The Competition The Position Meath County Council hosts the national Age Friendly Ireland Shared Service on behalf of the local government sector. Healthy Age Friendly Homes (HAFH), is a programme run by the shared service, which has the overall objective of enabling people to remain at home (where they might otherwise have been at risk of multiple attendances and hospitalisations or premature admission to long-term nursing home care) by coordinating more integrated community-based services, providing more sustainable housing supports, supporting better connection to good public realm and providing more assistive technologies in an age friendly way. This programme is now being rolled out nationally, through all local authorities and Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed-term contract vacancies for the position of Healthy Age Friendly Homes Local Co-ordinator shall be drawn (for Tipperary). Please note, that Meath County Council may offer a position to an individual placed on the panel a position in another county in the region should a vacancy arise. Local Coordinators work within the multi-agency structure of the Age Friendly Ireland Shared Service to deliver on the objectives and actions of the HAFH programme in these areas. They are part of a team of 44 Local Coordinators across the country, operating within a structure of six regions nationally. Each Local Coordinator will report to a Regional HAFH Programme Manager and will be based in the County Council Office in their area. The HAFH Programme is overseen by a National HAFH Programme Manager. Age Friendly Programme The national Age Friendly Ireland Shared Service brings together, supports and provides technical guidance to the 31 local authority led, multi-agency Age Friendly Programmes. At local level it is developed through cooperation and partnership of older people with government agencies and service providers working side by side. Under the leadership of the local authority Chief Executives and senior managers, governance is anchored in the multi-agency age-friendly alliances, supported by broadly representative older peoples’ councils engaged as co-design partners. The Age Friendly Ireland Shared Service provides the collaborative framework to involve senior leaders from key stakeholders such as the Local Authority, HSE, An Garda Síochána, Chambers of Commerce, community sector, third-level institutions and others, who have sufficient influence and resources to develop and deliver ambitious and collaborative Age Friendly Programmes. The Programme for Government, agreed in July 2020, pledges a mission of Universal Healthcare which includes a commitment to accelerating the implementation of Sláintecare, the health reform programme and a vison of an Age Friendly Ireland. It commits to a continued investment in healthcare infrastructure in line with Project Ireland 2040. Many objectives are outlined including the expansion of primary care and ensuring the vast majority of healthcare services are available in the home or close to home. The general approach is to support older people to live in their own home with dignity and independence, for as long as possible. The Healthy Age Friendly Homes programme’s ambition is to enable everyone to live longer, healthier lives by keeping care close to home and expanding the range of health and social care services in the community. This is particularly important for older people, who access these services more frequently. It is about providing a range of alternatives for older people who may otherwise transition into long-term residential care prematurely. Sláintecare is the long-term cross-government programme to transform our health and social care services. It is the roadmap for building a world-class health and social care service for the Irish people. The Sláintecare vision is to achieve a universal single-tier health and social care system where everyone has equal access to services based on need, and not ability to pay. Over time, everyone will be entitled to a comprehensive range of primary, acute and social care services. Sláintecare aims are to improve patient and service user experience; improve clinician experience, lower costs and achieve better outcomes. Healthy Age Friendly Homes Programme The Healthy Age Friendly Homes (HAFH) Programme is an initiative, funded by the Department of Health, that aims to enable older people to continue living in their homes or in a home more suited to their needs, live with a sense of independence and autonomy, be and feel part of their community, and support the avoidance of early or premature admission to long term residential care. The Age Friendly Ireland shared service together with Ireland’s 31 local authorities manage the HAFH Programme of support specifically aimed at the health and well-being needs of older people living in our communities. HAFH aims to support up to 10,425 older people annually. It is the aim of the programme to target supports at these older people in the form of improving their living conditions, access to continued health and social care supports and other tailored community supports. Ultimately this approach aims to: • Support the avoidance of early or premature admission to long term residential care; • Enable older people to continue living in their homes or in a home more suited to their needs (Rightsizing); • Live with a sense of independence and autonomy, and • Be and feel part of their communities. Purpose, Duties and Responsibilities The duties of the post