Duties Typical duties that may be assigned to successful candidates in the Summer Student Employment Scheme will be general clerical, administrative and customer service duties which may include but are not limited to: Particulars of Employment 1. Successful applicants of the Summer Student Employment Scheme will be offered a temporary placement during the summer of 2025. If they fail to take up the appointment on the date as determined by the Council in its absolute discretion, they will be deemed to have withdrawn their interest in the Summer Employment Scheme and the Council will not proceed with their appointment. 2. Working Hours The working hours are 35 hours per week, Monday to Friday. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Roscommon County Council requires employees to record their hours using a Clocking system. 3. Reporting Students employed on the Summer Student Employment Scheme will be assigned to a Section and will report directly to their designated line manager, or to any other employee of Roscommon County Council as the Director of Services or the Chief Executive may designate for this purpose. 4. Performance Management There will be an ongoing review of performance during the period of employment. 5. Remuneration The basic rate of pay will be minimum wage i.e. €13.50 per hour paid directly to a nominated bank account. Payment will be made fortnightly and is subject to all statutory deductions. 6. Garda Vetting / Child Protection Successful candidates may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council’s Child Protection Policy. 7. Holiday Entitlements Annual leave will be granted in accordance with the Organisation of Working Time Act, 1997. Annual leave requires prior approval of the line manager and employees must consult and secure approval with their Line Manager before taking time off. 8. Code of Conduct/Organisation Policies Successful candidates will be required to adhere to all Roscommon County Council policies and procedures including the Code of Conduct. 9. Safety, Health & Welfare of Employees The student must comply with Safety, Health & Welfare at Work Legislation, Policies and Procedures and must wear protective and safety equipment, as required. They must co-operate with management and not engage in any improper conduct or behaviour or do anything, which would place themselves or others at risk. The student must not be under the influence of an intoxicant at the place of work. 10. Digital Programme Officer
The Position This new position will be tasked with implementing the county's Digital Strategy. The role will report directly to the Head of Information Systems, who in turn reports to the Directorate of Finance, Digital Services, Innovation, and Governance. The successful candidate will work with stakeholders including citizens, businesses, visitors, elected representatives, Kildare Public Participation Network, Council Departments, Government agencies, Schools, Universities and the digital community in Kildare on delivering the Kildare County Digital Strategy. This role also involves supporting the ongoing development of telecommunications and broadband services throughout Kildare by collaborating with Regional and National Broadband Action Groups as part of the National Broadband plan, and assuming the responsibilities of the Broadband officer. The Kildare County Digital Strategy, Kildare Konnected (2022 – 2025) was officially launched in 2023. The strategy aims to create an inclusive, progressive, innovative, and connected digital society and economy for the benefit of Kildare’s citizens and businesses. Developing and implementing a new Digital Strategy beyond 2025 will also be a key responsibility of this role. The Competition The purpose of this recruitment campaign is to form a panel for Kildare County Council from which permanent and temporary posts may be filled in the Digital Programme Officer Grade as vacancies arise. The Role • Deliver Digital Initiatives in Kildare. Some examples include: o Digital Economy – Digitalisation supports for Enterprise. o Digital infrastructure & Connectivity – NBP Rollout & Telecoms upgrade o Digital Skills & Literacy – co-ordination and encouragement for Digital skills training for all citizens with a special focus on all levels in Education. o Digital Society & Culture – Being a catalyst for driving Digital in both cultural and tourism initiatives. o Digital Public Services – Being an advocate for providing services through digital channels. • To develop and implement a Kildare Digital Strategy to encourage the take up of high-speed connectivity amongst all sectors of the population, including the creation of awareness of and the stimulation of demand for broadband services. • To Support implementation of the EU Connectivity Toolbox in Ireland, for example by: o Encouraging the efficient and appropriate use of assets and infrastructure to support telecommunications service improvements. o Advising colleagues, as appropriate, regarding telecoms deployments and use. • To facilitate the successful rollout of the National Broadband Plan by acting as a single point of contact for the NBP contractor(s) and telecommunications companies and relevant Government departments. • Being active members of the Telecoms Action Group (TAG), including attendance at meetings and participation in research and project groups, as appropriate. • To engage with Digital Programme Offices and government departments to stay updated on developments within other local authorities or public bodies. They must undertake those duties as assigned to them by their supervisor Duties and Responsibilities The Digital Programme Officer will be expected to carry out the following nonexhaustive list of duties: • The successful candidate Support will be tasked with the development and implementation of the new Kildare’s Digital Strategy (2026 – 2029). • The successful candidate will work with stakeholders including citizens, businesses, visitors, elected representatives, Kildare Public Participation Network, Council Departments, Government agencies, Schools, Universities and the digital community in Kildare on delivering the Kildare County Digital