The post holder(s) will be responsible for: ·        Ensuring a coordinated approach to the development and implementation of the Community Connect programme across all six Health Regions and the relevant functions at HSE Centre. ·        Provide expert input into range of HSE Community Connect workstreams by providing subject matter expertise across one or more of the following areas of Business Change Management, Communications and National and Regional Reporting ·        Represent the Programme Director for Community Connect at senior meetings involving key decision makers on the Community Connect Program. ·        Assess and anticipate barriers to successful implementation of Community Connect within Community Services and identify mitigations for same in conjunction with key stakeholders. Principal Duties and Responsibilities The role includes the following duties and responsibilities:  Project/Programme Management   ·        Lead and collaborate with key stakeholders across Community Services, HSE Centre and HSE Technology and Transformation to ensure readiness of the Community Service landscape for implementation of Clinical Management System. ·        Implement robust project management methodologies and processes to enable successful project performance and delivery  ·        Engage with external stakeholders such as Department of Health and the Mental Health Commission as required  ·        Chair relevant project teams as required and oversee the work of any sub-groups to the Project Team ·        Manage the progress and completion of SCS-CMS tasks and activities.  ·        Ensure approval and acceptance of project deliverables to agreed quality standards. ·        Ensure the appropriate level of governance is in place, is maintained and is adhered to throughout the project lifecycle. ·        Manage all aspects of project delivery through the full lifecycle from initiation to closure, including identification and management of risks, assumptions, issues and dependencies.  ·        Map and plan the management of dependencies and liaise with other Project Managers to ensure that dependencies are effectively managed. ·        Oversee change management activities within the programme, ensuring that impacts to people, processes and systems are identified, assessed and addressed through structured plans that support stakeholder engagement, communications, training, and sustainable adoption of programme outcomes.   Project Reporting & Data Analysis   ·        Track and report on project progress to the relevant regional or national groups as required on the progress and status of the assigned projects. Relationship The Medical Legal Coordinator has a reporting relationship to the Complaints Manager and General Services Manager or other nominated manager. To seek and co-ordinate legal advice as may be requested from time to time on behalf of management and other personnel. Attendance of Insurance Review meetings in relation to outstanding portfolio of claims and having a proactive input to same. Maintenance and updating of appropriate administrative systems for Claims Management. Liaising with the Hospital Manager, Hospital Consultants, Hospital Insurers and Solicitors. Principal Duties and Responsibilities The principal duties and responsibilities of the Medical Legal Coordinator shall be as follows: Hospital Claims: • Ensure the State Claims Agency are notified of all potential and actual litigation against the hospital. • Manage all third party enquires and issues arising thereof including ongoing liaison with nominated Solicitors and Hospital Insurers. • Act as a liaison between the Clinical Indemnity Scheme and Risk Management Department for the management of medico-legal claims. • Act as a liaison between the Hospital Solicitor and the Risk Management Department for the management of legal claims and general legal enquires. • To undertake to communicate to Clinicians involved in upcoming litigation any notification of a case referred to the State Claims Agency. • Ensure the timely collation and submission of relevant records/documentation in electronic and hard copy format required by the States Claims Agency representing the interests of the hospital and its Clinicians in Medical Ligation Cases. This process also applies to the Public Liability and Non-clinical claims and Coroner’s inquests. • Review the healthcare record of patients involved in litigation and identify the Primary Clinicians involved in the care of the patient during the relevant time period in line with General Data Protection Regulation and Data Protection Act 2018. • Responsible for obtaining statements from Clinicians as required by the States Claims Agency and their representatives in the course of their investigation into claims. • To organise and attend meetings at the request of the State Claims Agency and the appointed solicitors for the organisation. Ensuring all relevant witness’ are in attendance enabling liability and causation in claims to be fully investigated. • Liaise on an on-going basis with the Risk Manager regarding legal and risk management issues. • To attend at court hearings/inquests at the request of the nominated Solicitors/State Claims Agency. Present any requested records / relevant documents to court ensuring compliance with GDPR and Data Protection Act 2018 and liaise with Solicitors/Insurers on the hospital’s behalf. • Organise and attend meetings (in person or via Teams) with the Hospital Manager, Risk Manager and State Claims Agency on a regular basis. • Ensuring timely review and updates on the general status of claims are provided. • Ensure that the Hospital Manager has all relevant material available to them to allow informed decisions in approving or amending a draft defence, other documentation and responses. • Assist the Hospital Manager in ensuring all Affidavits prepared, reviewed and are sworn within the required time frame. Eligibility Criteria Qualifications and/or Experience Professional Qualifications, Experience, etc (a) Eligible applicants will be those who on the closing date for the competition: (i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 Or (ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish (See Note 1). Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination. Or (iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction. Or (iv) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland (QQI). Note 1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable. Candidates must have achieved these grades on the Leaving Certificate Established Programme or the Leaving Certificate Vocational Programme. The Leaving Certificate Applied Programme does not fulfil the eligibility criteria. The Role The Education, Skills and Training Officer will be responsible for delivering and implementing heritage in education policy across national curricula at all levels, for post-primary heritage programming and for the development of the heritage skills landscape in Ireland. The Education, Skills and Training Officer will be a member of the Research, Learning and Cultural Heritage Team and will work closely with the Heritage in Schools Programme Manager and other colleagues across the organisation who oversee training programmes in the heritage sector. Main Duties and Responsibilities Heritage in Education Policy • Deliver and implement the Heritage in Education Charter, currently under development by The Heritage Council with significant stakeholders from the education sector. • Roll-out the full suite of post-primary options for heritage in education, including a national Transition Year programme, development of Junior Certificate modules and other off-the-shelf resources adapted for post-primary education. • Engage with the education sector at all levels, ensuring heritage in education policy is reflected across curricula from primary to third level. • Liaise with teachers' organisations to encourage interest in and commitment to heritage in education and wider heritage education issues. • Collaborate with teacher educators and student teachers involved in initial teacher education. • Evaluate and update Heritage in Schools programming in line with national curriculum changes. • Engage with national curriculum consultations on behalf of The Heritage Council. Skills, Training and Career Pathways into Heritage • Assess the national landscape of heritage skills and accredited professional qualifications in heritage specialisms. • Liaise with accrediting bodies in relation to the development of new heritage skills certifications. • Examine and amplify career pathways into the heritage sector. • Develop a framework for heritage apprenticeships in conjunction with relevant bodies. • Develop CPD modules or micro-credentials, in conjunction with a higher education provider in, for example, general heritage management, conservation, climate change and heritage, heritage for planners, digital cultural heritage, etc. • Develop initiatives to ensure a diverse and inclusive workforce in the heritage sector. • Oversee any bursaries for education and training that are distributed by The Heritage Council and identify other areas where the provision of bursaries may progress policy and heritage skills uptake. Team Collaboration and Support • Coordinate a cross-organisational approach to skills programming and training for the heritage sector within The Heritage Council, working collaboratively with colleagues who oversee the Conservation Internship Scheme, All-Ireland Heritage Skills programme, and other existing Heritage Council training and skills initiatives. • Identify new training opportunities for The Heritage Council to develop in all areas of The Heritage Council’s remit. • Advise The Heritage Council on how it can strengthen its provision for education providers across all Heritage Council programmes and schemes. • And other duties as may be assigned by the line manager or CEO.