of the Local Coordinator include, but are not limited to: • Case manage supports for HAFH Programme participants, including carrying out home visits, conducting assessments to identify their specific needs, and agreeing a plan for their care and support needs. • Identify how the needs of older people may be served from existing providers and implement the care plan by coordinating supports across multiple agencies and groups to help ensure delivery. • Ensure, where possible, existing initiatives are utilised to support people, and as such, are synchronised in line with a support plan. • Manage their own caseload of participants, and complete regular outcome reports on the progress of the HAFH Programme to inform its evaluation. • Continually review support plans, follow up with participants as required, and assess the effectiveness of supports provided. • Establish a system for referrals to the HAFH programme, embedding new care pathways as appropriate by linking in with local stakeholders including GPs, Practice Nurses, Housing Officers and Inspectors, Local Authority based social workers, Public Health Nurses, Occupational Therapists, Discharge Planning Nurses, ICPOP and others. • Work closely with the Age Friendly HAFH Programme Manager at local level to link with the relevant personnel and stakeholders to ensure progress. • Identify and secure the support of senior managers in key agencies within the agreed geographical area to participate in the HAFH Programme including HSE, Local Authority, An Garda Síochána, voluntary and community groups and services, and all other relevant partners. • Develop a number of resources to support the delivery of the HAFH objectives, including: (i) a population and area profile of the county; (ii) an asset map to identify current resources and services and inform future planning; (iii) a robust multi-sectoral directory of all local services and supports (housing supports, health services, environmental, transport services, community & voluntary supports, physical & leisure activities, volunteer programmes, civic & social participation, education & training, technological supports, social supports and others). • Support the development of the HAFH Programme regionally and nationally in collaboration with other Local Coordinators, Regional Managers and the National Manager. • Contribute to the strategic and policy recommendations of the HAFH Programme. • Ensure that work programmes are implemented within allocated budgets. • Contribute to required reports on HAFH programme progress and effectiveness including recommendations for ‘live’ administrative changes. • Undertake any other duties of a similar level and responsibilities as may be required from time to time. • Participate in the Research and Evaluation of the HAFH programme and support the participation of stakeholders in these processes. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Have a good standard of education, and • have not less than three years satisfactory experience in a development role, and • possess a good standard of administrative experience and adequate experience in an office organisation and in the control of staff. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. The successful candidate will have: • Experience and a proven track record in person-centred care planning or service delivery/service coordination in the private, public, or voluntary sector. • Experience of working in a multi-agency or multi-stakeholder environment. • Excellent interpersonal and communication skills. Ability to work with people and experience in consultation and facilitation is critical. • Well-developed skills and aptitudes in forging partnerships, relationship building, negotiating, and influencing skills. • Excellent project management skills or caseload management. • Knowledge and understanding of current health, housing or social care legislation and policy in relation to older people • Experience in innovation and problem solving. • Excellent report writing skills. • Ability to be both self-sufficient and to work well as part of a team, contributing to the development of the team. • Satisfactory IT skills. Desirable Experience and Knowledge • Previous experience of Age Friendly programmes, the ageing sector, housing, social care, or local health and community services is advantageous. • Experience of budget management and the ability to plan the use of resources effectively. • Satisfactory understanding of the Council’s purpose and priorities, and knowledge of public service organisation in Ireland, or the ability to acquire such knowledge. • An awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. Candidates must also: • Have the knowledge and ability to discharge the duties of the post concerned; • Be suitable on the grounds of character; • Be suitable in all other relevant respects for appointment to the post concerned; • Hold a full unendorsed Category B Driving Licence and access to own car. Candidates, if successful, will not be appointed to the post unless they: • Agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed • Are fully competent and available to undertake, and fully capable of undertaking, the duties attached to the position. Miscellaneous Provisions Salary Salary scale: €60,011 - €78,015 per annum (EL 07/25), analogous to the Administrative Officer grade. