JOB DESCRIPTION The Executive Architectural Conservation Officer is responsible for managing elements of the Planning Department and providing a range of services to Local Authorities. The Architectural Conservation Officer is required to play a central role in protecting, promoting, and harnessing the potential of the architectural heritage and archaeology of the County, implementing Part IV of the Planning and Development Act 2000 (as amended) through providing advice on architectural and archaeological heritage matters relating to planning applications and plans and strategies. Reporting to the assigned line manager, the Executive Architectural Conservation Officer will be responsible for the efficient management of their prescribed work area within the conservation or related function. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Architectural Conservation Officer will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. Delivery of efficient services and value for money is crucial. KEY SERVICE AREAS Executive Architectural Conservation Officer positions are multi-faceted and may include some or all of the following key service areas within the Local Authority: • Development Management • Planning Enforcement • Economic Development • Forward Planning and Sustainable Development • Community Development, Heritage & Town Renewal ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE The ideal candidate must be able to demonstrate that they have sufficient experience and a proven track record in the following: ▪ Have a satisfactory knowledge of Clare’s history and of its historic building typologies and spaces; ▪ Have a good working knowledge and understanding of architectural conservation and of its role in the planning and development process; ▪ Have experience of participating in managing and leading multi-disciplinary and cross functional teams and have the ability to motivate, empower, encourage, and achieve maximum efficiency and value for money from the personnel and processes under their control; ▪ Have a track record of delivering results; ▪ Understand Local Authority services and structures in Ireland, particularly as they relate to the conservation function, or have the ability to quickly acquire same; ▪ Be capable of working in close consultation with key stakeholders and in seeking co-operation and consensus with a whole range of bodies and representative groups; ▪ Be experienced in meeting regularly with stakeholders, providing updates, presentations, and reports, taking customer feedback, and ensuring any learning from same is used to enhance the operations of the organisation; ▪ Be experienced in contributing to the operational and strategic conservation processes and in the implementation of the agreed aims of same; ▪ Have excellent interpersonal, and communication skills; ▪ Have good knowledge and awareness of statutory obligations of Health and Safety Legislation, the implications for the organization and the employee, and their application in the workplace; ▪ Have experience of managing finance and budgets and ensuring value for money; ▪ Have experience in providing information on the pattern of demand and activity and the skills to schedule/programme the carrying out of work; ▪ Have good general ICT skills; ▪ Have a focus on the customer and on service improvement including taking ownership and resolving issues arising; ▪ Be prepared to undertake any other duties of a similar level and responsibilities as may be required from time to time. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • To advise Clare County Council in relation to the architectural heritage and conservation provisions and requirements of the Planning and Development Act 2000 (as amended), the Planning and Development Regulations and any subsequent National and European legislation. • To contribute to the development of a conservation policy for inclusion in the Councils’ Plans and to promote and implement such policies. • To identify, evaluate and provide advice on structures, groups of structures, areas and other features of architectural heritage of historical, artistic, cultural, scientific, social or technical significance, with a view to making recommendations regarding their inclusion in/exclusion from a Record of Protected Structures and on development objectives. • To provide advice to owners and occupiers of structures included in a Record of Protected Structures on good practice in the conservation of such structures, on the availability of assistance, including financial assistance, for such conservation. • To assess and make recommendations on Section 57 Declarations and Section 59 Notices in accordance with statutory requirements – including the recording on the GIS and RPS filing system. • To monitor the state of repair of structures included in a Record of Protected Structures, and if necessary, make recommendations on the need if any, for the planning authority to take enforcement action in such cases. • To report and advise on planning applications where conservation and/or architectural issues arise. • To assist with and provide advice concerning the scheme of grants for the conservation of protected