Senior General Services Supervisor

THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Senior General Services Supervisor. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Senior General Services Supervisor is responsible for the supervision of circa 20 staff across a range of activities including road resurfacing, surface dressing, street cleaning, haulage of material/plant and winter maintenance. The Senior General Services Supervisor will liaise with the Machinery Yard Workshop regarding vehicle/plant upkeep and the Area Engineers/General Services Supervisors regarding the Roads Works Programme. QUALIFICATIONS Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates must, on the latest date for receipt of completed application forms: (i) Hold a valid Irish/EU full driving licence for Class B vehicles or a licence acceptable to NDLS for exchange. (ii) Hold a current valid Safepass Registration Card. (iii) Have reached a standard of education sufficient to enable them to carry out the duties assigned. (iv) Have satisfactory experience in a supervisory role. PLEASE NOTE: Non-Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Failure to do so will deem your application inadmissible. DRIVING LICENCE/TRAVEL The holder of the office will be required to hold a valid Irish/EU full driving licence for Class B or a licence acceptable to NDLS for exchange, free from endorsement and disqualification. They must be a competent driver and shall drive a motor car in the course of his/her duties and, for this purpose, provide and maintain a car to the satisfaction of the Local Authority. DESIRABLE SKILLS An ability to demonstrate competence in the following areas: Candidates should be competent and have such training or experience as shall be considered acceptable by the Council to enable the person appointed to perform the duties of the post. In particular, candidates should have satisfactory knowledge and experience of the following matters or the necessary aptitude to acquire this knowledge within a reasonable period. Satisfactory knowledge of civil engineering works and construction techniques with particular emphasis on road building, road surfacing and road maintenance works, but including plumbing, pipelaying, block-laying, together with a working technical knowledge of maintenance and repairs of housing, storm sewers, open spaces, playgrounds and other services for which Wicklow County Council has responsibility. Supervisory skills so as to be in a position to direct, manage and control teams of staff at multiple locations within his/her area. Ability to work on own initiative and judgement. Experience in the use of computers and relevant information technology. Satisfactory knowledge of current Health and Safety Regulations and Legislation and putting it into practice on works. DUTIES The following is a non-exhaustive list of key duties and responsibilities which may be assigned to a Senior General Services Supervisor: The duties of the Senior General Services Supervisor shall be to carry out work of a manual, supervisory, inspectorial or clerical nature as may be assigned to him/her from time to time by the Local Authority. These duties shall include those listed hereunder and any additional duties that may be assigned to the holder of the post from time to time, reflecting changes in Wicklow Local Authorities remit, new methods of working, and future challenges that Wicklow Local Authorities will be presented with. • Supervise staff and direct staff in his/her area and all works in their charge, completing, verifying and initialling timesheets at time of inspection and ensuring that teams have adequate supplies of materials, tools and equipment for the works in hand. • Supervise the conditions on all work, including depots under the control of Wicklow County Council, so as to ensure that they are properly and safely operated in accordance with the relevant legislation. • Supervise the performance of all machinery and plant in his/her area and ensure that all plant are properly and safely operated and gainfully employed. • Responsible for the safety, health and welfare of the employees and workplaces under his/her control and commensurate with his/her authority as set out in the Safety Statement for Wicklow County Council. • Assist other state bodies/members of the public as and when requested to do so by their line manager. • Follow up on maintenance issues and calls from the District/Admin staff and report on same. • Report immediately the circumstances of any inefficiency or unsatisfactory work or service in his/her charge and carry out the direction consequent on such reports. • Carry out early and late inspections of teams, in accordance with general direction, and attend on the roads or on works during the normal working hours of the Council’s employees. • Travel as required and inspect public roads/other assets in his/her area and take all necessary steps for keeping them in good repair at all times, subject to the general direction of his/her Line Manager. • Collect and check timesheets/prepare timesheets of all employees in his/her charge and take them to the relevant office for examination at the appropriate time. • Inspect that all roads, including road signs, public lights, street furniture or other notices in his/her area are maintained in a good condition, subject to the general direction of the line manager. • Keep records of all work done including materials produced, supplied and used, and quantities of work done. Check measurement of loads etc., so as to verify that they contain the amounts specified. • Maintain a personal daily diary, which may be inspected at any