to require social worker intervention and to work with the client/tenant to address the issues arising including referral to external agencies. Liaise with agencies (including but not limited to the HSE, Tusla, Probation service, Irish Prison Services, An Garda Siochána, etc.) to support the needs of housing clients, including members of the Traveller Community and homeless, and attend inter-agency meetings and case conferences as required. Undertake the duties of the Designation Liaison Person as per Clare County Councils Child Protection Policy and 2015 Children First Act. Ensure best practice in terms of child safeguarding within Council activities. Represent Clare County Council on the Local Traveller Consultative Committee and the Housing and Disability Steering Group and attend meetings of the Housing SPC/any other meetings, as requested by line management. Assist housing customers particularly the marginalised and vulnerable to engage with other sections of the local authority or Government Departments from which they may need assistance or advice. Advise and support housing customers particularly the marginalised and vulnerable with regard to tenancy sustainment and community engagement and assist in the delivery of estate management services as required. Advise and assist in miscellaneous family and personal problems, including relations between tenants. Such general welfare activities not necessarily connected with housing as may be assigned by the local authority from time to time. Advise and make recommendations to the Council on the formulation of policy with a focus on the accommodation of housing customers particularly the marginalised and vulnerable throughout the county. Collate the Traveller needs assessment and assist in the preparation and review of the statutory Traveller Accommodation Plan. Co-ordinate the various sections of the Council in regard to service provision for housing customers particularly the marginalised and vulnerable and co-ordinate these services with those of voluntary organisations engaged in work on behalf of these clients. Review policies and assist in their implementation for marginalised and vulnerable housing clients including the homeless, disabled, elderly, family support, etc. Represent Clare County Council on the SORAM (Sex Offenders Risk Assessment & Management) Steering Group and the CYPSC (Children and Young People Service’s Committee) and other committees as assigned. Promote and champion the role of the Social Worker in the effective delivery of housing services and co-ordinate the agencies engaged in service supports to the vulnerable and marginalised groups with focus on Travellers and homeless clients. Assist in the implementation of new and existing initiatives on all housing related matters. To undertake additional training and C.P.D. as required. To deputise for other employees of the Council and represent the organisation when required. The duties shall also include such duties as may be assigned to them in relation to the area of any other department of Clare County Council or other local authority. To undertake any other duties as assigned by the Chief Executive. Qualifications: Hold a professional qualification in Social Work prescribed under the Health and Social Care Professionals Act 2005 (as amended); OR Have a letter of Validation issued by CORU/National Social Work Qualifications Board; Be eligible for registration with CORU; Possess a high standard of administrative and management experience; and Have a satisfactory knowledge of public service organization Hold a current full Class B driving licence free from endorsements. The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. EU Project Co-Ordinator
THE ROLE Carlow County Council is seeking a self-motivated, enthusiastic and experienced EU Project Co-Ordinator to be responsible for co-ordination of delivery of a number of EU funded projects including financial and administrative reporting. The principal tasks of the EU Project Co-ordination will be to ensure high quality, timely and accurate reporting for EU funded projects funded projects and providing associated support to meeting organization and project management facilitation. Candidates for the role should demonstrate the following requirements: • At least a Degree in Business or a related subject and/or at least 2 years’ experience in stakeholder focused role in the public or private sector. • Proficiency in MS Word, Excel and Powerpoint • Good writing skills and attention to detail • Experience of developing and maintaining robust record keeping and filing systems • Excellent organisational skills, ability to schedule tasks and meet ongoing deadlines • Ability to work as part of a team and to use own initiative • Excellent communications and interpersonal skills • Experience in projects with other regions and countries Desirable • Familiarity with the enterprise development sector • Previous experience of EU co-funded projects DRIVING LICENCE Must hold a current full driving licence in respect of category B vehicles and have use of personal transport for work, as there will be a requirement to travel to various Council premises and other locations. THE POST: The post is wholetime, temporary and pensionable on a 30 Month fixed term contract basis. The person appointed will be placed on probation for a period of 12 months during which time performance will be strictly monitored. If performance and attendance is not satisfactory the employment will be terminated. Notice of termination, except in case of summary dismissal, will be in accordance with the provisions of Minimum Notice and Terms of Employment Act, 1973. HEALTH: For the purposes of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. PROBATION: Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointment takes effect during which such persons shall hold such position on probation, (b) such period shall be twelve months, but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory, (d) the