The Competition The purpose of this recruitment campaign is to form a panel for Cavan County Council from which full-time, permanent and fixed-term contract posts may be filled at Housing Assessment/Tenant Liaison Officer Grade. Post: The Housing Assessment/Tenant Liaison Officer will have an integral and substantial role in assessing and determining the accommodation need of applicants for social housing support together with the active and positive management its tenant relations/engagement. The post holder will be based in the Housing Department (or any other premises as assigned in use by the Council) and will be required to work 35 hours per week. Daily working hours may vary and may include post-normal office hours. Social Housing Supports In respect of an applicant for social housing support or a transfer to another dwelling to undertake the following: ·       To provide support to team members in the day-to-day issues arising out of application, including task and duties scheduling, prioritising work together with monitoring progress ·       To invite each applicant for interview and manage the appointments process ·       To determine eligibility in accordance with the legislative framework ·       To assess the households need ·       To classify the nature of the need ·       To decide the most appropriate form of social housing support applicable ·       To prepare an assessment report recommendation identifying the housing support suitable to meet the household needs and the points to be awarded for approval of the Administrative Officer ·       To carry out an annual review of the household needs or when notified of a change in circumstances ·       To provide input into the recommendations for allocation of social housing ·       To update the records on the Council’s systems as required, keep necessary records, and compile relevant statistics ·       To liaise with external agencies as required i.e., HSE, Gardaí, AHBs etc. ·       To carry out ad hoc investigations/prepare various reports as requested by Administrative Officer or other appropriate Supervisor/Line Manager ·       Provide advice to applicants as necessary Tenancies ·       Deliver pre tenancy training for all new tenancies created by the Council to include advice on their responsibilities viz-a-viz the Council’s responsibilities in relation to repairs, keeping of pets, matters relating to anti-social behaviour and the various rental payment options available and so on. ·       To make the necessary arrangements to have Tenancy Agreements signed and keys handed out to the new tenant. ·       Liaise with other statutory service providers and voluntary agencies with regard to specific circumstances and/or individual needs of tenants, as appropriate e.g. HSE, Tusla, Education Authorities, An Garda Siochana, Probation and Welfare Services, MABS. ·       To investigate reports of complaints of anti-social behaviour in line with the Anti-Social Behaviour Strategy or other breaches of tenancy in council dwellings including interviewing tenants, complainants, and witnesses. ·       Prepare and serve warning letters, all notices, and instructions to Council legal advisor to commence legal proceedings and when necessary, attend in court to give evidence as required. ·       Attend evictions and make the arrangements with other council staff for securing the dwelling. ·       To inspect council houses as required to ensure that tenants are compliant with the terms of their Tenancy Agreement, prepare reports etc. and take the necessary action. ·       To liaise with the technical staff and assist the operations/enforcement section of Council in the Control of Dogs, Waste and Litter Management issues and/or other section where issue arise pertaining to tenants. ·       To investigate the illegal occupancy of Council houses and as appropriate follow the legal procedures required up to and including attending court to give evidence as required. Estate Management ·       To promote tenant engagement and facilitate the establishment of resident’s associations where required or support the activities of existing residents’ groups in the estate ·       Actively deal with anti-social behavioural issues in line with the Council’s Anti-Social Behaviour Strategy ·       To mediate and liaise, where possible, on tenant and resident conflicts and seek to resolve disputes Develop and co-ordinate communication on cases and anti-social behaviour prevention with the An Gardaí Siochana, HSE, Túsla, other agencies and residents ·       To engage with all residents at neighbour level in building local capacity and to empower neighbourhood communities to take the lead in building and promoting their local community ·       Develop links between the residents with the council services to promote good estate management eg social inclusion units, waste management section etc. Other ·       Maintain adequate records in accordance with the requirements of GDPR and update information systems as required ·       Prepare and deliver reports for Administrative Officer or other appropriate Supervisor/Officer as requested. ·       Will be required to hold a current Safe Pass Card. ·       Will ensure a safe environment and implement all the Council’s health and safety requirements including using a lone worker device during working hours ·       Any other duties that may be assigned from time to time by the local authority. Probation The successful candidate shall be required to be on probation for an initial period, as determined by the Council. This period may be extended at the discretion of the Council. Salary Remuneration will be at the Staff Officer Scale of the national wage scales. The present minimum scale is €51,210 increasing to €61,252 per annum (including LSIs) with annual increments subject to satisfactory performance via PMDS. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Garda Vetting/Child Protection Successful candidates will be subject to the Garda Vetting Procedures. Annual Leave The annual leave entitlement for this post will be 30 days per annum. Granting of annual leave, payment for annual leave and arrangement from public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Working Hours The post entails a wide range of duties which require maximum flexibility and will be based on a 35 hour week, involving regular evening and weekend attendance where necessary. The Council reserves the right to alter the hours of work from time to time. Pension : The Local Government Superannuation Scheme applies.

