The Office The working week will be 35 hours per week pro rata, excluding breaks. The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSL ETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. Salary Scale as per Circular Letter 0007/2026. The current salary scale for Grade III Clerical Officers is as follows. €33,799 - €48,925 IMPORTANT NOTICE RE: SALARY: As per DEY guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply, if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting Salary is not subject to negotiation. Annual Leave The annual leave allowance for the position of Clerical Officer is 22 days pro rata. This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of relevant legislation and Department circulars. Location/Base Initial location – MSLETB Training Centre, Ballytivnan, Sligo. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. Any change in location or base by Mayo, Sligo and Leitrim Education and Training Board will not be deemed as redeployment as provided for under the Public Service Agreements. Start Date MSLETB shall require a person to whom an appointment is offered to take up such appointment within a period of not more than 6 weeks and if they fail to take up the appointment within such period or such longer period as the MSLETB in its absolute discretion may determine, MSLETB shall not appoint them. Business Travel When absent from home and headquarters on duty appropriate travelling expenses and subsistence allowances will be paid subject to the normal ETB/Public Service regulations. Superannuation Contributions Persons who become pensionable officers of MSLETB who are liable to pay Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to MSLETB at the rate of 5% of their pensionable remuneration. Persons who become pensionable officers of MSLETB, who are liable to pay the Class A rate of PRSI contribution, will be required in respect of their superannuation to contribute to MSLETB at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable officers of MSLETB are required, in respect of the Spouses and Children Contributory Pension Scheme 1986, to contribute to MSLETB at the rate of 1.5% of their pensionable remuneration or net pensionable remuneration, whichever is relevant, and in accordance with the terms of the Scheme. Persons who become pensionable officers of MSLETB for the first time on or after 1st January 2013 are liable to pay the Class A rate of PRSI contribution and are required in respect of superannuation to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay. Retirement Effective from 1st January 2013, the Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. The minimum retirement age is 66 with compulsory retirement at age 70. For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 60 and the maximum retirement age is 70. For Class A “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 65 with no maximum retirement age. Pension Accrual A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme would apply. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012, came into effect on 28th July 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service, or where a Civil/Public Service pension comes into payment during his/her re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER), as set out in Department of Finance Circular 12/09, that retirees under that scheme are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Education and Youth Early Retirement Scheme for Teachers Circular 102/2007 The Department of Education and Youth introduced an Early Retirement Scheme for Teachers. It is a condition of the Early Retirement Scheme that, with the exception of the situations set out in paragraphs 10.2 and 10.3 of the relevant circular, and with those exceptions only, if a teacher accepts early retirement under Strands 1, 2 or 3 of this scheme and is subsequently employed in any capacity in any area of the public sector, payment of pension to that person under the scheme will immediately cease. Pension payments will, however, be resumed on the ending of such employment or on the person’s 60th birthday, whichever is the later, but on resumption, the pension will be based on the person’s actual reckonable service as a teacher (i.e. the added years previously granted will not be taken into account in the calculation of the pension payment). Ill-Health Retirement Please note that where an individual has retired from a Civil/Public Service body on the grounds of ill-health, his/her pension from that employment may be subject to review in accordance with the rules of ill-health retirement within the pension scheme of that employment. Department of Health and Children Circular (7/2010) The Department of Health Circular 7/2010 dated 1st November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Scheme (VRS). It is a condition of the VER scheme that persons availing of the scheme are not eligible for re-employment in the public sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under VRS, except that the prohibition is for a period of 7 years. People who availed of the VER are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility).