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the appropriate Department Circulars. Hours of Work The normal working hours will be 35 hours per week. Duties may require the successful applicant to work outside of normal working hours i.e. attendance at evening/weekend, training duties etc. as part of normal working hours without additional remuneration. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Meath County Council reserves the right to withdraw its offer in the event that an appointment is not taken up within such a period. Leave 30 days per annum Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Probation The following provisions will apply: (a) there shall be a period after such appointments take effect during which such persons shall hold the position on probation, (b) such period shall be 9 months but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold the position at end of the period of probation unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Travel It is desirable that holders of the post should hold a full driving licence for class B vehicles and shall be required to drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Local Authority Travel and Subsistence Policy. Meath County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Residence The person holding the office must reside in, or at an address convenient to performing the role/function as approved by the Chief Executive. Citizenship Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or b) A citizen of the United Kingdom (UK); or c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa Safety and Welfare The holder of the post shall co-operate with the terms of Meath County Council’s Safety Statement and Major Emergency Plan. He/she shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. Training It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. Garda Vetting Successful candidates may be subject to Garda Vetting in advance of appointment to the position. Outside Employment The officer may not engage in private practice, or be connected with any outside business, which would interfere with the performance of official duties. Superannuation Contribution Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. A person who becomes a pensionable officer of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person paying Class A rate of PRSI who becomes a pensionable officer of a local authority will be require in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or the Local Government (Spouses and Children's Contributory Pension) Scheme and if a member of either scheme will be required in respect of the to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme.
Work Based Learning Administrator
Location: Omagh Campus. Due to the nature of work within the College, it is anticipated that travel to all campus sites may be required. Main Duties and Responsibilities To assist in the implementation and updating of systems for the efficient and effective recording of the colleges work particularly in the area of Work Based Learning. To liaise and communicate with staff on all issues in relation to student, curriculum and timetabling information and to assist with the provision of onsite support to staff, including helpdesk services where appropriate. To be the point of contact and deal with all administration associated with the provision of Construction Skills Register (CSR) on Campus (when needed) including data input. To deal with all administration associated with Workbased Learning programmes to include, Skills for Life and Work, Apprenticeships NI, Traineeships, Entitlement Framework, Further Education and other Departmental Programmes. Collating information on the College Management Information Systems and external agencies. To assist in maintaining detailed records of trainees, participants and/or students, organise and maintain appropriate filing systems ensuring student, curriculum and timetabling data is kept secure at all times and records are appropriately maintained for audit. To liaise with Department for Economy / Jobs and Benefits Office, external agencies and employers and ensure the efficient transmission of all proforma between organisations to meet the required deadlines. To assist in maintaining detailed records of employers and other partner organisations. To keep up to date with relevant operational requirements and ensure compliance with all aspects. Preparation and running of trainee/participants wages and expense payments on a weekly basis on the management information system and the monthly claim liaising with finance department where appropriate. Operate College financial accounting systems and records in accordance with college procedures e.g. Bankers’ Automated Clearing System (BACS) and Agresso. To check and approve payments to trainees and associated supplier of services e.g. taxis, childminders. To assist in the preparation of financial claims for all Work Based Learning programmes. To assist in the preparation and compilation of statistical information extracted from the College Management Information systems on trainees/participants as requested. To contribute to the College quality assurance processes by developing and implementing procedures and documentation. To provide information to employers/other Work Based Learning organisations/subcontractors etc. as agreed between these organisations and the college. To maintain progress files, including word processing of records. To develop and maintain office procedures including maintaining databases and relevant filing system e.g. employer, partner organisations, trainee qualifications, tracking sheets etc. To carry out a range of administrative support including email, photocopying, faxing, duplicating and preparing agendas/minutes. To liaise with auditors and other internal or external stakeholders as required. Work Placement Officer
