THE ROLE The Sláintecare Local Development Officer positions are assigned functional responsibility for the management of their respective Sláintecare Healthy Communities Area. The Sláintecare Local Development Officer is the primary point of contact and liaison with other sections in relation to all operational matters for the Sláintecare Healthy Communities Programme for which they are responsible and other assigned duties/functions, depending on the organisational arrangements in place. The post holder will work under the direction and control of the Senior Executive Officer or analogous grade or other officer designated by the Chief Executive or Director of Executive Manager as appropriate. The Sláintecare Local Development Officer is responsible for management of the day-to-day operations of the relevant programme and is a contributor to the strategic and policy making decisions of the local authority. The post holder will be expected to contribute to the development and implementation of policies and strategies and to work closely with the elected councillors and senior managers in delivering services to the highest standard. The post holder may represent the Local Authority on committees and at meetings, including for example Area Committee Meetings, Strategic Policy Committee meetings and may be asked to report on progress in their respective section or department. EDUCATION, EXPERIENCE, ETC.: Each candidate must, on the latest date for receipt of completed application forms: (a) Hold a third-level degree (NFQ Level 8 or higher) in a relevant field such as community/sports development, youth work, social sciences, public health, social policy, public administration, planning, or related discipline. A minimum of 2 years’ relevant experience in any of the following: • Local government, public sector, or similar roles involving strategic planning, project coordination, or community engagement • Work with disadvantaged communities or target populations to address social exclusion or inequality • Cross-sectoral co-ordination or partnership development • Policy development, research, or evaluation related to the determinants of health • Operating effectively within political, community and policy-making environments, demonstrating ability to work across boundaries of role, sector and geography • Project management, budgeting and performance-monitoring experience DUTIES The duties of the post include, but are not limited to, the following: • Work intensively with identified disadvantaged areas and marginalised groups to co-design health and wellbeing interventions that reflect local priorities • Apply principles of empowerment, participation, social justice, and equality in all aspects of planning and delivery • Collaborate with local Sláintecare Healthy Communities Programme services (e.g., HSE, family support, education providers) to ensure integrated and improved delivery of health and wellbeing initiatives, promotion and support programmes • Use and gather relevant local datasets to target communities experiencing the greatest health inequities and build an evidence base for resource allocation or interventions • Develop a 5-year Sláintecare Healthy Communities Work Programme based on local needs and priorities, established through innovative and participatory community engagement and needs assessment exercises, with Annual Action Plans including seed funding to implement local priorities • Map, align, and leverage local authority activities that influence the wider determinants of health, incorporating them into relevant Healthy Ireland data-gathering exercises • Advise elected members and senior executives on policies and programmes related to health, equality, and wellbeing • Facilitate Community Health and Wellbeing Networks and support the development of local wellbeing forums and leadership initiatives within communities • Co-ordinate, facilitate and deliver Social Inclusion programmes and projects including but not limited to youth programmes, non-fire night and community initiatives • Collaborate with social inclusion programmes and initiatives with internal and external stakeholders as required • Work confidently and sensitively with elected representatives, senior executives, and cross-sectoral leaders to address health and wellbeing inequalities • Act as a catalyst and connector across directorates and sections (e.g., planning, transport, housing, environment, community) to align activity with health and wellbeing objectives • Champion whole-system, place-based, preventative approaches to health and wellbeing, collaborating across local authority directorates and with external partners to create enabling environments that foster wellbeing for all • Explore funding and resource mechanisms across Government Departments and at EU level to address local community priorities • Leverage research, data, innovation, and WHO/EU collaboration to promote local government leadership in improving health and wellbeing outcomes • Develop or contribute to funding bids in conjunction with communities to resource local priority initiatives • Demonstrate capacity to influence, align, and co-ordinate across internal directorates and external stakeholders; manage partnerships effectively (e.g., coordination of the Sláintecare Healthy Communities Local Implementation Team) • Use local data, research, and evidence to inform decisions and measure programme outcomes • Represent the Local Authority in regional, national, and international networks, including platforms such as the WHO European Healthy Cities Network • Drive whole-of-local-government, whole-of-community, and whole-of-place approaches to wellbeing, focusing on the social, economic, environmental, and cultural determinants of health The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council. The duties of the post are to give to the local authority and to: (a) The local authorities or bodies for which the Chief Executive is Chief Executive, and (b) To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies referred to in sub-paragraph (a) of this paragraph under the general direction and control of the Chief Executive or of such officers as the Chief Executive may from time to time determine, such appropriate computing, technical, management, administrative, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to them by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body. The holder of the post will, if required, act for an officer of a higher level. SELECTION PROCESS • Posts of Sláintecare Local Development Officer will be filled from this publicly advertised competition. SALARY: The salary scale for the position of Sláintecare Local Development Officer is: €60,611; €62,095; €63,826; €65,563; €67,300; €68,852; €70,442; €71,982; €73,518 (Maximum); €76,149 (1st LSI) (after 3 years satisfactory service on the Maximum); €78,795 (2nd LSI) (after 3 years satisfactory service on the 1st LSI) Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving public service employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Under the Public Service Stability Agreement 2013, the working hours for newly appointed/promoted staff are 35 hours per week. The Competition The purpose of this recruitment campaign is to form a panel for Kildare County Council from which permanent and temporary posts may be filled by General Operatives as vacancies arise. Reporting Arrangements General Operatives report directly to the appropriate supervisor in the Section or to any other employee of Kildare County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment Where a person is permanently appointed to Kildare County Council, the following provisions shall apply: a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be twelve months, but the Chief Executive may, at their discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. Remuneration The present weekly scale is: €693.83 - €708.09 - €751.26 - €754.80 - €758.19 - €760.10 - €762.06 - €763.983 - €765.88 - €767.90 - €769.90 - €772.00 - €774.08 - €774.08 - €774.87 On appointment successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g., P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation (Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong.
