Job Purpose Summary This is a great opportunity for a proactive and creative solutions focused Property & Safety Coordinator to join CMS, as part of the Property & Safety team, to drive excellence in Property Maintenance Services and Health & Safety Compliance for our Irish sites. This role will be based in our Kiltimagh site, working closely with the People Operations team, Warehouse teams and Site Leadership. The successful candidate may be required to occasionally travel to other CMS sites to support in larger projects/relocations and to learn about all areas of the business function. Role Responsibilities Property Management • Monitor compliance to local law, regulations, standards and policies. • Support with project managing facilities projects, including refurbishments and relocations. • Ensuring that contractor safety is managed at all times. • Support the supplier management strategy; ensuring standardisation across CMS sites where appropriate; manage contracts, overall supplier relationships and regular reviews e.g. Mechanical and Electrical Contracts, Buildings Maintenance, Utilities, Security, Cleaning etc. • Organise contractors e.g. maintenance, plumbers, electricians when needed to ensure that sites are not lacking necessary facilities for prolonged periods of time. • Work collaboratively with IT to deliver exceptional service to our people. • Drive culture of continuous improvement ensuring agreed departmental targets are achieved and exceeded whilst managing costs and performance in line with budgets and mitigating variances. Security Management • Support our overall Security strategy and ensure security measures are actioned. • Support business continuity measures, in collaboration with IT. • Support security contractors. Health & Safety • Working closely with our Property & Safety team, the role will be responsible for monitoring H&S objectives and targets across the organisation. As well as supporting the delivery of the strategic framework for the management of Health, Safety & Environmental standards, engaging stakeholders across the business to ensure that these standards are understood and embedded. • Keep abreast with new HSE legislation and best practice developments that may affect the organisation, ensuring that when necessary, policies, procedures and processes are appropriately updated. • Working with the People Development team to assist in the identification of Health & Safety training needs for Irish sites and other sites when necessary for CMS employees. • Monitor near misses, accidents and incidents and report back to the Property and Safety team where required. • Attend and run the H&S committee meetings for Irish sites. Take minutes and deploy actions to the relevant person. • Running on site H&S courses – such as manual handling training – training can be provided. This list is not exhaustive but is intended to provide an overview of the current key priorities within the business. Some of these priorities may change over time and therefore flexibility is required. Leitrim County Council will, following an interview process, form a panel for the post from which future relevant fixed term and/or specified purpose contract vacancies may be filled. The Role: The Senior Resident Engineer will be responsible for the on-site supervision of the construction stage of relevant contracts and shall perform the duties allocated. The Senior Resident Engineer's primary role is to ensure that the Contractor carries out all their obligations under the relevant contract. The person(s) appointed shall be on site during all working hours of construction. The Senior Resident Engineer shall report to the Senior Engineer, or any other person as may be designated by the Chief Executive, in the discharge of their duties. The post holder will communicate purposefully with the contractor and other stakeholders and monitor the work on site with regard to Health and Safety legislation to ensure that the employers/client’s responsibilities are discharged. The Qualifications: Character Candidates shall be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Citizenship: Candidates must, by the date of any job offer, be: i. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or ii. A citizen of the United Kingdom (UK); or iii. A citizen of Switzerland pursuant to the agreement between the European Union and Switzerland on the free movement of persons; or iv. Education, Experience, etc. Each candidate shall, on the latest date for receipt of completed application forms: (a) (i) hold an honours bachelor’s degree (Level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at Chartered Engineer (CEng) or Chartered Engineer with Fellowship level by Engineers Ireland; OR (ii) hold an ordinary bachelor’s degree (Level 7 on the National Framework of Qualifications (NFQ)) in Engineering AND a post-graduate master’s degree (Level 9 on the National Framework of Qualifications (NFQ)) in Engineering; OR (iii) hold a master’s degree (Level 9 on the National Framework of Qualifications (NFQ)) in Engineering attained after completing an integrated master’s level programme of at least 4 years duration and which is accredited at Chartered Engineer level by Engineers Ireland or an equivalent accreditation body internationally; OR (iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status. (b) have at least seven (7) years satisfactory relevant experience of engineering work (preferably to include a minimum of five (5) years’ experience overseeing capital projects in the capacity of Resident Engineer); (c) possess a high standard of technical training and experience; (d) possess a high standard of administrative and management experience; (e) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge. Criteria for evaluating Qualifications for Senior Executive Engineer and above: When determining if a candidate’s qualifications can be deemed equivalent to a Level 8 degree in Engineering, the following criteria will be considered: • How has your degree been accredited by Engineers Ireland, or an equivalent accreditation body internationally? Degrees accredited at Chartered Engineer or Chartered Engineer with Fellowship level by Engineers Ireland will be understood as a Level 8 Qualification. For international qualifications, consideration will be given to the National