OBJECTIVE: This is a part-time, permanent position to develop and expand the operation of our new Day Centre facility for circa 20+ older persons located at Regina House, Cooraclare Road, Kilrush, Co. Clare on a 4 days per week Monday to Thursday basis.Duties include: provision of meals, organisation of social activities/entertainment, facilitation of other services as appropriate for older persons; and the recruitment of clients to the Centre. The Manager will be hands on and manage the Day Centre Team comprising of up to 5 staff and volunteers (the team will increase as the Service evolves). JOB RELATIONS: The Day Centre Manager will work as part of a wider Older Persons Services Team in Clarecare and will report to the Chief Executive Officer (CEO) or designate. JOB LOCATION: This is an on-site position, based in Kilrush, Co. Clare (Remote/hybrid working does not apply). Location may change based on operational requirements. DAYS/HOURS OF WORK: This is a part-time permanent position of 4 work days per week (Monday to Thursday inclusive). Flexibility is required regarding your work days/hours (start & finish times) which are subject to change. Daily work hours are from 9.30 a.m. to 4.00 p.m. inclusive of 30 mins. lunch break. Flexibility is required regarding your work hours. ANNUAL LEAVE: 21 days annual leave per annum per full leave year (Jan-Dec incl.) for this 4 days per week part-time, permanent position. RESPONSIBILITIES OF THE POSITION: General Responsibilities · To report to the CEO of Clarecare or delegate. To adhere to Clarecare policies and procedures in relation to all work with Clarecare. To maintain files in accordance with Clarecare standards in order to ensure that good record keeping practices are in place.· To complete statistics/reports for Day Centre services and/or as required by the Line Manager. To work as part of the wider Clarecare Structure. To support the work of staff, volunteers, students and others involved in Clarecare. To attend supervision sessions with your line manager. To maintain professional boundaries in all work with clients. To perform such other duties appropriate to the office as may be assigned to your Line Manager or designate. Specific Responsibilities Responsible for providing best practice care to clients attending the Day Centre. Promote and deliver a model of person centred care that is community focussed, quality oriented, safe, and operates to the highest standards. Respect the rights, dignity and confidentiality of all clients attending the Day Centre and their carers/advocates. Manage, co-ordinate and support the work of all staff and volunteers, effectively resolving any issues that may arise e.g. staffing/recruitment, performance, disciplinary, grievance, etc. Liaise with HR Dept. as relevant. Ensure clarity of roles, assignments of duties, adequate staff client ratios at all times, arrangement of leave, etc. Assist in the placement of students looking for work experience – provide induction/ongoing supervision and administer all relevant documentation. Carry out the administration required to provide an efficient and effective Day Care Centre. Ensure all client data is up to date and stored securely in line with Data Management processes. Provide a quality service to clients focussing on increasing their self-esteem and enhancing the lives of clients and their family members/carers. Work in partnership with staff members and external agencies and deliver an appropriate service ensuring the individual needs of clients are responded to in a flexible/efficient way. Take responsibility for sourcing and enhancing client attendance (up to 20 persons per day) at the Day Centre. Oversee the provision of meals to Day Centre clients, ensuring high quality food is provided in line food safety standards (HACCP). Engage with the Bus service for Day Centre clients to ensure an efficient transport service is provided to clients. Where relevant & appropriate, escalate any client nursing concerns to the relevant Family member/PHN/GP etc. Welcome any visitors to the Centre and provide feedback/phone support to family carers regarding clients in the Centre or consult with them on the wellbeing of their family member. Arrange relevant clinics weekly e.g. hairdresser, chiropody, etc and administer and document payments for same. Appropriately manage any client accidents/incidents or feedback/complaints in conjunction with the relevant policy & procedure and report them to the CEO or designate and HR where relevant. Plan and provide suitable activities for Day Centre attendees e.g. Music events, Arts & Crafts classes, computer training, etc. Ensure Day Centre is run within budget agreed with CEO. Monitor expenditure against allocated budgets and maintain effective financial controls within the Day Centre in conjunction with the CEO. Encourage the active participation of the clients in appropriate activities and ensure their safety and well-being is not compromised. Ensure all Health & Safety regulations are implemented and adhered to with risk assessment undertaken as and when required e.g. activities for the Older Person. Preparation and submission of monthly KPI returns. Develop, implement and maintain efficient/clear administrative, recording, accounting systems as required. Arrange monthly client forums and conduct client satisfaction surveys as relevant. Preparation and submission of monthly KPI returns. Organise interesting and appropriate events e.g. First Aid, Fire Prevention, Safety in the home, Budgeting advice, Health and Wellbeing, Arts & Crafts, etc. Maintain up to date client records/files and payments in a secure manner. In conjunction with the Social Worker for Older People, Home Help Co-Ordinator and relevant Third Parties (e.g. GP’s/PHN’s, etc), identify new potential Day Centre clients. Attend meetings in connection with Day Care Centre.Ø Attend all mandatory training as advised by Clarecare. Hold regular meetings with volunteers and other relevant staff to ensure safe delivery of service. Promote services of Day Care Centre by delivery of flyers to agencies or places such as GP’s Surgeries, Dentists, Churches, Post Office, and Local Shops, etc. Effectively resolve any people management or day to day operational issues that may arise.