Healthy City Coordinator
BACKGROUND Healthy Cities and Counties Programme The Healthy Cities and Counties Programme is a Department of Health funded initiative delivered through local government. Its focus is on promoting lifelong wellbeing, preventing illness, creating supportive environments for health, and reducing health inequities. The programme emphasises the important role local authorities play in improving community wellbeing outcomes. The programme supports a whole-of-local-government approach. It demonstrates how co-ordinated action across the wider determinants of health – such as housing, environment, transport, and community services – can improve wellbeing and contribute to broader development and policy objectives. Aligning health and wellbeing activity with other local government initiatives that share similar goals strengthens collaboration and ensures a more coherent approach to community wellbeing. The programme operates within the Local Community Development Committee (LCDC) structure, giving it a strong governance foundation and enabling it to support the high-level goals set out in Local Economic and Community Plans. Each of the 31 Local Authorities has a dedicated Healthy Cities/Counties Co-ordinator (Administrative Officer grade) responsible for delivering the programme locally. A Healthy Ireland Fund, provided by the Department of Health, is allocated to each Local Authority to support targeted wellbeing initiatives. The Co-ordinator manages and administers this fund as part of their overall work programme. The primary role of the Healthy City Co-ordinator is collaborative. It involves building networks, supporting the implementation of key wellbeing objectives across local government, identifying partnership opportunities at local, regional, and national levels, and influencing resource allocation towards wellbeing-focused projects. The role also includes seeking opportunities from a European perspective, informed by the WHO European Healthy Cities Network and relevant EU programme activity. JOB PURPOSE Committing to the one-team ethos, you will be flexible and collaborative and you will actively support all colleagues and other activities necessary to deliver the service objectives. As the Swimming Co-ordinator, you will be responsible for the successful delivery of the Learn to Swim and Lifesaving Programmes within the Centre. Senior Staff Officer
THE COMPETITION Laois County Council is inviting applications from suitably qualified candidates with relevant experience for the position of Senior Staff Officer (Grade VI). Recruitment arrangements to this grade will now be on the following basis: The Council will form three (3) separate panels of suitably qualified candidates to meet the requirements for posts confined to the local authority sector, open and those confined to Laois County Council staff, from which future relevant vacancies may be filled. Suitably qualified persons are invited to apply for the following panel(s): - THE PRINCIPAL TERMS & CONDITIONS 1. PARTICULARS: The position is whole time, permanent and pensionable. The Council reserves the right to, at any time, re-assign an employee to any department now or in the future 2. PROBATION: Where a person who is not already a permanent employee of this local authority is appointed, the following provisions shall apply: (a) There shall be a period after appointment takes effect, during which such a person shall hold the position on probation; (b) Such period shall be ten months’, but the Chief Executive may, at his/her discretion, extend such period; (c) Such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; (d) There will be ongoing assessments during the probationary period. SELECTION PROCESS: Candidates will initially be assessed to ensure that they meet the minimum specified eligibility criteria for the position. a. The Co designed Leitrim PEACEPLUS Action Plan has been approved by the Special EU Programmes Body (SEUPB) for a total amount of €3,344,009 under the following themes: Theme 1: Community Regeneration and Transformation (CRT) - 5 capital projects totalling €836,987 Theme 2: Thriving and Peaceful Communities (TPC) - 7 Programmes totalling €893,935 Theme 3: Celebrating Cultural Diversity (CCD) - 4 programmes totalling €504,913 The PEACEPLUS Action Plan will enable diverse partnerships to establish and is investing in key actions for their local areas and collectively address these in a manner which will result in improved, shared and inclusive local services, facilities and spaces, and make a significant and lasting contribution to peace and reconciliation. Projects span a range of different sectors and activities include health and wellbeing initiatives; children and young people; community regeneration including redevelopment and re imagining of existing community facilities for shared usage; initiatives to build positive relations; social innovation; social enterprise; and education and skills and community education. All supported projects are designed to address issues of racism and sectarianism, increase social inclusion, and promote civil leadership. Leitrim PEACEPLUS Partnership The development and implementation of the PEACEPLUS Action Plan is overseen by the Leitrim PEACEPLUS Partnership Committee. The PEACEPLUS Partnership is a sub committee of Leitrim LCDC and reports to them on a monthly basis. The Role The PEACEPLUS 1.1 Development Officer is a key role in the Leitrim PEACEPLUS Action Plan. The Development Officer will be a central resource for driving the local peace and reconciliation agenda through the design and