Youth Advocates – Fixed Purpose Contracts – Person Spec and Job Description The Youth Advocate reports to a Team Leader. This post requires working within the YAP strengths-based model, to provide 1:1 support for vulnerable young people and their families and to support them in their home and local communities so that they can achieve their goals. YAP Ireland provides a strengths-based, needs led service for 6-12 months to children, young people and families who are struggling with a range of issues in their lives. You will work intensively with them to achieve positive change and meet their goals. 1. Responsibilities and Tasks: 1. To deliver a 1:1 service to young people and families under the supervision and support of the Team Leader. 2. Together with the Team Leader to build a positive, supportive working relationship with the young person and their family using the YAP strengths-based model to help them achieve their goals. 3. Together with the Team Leader, to develop a plan of work (Individualised Service Plan) to focus on the abilities, strengths and needs of the young person and their families. 4. To carry out day to day work with the young person and family, addressing their needs as outlined in the ISP. This may involve supporting the young person to participate in appropriate education, accessing appropriate services or finding community activities to link the young person into. 5. To promote, enable and empower the young person and families voice to be heard and ensure they have a voice in their service/life/community. This includes activity groups, participation and consultation groups. 6.Together with the Team Leader, to adopt a Wraparound approach that will bring together those key people and services who can offer support to the young person and family during and after the YAP Service. 7. To identify and evaluate the changing needs and interests of the child/young person as the relationship progresses and to adapt the service accordingly. 8. To understand the Health and Safety policies required for all activities with young people including any specific medical history, medications and specific special needs and/or diagnosis. 9. To complete in a timely and accurate manner the required weekly paperwork and to submit to the line manager by the agreed deadlines. 10. To be familiar with all Yap’s current policies and procedures, especially in the areas of Child Protection, Confidentiality and On-Call and to work within those in a professional manner. 11. To attend staff development, training and supervisory sessions as scheduled. This will include regular supervision. PURPOSE OF THE JOB: To provide caretaking and cleaning services as delegated by the Director and in accordance with the practices and procedures of the College. Main Duties & Responsibilities1. Security 1.1 Maintain security of the premises and its contents. 1.2 Open and close the premises and grounds, except in circumstances where the designated Line Manager or other Authorised Person authorises another person to do so. 1.3 Ensure that all windows are closed and all internal and external doors and gates are locked at the end of each day. 1.4 Ensure the safe custody of the keys of the premises and that keys used by the cleaning staff or external contractors are returned at the end of each working day. 1.5 Operate and monitor the Security CCTV Camera System as directed by the designated Line Manager or other Authorised Person. 1.6 Operate the Fire Alarm, Intruder Alarm, and Building Security Systems, and report any faults. 1.7 Attend after-hours break-ins and vandalism at the premises, ensuring that the premises are secured and cleaned at the earliest opportunity when clearance has been given, and that any unauthorised entry or damage is reported to the designated Line Manager or other Authorised Person. 1.8 During normal working hours, report any suspicious activity immediately to the designated Line Manager or other Authorised Person to ensure a safe working environment for building users. 1.9 Report any breach of security to the designated Line Manager or other Authorised Person. A breach includes the discovery of used needles or suspected illegal substance abuse in accordance with the College's Policy. 1.10 Apply grit/rock salt during snow and frost to ensure pathways and entrances are free from snow and ice. 2. Mechanical and Electrical Services 2.1 Ensure the efficient operation of the boiler/heating system, promoting value for money and energy conservation. 2.2 Monitor lighting and heating use within the premises. 2.3 Assist the Line Manager by ensuring adequate fuel is requisitioned in good time. 2.4 Monitor and document the usage of fuel, water, and electricity. 2.5 Replace lamps, tubes, and plugs up to a height of 3.35 metres using appropriate equipment, except where access from above can be gained. 