structures, including assessing the condition of buildings and the suitability of works, prioritising applications, recommending appropriate conditions, and inspecting works in progress and on completion. • To consult with the Department of Culture, Heritage and the Gaeltacht, State Agencies, Voluntary Bodies and European Organisations on matters of architectural conservation. • To maintain a database of drawings and photographs relating to protected structures, groups of structures and areas, and other features of architectural heritage significance. • To advise on Local Authority Developments where conservation issues arise. • To prepare and give evidence in court and at oral hearings where issues of conservation are involved. • To advise on the sources of funds for conservation and related works and to oversee and manage heritage grant applications. • To lead, motivate and engage staff to achieve quality results and to deliver on operational plans. • To effectively manage performance of staff under their remit. • To comply with all requirements of PMDS operated in Clare County Council. • To ensure staff are trained and operate within the relevant skill sets. • To communicate effectively whether verbally or in written communications with all stakeholders. • To effectively and efficiently manage budgets and ensure value for money at all times. • To be familiar with Clare County Council’s Occupational Health and Safety Management Systems, to promote a positive safety culture to include carrying out risk assessments, safety inspections, and investigation of any accidents, dangerous occurrences and near misses. • Any other associated duties as may be assigned from time to time. Responsible for undertaking lifeguarding duties, as determined by rota, to professionally recognised standards: (i) Keeping a close watch over the pool and the pool users, exercising the appropriate level of control (ii) Communicating effectively with pool users and colleagues (iii) Anticipating problems and preventing accidents (iv) Intervention to prevent unsafe behaviour (v) Identifying emergencies quickly and taking appropriate action (vi) Carrying out rescues from the water (vii) Giving immediate First Aid to any casualty (viii) Supervising a variety of water based activities; swimming tuition, fitness training, diving, school activities, aqua aerobics, canoeing, water polo, sub-aqua etc. (ix) Assisting with crowd control, including the evacuation of the building in an emergency. 14. Leisure Attendant Duties and Responsibilities 16. Undertake a range of duties at Newry Leisure Centre, Kilkeel Leisure Centre and other recreational facilities, to include: (i) Patrolling, supervision and security of assigned facilities (ii) Emergency Response (iii) Assembling and dismantling all equipment to be deployed at the facility (iv) Cleaning and Housekeeping (v) Customer Service & Hospitality (vi) Promotional & Public Relations Activities (vii) Access Control (viii) Traffic Control 17. Perform emergency Basic, Advanced and Extended Life Support duties, and provide appropriate aftercare, by the application of Cardio-pulmonary Resuscitation techniques in accordance with European Resuscitation Council, and / or by the competent use of Oxygen Insufflation Devices and Automated External Defibrillators. 20. Perform housekeeping, cleaning and customer service duties as required to standards prescribed in the facility’s I.S.O. 9000 Procedure Manuals and other Quality System Documents. 21. Enforce rules and regulations appropriately for the safety and enjoyment of all patrons. 22. Monitor and assess the conduct of patrons throughout the facility with special regard to the need to protect children and vulnerable adults from danger or inappropriate behaviour, applying Child Protection and Vulnerable Adults Policy and Procedures, as required. 23. Provide support and advice to customers and members of the public, dealing withservice requests and / or complaints appropriately and sensitively. 24. Assist in the administration of the facilities by preparing a variety of written records including Incident Reports, Accident Reports, Witness Statements, Accident Book Entries, Casualty Observation Charts, Quality System and General Housekeeping Records, as required. 25. Provide relief cover for Receptionist / Cashier at meal and tea-breaks, including basic operation of computerised till and booking system, cash-handling, income management and use of telephone switchboard / public address systems etc. 26. Assist in the control of facilities by denying entry to unauthorised persons and by the appropriate application of access control procedures, e.g. inspecting, controlling and collecting user tickets, tokens and session wristbands etc. 27. Participate in the full interchange of duties, hours of work, etc, to cover for staff shortages at all leisure facilities, brought about by sick leave, holiday leave, staff vacancies or any other reason. 