Academic Recognition Information Centre (NARIC) framework and Washington Accord, as appropriate. • Is the degree at Level 8 on the National Framework of Qualifications scale? Where candidates have achieved their degree in other jurisdictions, the level of the qualification will be determined using the NARIC Ireland Foreign Qualification database. • Does the degree contain the level and volume of Engineering modules as would be expected in a Level 8 degree in Engineering? At least 80 percent of the modules covered in the degree should be focused on Engineering and the degree should be underpinned by mathematics and the core science subjects. Notes: • Candidates must submit a copy of educational qualifications meeting the requirements above with their application. • Applications received without the necessary documentation will be deemed ineligible and will not be considered further. • Non-Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Foreign language qualifications must also be accompanied by a translation document. Candidates must also hold a current valid and unendorsed driving licence in respect of category B vehicles or equivalent in the European Union Model Driving Licence and must advise if this is not the case. A copy of licence must be submitted with your application. The Ideal Candidate Shall Have: • At least ten years relevant post-graduate engineering work experience, including experience of site-based supervision of major public realm, regeneration, roads, bridges, construction projects. • Adequate knowledge of the Project Management Guidelines and associated documents and the implementation of these documents during project development and construction and closeout. • Experience and awareness in terms of environmental, planning and health and safety requirements in relation to major construction projects. • Strong contractual and financial awareness, experience and proficiency relating to major construction projects. • Strong organisational skills and competence in record keeping and communication with contractors, employer’s representative, employer, general public and stakeholders. • Experience in reviewing works proposals, method statements, temporary traffic management plans. • Ability to ensure high standards of workmanship and materials in accordance with specifications and ensure cost and time efficiency. • Strong project management skills resulting in successful project delivery. • Ability to manage time and assigned staff and balance priorities to supervise multiple projects. • Strong understanding of various forms of contract and works specifications. • Detailed knowledge and experience of civil engineering measurement and materials quality control. • Self-motivated with initiative in the workplace. • Ability to manage, lead and motivate staff. • Good judgement and problem-solving skills. • Good experience working in project teams. • Excellent communication, interpersonal and influencing skills and ability to deal with public relations issues. • Ability to work in consultation with stakeholders and seek cooperation and consensus across groups. • Computer literacy and proficiency in surveying equipment. • Good verbal and written communication skills. • Ability to receive and act on feedback. Principal Terms and Conditions: The Post The post of Senior Resident Engineer is whole-time, temporary and pensionable and will be based on relevant project site(s). The successful candidate may be required to work across multiple projects. Posts arising will be filled by way of fixed term or specified purpose contracts. A panel will be formed from which vacancies arising during the lifetime of the panel may be filled. Working Hours The successful candidate will be required to work contractor hours. This will involve flexible working hours and may include evening and weekend work. Overtime rates will not apply. The Council reserves the right to alter working hours. All hours will be recorded in accordance with the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. Duties The Senior Resident Engineer will be part of a team responsible for on-site supervision of construction stage of relevant contracts and shall perform duties allocated by the Director of Services or Senior Engineer or designated person. Duties include but are not limited to: • Carry out functions and powers delegated under the contract. • Ensure works are carried out in accordance with contract documents. • Manage and monitor progress and performance of the contract. • Ensure compliance with Project Appraisal Guidelines, Project Management Guidelines and relevant standards. • Ensure compliance with planning, environmental, health and safety standards. • Manage and supervise site supervisory staff. • Ensure materials comply with specification and testing requirements are carried out. • Report to Employer’s Representative on site matters. • Monitor compliance with Safety and Health Plans. • Issue delegated instructions to the Contractor. • Maintain comprehensive records of work in progress. • Carry out baseline surveys and check setting out. • Review contractor submissions and proposals. • Manage archaeological monitoring where required. • Record and process claims and disputes. • Liaise with statutory bodies, landowners, utilities and the public. • Liaise with business owners and residents on weekly basis regarding works and disruption. • Ensure public communication regarding works and disruption. • Draft minutes of site meetings. • Prepare valuations and recommendations on payments and change orders. • Any other duties assigned by senior management. The Senior Resident Engineer shall be supplied with documentation including contract drawings, specifications, bill of quantities, conditions of contract, safety and health plans, site investigation reports, archaeological reports, correspondence, measurement methods, wayleave maps, and relevant standards. Salary: The salary scale for the position of Senior Resident Engineer (effective 1st June 2026) is €102,780. A taxable site allowance may also be payable depending on contract and policy. Salary may be adjusted in line with Government policy. Residence: The holder of the post shall reside in the district in which duties are performed or within reasonable distance thereof and will be required to serve on site(s) as assigned.