The Role The role will be to provide support to the County Registrar assigned to the County of Galway in her capacity as Sheriff and under the terms of the Enforcement of Court Orders Act, 1926, as amended. Key Responsibilities The appointee will be assigned duties and responsibilities commensurate with the grade. The duties of a Court Messenger include, but are not limited to: (a)              Enforcement of Decrees, Execution Orders, Fi Fas and Repossession Orders by: ·        the collection of monies on foot of Court Judgments lodged in the Court Office ·        the seizure and sale of goods to realise Judgment Debts ·        taking possession of lands and houses on foot of Court Orders including ejectment of persons in occupation (b)              Maintenance of appropriate records to include: ·        Responsibility for cash, cheques and drafts received, issuing temporary receipts and accounting for monies received ·        Recording and updating of files and issue of appropriate notices and correspondence ·        Use of information technology systems  (c) Customer Service ·        Maintaining contact with relevant stakeholders ·        Dealing effectively and speedily with customer queries (d)          Other appropriate duties as assigned by the Office Manager. In discharging the duties detailed at (a) above, the appointee shall follow all directions relating thereto issued to him/her by the County Registrar (see Section 4 and 5 of the Enforcement of Court Orders Act, 1926 for more information) In discharging the duties at (b) to (d), the appointee shall report to the Office Manager or such person within the office designated for this purpose by the Office Manager or the Courts Service. The Court Messenger, being based at Galway Court Office, will report to the Court Office Manager in relation to all HR matters e.g. annual leave, sick leave, performance management etc and any other matters not encompassed in (a) to (d) above. Additionally, a Court Messenger, at the direction of the Courts Service, may be required to provide assistance in other counties, where for example, the permanent Court Messenger is on extended leave of absence, or the position is vacant. Note, the above is intended as a guide and is neither definitive nor restrictive. Panel Formation Following the interview process a panel will be formed for the purpose of filling a Court Messenger Position. Candidates will be ranked in order of merit based on performance at interview. This panel will remain in place until 31 December 2025 from the date of formation of the panel or until the exhaustion of the panel whichever is the earlier. Candidates who have not been offered a position at the expiry of the panel will have no claim to any further positions thereafter because of having been on the panel. Confidentiality Candidates can expect that all enquiries, applications and all aspects of the proceedings to the extent that they are managed by the Courts Service are treated as strictly confidential subject to the provisions of the Freedom of Information Act 2014. However, candidates should note that all application material may be made available to the interview board. Certain items of information, not specific to any individual, are extracted from computer records for general statistical purposes. Garda Vetting Garda vetting will be sought in respect of individuals who come under consideration for appointment. The applicant will be required to complete and return a Garda Vetting form should they come under consideration for appointment. This form will be forwarded to An Garda Siochána for security checks on all Irish and Northern Irish addresses at which they resided. Enquiries may also be made with the police force of any country in which the applicant under consideration for appointment resided. If the applicant subsequently comes under consideration for another position, they will be required to supply this information again. Other important information The Courts Service will not be responsible for refunding any expenses incurred by candidates. Prior to recommending any candidate for appointment to this position the Courts Service will make all such enquiries that are deemed necessary to determine the suitability of that candidate. Until all stages of the recruitment process have been fully completed a final determination cannot be made nor can it be deemed or inferred that such a determination has been made. Should the person recommended for appointment decline, or having accepted it, relinquish it, or if an additional vacancy arises the Courts Service may, at its discretion, select and recommend another person for appointment on the results of this selection process. Review and Complaint Procedures under the Code of Practice for Appointments to Positions in the Civil and Public Service If a candidate is unhappy following the outcome of any stage of a selection process, they can either: 1.     