28. Participate fully in an annual training needs assessment and thereafter attend regular weekly and other training sessions to ensure Council’s statutory obligations with regard to competency of staff are adhered to at all times. THE ROLE The role of the School Warden is to ensure the safe crossing of school children at or in the vicinity of schools at opening and closing times of schools. The Road Safety Officer has overall responsibility for School Wardens in County Westmeath. A School Warden is recognised by the bright visibility coat and the Stop sign that they carry. School Wardens are empowered under the Roads Traffic Act to stop traffic during times of operation in order to allow school children to cross the road safely. The School Warden service provided by Westmeath County Council caters for hundreds of children attending schools across Westmeath on a daily basis during school terms. DUTIES & RESPONSIBILITIES The person employed shall be required to carry out duties as may from time to time be assigned to them in relation to their employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of duties. The duties of the School Warden will include but will not be limited to :- • Be responsible for the safeguard of any children while using the school crossing/pedestrian crossing between specified times. The discharge of these duties must not be to the detriment of the welfare of other road users. • Be in attendance at the crossing to which they are assigned punctually each day during the school term. • Be required to perform your duties under the direction of the Council’s Senior General Services Supervisor/General Services Supervisor/District Engineer or any member of the Garda Siochana. • In the event of being unable to attend through illness or for any other reason, it is essential that the Senior Supervisor for the District and the School Principal be informed in advance. If possible, the school warden must give at least 24 hours notice if unable to attend for duty. • To ensure compliance with work safety procedures in operation in Westmeath County Council and to full participate in any safety programme that may be implemented. • Be responsible for the custody of materials/equipment in his/her area. • Wear the uniform supplied by Westmeath County Council and use any safety equipment provided. • Be required to make himself/herself available for training programmes as required by Westmeath County Council and he/she shall be required to update this training as necessary. • Before attempting to stop traffic, the warden should consider traffic conditions at this point, whether it is of such a sparse nature that they can wait for a lull before going out to conduct children across, or if it is of such a nature that they will have to make breaks in it. In some areas, it is possible that such lulls will obviate the necessity of much stopping of traffic, but in busy areas or on fast traffic routes, breaks will have to be made. Great care will have to be exercised by the warden in breaking up traffic, due consideration being given to the speed of the approaching traffic and conditions of road and weather. Sufficient time should always be given by the warden for traffic to pull up in safety • To notify the Senior General Services Supervisor/General Services Supervisor/District Engineer and Road Safety Officer immediately of any traffic accident or irregularities that may occur during the performance of duties. • To furnish such records and report relating to the employment as may be required by the employer • If the wardens have any trouble in controlling, or encounter disobedience by the children, they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardai. In the case of motor vehicles, the description, registration number and so on of person driving, together with time and place of the occurrence, should be noted for the information of the Gardai. Frivolous complaints should, however, be avoided. • The warden should never break up organised convoys, weddings, funerals, parades, or hold up Fire Appliances or Ambulances for the purpose of allowing children to cross. The warden should wait for suitable opportunities when they have passed. Heavily laden horses should not be held up on inclines. • School Wardens must be flexible and be prepared to perform their duties at any location within reason as directed by the Line Manager. • To carry out any other duties as may be assigned by the Senior Supervisor /District Engineer/Road Safety Officer or as delegated. Particulars of Office 1. The Post: The School Warden post is part time and pensionable. A panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. The panel will be used to fill both permanent and temporary positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Employment will be suspended during periods of closure of the particular school or schools for holidays or any other reason and during other such periods as may be determined by employer. 2. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The rate of remuneration may be adjusted from time to time in line with Government pay. The current pay scale applicable to this post is €17.37 - €19.42 per hour as per Circular EL 03/2025. Payment of increments is dependent on satisfatory performance. New Entrants to the Local Authority Service commence on the 1st point of the scale in accordance with current Government Policy as set out in Department of the Environment Circular Letter EL 02/2011 of 28th January 2011 and Circular EL 05/2016 dated 5th February 2016. Remuneration is paid fortnightly by PayPath directly to the employee’s nominated bank account. The current pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. 