HGV Driver / General Operative

Wages: HGV Driver – Scale 3+1; SCP 7 – 9; £12.59 – £13.02 per hour General Operative – Scale 1+1; SCP 4 – 6; £12.00 - £12.38 per hour Wages will be paid on a monthly basis Main Purpose of the Job To undertake various roles, in response to the demands of the Department, driving Heavy Goods Vehicles, hook loader, big bite, side loader, refuse vehicles, refuse lifting, street cleansing, grounds maintenance and labouring duties within the Waste Management section of the Environment and Place Directorate. Key Areas of Work: 1. Service Delivery: • To undertake the duties of the post, at all times, in a manner that enhances and promotes a positive image of the Council and its employees. • To deal with the public in a polite and courteous manner. • To work, as part of the team, during periods of adverse weather conditions and assist with, for example - gritting, snow clearance, debris clearance and sandbagging. 2. Health and Safety: • To take reasonable care for health and safety of self and others, at all times, in accordance with Health and Safety legislation and the Council’s Codes of Practice and procedures. • To exercise proper care in the handling, operating and safeguarding of tools, equipment, vehicles or appliances in the operation of allocated duties. • If required, be responsible, under supervision, for the safe use, storage, handling and recording of chemicals according to COSHH procedures. • To follow safe systems of working and attend toolbox talks as required. • To attend all health and safety related courses. • Use and maintain equipment provided such as lone working devices, mobile communications and logging systems for maintenance management. • To wear and take care of the designated PPE provided. • Report accidents / incidents and near misses 3. Recording and Reporting: • Record and report details of all maintenance issues, defects, damages, and complaints to Line Manager. • To use and avail of electronic technology e.g. mobile phones provided for communication purposes, use lone working devices and logging systems for maintenance management. • Report damage and maintenance requirements to Council property e.g. litter bins, signs, building defects etc. 4. Learning and Development: • To participate in planned learning and development and undertake designated training to ensure knowledge and skills are kept up-to-date. • To identify learning and development opportunities that will assist with improved service delivery. 5. Availability: • To be available, if required: To work outside normal working hours and weekends as required to deal with emergency situations and periods of adverse weather and other scheduled out of hours work. To participate on a rota in support to the Emergency On – Call arrangements. 6. Policies & Procedures: • To comply with all Council’s policies and procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol. The post holder may be allocated any of the following duties and may be required to work in any of the Council’s service areas at any time. Main Duties and Responsibilities • Drive and operate heavy and light goods vehicles – automatic, manual, left hand and right hand drive. • Regular maintenance of the vehicle, and pre-check which involves the following tasks:- ▪ Checking oil and water levels ▪ Checking tyre pressures and tyre wear ▪ Greasing vehicles at regular intervals ▪ Reporting any mechanical or other faults in the lorry to the Fleet Manager ▪ Cleaning of the vehicle ▪ All lights and safety devices are operational • Collection of refuse bins within the designated route and the necessary tipping. • Collect, tip and replace hook loader skips across the recycling centres. • Operate big bite conventional chain lift skip lorry to service all recycling centres. • Ensure vehicle is roadworthy and maintain vehicle log books and all other relevant daily records and continually assess loads to ensure overloading is avoided. • Ensure the use of onboard cameras and all other safety devices are fully operational and used. • Ensure the use of in cab devices for routes and adhere to identified risks and upload any new risks identified on the device and notify the office. • Transporting and responsibility for supervising the crew with responsibility, vehicle, the general public and property while carrying out the service. Ensuring full compliance and operation within all Health and Safety regulations and codes of practice. • Assist with training new crew when necessary. • Ensuring that all daily collections are completed and any omissions are notified to the office or Refuse Manager/Waste Manager. • Ensure cab and body of vehicle are kept clean and litter free, and ensure that the vehicle is employed of refuse and other material at the end of the day. • Operate radio communication with the Works Depot and report incidents regarding rejected bins/damaged bins and relay any complaints or queries from the public in a timely manner. • Ensuring that the driver and the crew behave in a polite and helpful manner to the public at all times and to pass on any complaints or queries to the supervising officer immediately. • Act in a responsible manner in relation to driving the vehicle and ensure vehicles are reversed in line with the safe systems of operation established by the council. • Ensure the safety, whilst driving, of other road users, the general public and property, while carrying out the service. • Assisting in the loading of the refuse vehicle as and when required with Residual, Blue, Brown or Caddies as required ensuring the utilisation of manual handling training and experience. • Undertaking any formal training or refresher course which may be required in order to carry out normal duties • Carry out assisted collections at premises which have satisfied the councils policy relating to assisted lifts e.g. in respect of disabled householders or inaccessible locations. • Wearing the uniform provided and wear protective clothing and safety boots etc as required. • Duties will be carried out for jobs up to and including those in the same grade, provided such duties are within the competence of the employee. • Work overtime if necessary. • Provide accurate advice to the public regarding the Council services in particular relating to recycling. Promoting the Council’s Recycling initiative by the delivery of stickers and flyers. • Assist with the communication of any alterations to normal service via direct communication with the public • Assist and advise on any proposed re-routing which takes place. • Carry out dynamic risk assessment of new situations which may arise in the daily delivery of the service. • Assist with providing appropriate data with regards to monitoring and reviewing of recycling targets • Report to the Refuse Manager/Waste Manager and undertake extensions to the routes any additional new developments in the area. • To inspect bins to ensure compliance with all the Council’s procedures on recycling and waste management and ensure any rejected bins are marked with appropriate sticker. • When not on a vehicle if required any general labouring duties including litter picking, grass cutting, weeding etc that are required within the Environment & Place Directorate • Reports back to the depot via radio and in writing regarding rejected bins and damaged bins. General: • To ensure full compliance with all Health and Safety at Work legislation in accordance with the Council’s Health and Safety at Work policy and all associated procedures and guidance and to be an advocate for high standards of Health and Safety performance. • To comply with all the Council’s Policies and Procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol. • To promote the Council’s equal opportunities policies and avoid all forms of discrimination as both an employer and a service provider. • To implement, and adhere to, all Financial and Procurement policies and procedures. • To undertake the duties of the post at all times in a manner that enhances and promotes the positive image of Fermanagh and Omagh District Council.