Role Description Applications are invited from suitably qualified individuals for the whole-time position in the UCC Career Services and Cork University Business School. The post holder will be responsible for administering work placement programmes as delegated by the Head of Career Services and Cork University Business School. They will also support the other activities of Career Services. Main Responsibilities of the post will include: • Administer work placement programme(s) as delegated by the Head of Career Services and Cork University Business School. • Work with the other staff in the Careers Services to ensure that the university provides a professional and coordinated approach to work integrated learning and work placement and also graduate recruitment interaction with all participating Placement providers. • Co-teach and examine pre-placement and professional development modules on placement programmes at undergraduate and postgraduate level with Cork University Business School academics. • Contribute to the development of new professional development and placement modules and their assessment. • Coordinate and deliver a suite of training workshops with academics, career services team and external speakers, to enhance student skills in preparation for their work placement and career choice on graduation. This includes CV preparation, interview techniques, LinkedIn & networking, creative job seeking etc. and workplace skills such as communication skills, teamwork skills, presentation skills etc. • Provide career advice and guidance to students of the business school and occasionally graduates and Alumni. This may include conducting one-to-one guidance and coaching interviews, supporting students to devise individual career action plans and delivering career related workshops and seminars to groups of students. • Ensure that comprehensive and up to date Placement provider and vacancy information is available to students. • Prepare careers information material and publications as allocated. This may involve working outside normal working hours and weekends. • Work with relevant Academic Departments/Disciplines and College/Faculty Committees to develop and enhance the work placement programme. • Market University College Cork and its graduates to potential employers in Ireland and abroad. • Support graduating students and recent graduates of the university in their search for full time employment. • Develop alumni links via LinkedIn and other means with the aim of capturing and coordinating contact points with graduates from relevant programmes serviced. • Meet Placement providers while they are on campus for Placement interviews and recruitment related activities. • Attend employer promotion and sponsorship events on and off campus, to network, build and maintain strong employer/University working relationships. • Administer annual student Work Placement Awards process with employers, students and academic staff and organise the annual Awards Ceremony event. • Work with other Placement staff in Career Services to review Placement policies and procedures and to implement changes towards best practice. • Work with other staff in Career Services to review and update digital systems used for management of Placement programmes. • Attend College/Faculty/Academic Department meetings as appropriate. • Attend meetings with other Department/Service providers across the University to build linkages in service provision. • Research and source new Placement providers in Ireland and overseas and maintain up to date knowledge of industry and economic developments which impact on Placement. • Any other duties as requested by Cork University Business School and Head of Career Services or nominee. Health & Safety: In addition to the statutory safety duties of all employees (as prescribed in safety legislation and the relevant local safety statement) each staff member is responsible for: • Discharging any safety functions delegated to them by their Head of College/School/Department/Centre/Unit, in relation to the areas/ activities under their control. • Co-operating and assisting the University and the Head of College/School/Department/Centre/Unit in the discharge of their statutory safety responsibilities. • Ensuring that all work under their control is undertaken safely and without risk to health and complies with the provision of all relevant statutory legislation. CONDITIONS OF EMPLOYMENT Salary: Appointment may be made on the Admin II Salary Scale: €72,044 - €91,259 (Scale B) / €68,551 - €86,698 (Scale A). Salary placement on appointment will be in accordance with public sector pay policy. As required by public pay policy for the higher education sector, new appointments to a direct entry recruitment grade will generally be at the minimum (1st point) of the relevant scale. For existing public servants, the restriction to the first point on scale may be varied where a person is appointed to the same or an analogous grade, role or position as their previous public service employment. The rate of remuneration for all appointments may be adjusted from time to time in line with government policy. The working hours for administrative staff are 35 hours per week with normal hours of duty from 9.00am to 5.00pm Monday to Friday, with 1 hour for lunch break. Due to the nature and seniority