implementation of the PEACEPLUS Action Plan, specifically under Theme 2: Thriving and Peaceful Communities and Theme 3: Celebrating Cultural Diversity Active Citizenship and Orientation Programme, through which peace and reconciliation issues can be addressed in a holistic fashion and can bring all sides of the community together to promote more inclusive dialogue and respect different traditions, cultures and beliefs. The role will include close collaboration with the Leitrim PEACEPLUS Partnership Committee and Leitrim County Council Community Development and Integration Team. The PEACEPLUS Action Plan is multi annual and outcomes focused. The PEACEPLUS Development Officer will therefore be required to coordinate projects under the Leitrim PEACEPLUS Action Plan, specifically under Themes 2 and 3, to encourage partnership working to generate innovative solutions that impact on peace and reconciliation. Homeless Prevention Officer
The Position: Waterford City and County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Homeless Prevention Officer (Grade 5) (3 Year Fixed Term Temporary Contract). The role is based within the Housing Department of Waterford City & County Council, mainly within the Homeless Services Unit. It is proposed to form a panel of qualified candidates from which the position of Homeless Prevention Officer (Grade 5) (3 Year Fixed Term Temporary Contract) will be filled during the lifetime of the panel. Duties and Responsibilities The successful applicant will fulfill the following duties; · Carry out assessments of clients that present to the Council stating that they are homeless · Organise temporary emergency accommodation within the existing services available should it be required · Case manage families and individuals in emergency B&B/hotel accommodation, or those in certain other types of emergency accommodation that require support · As Case Manager be responsible for engaging the clients who are homeless to identify their individual support needs, help them engage with appropriate services and develop and implement an exit strategy from Homeless in each case · Work as part of the Homeless Action Team (HAT) to meet the needs of the homeless clients, or those at risk of Homeless · Work in consultation with other support services and specialists to meet the needs of the homeless clients · Maintain a caseload of clients and offer clients ongoing support · To be responsible for keeping up to date casework records and written assessments, and ensure all necessary information is recorded on the Pathway Accommodation & Support System (PASS) · Provide progress reports as required in relation to their caseload · As part of the Homeless Action Team (HAT) attend weekly meetings and provide information as required · Attend inter-agency meetings and reviews of clients as and when required · Participate in relevant training and development courses as agreed with your supervisor · Undertake other duties as might be reasonably assigned from time to time in consultation with your supervisor Qualifications for the Post Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Remuneration is paid fortnightly directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. Hours of Work: The normal working hours are 35 hours per week. Flexible working arrangements apply. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. To qualify for a pension the successful candidate must have served a minimum of two years employment in a Local Authority. Retirement Age There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. The Council may refer staff to a medical advisor at any time to determine fitness to carry out the duties to which they have been assigned. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Residence: The successful candidate shall reside in the district in which his/her duties are to be performed, or within a reasonable distance thereof. Drivers Licence: Homeless Prevention Officer - Grade 5s employed by Waterford City & County Council will be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance for business use and to indemnify Waterford City & County Council with the indemnity specified on the insurance certificate under the heading “Persons or classes of person who are covered”. Driver
Purpose and Function of Post To drive a range of vehicles as required within the Neighbourhood Operations section and to complete a range of vehicle checks as required. To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning duties throughout the District. To work on your own as a driver of a side loading “one armed” refuse collection vehicle (OAV). The post holder will also provide flexible and effective cover across a range of Council services delivered by the Neighbourhood Operations Section. Hours: 37 hrs per week Mon – Thurs 7.30am – 3.30pm & Friday 7.30am - 3.00pm. Must be able to work outside normal working hours as and when required i.e., overtime, early mornings, evenings, as well as weekend / public holiday working . This recruitment exercise will be used to fill Refuse, Recycling and Street Cleansing Operative vacancies that may arise within the Mid Ulster District i.e. including Cookstown, Dungannon and Magherafelt (full-time, part-time, permanent & temporary). The Education and Outreach Officer will play an important role in helping the service achieve this goal. The role The Education and Outreach Officer will be a member of Monaghan County Council’s Museum team and be responsible for providing a welcoming environment to deliver the museum’s educational programme to primary, secondary and third level students.