Strategy. • Manages the implementation of actions outlined in the Digital Strategy and leads specific actions as necessary. • Collaborate with the Innovation Team on relevant projects and initiatives that support the objectives of both teams/roles. • Perform the role of Broadband Officer by providing a local point of contact for National Broadband Ireland (NBI), telecoms operators and the public regarding telecoms. Be the appointed person for NBI on the continued successful broadband roll out in County Kildare. • Liaise with operational Departments on the implementation of the National Broadband Plan • Work closely with the Communications Team to prepare and issue communications updates to relevant parties and to develop promotional and marketing activities that create awareness of digital opportunities and stimulate demand for broadband services. • Engage with Digital and Broadband Officers from other Councils and relevant staff from national agencies to keep abreast with arrangements and developments nationally • Attend all relevant Digital and National Broadband Plan meetings as required by the Council and in particular actively co-ordinate, support and deliver on the requirements of the various Council structures set up to assist in the delivery of the Digital Strategy and the National Broadband Plan • To be the first point of contact for engagement with national agencies and telecommunications operators in the delivery of telecommunications infrastructure in Kildare including the National Broadband Plan Qualifications Character: Each candidate must be of good character. Location Kildare County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Commencement Kildare County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Kildare County Council shall not appoint them. Reporting Arrangements The Digital Programme Officer will report directly to the appropriate supervisor in the Section or to any other employee of Kildare County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment Where a person is permanently appointed to Kildare County Council, the following provisions shall apply – a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be twelve months, but the Chief Executive may, at their discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. Remuneration €59,417 per annum to €72,069 per annum (maximum) €74,649 per annum (LSI 1) (after 3 years satisfactory service at maximum) €77,243 per annum (LSI 2) (after 6 years satisfactory service at maximum) On appointment successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Marketing & Event Co-Ordinator
The Role The Marketing and Event Co-ordinator is a dynamic role focusing on creating and managing events as a key part of the marketing strategy. This role involves planning and executing various events, from workshops to promotional events, aligning them with Belvedere House Garden and Park’s overall marketing goals. The co-ordinator is responsible for crafting events that effectively communicate the Belvedere brand’s message to engage the target audience and generate leads. The Marketing and Event Co-ordinator orchestrates all aspects of marketing events, from initial planning to post-event analysis. They work closely with vendors and organizers to ensure seamless execution, manage collateral creation, and is responsible for on-site event management. The co-ordinator plays a pivotal role in lead generation campaigns associated with events and collaborates with various agencies such as Failte Ireland and internal teams like Westmeath Tourism Office. They also develop marketing materials and ensure events align with the company’s branding and marketing objectives. Their goal is to create memorable, impactful events that resonate with attendees and drive business goals, requiring creativity, strategic planning, and excellent organisational skills. Job brief The Marketing & Event Co-Ordinator will be innovative and dynamic and have the ability to lead our events and marketing initiatives. In this role, the successful candidate will be responsible for the overall success of our sponsored and hosted events, leveraging their marketing skills to make each event a memorable experience. The Co-Ordinator will manage vendor relationships, oversee collateral creation, execute lead generation campaigns, and be the on-site event representative. Collaborating closely with internal teams, you will ensure that events align with our marketing goals and are delivered within budget. The Post The post is whole-time and pensionable. A panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. The panel will be used to fill both permanent and temporary positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his duties as a local authority employee. 2. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The scale is analogous to the post of Staff Officer. The current salary scale applicable to the post is :- €51,210 per annum to €61,252 per annum incl LSI’s) New Entrants to the Local Authority Service commence on the 1st point of the scale in accordance with current Government Policy as set out in Department of the Environment Circular Letter EL 02/2011 of 28th January 2011 and Circular EL 05/2016 dated 5th February 2016. 3. Work Base Westmeath County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 4. Working Hours The normal hours of work will be 35 hours over a 7-day responsibility (Monday to Sunday inclusive). The National Adaptation Framework was published in 2018 and this, together with the Climate Action and Low Carbon Development Act 2015 and the Climate Action and Low Carbon Development (Amendment) Act 2021, provides the context within which Local Authorities are obliged to prepare Climate Action Plans. Duties The duties of the office are to give to the local authority and (a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph, under the general direction and control of the Chief Executive or of such other officers as the Chief Executive may from time to time determine, such appropriate services of an administrative, supervisory and advisory nature as are required for the exercise and performance of any of its powers, duties and functions as may be delegated to him or her by the Chief Executive from time to time and shall include the duty of deputizing for other officers of the local authority. Salary: The salary scale for the post of Staff Officer (effective 1 st March 2025) is within the range: €51,210, €52,739, €54,301, €55,895, €57,501, €59,373 (LSI 1), €61,252 (LSI 2). Entry point to this scale will be determined in accordance with relevant Departmental Circulars. Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. The rate of remuneration may be adjusted from time to time in line with Government Policy. The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. 3. Probation All contracts will be subject to a probationary period, during which the performance of the successful applicant will be regularly evaluated. Where a person is permanently appointed to Leitrim County Council the following provisions shall apply – (a) There shall be a period after appointment takes effect, during which such a person shall hold the position on probation; (b) Such period shall be 12 months but the Chief Executive may, at his/her discretion, extend such period; (c) Such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; (d) There will be ongoing assessments during the probationary period. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice. 4. Annual Leave The annual leave entitlement for this post will be 30 days per annum 5. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. 6. Working Hours The successful candidate’s normal hours of work will be 35 hours per week. The Council reserves the right to alter hours of work from time to time. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. 7. Superannuation: Persons who are pensionable under the Local Government (Superannuation) (Consolidation) Scheme 1998, and are liable to pay the Class A rate of PRSI contribution, will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). You will also be required in respect of the Local Government (Spouses and Childrens’ Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the Scheme. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. You may also be required to pay Spouses and Children/Widows and Orphans contributions at the rate of 1.5% of pensionable remuneration. All new entrants to pensionable public service employment on or after 1 January 2013 will be members of the Single Public Service Pension Scheme. All members of the Single Public Service Pension Scheme will be required to contribute 3.5% of net pensionable remuneration plus 3% of pensionable remuneration. Pension and retirement lump sums for member of the Single Public Service Pension Scheme will be based on career-average pay; pensions will be co-ordinated with the State Pension Contribution Scheme. 8. Retirement Age The Single Public Service Pension Scheme (“Single Scheme”) as provided by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 commenced with effect from 1st January 2013. The act introduced new retirement provisions for new entrants to the public service appointed on or after 1st January 2013, as well as to former public servants returning to the public service after a break of more than 26 weeks. Retirement age will be in line with the age of eligibility for the State Pension Contributory (SPC). Compulsory Retirement Age will be 70. There is no mandatory retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004.

QUALIFICATIONS CHARACTER: Each applicant must be of good character EDUCATION: Each candidate must have obtained a good standard in general education. AGE: Each applicant must not be less than 18 years on the closing date for receipt of application forms. Candidates should not be more than 55 years of age on the latest date for receipt of applications. HEALTH: Each applicant must be free from any defect or disease which would render him / her unsuitable to hold the post and must be physically fit. Before being accepted, he / she will be required to pass a medical examination and any further medical examinations required during his / her employment with the Fire Service. LOCATION: Candidates must reside and work a maximum of 5 minutes of the fire station in which they would like to be stationed. Key Competencies for the post are set out as follows: COMPETENCY BEHAVIOURS RELEVANT EXPERIENCE DUTIES: 1. He / She shall be available and capable at all times when required for attendance at fires or other type incidents. 2. He / She shall operate any duty rostering or availability scheme required by the Local Authority where rostering is in place. 3. Response time to Fire Calls shall generally be 5 after the call is received. 4. He / She will carry one of the Fire Brigade Pocket Alerters at all times and will be responsible to see that it is kept in proper working order at all times. 5. He / She must reside and work sufficiently close to the Fire Station, to enable him / her to respond promptly to all calls. If at any time his / her availability is affected by change of work or any other reason, he / she will be required to resign. 6. He / She will be responsible for items of personal equipment issued to him / her in connection with his / her employment. 7. He / She will carry out all instructions issued to him / her in connection with his / her employment. 8. He / She will attend weekly training sessions at the local fire Station, or any other training or courses, as required by the Fire Authority during their employment with the Fire Service. 9. When required, he / she will assist or carry out the cleaning, testing or repair of equipment. 10. He / She shall carry out further duties that may be assigned to him / her from time to time by the Local Authority. 11. He / She will inform his / her employer that he / she is applying for the post. 12. Each member of the Fire Brigade will be required to undergo regular medical examinations, as required by the Fire Authority. The medical examination will be carried out by a Doctor nominated by the Fire Authority, who will responsible for the payment of their fee. 13. Absence from practices or fire calls without good reason will debar payment of retaining fee and continued absence over a six month period will incur dismissal from the Brigade.