of the post, however, it may be necessary to extend and vary these hours from time to time in order to meet the exigencies of the post. Annual Leave: 30 days per annum. This leave is exclusive of public holidays and Good Friday. The leave year commences on 1 July annually and four days annual leave must be held for the Christmas closure period. Sick Leave: Sick leave will be granted in line with University policy in this regard which may change from time to time. You should familiarise yourself with the University Sick Leave Policy and University Sick Leave Management Policy. The tenure of the post is permanent whole time post, based on the following provisions: a) A probationary period of twelve months shall apply from commencement of employment in the post during which the contract of employment may be terminated by either party in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. b) Except in circumstances of gross misconduct justifying immediate dismissal, the appointee will receive one month's notice of termination of employment, or, if greater, such notice as is provided for in a minimum notice in terms of Employment Act, 1973. c) The appointee is required to give one month's notice of termination of employment. Pension: The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 established the Single Public Service Pension Scheme. In general, anyone taking up pensionable public service employment on or after 1 January 2013 is a member of the Single Scheme. The Act provides that most members of the Single Scheme have a minimum pension age consistent with the age of eligibility for the State Pension (Contributory) and a compulsory retirement age of 70. A member of this group is generally referred to as a “Single Scheme member”. However, applicants who have previously worked in a pensionable post (non-Single Scheme terms) in the Irish Civil/Public service, may be offered membership of the UCC Pension scheme. The normal retirement date in this scheme is age 65. A compulsory retirement date of 70 may apply depending on date of first employment in the Irish Civil/Public service. The relevant pension scheme will be confirmed to the successful applicant on completion of the Pensions Declaration form prior to taking up employment. Applicants that have previously availed of an Irish Public Service Scheme of Incentivised early retirement or enhanced redundancy payment should ensure that they are not precluded from re-engagement in the Irish Public Service under the terms of such Schemes. The salary quoted is subject to a deduction from salary at the rate of .06%. The UCC Income Continuance Plan (ICP) provides a source of income in the event of long or short-term temporary disability. As part of your contract of employment you will be automatically included in the ICP with effect from the same date provided you have not previously opted out of the plan or you have been declined for cover under previous contracts of employment with UCC. An additional benefit is membership to Specified Illness Cover (SIC) which pays a once off lump sum benefit in the event of a member being diagnosed with a specified illness. The cost of membership of both plans will be deducted from your salary. The current combined membership rate is 1.05% of your salary. Restrictions that may apply in relation to the re-employment of former public service employees or pensioners Certain restrictions may apply in relation to the re-employment / appointment of: (a) former public service employees who have availed of certain collective agreements or arrangements OR (b) former public service employees who are in receipt of a public service pension or who have preserved benefits under a pre-existing public service pension scheme. The following outlines some of the main agreements and schemes that may restrict a candidate’s right to be re-employed in the public service or affect how they are re-employed. Employment Control Framework for the Higher Education Sector Under the Employment Control Framework for the Higher Education Sector, re-employment of retired staff may only occur in very limited exceptional circumstances and in these cases the salaries offered may not exceed 20% of the full-time salary an individual was in receipt of at the time of their retirement, adjusted to reflect the application of Government pay policy in the period since their date of retirement – including in particular the application of salary adjustments imposed under the Financial Emergency Measures in the Public Interest (No. 2) Act 2009. Any such proposed arrangements must be put in advance to the Higher Education Authority (HEA) and the person concerned will only be eligible for re-employment if approval is obtained for same from the HEA. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure, National Development Plan and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure, National Development Plan and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement may not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Pension Abatement: The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 extended pension abatement so that a retiree’s public service pension is liable to abatement on re-entering public service employment, even where the new employment is in a different area of the public service. Declaration: Applicants will be required to declare whether they have previously availed of a Public Service scheme of incentivised early retirement. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment.