time. This diary may be electronic or manual. This diary shall include detailed accounts of any and all incidents which could lead to litigation by others. • Prepare requisitions for articles or materials required for works in his/her area and complete all forms required in connection with supply of such articles or materials. • Responsible for the custody of all maintenance and construction materials, tools and equipment in his/her area, and for the keeping of records necessary in relation thereto. • Liaise with and supervise work carried out by contractors/sub-contractors engaged by Wicklow County Council. • Prepare data necessary to enable his/her Line Manager to work out costings or other necessary analysis of expenditure in relation to work done as required. • Furnish all reports and returns in connection with works, quarries, accidents and sundry matters which may be required from time to time. • Report to his/her Line Manager on all development work, Road Opening Licences, tree-cutting or other activities which come into the scope of the law relating to Local Authorities. • Service notices on landowners in connection with hedge cutting, spillages and the cleaning of drains, and other relevant statutory notices. Give evidence in Court when required in connection with these matters or any other matters which are the concern of Wicklow County Council. • Keep his/her Line Manager advised on all matters which may be of importance in the interest of the County Council and liaise with other sections of the Council on works and emergencies. • The holder of the post will be required to use modern communications as directed. • Deal with members of the public in a courteous, prompt and efficient manner and keep his/her Line Manager informed of such dealings. • Carry out, under the direction of his/her Line Manager, such inspections as are required under the Planning Acts, Building Control Acts, Roads Act, Litter and Housing Acts and other relevant Acts. • Use, as directed and upon receipt of appropriate training, information technology equipment and systems including digital cameras, personal computers and hand-held technologies (e.g. tablet devices etc. and systems such as ProWorks, etc.). • Act, if directed, as an Authorised Officer of the Council under the Litter Pollution, Waste Management Acts and other relevant Acts where required. • Participate, as required, in evaluation of his/her staff and appraisal by his/her Line Manager. • Participate in training provided by Wicklow County Council and facilitate training of his/her staff. • Participate fully in any initiatives aimed at increasing customer satisfaction/quality of service to the community. • Respond to and co-ordinate winter maintenance crews and other emergency activities outside normal working hours. • Carry out any other instructions which may be given by his/her Line Manager from time to time. Undertake those duties as assigned to them by their Line Manager. • Co-operate and participate in Wicklow County Council’s 24 hour Emergency Call Out System. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Senior General Services Supervisor positions may be filled. The position will be full-time and pensionable. The successful candidate(s) may be assigned, as required, to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and: (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be nine months; this period may be extended at the Chief Executive’s discretion; (c) such persons shall cease to hold such office at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such persons is satisfactory. Salary €1029.77 – €1185.19 per week in accordance with Circular EL 02/2026. The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New entrants will be placed on the minimum of the salary scale. Hours of Work The person appointed will be required to work a 39 hour week Monday to Friday. The Council reserves the right to alter working hours from time to time. 8.00 a.m. – 16.30 p.m. Monday to Thursday 8.00 a.m. – 15.30 p.m. Friday Successful candidates may be requested to work outside of core hours on various occasions. Remuneration for such overtime will be paid in accordance with agreed rates and procedures. Garda Vetting Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children/vulnerable adults. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). Work Permit All non-EU/EEA citizens must hold a valid work permit prior to and for the duration of their contract. The work permit must allow you to work full-time for Wicklow County Council. It is the responsibility of individual employees to ensure that you have a valid work permit. If at any stage during your contract you cease to hold a valid work permit, you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Health For the purposes of satisfying the requirements as to health, it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up appointment, the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Annual Leave Annual leave entitlement will be 25 days per annum exclusive of public holidays. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are not new entrants to the Public Service, as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004 and the Public Service Superannuation (Age of Retirement) Act 2018, are subject to a compulsory retirement age of 70 years. With effect from 1st January 2013, persons who are pensionable under the terms of the Single Public Service Pension Scheme will have a minimum retirement age of 66 years initially rising in line with the State Pension age changes. Members of the Single Public Service Pension Scheme have a compulsory retirement age of 70 years.

