Role Responsibilities and Functional Areas The Assistant Principal will lead and direct a specialised transfer pricing function. The role may involve assignment to one of the following areas: International Taxation In this area, the Assistant Principal will be involved in international transfer pricing matters, including resolving transfer pricing-related tax disputes with foreign jurisdictions and assisting in Ireland’s participation at the OECD, EU and UN on transfer pricing policy matters. The Assistant Principal will be a Competent Authority and will have the capacity to resolve Mutual Agreement Procedures (MAPs) and negotiate Advance Pricing Agreements (APAs), as well as the ability to lead and direct a team in that work. Audit & Compliance In this area, the Assistant Principal will be responsible for conducting transfer pricing risk assessments and compliance interventions, including transfer pricing audits. The Assistant Principal will have the capacity to undertake these interventions and the ability to lead and direct a team conducting a number of such interventions. They will be expected to challenge and confront non-compliance in the area of transfer pricing. The Assistant Principal will also provide transfer pricing support and advice to colleagues across operational divisions in Revenue. The allocation of duties will depend on business needs, and successful candidates may be assigned to either of the functional areas outlined above. The person required for the Assistant Principal post must be able to demonstrate the following skills: • Good technical understanding of transfer pricing and the ability to further develop these skills. • Practical experience of working on, or leading, transfer pricing projects such as transfer pricing planning, preparing transfer pricing documentation, benchmarking, transfer pricing audits, transfer pricing dispute prevention or resolution, cross-border transfer pricing controversy cases, or the valuation of intellectual property. • Understanding how multinational businesses operate from both a legal and commercial perspective and how their transfer pricing policies and/or tax planning and tax mitigation strategies impact on risk. • Relevant knowledge and experience of the Irish tax system, law and practice. • Relevant experience at an appropriate management level. • Excellent communication, networking and influencing skills. • The ability to work on their own initiative and as part of a team. ResponsibilitiesTransfer Pricing – General Responsibilities • Analysis of complex transfer pricing issues. • Management of a case base and engagement with taxpayers and tax advisers. • Drafting internal Revenue instructions and providing guidance to taxpayers. • Interacting with other Revenue managers. • Coaching and mentoring staff and transferring skills. • Preparing reports and recommendations on issues arising for senior management and demonstrating awareness of strategic issues. • Contributing to the effective running of the relevant Transfer Pricing Branch. Audit & Compliance • Appraisal, identification and assessment of transfer pricing risk. • Managing and undertaking risk-driven transfer pricing audits and other transfer pricing compliance interventions to protect the Irish corporate tax base. • Providing operational transfer pricing support to colleagues in other operational divisions in Revenue. • The responsibilities listed above will also apply in relation to the attribution of profit to branches and permanent establishments. This is different from a contribution in respect of membership of a Spouses’ and Children’s Scheme, or Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Entry will be at the minimum of the scale, and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance, increments may be payable in line with current Government policy. Principal Terms and Conditions: The Post The post of Senior Resident Engineer is whole-time, temporary and pensionable and will be based on relevant project site(s). PERSON SPECIFICATION / PROFILE Essential Requirements • National Certificate in Training & Development (Adult Basic Education Management) or Equivalent Adult Education Qualification or equivalent relevant qualification as approved by the Department of Education. • Minimum three years working in Adult Education Services; such as Adult Literacy Service, Education Management, Management of Volunteers and Participation in Adult Literacy In-Service Training or other equivalent education/training, experience in adult, youth or community work. • Leadership skills that are committed to the highest standards of education provision, administration and governance. • Have strong people management and organisation skills. • Interpersonal and communication skills – confident communicator who is able to motivate others. • Relationship building/team working – ability to work independently and co-operatively as part of a team. • Problem-solving – able to analyse information and generate creative solutions. • Organisation and planning – able to plan and prioritise effectively with a focus on successful outcomes. • Self-awareness – evaluate own behaviour regularly with a view to continuous learning and development. • Perseverance and resilience – determination to reach goals, and stick with difficult tasks over a long period, even when confronted by obstacles. Other Requirements Specific to the Post Due to the large geographical area covered by MSLETB the successful candidate will require to hold a full driving licence and have access to transport as the posts may involve travel. The Office The office is a permanent whole-time contract of employment. The normal working week is a 35 hours five-day week basis excluding breaks. The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSLETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. Salary Scale as per Circular Letter 0007/2026. The current salary scale for Adult Literacy Organiser is as follows: €48,911 - €76,237 per year IMPORTANT NOTICE RE: SALARY: As per DE guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply, if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting salary is not subject to negotiation. Annual Leave The annual leave allowance for the position of Instructor is 35 days pro rata. This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of relevant legislation and Department circulars. Location / Base The initial location of this position is the MSLETB Offices, St. George’s Terrace, Carrick-on-Shannon, Co. Leitrim. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. Any change in location or base by Mayo, Sligo and Leitrim Education and Training Board will not be deemed as redeployment as provided for under the Public Service Agreements. Start Date MSLETB shall require a person to whom an appointment is offered to take up such appointment within a period of not more than 6 weeks and if they fail to take up the appointment within such period or such longer period as the MSLETB in its absolute discretion may determine, MSLETB shall not appoint them.
