Human Resources Apprentice

The Organisational Development, Strategy and Performance Directorate is responsible for the delivery of a range of services, Human Resources being one. The Human Resources Apprentice will work across and become involved within the plethora of activities undertaken and managed by the Human Resources Department, ranging from recruitment and selection, attendance management, employee relations, policy development, supporting other directorates on workforce planning and our HR Systems. The apprentice will work across the HR team under the mentorship of the HR Business Partner Team. Subject to satisfactory performance and completion of the CIPD Level 3 Certificate in People Management, the apprentice will be offered an HR Assistant role in the HR&OD Directorate, and there may be opportunities to progress within the HR Department to meet ongoing business requirements. Purpose and Function of Post Apprenticeship schemes are a great opportunity to combine learning, training and work experience. The post holder will be required to complete a Chartered Institute of Personnel and Development (CIPD) Level 3 Certificate in People Practice. As a member of the HR team, the post holder will be required to: Principal Duties and Tasks Performed: 1.     To assist in the provision of professional advice and support regarding all employee relation issues ensuring compliance with both Council’s HR policies and procedures and legal requirements. 2.     To assist in implementing the Council’s Recruitment & Selection procedures, in accordance with Equality Legislation and associated Codes of Practice, preparation of all documentation including administration of the online recruitment system, chair panels as HR representative, and deliver an effective and timely administration process for all recruitment and selection processes involving internal and external applicants. 3.     To assist with employee relations matters such as management of attendance, discipline, grievance, capability and complaints investigations. 4.     To assist with the efficient operations of the CoreHR Management System, which includes HR, Payroll, Expenses, Time Management & Attendance processes. 5.     To provide support and assistance to develop, collate and deliver monthly HR statistical information and statutory reports on recruitment, absence and other ad hoc reports as required through the effective application of current HR database and integrated HR management reporting systems. 6.     Provide comprehensive secretarial and administrative support to a number of officers on a daily basis including acting as first point of contact for the department/public. 7.     Provide an excellent standard of customer service to members of the public, other departments of the Council and external agencies via the telephone, email and face to face. This may include the provision of reception duties/cover as required. 8.    Organise meetings, prepare agendas, take minutes and distribute all relevant documents. 9.    Provide assistance on all areas of absence management including, maintain and update Council’s computerised absence management system ensuring all absence information is accurately recorded in line with Council’s Attendance Policy. 10. Assisting in the development and roll out of developmental and well-being programmes to support the delivery of council services’ 11. Assist in the delivery and implementation of key HR projects and events, as required. 12. Participate in departmental and cross department working groups and teams as required. 13. Ensure effective records management in accordance with Councils retention and disposal schedule and maintain confidentiality and securing of data in accordance with GDPR. 14. Comply with Mid Ulster District Council’s Health and Safety Policy and Codes of Practice and adhere to all equal opportunities policies, all Council policies and procedures, and promote a positive approach to equality and diversity within the workplace. Act in accordance with the Code of Conduct for Local Government Employees. 15. Such other duties as may be allocated with availability to perform duties outside normal working hours as required. Qualifications It is essential that applicants have a minimum of: 1.1  – 5 GCSEs Grade C or above to include English and Maths, or equivalent Knowledge 2.1  - Proficiency in the use of I.T systems- including a working knowledge of Word Processing, Excel and Outlook. Experience/Skills 3.1 Work Experience which is relevant to this apprenticeship (eg Work placement, Saturday job, part-time work, unpaid volunteer) OR 3.2 Personal skills which will complement this apprenticeship, eg good communication and interpersonal skills AND 3.3 Ability to work on own initiative. General 4.1 Undertake the studying and coursework required to complete the course (Chartered Institute of Personnel and Development (CIPD) Level 3 Certificate in People Practice.