The primary role of the Export Business Advisor will be to support the Head of Enterprise and the LEO team in the delivery of services and operations aimed at strengthening the export potential of our client base. The Local Enterprise Office, Westmeath County Council recognises the development of export markets by micro or small enterprises. Through this scheme, the LEO aims to provide coaching support to owners and managers and to help businesses to understand the basis of their export plan and where they might export, with advice on how to develop an export strategy and supports available to assist them in the implementation of this strategy. Success in export markets is crucial to the long-term growth of Irish businesses and the Irish economy. The LEO recognises that support for companies focused on growth through international sales is a priority. We are committed to working with our Enterprise Ireland partners to facilitate the development of a strong exporting sector through active engagement of the LEO portfolio in offering flexible exporting solutions to client needs. A significant element of the role will be to ensure that clients have access to, and utilise, one-to-one export support and advice made available through the LEO, its mentor resources, and our stakeholder partners. The LEO is committed to developing relevant exporter workshops and programmes and complementing the initiatives within Enterprise Ireland. Engaging with Enterprise Ireland throughout the period of our current development plan, the LEO and its clients will seek to benefit from the EI exporter development modules, the market research centre, the international office network, relevant trade events and missions and programmes developed to build export selling capabilities. In order to support our companies in this area, we will also work with them and encourage the use of Enterprise Ireland’s online Export Preparedness Scorecard to help companies determine their capability to develop and implement an export-led business plan. The Export Business Advisor will report to the Head of Enterprise and will work as a member of a small dynamic team providing support to small and micro-enterprises for the duration of the contract. The Business Advisor will report on targets and metrics as set out by the Head of Enterprise. Duties & Responsibilities The LEO Business Advisor will perform such duties as may be assigned from time to time which will involve the facilitation, implementation and promotion of the policies and objectives of the particular County Council for the advancement of the Local Enterprise Office. The Business Advisor will report to the Head of the Local Enterprise Office, or any other officer as designated by the Chief Executive. • Meeting with clients and providing one-to-one advice on all areas of exporting/internationalisation relevant to their business, including advising and evaluating on grant and loan applicants and the wider supports available through the LEO and presenting client cases to the Evaluation Committee. • Developing and managing a range of business-related export training and mentoring programmes and events. • Managing a range of export-related projects from early stage to delivery, including managing procurement processes and contract management, communications and reporting. • Supporting the LEO team in responding to First Stop Shop enquiries and advising on exporting/internationalisation opportunities and supports where relevant. • Enhancing communication with Enterprise Ireland to facilitate potential progression of companies from LEO to EI, facilitating access to relevant EI financial, business and innovation/research facilities, and two-way transfer of clients to ensure appropriate services and maximum impact. • Assessing models of national and international best practice which may support new export-focused initiatives. • Familiarising with Intertrade Ireland services and supports and accordingly educating internal staff and the LEO client base. Putting in place systems to ensure that Intertrade Ireland opportunities are made available to the LEO client base. • Stimulating mentoring requests from clients relating to export activity/queries and acting on relevant mentor report outcomes. • Project managing, promoting, supporting and assisting clients through Market Explore Grant applications process to ensure significant uptake. • Working closely with the national LEO representatives leading on the Enterprise Europe Network (EEN) actively to maximise the benefit to our client base. • Collaborating on exporting/internationalisation programmes with stakeholders to develop an “Establish Your Readiness to Export” programme. • Encouraging and facilitating existing client base to expand and access LEO funding and advisory programmes. • Advising and supporting clients with their Brexit queries and challenges. • Advising Measure 1 grant applicants on the opportunities an export focus may be able to offer them. • Providing opportunities for businesses to collaborate with experts in trading online activity to increase sales and export potential. • Organising and facilitating networking opportunities and delivering presentations on exporting/internationalisation. • Payment administration and budget monitoring and reporting. • Reporting to senior management and providing regular reports and updates on metrics and key indicators while ensuring that work conforms to procedures and standards. Particulars of Office (including retirement) The Post A panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. The panel may be used to fill fixed term positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Vacancies may arise on a county-wide basis. Westmeath County Council reserves the right to assign employees to any work location having regard to funding and/or operational circumstances. Salary The current salary for the post of Export Business Advisor is €57,895 – €70,730 per annum (including Long Service Increments), which is analogous to Senior Staff Officer scale as per Circular EL 02/2026. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the Circulars issued by the Department of Housing, Planning, Community and Local Government. New entrants to the Local Authority Service commence on the 1st point of the scale in accordance with current Government Policy as set out in Department of the Environment Circular Letter EL 02/2011 of 28th January 2011 and Circular EL 05/2016 dated 5th February 2016. Remuneration is paid fortnightly by PayPath directly to the employee’s nominated bank account. The current pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. You agree that in the event of an overpayment of salary or other monies to you, the Council reserves the right to deduct monies from your “wages” (for the purposes of the Payment of Wages Act, 1991) for the purpose of reimbursement of the Council of the amount of the overpayment(s), in keeping with the Payment of Wages Act 1991, Section 5(5). Superannuation and Retirement Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details of the relevant scheme will be provided to the appointee prior to appointment. A person who becomes a pensionable employee of a local authority who is liable to pay the Class A rate of PRSI contribution will be required, in respect of