Request a Review of a decision made during the process Or 2.     Make a Complaint that the selection process followed was unfair A candidate can follow either one of the two procedures in relation to the same aspect of a selection process, but not both. Where a review of a selection process has taken place under Section 7 (as detailed below), a complainant may not seek a further review of the same process under Section 8, other than in the most exceptional circumstances that will be determined by the Commission for Public Service Appointments (CPSA) at its sole discretion . There is no obligation on the Courts Service to suspend an appointment process while a Review or Complaint is being considered. However, the CPSA expects that, where possible, the Courts Service will intervene in cases where it finds an error is likely to have occurred. Requesting a Review under Section 7 A request for review may be taken by a candidate should they be dissatisfied with an action or decision taken by the Courts Service. The Courts Service will consider requests for review in accordance with the provisions of Section 7 of the Code of Practice for Appointments to Positions in the Civil and Public Service published by the CPSA. When making a request for a review, the candidate must support their request by outlining the facts they believe show that the action taken or decision reached was wrong. A request for review may be refused if the candidate cannot support their request. The Informal Review will consist of a desk-based examination of any available information in relation to the recruitment process and the decision taken regarding the candidate’s application. The outcome of the Informal Review Process will be communicated to the requester in writing. •       A request for Informal Review must be made within 5 working days of notification of the decision and will normally take place between the candidate and a representative of the Courts Service who had played a key role in the administration of the selection process. •       Where a candidate remains dissatisfied following any such informal discussion, he/she may adopt the formal procedures set out below. A request for Formal Review must be made within 5 working days of either the notification of the selection decision, or the notification of the outcome of the Informal Review process. PRINCIPAL CONDITIONS OF SERVICE Tenure and Probation: All appointments are subject to the Western Development Commission Act 1998 and staff must agree to the WDC Code of Business Conduct under the Code of Practice for the Governance of State Bodies. The appointment will be for a full-time, permanent contract, subject to a probationary period as specified in the employment contract. Candidates must satisfactorily complete a 12-month probationary period before the appointment can be confirmed. Notwithstanding the above, this will not preclude an extension of the probationary contract if performance dictates the same. A different rate will apply where the appointee is not required to make a Personal Pension Contribution. New staff or those on probation may initially work on-site more frequently until completing role induction, as decided by their manager or the CEO Travel: Due to the nature of this role, the successful candidate will hold a full driving licence and have access to transport as this post will involve travel nationally in support of the seven county Western Region. When absent from home and your designated office location on official duty, you will be paid appropriate travelling expenses and subsistence allowances, in accordance with Civil Service regulations. Hours of Attendance: Hours of attendance will be fixed from time to time but will amount to not less than 40 hours gross per week (35 hours net). The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the limits set down in the working time regulations. The rate of remuneration payable covers any extra attendance liability that may arise from time to time. Annual Leave: The annual leave allowance will be 23 working days a year. This leave is on the basis of a five-day week and is exclusive of the usual public holidays. Sick Leave: Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the sick leave circulars. Officers who will be paying Class A rate of PRSI will be required to sign a mandate authorising the Department of Social Protection to pay any benefits due under the Social Welfare Acts directly to the employing Organisation. Payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Social Protection within the required time limits.