period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts, (e) there will be assessments during the probationary period. RESIDENCE: The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance, thereof. WORK BASE: Carlow County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. HOURS OF DUTY: The person appointed will work a typical flexible five (5) day thirty-five (35) hour week over 5 days Monday to Friday. The role requires flexibility in terms of working hours as the duties may involve working outside of normal office hours, as required. The person appointed may be required to work overtime in specific circumstances as agreed by the Head of the Local Enterprise Office or the appropriate supervisory officer. Time off in lieu on a time for time basis will be given should circumstances arise. SALARY: The annual salary which is analogous to the post of Staff Officer (1st August 2025) as follows: €51,722 - €53,266 - €54,844 - €56,454 - €58,076 - €59,967 (LSI1) - €61,865 (LSI2) Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The starting pay for new entrants will be at the minimum of the scale. The salary shall be fully inclusive and shall be as determined from time to time. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform. ANNUAL LEAVE: The current annual leave entitlement is 30 days. The granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). SICK LEAVE: The terms of the Public Service Sick Pay Scheme will prevail. REFERENCES: Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Carlow County Council reserves the right to seek both written and verbal references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. The Council reserves the right to determine the merit, appropriateness and relevance of such references and referees. VETTING: Garda vetting is required for certain roles within Carlow County Council. Failure to complete a Garda vetting form on request may prevent your employment with Carlow County Council. In the event of an unsatisfactory Garda declaration being received Carlow County Council reserves the right not to commence employment. In the event of an existing employee changing role as a result of promotion or otherwise to a role that requires Garda Vetting and an unsatisfactory disclosure being returned, Carlow County Council reserves the right to withhold promotion, and also to investigate if further sanction/disciplinary action is warranted on foot of disclosure on a case-by-case basis. TRAVEL: When required to do so, holders of the post must hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Carlow County Council as your employer must be indemnified on your insurance policy. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Carlow County Council’s Travel and Subsistence Policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Carlow County Council reserves the right to provide a van to enable you to carry out your duties. The provision of a van will be at the discretion of the Chief Executive. TRAINING: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post and to attend all mandatory training. USE OF MODERN TECHNOLOGY: The successful candidate will be required to use all equipment provided, including computers, handheld terminals, mobile telephone, electronic equipment, video or other monitoring equipment and any other new technology which may be introduced in the future. HEALTH & SAFETY: The holder of the post shall co-operate with the terms of Carlow County Council’s Safety Statement and Major Emergency Plan. It is a condition of employment that the successful candidate will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. He/She shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. SUPERANNUATION & RETIREMENT: Superannuation If you are pensionable under the Local Government (Superannuation) (Consolidation) Scheme 1998 and are liable to pay Class A PRSI contributions, you would be required in respect of superannuation to make contributions at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 1.5% of full pensionable remuneration. You are required in respect of spouses’ and children’s pension benefit to contribute at the rate of 1.5% of full pensionable remuneration in accordance with the terms of schemes made under the Local Government (Superannuation) (Consolidation) Scheme 1998. Maximum retirement age is 70. If the Public Service Superannuation (Miscellaneous Provisions) Act 2004 applies to your employment, 65 is the minimum age at which your pension may be paid. As a new entrant to the public service, under the terms of this legislation you will not be required to retire on grounds of age. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. You may also be required to pay Spouses and Children/Widows and Orphans contributions at the rate of 1.5% of gross pay. Maximum retirement age is 70. Persons who become pensionable staff of a local authority for the first time on or after 01 January 2013 are assigned to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. If you are pensionable under the Public Service Pensions (Single Scheme and other provisions) Act 2012, you are liable to pay the Class A rate of PRSI contribution. You are required to pay contributions as follows: 3% of gross remuneration and 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). The minimum age at which you may retire is allied with the State Contributory Pension age (currently 66, rising to 67 in 2021 and 68 in 2028). The maximum retirement age is 70. To qualify for a pension the successful candidate must have served a minimum of two years employment in a local authority. You are reminded that under this agreement the Council may refer you to a medical advisor at any time to determine fitness for carrying out the duties to which you have been assigned. Pension Accrual A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme would apply. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 came into effect on 28 July 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during his/her reemployment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012.