Executive Planner
The Role This is a senior position within the Planning Department reporting to the Senior Planner and/or another employee nominated by the Chief Executive. The Executive Planner is responsible for managing elements of the Planning Department and providing a multiplicity of services to Local Authorities. Reporting to the appropriate line manager, the Executive Planner will be responsible for the efficient management of their prescribed work area within the planning or related function. This is a management role. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Planner will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. In the current economic climate, managers are charged with service delivery and change management in an environment of limited resource availability, both human and financial. Delivery of efficient services and value for money is crucial. Resettlement Support Worker
The Resettlement Support Worker is the link between the refugee family and the community into which they are resettled. They will report to the Implementing partner and the Resettlement Inter-agency Working Group at a local level. The role of the Resettlement Support Worker is : · to support refugees in the first weeks after they are resettled within the community, · to develop programmes and activities to promote participation and inclusion of the refugees in wider society · to develop mechanisms that promote self-sufficiency, and independent living. The role of the Resettlement Support Worker during the initial months is to ensure that the resettled refugees can move seamlessly into their new homes, that they are linked with the local service providers, that they have a point of contact should issues arise and that they are in receipt of applicable benefits and entitlements. The RSW also ensures that programme refugees are linked to mainstream service providers in the immediate period after resettlement. Key services include childcare, dental and optical services, medical appointments as well as linkages to sporting and other local activities. Other tasks undertaken by the RSW include: · monitoring and reporting incidents of racism and discrimination ; · making appropriate provision for persons with special needs, including working with mainstream service providers to access appropriate services outside of the area; · identification, in consultation with the programme refugees, of any training programmes needed to prepare for entry into the labour market as well as liaising with the mainstream service providers to encourage participation in such programmes; and · attending and reporting to the Inter-agency Resettlement Working Group meetings. The Resettlement Support Worker is not intended to replace mainstream service provision but should identify where gaps arise and should guide the refugee in how to access mainstream services. The Resettlement Support Worker links the refugee families to programmes and activities available in the community, such as after-schools programmes, women’s groups and sports clubs to promote participation by the refugees in the community. The Resettlement Support Worker should identify resources that will promote the long-term integration of the families. He/she also organises drop-in clinics for families to discuss any issues arising with regard to service provision and should develop strategies for addressing such issues and report to the Inter-Agency Working Group. Exit Strategy. At this point, refugee families should be in a position to manage their lives independently. The Resettlement Support Worker is required to submit interim and annual reports, including reports on budgets and expenditure to the Inter-Agency Working Group. ESSENTIAL QUALIFICATIONS FOR THE POST 1. Character Candidates shall be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Citizenship : Candidates must, by the date of any job offer, be: i. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or ii. A citizen of the United Kingdom (UK); or iii. A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or iv. A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or v. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: a) Hold a recognised qualification (at least level 7 in the National Framework of Qualifications) in a relevant discipline such as community development, education or social science. b) Have at least 3 years’ experience working in a similar type role with diverse groups in a community development setting; c) Possess a good working knowledge of the mainstream model of integration and the policies which govern Ireland’s International Protection system, Irish Refugee Protection programme and Temporary Protection programme; d) Have experience of providing individual support and outreach; e) Have experience of working with other external agencies and organisations including both voluntary and public sector; f) Possess a good working knowledge of the youth sector and the ability to connect International Protection (IP) applicants, Programme Refugees and Beneficiaries of Temporary Protection (BOTP) aged 15-24 years with the appropriate support services; g) Have a strong understanding of the concept of cultural diversity and the ability to adapt working approach to embrace many different nationalities and cultures; h) Have a thorough knowledge of the principles and processes of community development with expertise in a broad range of development models, particularly those appropriate to minority ethnic groups; i) Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge. Hours of Duty The person appointed will be required to work a 35 hour week. THE ROLE Graduate Planners work within the planning section. The section works broadly under four headings as follows: Forward Planning, Development Management, Enforcement and Public Realm. Local Authorities also pay a key role in supporting economic development and enterprise promotion at a local level. QUALIFICATIONS1. Character Candidates shall be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. PARTICULARS OF EMPLOYMENT1. The Post The post is wholetime (i.e., 35 hours per week) 3 year Fixed-Term Contract. 2. Location Longford County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. 3. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. 4. Working Hours The current working hours are 35 hours per week, Monday to Friday. Longford County Council reserves the right to alter the hours of work from time to time in line with Government Circulars. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Longford County Council requires employees to record their hours using a Clocking system. 5. Reporting Arrangements Graduate Planners report directly to the appropriate supervisor in the Section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. 6. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Graduate to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Graduate has certified that the employee had satisfactory service. Tenure of employment following probation will be subject to satisfactory service. 7. Remuneration The current salary scale for the post of Graduate Planner is €39,346 - €49,947 gross per annum (Circular EL 07/2025), the rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment successful candidates will be placed on the first point of the point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. 8. Superannuation & Retirement A person who becomes a pensionable employee of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person who becomes a pensionable employee of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person paying Class A rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Employees are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. This scheme is contributory and provides pension, retirement and death gratuities. In order for a new entrant to the scheme to qualify for a pension, he/she must have served a minimum of two years employment in a local authority. For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pay; pensions will be coordinated with the State Pension Contributory. The retirement age applicable to an employee is determined in accordance with the rules governing the relevant Superannuation Scheme to which they belong. 9. Annual Leave The current annual leave entitlement for Graduate Planner is 24 days per annum, in accordance with the Council’s Annual Leave Policy. The Chief Graduate of Longford County Council retains autonomy with regard to office closures, (e.g., Christmas Office Closure), any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. 10. Driver’s Licence & Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance cover for business use and to indemnify Longford County Council with the indemnity specified on your insurance certificate under the heading “Persons or classes of person who are covered”. Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. 11.