3. Location Permanent Part-time School Wardens will be based at the following pedestrian crossing or school. • MULLINGAR TOWN, COUNTY WESTMEATH Westmeath County Council reserves the right to assign the successful candidates to any premises in use by the Council or any other school crossing managed by the Council, now or in the future. Changes to location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. 4. Working Hours: The working hours are currently a maximum of 3 hours per day (15 hours per week): Hours can vary depending on assignment. An example of one current work pattern would be from 8.30am to 9.30am and from 1.30pm to 3.30pm. The Council reserves the right to vary these working hours and times at its discretion, depending on the requirements of the school or the employer. The School Warden must be flexible in terms of working hours and availability to work. Annual Leave & Public Holidays Entitlement Public holiday and annual leave will be granted in accordance with the provisions of the Organisation of Working Time Act 1997 and the nationally agreed annual leave scheme for the sector. The annual leave year runs from 1st January to 31st December. Annual leave entitlements for School Wardens will be 8% of overall hours worked. FULL ATTENDANCE WILL BE REQUIRED DURING SCHOOL TERMS I.E. SCHOOL WARDENS WILL NOT BE PERMITTED TO TAKE ANNUAL LEAVE DURING SCHOOL TERMS 6. Sick Leave The terms of the Public Service Management (Sick Leave) Regulations 2014 as amended will prevail. 7. Probation There shall be a period after appointment takes effect during which the person appointed shall hold office on probation. (a) such period shall be twelve months, but the Chief Executive may at his/her discretion extend such period; (b) the person appointed shall cease to hold office at the end of the period of probation unless during such period the Chief Executive has certified that the service of the person in such office is satisfactory. 8. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation(Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong. • For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age. • The minimum retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is 65. There is no mandatory retirement age. • Effective from 1st January 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: - Retirement age is set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028. - Compulsory retirement age will be 70. 9. Recruitment Shortlisting: Normally the number of applications received for a position exceeds that required to fill existing and future vacancies to the position. While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Westmeath County Council may decide that a number only will be invited to same. Location: The location of this post is within the East Antrim area but may be required to report and work in any area of the Borough. The post holder will be responsible for ensuring a dignified and sensitive customer focused approach with funeral directors, clergy, the bereaved and all other stakeholders to the cemeteries at all times. The post holder will assist with the cemetery administration and be responsible for the procurement and efficient use of resources including machinery and materials in order to ensure efficient and effective results at all times. MAIN DUTIES AND RESPONSIBILITIES 1. Service Delivery 1.1. Responsible for deployment of labour, plant and machinery, including purchase of materials needed in delivery of services. 1.2. Responsible for carrying out the administrative processes within the area of responsibility, including maintaining employee attendance records, upkeep of plant and equipment logs, carrying out annual inspections and update of associated records. 1.3. Responsible for the preparations for funerals, exhumations and interments of the deceased either coffined or cremated remains and horticultural maintenance within allocated cemeteries. 1.4. Supervise and train staff, trainees and volunteers in the preparation of grave sites for burial and grounds maintenance ensuring safe operations and safe use of plant and machinery. 1.5. Ensure programmes of work are completed on schedule within the service area, including assisting the management team to develop and update work programmes and ensure that accurate records are taken, kept and reported as appropriate to the administration office. 1.6. Carry out regular inspections of all Council operated Cemetery facilities and ensure adequate records are maintained including organising of repairs needed. 1.7. Ensure safe upkeep, maintenance and security of all grounds, buildings, plant and machinery at all times. Ensuring compliance with regulations pertaining to the storage, usage and handling of chemicals. 1.8. Provide written and oral reports on operational matters involved in the day to day activities of the service area and attend meetings as required. 1.9.
