The Role: Westmeath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Clerk of Works shall be drawn. Clerk of Works are typically assigned to Housing Maintenance & Construction, Corporate Projects and Building Control. Duties and Responsibilities: The role of a Clerk of Works is primarily to represent the interests of the Council in terms of ensuring that the quality of both materials and workmanship are in accordance with planning permission, building regulation, architects/engineers and other consultants’ drawings and specifications. The principal duties and responsibilities will be to perform such duties appropriate to the post of Clerk of Works that maybe assigned, and may include the following: • Carry out inspections, surveys, keep detailed records and prepare relevant reports. • Have strong relevant technical capability; • Supervise contractors to ensure that all works are carried out as per specification and in compliance with requirements. • Monitor of on-site construction, photographic recording, materials quality and standard; building materials testing and certificate verification and attend site and carry out inspections as required. • Have a good knowledge of Health & Safety legislation and requirements. • Comply with the Health & Safety Management System and assist in its ongoing development. • Comply with Health & Safety regulations and awareness of on-site safety and participation at and reporting to site meetings. • Have an excellent knowledge of civil engineering works and/or building construction. • Prepare drawings/reports and specifications of works, tender documentation. • Ensure compliance with contract drawings and specification. • Carry out public procurement of goods, services and works. • Certify payments and manage budgets. • Manage and supervise contracts/contractors on site. • Compilation and keeping such records as may be necessary in relation to above works including the submission of reports as required and furnishing data for final costing. • Have a strong sense of ownership of their work and attention to detail. • Work equally well as part of a team or on their own initiative. • Work with other services, community groups, & statutory organisations. • Deal with the public/customers and contractors • Play a leading role in developing systems for improving the quality of outputs from the section. • Play a leading role in promoting the development of quality control systems both with internal teams and with external contractors. • Take measurements and samples on site to make sure that the work and the materials meet the specifications and quality standards. • Implement programmes of work in a timely and effective manner. • Assigning of work to other in-house maintenance staff and providing necessary supervision and coordination. • Liaise closely with the contractor's staff, while maintaining independence. • Proficiency and engagement in IT, particularly in relation to document handling and production of reports and Agresso and I-house packages • Represent the Council as required. • Such other duties as may from time to time be reasonably assigned. Experience Each candidate must satisfy the local authority that he/she has had adequate experience of a type which would render him/her suitable to perform satisfactorily the duties of the office for which he/she is a candidate. Salary The current salary scale for the post of €56,754 - €69,337 (including Long Service Increments) gross per annum as per Circular EL 03/2025. The Assistant Buyer supports the buying team in selecting, sourcing and purchasing product ranges to meet customer needs and commercial KPIs. They assist with supplier negotiations, stock management, sales analysis and administrative tasks to ensure a smooth buying process.
