The Mechanic will be required to carry out all the duties allocated by the Council under the direction and supervision of the relevant supervisor. It is understood that there will be occasions outside of normal working hours when the person employed will be assigned to a roster to cover breakdowns during Winter Maintenance season. The Council requires that the carrying out of such duties be in a spirit of co operation and good will. The duties will include but are not limited to: • Carry out repair, maintenance and complete overhaul of all types of heavy duty diesel or alternative fuel, electric and petrol vehicles and equipment. This shall include trucks, pickups, vans, excavators, tractors, loading shovel or telehandlers, trailers, belonging to Monaghan County Council both in the Council workshop and on sites throughout the County; • Inspect vehicles and plant, and related equipment to locate and determine the extent of necessary overhaul or repair; • Perform preventative maintenance work on vehicles and plant; • Diagnose, repair and maintain hydraulic systems; • Fabricate and weld to repair equipment as necessary; • Perform vehicle body work and collision repair; • Operate vehicles and equipment to aid in diagnostics, pick up and deliver vehicles and parts; • Inventory, order and control tools, supplies and materials for the workshop, research, compare, and locate parts, equipment and vehicles; • Perform general overhaul and repair work at off site locations and at the Council Workshop on petrol, diesel or alternative fuel and electric powered engines such as, but not limited to: Trucks Vans Jeeps Rollers Semi Trailers Tractors Tar Tankers and Sprayers Velocity Patchers Loading Shovels Graders Manual Patchers Teleporters Chip Spreaders Salt Spreaders Lawnmowers Road marking plant Brine Saturation Stations Other mechanical and equipment Winter maintenance plant Equipment and equipment • Inspect, adjust and replace necessary units and related parts including valves, hoses, belts and alternators; • Repair cooling, fuel, electrical and exhaust systems, tune engines using standard testing equipment; • Clean and maintain the workshop area and equipment; • Carefully maintain records, including electronic records, on all maintenance and repair work performed, track service dates, and warranties for all vehicles; • Be available for out of hours emergencies; • Keep records of jobs and materials used as required for costing purposes and furnish such records and reports as directed by the supervisor; • Be responsible for custody of materials, tools and equipment in their care; • Operate such systems, including information technology, if necessary to achieve maximum efficiency in the position; • The driving of appropriate Council vehicles; • Carry out building maintenance as required; • Comply with requirements of Monaghan County Council Corporate Safety Statement, the Department Safety Statement and all legislation and regulations as may be in force from time to time, including any such policies introduced by Monaghan County Council; • Operate any machinery, appliances, equipment and associated items as required including operating existing technology and any new technology that may be introduced in the future and be responsible for such items under their control; • Undergo training at assigned destinations in relation to new systems, processes, devices and equipment and utilise such systems, processes, devices and equipment in the course of work; • Ensure that the statutory Health and Safety requirements and Monaghan County Council procedures are complied with in the machinery yard workshop and other work areas; • Support and participate in the establishment and maintenance of improved standards and quality initiatives; • Complete such risk assessments and risk assessment reports as are required for compliance with the Council Safety, Health, and Welfare Management System; • Co operate with the familiarisation or instruction of other employees where appropriate; • Manage and maintain resources effectively and efficiently; • Be available for the Winter Maintenance Roster; • Carry out such other duties as may be assigned from time to time. The above duties outline the main functions and responsibilities of the post and may be subject to review in the future. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the public, at all times in compliance with Monaghan County Council Health and Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of the Machinery Yard Supervisor. These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of the Mechanic and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council. The position or positions shall be whole time, permanent or temporary and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee of a Local Authority, to such an extent as to impair the performance of his or her duties as an employee of the local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his or her duties as a local authority employee. Salary The salary shall be fully inclusive and shall be as determined from time to time. Starting pay for new entrants will be at the minimum of the scale. Probation Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointment takes effect, during which such person shall hold such position on probation. (b) Such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period. (c) Such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Hours of Duty Core hours of work shall be a 39 hour week. Normal working hours are 8.00 am to 4.30 pm Monday to Thursday, and 8.00 am to 3.30 pm on Friday, with a half hour lunch break each day, or such hours as may from time to time be prescribed. The hours of work will be such as may be assigned by the County Council in its absolute discretion. The person employed will be expected to report to their place of work, or pick up point, by their own means of transport. The post holder may be required to work overtime depending on work requirements and be available to respond to call outs outside of normal working hours at the request of his or her Line Manager or persons appointed to positions of authority. Where possible the post holder will be notified in advance. Overtime will be paid at approved rates. Annual Leave Granting of annual leave, payment for annual leave and arrangement for Public Holidays will be governed by the provisions of the Organisation of Working Time Act 1997. The annual leave entitlement will be 25 days per annum. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he or she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Garda Vetting and Child Protection The successful candidate or candidates may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council Child Protection Policy. Residence The successful candidate or candidates shall reside in the district in which his or her duties are to be performed, or within a reasonable distance thereof. Training Successful candidates will be required to attend and participate in training programmes as may be decided by the local authority relevant to the skills necessary for the performance of the duties attached to the post and to apply their learning in the course of their working activities. The successful candidate for this post shall undertake training for Health and Safety, technical skills and general performance as required. Driver Licence The holder of the post shall hold a current full clean driving licence in respect of category C vehicles or equivalent in the European Union Model Driving License. The successful candidate will be required to provide their own transport in the course of their duties and maintain the vehicle to the satisfaction of the local authority. The duties will include but are not limited to the following: • Ensuring that the Library Development Programme is implemented to deliver on the Council’s strategies and objectives for the overall development of the County outlined in various corporate plans and strategies. • Identifying opportunities for improvements in service delivery and to use key performance indicators or other performance indicators effectively as appropriate. • Assist in the development of library policies, development programmes, plans and strategies. • General branch management and development, service management that could include Kildare Local Studies. • Management of information systems and services. • Provide access to information, circulation control, collection development and user education. • Communicating and liaising effectively with employees, senior managers, customers and elected representatives in relation to operational matters for the Library Service. • Providing specialist assistance and support in the delivery of projects as required. • Supporting the Executive Librarian or other nominated senior official to communicate, implement and manage all change management initiatives within the Library Service. • Supervising employees in supporting roles up to the position or grade of Senior Library Assistant including assigning duties and workload, scheduling and prioritising work and monitoring and reporting on progress. • Provide ongoing support to employees under their control, including performance management, handling day to day issues, and identifying training and development requirements as appropriate. • Ensure full compliance with all organisational policies and procedures. • Support the Executive Librarian or designated Senior Official in the management and implementation of Health and Safety for the Branch Library or Library Headquarters, to be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. • To deputise for the Executive Librarian as required. • To represent their section or department on committees or at meetings and give progress reports as required. • To be involved in the day to day management of resources within their section or team. • To participate in corporate activities and responsibilities appropriate to the grade. • To undertake any other duties of a similar level and responsibility within the Library Service, as may be required or assigned from time to time. The duties shall be such as may be assigned to the employee from time to time by the Local Authority and shall include the duty of deputising for other employees of the Local Authority when required, and such duties as may be assigned to them in relation to any other area of the Local Authority. Qualifications and Requirements of the Post Character Each candidate must be of good character. Particulars of Employment The Post The post is permanent, 35 hours per week. Location Kildare County Council reserves the right to assign the successful candidate to any premises in use by the Council now or in the future. Commencement The appointee must take up appointment within one month or such longer period as determined by the Council. Working Hours The current working hours are 35 hours per week. The Council reserves the right to alter hours in line with Government Circulars. A flexi time system is in operation. Overtime may be required. Probationary Period There shall be a twelve month probationary period which may be extended at the discretion of the Chief Executive. Confirmation of appointment is subject to satisfactory service. Purpose of Role The post holder will report to the ICT Data & Analytics Manager Reporting Relationship This Records Management Lead is responsible for leading the development and implementation of records management policy as well as establishing a new national office (the Office of the File Registry) to provide records related expertise and operational services across the Agency. Duties and Responsibilities Main Duties and Responsibilities • Provide strategic leadership in the development, implementation, and continuous improvement of records management policies, standards, and best practices across all services. • Develop and maintain comprehensive records management guidelines, ensuring staff have access to appropriate training, resources, and supports. • Lead the implementation of the new national records management service partner, including the national scanning service and the single offsite storage solution for all Tusla records. • Oversee the migration of all Tusla records from the existing network of ten vendors to the new national offsite storage partner, ensuring a secure, efficient, and compliant transition. • Oversee the development, maintenance, and application of records classification and retention policies for all record types processed by the Agency. • Lead the delivery of a programme of scanning and digitising legacy paper records to support modernisation and improved service delivery.