2.6 Inspect and report any defects, including firefighting equipment, to the designated Line Manager or other Authorised Person. 3. Cleaning 3.1 Clean the premises. 3.2 Assist the Line Manager in planning periodic work in consultation with service users. 3.3 Assist the Line Manager in implementing changes in work procedures to improve economy, standards, or ease of operation. 3.4 Monitor the suitability and performance of materials and light equipment, and advise the designated Line Manager or other Authorised Person where these are inappropriate for the task. 3.5 Ensure that all hard surfaces, paths, and ornamental grounds around the property are clean, tidy, and free of litter. 3.6 Maintain campus grounds, including cutting grass, weed control, trimming shrubs, and boundary hedging. 3.7 Ensure that all external surface drains, gullies, and kitchen grease traps within the building complex are free-flowing and clean by removing obstructions up to 3.35 metres. 3.8 Ensure that bins within the building complex are washed and cleaned, including the College's meals bins. 3.9 Empty litter bins throughout the building complex on a daily basis. 3.10 Provide an ongoing cleaning service throughout the premises to deal with spillages, flooding, midday toilet cleaning, litter, or any cleaning issues associated with weather conditions. 3.11 Replenish toilet rolls, soap, paper towels, and any other required supplies throughout the working day. 3.12 Clean external signs, light covers, and notices up to 3.35 metres. 3.13 Clean non-electrical fittings on all portable heating and ventilation equipment. 3.14 Assist the Line Manager with requisition requirements. 3.15 Ensure that all defects in cleaning equipment are reported to the designated Line Manager or other Authorised Person. 3.16 Prepare the premises for after-College activities and clean and prepare the College for its normal use. 3.17 Clean all internal fixed glass surfaces up to 3.35 metres using the appropriate equipment provided to ensure safe working conditions. 3.18 Ensure personal protective equipment and/or workwear is worn when provided. 3.19 Ensure that cleaning standards within the premises meet the College's standards, where appropriate. 4. Porterage 4.1 Receive and transport stores, materials, and other goods delivered to the premises and distribute them to and from appropriate storage locations. 4.2 Dispatch goods and other materials from the building. 4.3 Where parts of the College premises are used for both food consumption and educational purposes, assist with setting out and removing tables and chairs and clean the room. Other staff are responsible for removing food debris and litter from tables and the room. 4.4 Transport all refuse bins to and from their collection point. 4.5 Prepare rooms for examinations and other purposes. 5. Administration 5.1 Complete all paperwork associated with the post and prepare reports when required. 5.2 Ensure that all defects and faults, including those relating to electrical cleaning equipment, are reported immediately to the designated Line Manager or other Authorised Person, and that all equipment is cleaned and stored safely. 5.3 Complete and record weekly fire tests, monthly emergency lighting tests, and weekly water flushing logs for all buildings. 6. Handyperson Duties 6.1 Carry out handyperson duties within the competence of the post-holder as directed by the Director, Estates Manager, designated Line Manager, or other Authorised Person. 7. A competition is being held to establish a panel of suitably qualified individuals, on a contract for service basis, to act as Adjudication Officers (Contractor) for the Adjudication Service of the WRC, as established under the Workplace Relations Act 2015 (as amended). This Act sets out both the general functions of the Adjudication Officer and its specific function in relation to the provisions of the Act. Following a competitive selection process, managed by publicjobs, the Minister for Enterprise, Tourism and Employment, will appoint such number of members from the panel recommended by publicjobs, having due regard to: • The estimated need for such Adjudication Officers; • The geographic distribution and location of cases that arise; • The distribution of preferred areas, as nominated by applicants (including the extent of any stated commitment to travel); • An appropriate mix of qualifications, skills and experience in Employment and Equality Law, Human Resources, and Industrial Relations. • The provision of adjudication services through the medium of Irish. A panel may be formed from this competition for future vacancies as they arise. The panel will be in place for a period of two years. There will be no entitlement to be appointed before the expiry of the panel. Role and Responsibilities Adjudication Officers of the WRC are statutorily independent in their decision-making duties as they relate to adjudicating on complaints referred to them by the Director