Location Assignment to a residential services based in Ballinasloe, Co Galway The Role: The Team Leader has a pivotal role in managing the day to day delivery of services. The Team Leader will provide leadership & supervision to teams while ensuring the development of the service is in line with Personal Outcomes Measures and HIQA standards and regulations. The main responsibilities are to assist the Team Managers, Service Coordinator and Area Manager with the management of a residential Services, such as, with resource-management and staffing - including rosters, staff development, facilitating communication, professional leadership in order to ensure a good quality of life for the people we support. The successful candidate must provide leadership and vision in the development of the service in line with HIQA Standards and Regulation, Personal Outcomes Measures and future service developments as well as managing the day to day running of the service. Reporting/Responsible To: Team Manager/Service Coordinator / Area Manager Qualifications/Experience: Each candidate ideally should possess the following qualifications and experience: Skills: Candidates should be able to demonstrate leadership, communication and team working skills and be a flexible and dynamic individual who will relate to people in a range of situations with an understanding of and commitment to the principles of public accountability as they apply in the health service. The Team Leader must demonstrate leadership and planning skills and the ability to set goals, put into action and follow through. The Team Leader must have the ability to exercise good judgement, discretion and confidentiality, be creative and self-motivated, communicate effectively in both written and verbal forms and co-operate in a team environment with a person-centred philosophy. Working Hours: Contracted hours will depend on the grade of the successful candidate i.e. 78 hours a fortnight (SCL grade) 75 hours a fortnight (CNM1 grade). It is envisaged that this post will primarily be Monday to Friday with contracted hours of work liable to change between the hours of 8am – 9pm. Occasional weekend work, night duties or sleepovers may be required in line with service provision. An ‘On Call’ commitment is a requirement of this post. Flexibility around this will be expected in order to meet service needs. The Brothers of Charity model of service is based on Personal Outcome Measures requiring employees to be flexible in their working hours to provide a quality service delivery for each individual. Annual Leave : Leave will be granted according to the agreed leave assigned to the grade of the successful candidates i.e. Social Care Leader or CNM1. Annual leave must be planned in advance with the Area Manager / Service Coordinator to ensure appropriate and adequate cover is provided for the service. An Garda Síochána seeks to employ permanent Clerical Officers and Temporary Clerical Officers nationwide in An Garda Síochána. Following the completion of the competition, a panel will be established, which will remain in place for 2 years from the date it is first created. The responsibilities of the Clerical Officers may vary depending on the assigned department within An Garda Síochána. The role encompasses a range of administrative and operational support tasks, contributing to the efficient delivery of services across the organisation. Responsibilities Where probation is suspended, An Garda Síochána will notify you of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation, a serving member of Garda staff in An Garda Síochána immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an employee will return to a vacancy in their former grade. Hours of attendance Hours of attendance will be fixed from time to time but will amount to on average not less than 41 hours 15 minutes gross including lunch breaks, or 35 hours net per week. The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the working time regulations. The Organisation of Working Time Act The terms of the Organisation of Working Time Act 1997 will apply, where appropriate, to this employment. Headquarters Headquarters will be such as may be designated from time to time by the Head of the Department/organisation. When required to travel on official duty the appointee will be paid appropriate travelling expenses and subsistence allowances, subject to rates to be advised per the Garda Staff Handbook. Duties The employee will be required to perform any duties appropriate to the position which may be assigned from time to time. The employee may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties or conflict with their role. Annual Leave The annual leave allowance for this position is 22 days rising to 23 days after 5 years’ service, 24 days after 10 years’ service, 25 days after 12 years’ service and 26 days after 14 years’ service. This allowance is subject to the usual conditions regarding the granting of annual leave, is based on a five-day week and is exclusive of the usual public holidays. The annual leave for the temporary positions will be on a pro rata basis. Sick Leave Pay during properly certified sick leave will apply in accordance with the provisions of An Garda Síochána Sick Leave Policy. Where an employee is eligible for Illness Benefit (IB), they must comply with the procedures for claiming IB from the Department of Social Protection and must confirm that they have mandated the IB payment directly to An Garda Síochána. Failure to do so may result in an overpayment. Superannuation and Retirement The successful candidate will be offered the appropriate superannuation terms and conditions as prevailing in An Garda Síochána at the time of being offered an appointment. In general, an appointee who has never worked in the Public Service will be offered an appointment based on membership of the Single Public Service Pension Scheme (“Single Scheme”). Superannuation Pensionable public servants (new joiners) recruited on or after 1 January 2013 will be members of the Single Public Service Pension Scheme. Please note that the Single Public Service Pension Scheme applies to all pensionable first-time entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. In certain circumstances, for example, where the public servant was on secondment or approved leave or remains on the same contract of employment, the 26-week rule does not apply. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 35 per week. The appointee may be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of his or her duties, subject to the limits set down under working time regulations. Blended Working Arrangements HIQA has introduced blended working to offer more flexible working arrangements to all employees. We aim to strike a balance between being flexible, efficient, and resilient by facilitating blended working where practical, while enabling onsite interaction, collaboration, and support as required. All roles in HIQA have been assessed under the criteria of business needs and role suitability for blended working. This determined the proportion of time that employees will spend working in HIQA offices and working from home, depending on their role. Depending on the role, there may be a requirement to attend the office for more than the allocated number of days for training and onboarding purposes at the start of your employment and during the probation period. A review of our blended working model confirmed that this model is working well in HIQA. Therefore, we are now moving from Interim Blended Working to a long-term Blended Working Model. Our existing policy and documentation will be revised and updated once the framework for the Work-Life Balance and Miscellaneous Provisions Act is published. Our model is in line with the Civil Service Framework for Blended Working in Ireland.