superannuation, to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person paying the Class A rate of PRSI who becomes a pensionable employee of a local authority will be required, in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required, in respect of his/her superannuation, to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying the Class D rate of PRSI who becomes a pensionable officer of a local authority, depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or Local Government (Spouses and Children’s Contributory Pension) Scheme and, if a member of either scheme, will be required in respect of this to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. Employees are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. The Role: This position is a senior position within the Council reporting to the City Parks Superintendent and any other employee nominated by the Chief Executive. The ideal candidate shall have the following Skills and Experience: • Have significant management experience in a professional capacity as a Landscape Architect, Horticulturist or in a landscape management context. • Have experience of preparation or assessment of relevant policies and of analysing and considering new and emerging national and/or regulatory policies and guidelines in a Parks and Green infrastructure context with a view to assessing the implications of such developments and responding to same. • Have experience of managing and leading multi-disciplinary and cross functional teams and have the ability to motivate, empower, encourage and achieve optimum results, maximum efficiency and value for money from the personnel and processes under their control. • Have an understanding of Local Authority services and structures in Ireland and Dublin City Council, particularly as they relate to the Green Infrastructure function, or have the ability to quickly acquire same. • Be capable of working in close consultation with key stakeholders and in seeking cooperation and consensus with a whole range of bodies and representative groups including taking customer feedback and ensuring any learning from same is used to enhance the operations of the organisation. • Be experienced in contributing to the operational and strategic planning processes and in the implementation of the agreed aims of same. • Have excellent interpersonal, communication, networking and influencing skills. • Have good knowledge and awareness of statutory obligations of Health and Safety Legislation, the implications for the organisation and the employee, and their application in the workplace. • Have experience of managing finance and budgets and ensuring value for money and a track record of delivering results. • Have experience of providing information on the pattern of demand and activity and the skills to schedule/programme the carrying out of work. • Have good general ICT skills, particularly in relation to CRM, Procurement, and Arboricultural management. • Have a focus on the customer and on service improvement including taking ownership and resolving issues arising. Candidates must also: • Have the knowledge and ability to discharge the duties of the post concerned; • Be suitable on the grounds of character; • Be suitable in all other relevant respects for appointment to the post concerned; Candidates, if successful, will not be appointed to the post unless they: • Agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed • Are fully competent and available to undertake, and fully capable of undertaking, the duties attached to the position. Each candidate must, on the latest date for receipt of completed application forms, meet the above essential criteria. The Office The office is whole time, permanent and pensionable. The holder of the office shall not engage in any gainful occupation, other than as an officer of a local authority, to such an extent as to impair the performance of their duties as an officer of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with discharge of their duties as a local authority officer. Probation Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (i) There shall be a period after such appointments take effect during which such persons shall hold the position on probation; (ii) Such period shall be a maximum of 12 months; (iii) Such persons shall cease to hold the position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory Salary The salary shall be fully inclusive and shall be as determined from time to time. The holder of the post shall pay to the Local Authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of the post or in respect of any services, which they are required by or under any enactment to perform. Salary Scale effective from 1st February 2026: The salary scale for the position of Senior Parks & Landscape Officer is: €92,770; €95,045; €97,310; €99,586; €101,855; €104,136; Maximum, €107,565; LSI 1; €110,997 LSI 2 Salary for the post shall be in accordance with existing practice as set out in relevant circulars. Starting pay for new entrants will be at the minimum of the scale. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Residence The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Start Date The Local Authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than three months and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the Local Authority shall not appoint them. Duties In accordance with Section 159(3) & (4) of Local Government Act 2001 an employee of the local authority shall perform the duties of the office and give the local authority under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as are required for the exercise and performance of any of its powers, functions and duties and to exercise such powers, duties and functions as may be delegated to them by the Chief Executive from time to time including the duty of servicing all committees that may be established by the local authority and such duties as may be required in relation to the area of any local authority. The holder of the office will, if required, act for an officer of a higher level. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 35 hours gross per week. The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the working time regulations. The rate of remuneration payable covers any extra attendance liability that may arise from time to time. Annual Leave The annual leave allowance for the position of Senior Parks & Landscape Officer is 30 days. This allowance is subject to the usual conditions regarding the granting of annual leave in the public service, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the sick leave circulars. Superannuation Contributions Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5% of their pensionable remuneration. Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable officers of a local authority are required, in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, 1986, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration or net pensionable remuneration, whichever is relevant and in accordance with the terms of the Scheme. Persons who become pensionable officers of a local authority for the first time on or after 1 January 2013 are liable to pay the Class A rate of PRSI contribution and are required in respect of superannuation to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay.