Healthy Age Friendly Homes Local Co-Ordinator
The Competition The Position Meath County Council hosts the national Age Friendly Ireland Shared Service on behalf of the local government sector. Healthy Age Friendly Homes (HAFH), is a programme run by the shared service, which has the overall objective of enabling people to remain at home (where they might otherwise have been at risk of multiple attendances and hospitalisations or premature admission to long-term nursing home care) by coordinating more integrated community-based services, providing more sustainable housing supports, supporting better connection to good public realm and providing more assistive technologies in an age friendly way. This programme is now being rolled out nationally, through all local authorities and Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed-term contract vacancies for the position of Healthy Age Friendly Homes Local Co-ordinator shall be drawn (for Tipperary). Please note, that Meath County Council may offer a position to an individual placed on the panel a position in another county in the region should a vacancy arise. Local Coordinators work within the multi-agency structure of the Age Friendly Ireland Shared Service to deliver on the objectives and actions of the HAFH programme in these areas. They are part of a team of 44 Local Coordinators across the country, operating within a structure of six regions nationally. Each Local Coordinator will report to a Regional HAFH Programme Manager and will be based in the County Council Office in their area. The HAFH Programme is overseen by a National HAFH Programme Manager. Age Friendly Programme The national Age Friendly Ireland Shared Service brings together, supports and provides technical guidance to the 31 local authority led, multi-agency Age Friendly Programmes. At local level it is developed through cooperation and partnership of older people with government agencies and service providers working side by side. Under the leadership of the local authority Chief Executives and senior managers, governance is anchored in the multi-agency age-friendly alliances, supported by broadly representative older peoples’ councils engaged as co-design partners. The Age Friendly Ireland Shared Service provides the collaborative framework to involve senior leaders from key stakeholders such as the Local Authority, HSE, An Garda Síochána, Chambers of Commerce, community sector, third-level institutions and others, who have sufficient influence and resources to develop and deliver ambitious and collaborative Age Friendly Programmes. The Programme for Government, agreed in July 2020, pledges a mission of Universal Healthcare which includes a commitment to accelerating the implementation of Sláintecare, the health reform programme and a vison of an Age Friendly Ireland. It commits to a continued investment in healthcare infrastructure in line with Project Ireland 2040. Many objectives are outlined including the expansion of primary care and ensuring the vast majority of healthcare services are available in the home or close to home. The general approach is to support older people to live in their own home with dignity and independence, for as long as possible. The Healthy Age Friendly Homes programme’s ambition is to enable everyone to live longer, healthier lives by keeping care close to home and expanding the range of health and social care services in the community. This is particularly important for older people, who access these services more frequently. It is about providing a range of alternatives for older people who may otherwise transition into long-term residential care prematurely. Sláintecare is the long-term cross-government programme to transform our health and social care services. It is the roadmap for building a world-class health and social care service for the Irish people. The Sláintecare vision is to achieve a universal single-tier health and social care system where everyone has equal access to services based on need, and not ability to pay. Over time, everyone will be entitled to a comprehensive range of primary, acute and social care services. Sláintecare aims are to improve patient and service user experience; improve clinician experience, lower costs and achieve better outcomes. Healthy Age Friendly Homes Programme The Healthy Age Friendly Homes (HAFH) Programme is an initiative, funded by the Department of Health, that aims to enable older people to continue living in their homes or in a home more suited to their needs, live with a sense of independence and autonomy, be and feel part of their community, and support the avoidance of early or premature admission to long term residential care. The Age Friendly Ireland shared service together with Ireland’s 31 local authorities manage the HAFH Programme of support specifically aimed at the health and well-being needs of older people living in our communities. HAFH aims to support up to 10,425 older people annually. It is the aim of the programme to target supports at these older people in the form of improving their living conditions, access to continued health and social care supports and other tailored community supports. Purpose, Duties and Responsibilities The duties of the post of the Local Coordinator include, but are not limited to: • Case manage supports for HAFH Programme participants, including carrying out home visits, conducting assessments to identify their specific needs, and agreeing a plan for their care and support needs. • Identify how the needs of older people may be served from existing providers and implement the care plan by coordinating supports across multiple agencies and groups to help ensure delivery. • Ensure, where possible, existing initiatives are utilised to support people, and as such, are synchronised in line with a support plan. • Manage their own caseload of participants, and complete regular outcome reports on the progress of the HAFH Programme to inform its evaluation. • Continually review support plans, follow up with participants as required, and assess the effectiveness of supports