General of the WRC. The role of the Adjudication Officers (Contractor) will be to hear employment rights, equality, equal status and industrial relations cases in the first instance. They will examine evidence and submissions presented by both parties and may also hear evidence from relevant witnesses. The Adjudication Officer (Contractor) will then decide in relation to each complaint submitted for adjudication and will issue reasoned decisions. Cases will mainly be heard in public and the decisions of the Adjudication Officers (Contractor) will be published to a single decisions database hosted on the WRC website. Adjudication Officer decisions are mainly appealable to the Labour Court, or to the Circuit Court in equal status cases. Successful applicants will have no entitlement to sit on any particular type of case or number of cases. However, where cases are available, Adjudication Officers (Contractor) may generally sit for a maximum of three days per week. This is subject to Adjudication Officer (Contractor) availability and case volume. Key Duties and Responsibilities • Carrying out timely, efficient and effective adjudication of complaints referred to them by the Director General of the WRC; • Managing allocated caseloads effectively and in accordance with stipulated timeframes; • Considering evidence, researching relevant case law and maintaining a strong knowledge of applicable legislation to support effective hearings and decisions; • Issuing clear, well-reasoned and legally sound decisions and in line with WRC policy and procedures and legislation; • Travelling to regional locations, as required, to conduct hearings; • Providing administrative and case management support, as required from time to time. Location of Hearings The WRC delivers adjudication services across a number of regional locations throughout the country. Hearings are organised on a regional basis and may take place in WRC offices or, where appropriate, in other venues such as courthouses. The venues currently used for adjudication services may be subject to change as part of an ongoing strategic review. This review takes account of a range of operational factors, including case volumes in particular areas, the location of Adjudication Officers (Contractor), venue availability and associated costs. The WRC primarily uses its own offices for the delivery of in-person hearings; however, additional venues may also be used within regions to meet service demand. While the majority of hearings are scheduled to be delivered in person, the WRC also schedules remote/hybrid hearings where such arrangements are appropriate, having regard to operational and case-specific factors. Regional Hearing Locations Hearings are organised on a regional basis and may be scheduled within the regions outlined below. Fee Rate The current rate of fees for an Adjudication Officer (Contractor) is €616 per day, pro-rata for partial days. The WRC, in conjunction with the Department of Enterprise, Tourism and Employment and Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, will review the per diem fee periodically to determine if any change may be required. A day is classified as a full day of professional service, which covers the function of adjudication in line with section 41(5)(a) of the Workplace Relations Act. The act of adjudication referred to an Adjudication Officer by the Director General encompasses the following: inquiry into the complaint or dispute, providing the parties to the dispute with the opportunity to be heard and present evidence relevant to the complaint, making a decision in relation to the complaint in accordance with the relevant provisions and providing to the parties a copy of that decision in writing. If a hearing falls, is adjourned or finishes early, the Adjudication Officer (Contractor) is required to utilise the remaining time on that day for writing up decisions. In addition, subject to case load and approval, a maximum of 52 additional "writing days", at the same daily rate, may be allocated annually and where necessary on a pro-rata basis. Writing days are allocated at the discretion of the Director General and may vary in accordance with the requirements of any case. Note that the fees may be adjusted from time to time in accordance with Government policy. Adjudication Officers (Contractor) appointed under this competitive process are office holders and not employees of the Department of Enterprise, Tourism and Employment or of the WRC. In accordance with Schedule E contained in the Taxes Consolidation Act 1997 (TCA 1997), and for tax compliance purposes only, the WRC is required to place office holders on the Department of Enterprise, Tourism and Employment's payroll. Such placement on the Department's payroll relates only to tax compliance obligations and does not confer, create or imply an employment relationship or any associated employment rights.
