Applications are invited from suitably qualified persons for the following position: Assistant Principal Officer (APO) - SUSI 1916 Bursary Co-ordinator (Specific Purpose Contract) Ref: APOSSPB25 City of Dublin Education and Training Board (City of Dublin ETB) was established on 1st July 2013 under the Education and Training Boards Act, 2013. City of Dublin ETB has 3,000 employees and an annual budget of €580m. It is the state education and training authority for Dublin city and serves the area covered by Dublin City Council. This provision is delivered to over 48,000 learners (20,000 full-time and 28,000 part-time) and is supported by a range of services including a psychological service, a curriculum development unit, a buildings maintenance unit and Head Office staff in Ballsbridge. It also has statutory responsibility for supporting the provision, coordination, administration and assessment of youth work services in Dublin city and is the lead partner for Music Generation Dublin City. Support City of Dublin ETB is also responsible for the national awarding authority for student grants in Ireland, Student Universal Support Ireland (SUSI). Student Universal Support Ireland (SUSI) is a unit of City of Dublin ETB which is designated by the Minister for Further and Higher Education, Research, Innovation and Science as the single Irish national awarding authority for student grants in further and higher education. SUSI is a dynamic workplace based in Ballsbridge, Dublin 4 and features a challenging balance of day-to-day operations and strategic development projects. The core work of SUSI involves the annual processing of large numbers of online grant applications within short timeframes to determine eligibility under the criteria of the Student Grant Scheme. Approximately 100,000 grant applications are received on an annual basis. SUSI has also broadened its functions in recent years and now provides services relating to the 1916 Bursary, the International Protection Student Scheme , the PLC Bursary for Displaced Persons (Ukraine), the National Tertiary Office Programmes and the All-Ireland Scholarship. The Programme for Access to Higher Education (PATH) was established by the Department of Education and Skills in 2016 to support the implementation of the National Plan for Equity of Access (NAP). The second of the PATH strands (PATH 2, also known as the 1916 Bursary Fund) was first announced by the Minister for Education and Skills on 30 December 2017. The 1916 Bursary is co-funded by the Government of Ireland and the European Union through the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) and aims to encourage participation and success by students who are most socio-economically disadvantaged and from groups most under-represented in higher education. To be eligible for a 1916 Bursary, all applicants must meet, Financial, Priority Group and College Entry eligibility criteria. This fund is allocated on a competitive basis to the six regional clusters of higher education institutions, which include all publicly funded HEIs. Each participating college has a limited number of bursaries which are awarded to the eligible applicants that present the greatest need through using a points-based system for applicants eligible to receive the Bursary. Summary of Position: Reporting to SUSI’s Director of Services, the Co-Ordinator will be responsible for both delivering on the current and future administration of the Bursary while working to fully integrate it into SUSI. Working closely with all key stakeholders such as the Department of Further and Higher Education, Research, Innovation and Science and the Higher Education Authority, the Co-Ordinator will work to achieve the necessary policy changes for SUSI as an awarding authority to fully administer the operations of the 1916 Bursary. The Co-Ordinator will act as a representative for the 1916 Bursary Cluster Leads and SUSI, representing them and their views at various working groups, high-level meetings and workshops ensuring clear communication between all parties. The Co-Ordinator will be responsible for the co-ordination of the 1916 Bursary and working with all SUSI units to deliver the ICT, Assessment, QA, Appeals, Training, Payments and Communications requirements. The Co-Ordinator is also responsible for managing the budget and procuring all goods and services required to deliver the service. They will ensure all required funding is transferred to SUSI in a timely manner to ensure the service and payment of the Bursary is met within the timelines of the program of work. Regional Chief Officer
Scope and Purpose of the Post Working in line with nationally agreed frameworks and reporting arrangements, the Regional Chief Officer will have full responsibility and devolved accountability for the delivery of all specified Tusla services and functions within the Region. The Regional Chief Officer is responsible for providing governance, leadership and developing operational capacity to ensure the delivery of an integrated service that addresses the needs of local communities. Role Description UCC wishes to appoint an administrator to the role of Course Coordinator/Placement Officer within the School of Pharmacy. Assistant Staff Officer Grade IV
The Role of the Assistant Staff Officer The Assistant Staff Officer is a key frontline support position within the Assembly and is assigned to a service delivery area or to support a functional area as required. The Assistant Staff Officer will work under the direction and management of the Staff Officer or analogous grade, or another employee designated by the Director of the NWRA as appropriate. The role involves supporting managers and colleagues and working as part of a team in meeting work goals and objectives and delivering quality services to internal and external customers. The Assistant Staff Officer role requires excellent administrative, interpersonal, communication and other particular skills and expertise depending on assignment and may also be required to deputise for a Staff Officer from time to time. The Assistant Staff Officer will be expected to use initiative and work to a high standard and will be required to operate the Assembly’s existing and future IT systems as part of their work. The successful candidate will be expected to carry out their duties in a manner that enhances public trust and confidence and ensures impartial decision making. Post of Assistant Staff Officer The Northern and Western Regional Assembly is currently inviting applications from suitably qualified persons for the above competition. Northern and Western Regional Assembly will, following the interview process, form a panel for the post, from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. The salary scale for the position of Assistant Staff Officer is incremental and currently ranges from €35,613 - €37,740 - €40,759 - €42,741 - €44,475 - €46,153 - €48,417 - €50,056 - €51,722 - €53,296 (LSI1) - €54,911 (LSI2). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular Letter EL.02/2011, a person who is not a serving local authority or Regional Assembly employee on or after 1st January 2011, will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Location of post The location of this post is Northern and Western Regional Assembly, The Square, Ballaghaderreen, Co Roscommon. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Superannuation A. Officers joining the Public Service after the 1st January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. A rate of 3% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC)). This includes a contribution to a Spouse’s and Children’s Scheme. B. Officers who became pensionable officers of the Public Service prior to 1st January 2013 and who are liable to pay the Class A rate of PRSI contribution will be required to contribute at a rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC)). You will be required to contribute at a rate of 1.5% of your pensionable remuneration to the Spouses & Children’s Pension Scheme. C. Officers who become pensionable officers of a Public Service prior to 5th April 1995 and who are liable to pay the Class D rate of PRSI contribution will be required to contribute at a rate of 5% of their pensionable remuneration. If an option to join a dependent scheme was made you will be required to contribute at a rate of 1.5% to a Dependents Pension Scheme. Retirement Retirement is dependent on the superannuation scheme you become a member of, and details will be made available to you upon appointment. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the Regional Assembly. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Probation Where a person, who is not already a permanent officer of the Northern and Western Regional Assembly, is appointed, the following provisions shall apply: • There will be a probationary period of one year from the start date of employment. • The Director of the NWRA may at his or her discretion extend this period. • You shall cease to hold office at end of the period of probation unless during this period the Director of the NWRA has certified that your service is satisfactory. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Temporary Clerical Officer
The Role The duties of Temporary Clerical Officers (TCOs) may vary depending on the nature of work carried out by the employing organisation. This involves such clerical/administrative tasks which may be assigned to the employee from time to time by the organisation. The following outlines the type of work that you may be required to undertake, if appointed: It is important that candidates list their previous civil or public service employment, if they have availed of a voluntary redundancy or retirement scheme and/or are in receipt of an ill-health retirement pension. Failure to do so could lead to disciplinary action.