provided. • Establish a system for referrals to the HAFH programme, embedding new care pathways as appropriate by linking in with local stakeholders including GPs, Practice Nurses, Housing Officers and Inspectors, Local Authority based social workers, Public Health Nurses, Occupational Therapists, Discharge Planning Nurses, ICPOP and others. • Work closely with the Age Friendly HAFH Programme Manager at local level to link with the relevant personnel and stakeholders to ensure progress. • Identify and secure the support of senior managers in key agencies within the agreed geographical area to participate in the HAFH Programme including HSE, Local Authority, An Garda Síochána, voluntary and community groups and services, and all other relevant partners. • Develop a number of resources to support the delivery of the HAFH objectives, including: (i) a population and area profile of the county; (ii) an asset map to identify current resources and services and inform future planning; (iii) a robust multi-sectoral directory of all local services and supports (housing supports, health services, environmental, transport services, community & voluntary supports, physical & leisure activities, volunteer programmes, civic & social participation, education & training, technological supports, social supports and others). • Support the development of the HAFH Programme regionally and nationally in collaboration with other Local Coordinators, Regional Managers and the National Manager. • Contribute to the strategic and policy recommendations of the HAFH Programme. • Ensure that work programmes are implemented within allocated budgets. • Contribute to required reports on HAFH programme progress and effectiveness including recommendations for ‘live’ administrative changes. • Undertake any other duties of a similar level and responsibilities as may be required from time to time. • Participate in the Research and Evaluation of the HAFH programme and support the participation of stakeholders in these processes. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Have a good standard of education, and • have not less than three years satisfactory experience in a development role, and • possess a good standard of administrative experience and adequate experience in an office organisation and in the control of staff. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. The successful candidate will have: • Experience and a proven track record in person-centred care planning or service delivery/service coordination in the private, public, or voluntary sector. • Experience of working in a multi-agency or multi-stakeholder environment. • Excellent interpersonal and communication skills. Ability to work with people and experience in consultation and facilitation is critical. • Well-developed skills and aptitudes in forging partnerships, relationship building, negotiating, and influencing skills. • Excellent project management skills or caseload management. • Knowledge and understanding of current health, housing or social care legislation and policy in relation to older people • Experience in innovation and problem solving. • Excellent report writing skills. • Ability to be both self-sufficient and to work well as part of a team, contributing to the development of the team. • Satisfactory IT skills. Desirable Experience and Knowledge • Previous experience of Age Friendly programmes, the ageing sector, housing, social care, or local health and community services is advantageous. • Experience of budget management and the ability to plan the use of resources effectively. • Satisfactory understanding of the Council’s purpose and priorities, and knowledge of public service organisation in Ireland, or the ability to acquire such knowledge. • An awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. Candidates must also: • Have the knowledge and ability to discharge the duties of the post concerned; • Be suitable on the grounds of character; • Be suitable in all other relevant respects for appointment to the post concerned; • Hold a full unendorsed Category B Driving Licence and access to own car. Miscellaneous Provisions Salary Salary scale: €60,011 - €78,015 per annum (EL 07/25), analogous to the Administrative Officer grade. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the appropriate Department Circulars. Hours of Work The normal working hours will be 35 hours per week. Duties may require the successful applicant to work outside of normal working hours i.e. attendance at evening/weekend, training duties etc. as part of normal working hours without additional remuneration. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Meath County Council reserves the right to withdraw its offer in the event that an appointment is not taken up within such a period. Leave 30 days per annum Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Probation The following provisions will apply: (a) there shall be a period after such appointments take effect during which such persons shall hold the position on probation, (b) such period shall be 9 months but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold the position at end of the period of probation unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Travel It is desirable that holders of the post should hold a full driving licence for class B vehicles and shall be required to drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Local Authority Travel and Subsistence Policy. Meath County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Residence The person holding the office must reside in, or at an address convenient to performing the role/function as approved by the Chief Executive. He/she shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. A person paying Class A rate of PRSI who becomes a pensionable officer of a local authority will be require in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or the Local Government (Spouses and Children's Contributory Pension) Scheme and if a member of either scheme will be required in respect of the to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme.