Ø Attend other meetings as necessary. Any other relevant duties as assigned. REQUIREMENTS/QUALIFICATIONS FOR THE POSITION: Essential Requirements: Minimum Level 7 Degree in Social Care, Social Studies, Healthcare related field or equivalent. Minimum of 2 year’s post qualification healthcare/social care experience working with older people in a professional capacitywith a keen understanding of their needs and managing a team of people in a similar role. Candidates must possess the requisite managerial and administrative knowledge and experience together with the ability including medical fitness and be of good character to properly discharge the duties of this position. Experience of working with clients presenting with complex needs in a variety of different situations. Experience of organising social activities/entertainment for groups. Interest in the issues arising for older people and a desire to work with older people with a “can do” attitude. Excellent communication, organisation and interpersonal skills with the ability to work on own initiative and as part of a team. Well-developed IT skills i.e. MS Word, Excel, Email, databases e.g. OneTouch/Viclarity or equivalent. Proven interpersonal and organisation skills with an ability to work on own initiative and as part of a team. Ability to appropriately represent the Service. Network/ liaise with other service providers, health professionals and potential referral sources e.g. PHN’s, GP’s etc to promote the service. THE COMPETITION Clare County Council is currently inviting applications from suitably qualified persons for the above competition. Clare County Council will, following the interview process, form a panel for the post of Traffic/ Litter Warden from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION A Traffic/Litter Warden is a member of a multi-disciplinary team of front-line services based in the Municipal Districts which deliver a wide variety of key local authority services in the heart of com/unities -services include transportation and traffic management, delivery of social housing and other key infrastructure, environmental works, recreation and amenity facilities and general community development. Local Authorities also play a major role in supporting economic development and enterprise promotion at local level. The Traffic/Litter Warden has specific responsibility for the enforcement of a variety of legislation including Road Traffic, Litter Pollution and Casual Trading acts and regulations. The ideal candidate will be a highly motivated adaptable and flexible person capable of acting on their own initiative, with a strong sense of commitment to delivering quality public services. Candidates will also be expected to demonstrate clear knowledge and understanding of • Local authority services, its key stakeholders, and relationships; • Local government structures and the role of Elected Members; • Key legislation relating to road traffic and litter legislation; • Health, Safety and Welfare in the workplace; • Importance of fostering and maintaining wide ranging productive working relationships both internally and externally to the organisation; • Good Public Service values. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: TRAFFIC • Carrying out the functions specified in sub-section (2) of Section (2) of the Local Authorities (Traffic Wardens) Act, 1975. • To work within the guidelines as laid out in 'Procedures and Guidelines for Traffic Wardens, June 2003' or as otherwise directed. • To patrol the assigned location / town within County Clare in the course of your duties as assigned by the Director of Services or delegated person. • To issue “on-the spot fine” tickets for infringement of the current Clare County Council Parking ByeLaws for the various locations within County Clare and non-display of a current Tax or Registration Discon parked or stopped vehicles. The post holder will need to be familiar with the various Parking Byelaws currently operating in the County. • To carry out such duties as may be assigned to them by the Director of Services in relation to the enforcement of the Litter Pollution Act 1997, which makes it an offence to throw down, place or leave litter in or on any public place. • To police casual trading throughout County Clare in accordance with the relevant Casual Trading Bye Laws for each location. • To keep accurate records of offences as required for the purposes of Court proceedings, to attend Court and to give evidence as required. • To liaise closely with Administrative Staff in the preparation of evidence. • To write clear and concise reports when required to do so. • To issue notices in relation to vehicles for sale that are parked contrary to the current Roads Act. • To remove and transmit money containers from all Parking Meters to Council Offices as required by the Council. • To count the money from said money containers when required. • To carry out such other appropriate duties relative to the post of Traffic Warden as may from time to time be assigned to them by the Director of Services. • To notify your immediate supervisor of any defects in parking signs, traffic markings and any abandoned vehicles encountered while on duty. ENFORCEMENT: a) Enforcement of Roads Act 1993 with regard to the following: • Abandonment of vehicles on public roads • Unlawful placing or retaining an unauthorised vehicle, sign, caravan etc. on a public road. • Unlawful placing of temporary dwellings on a public road. b) Stationary Traffic Offences – as per traffic warden duties, i.e., illegally parked vehicles. c) Obstructions to Traffic Duties e.g., obstructions on roads such as skips, signs, hoardings etc. d) Maintenance of Pay & Display machines including collection of money and replacement of consumables LITTER: • To carry out the functions conferred upon you pursuant to the provisions of the Litter Pollution Act 1997 as amended and other environmental legislation. You will be required to be conversant with such functions and with the relevant sections of the Litter Pollution Act 1997 as amended and the Regulations made thereunder. • To visit premises and properties if necessary and to consult with the proprietors concerning the collection and disposal of their refuse. • To carry out such other appropriate duties relative to the post of Litter Warden as may be assigned to them by the Director of Services or delegated person. • To perform all duties required in a courteous and efficient manner. • To issue on the spot fines. • To identify and report litter black spots to the Council. • To participate in Environmental Programmes by visiting schools and voluntary organisations, e.g. Tidy Towns Committee. • To advise the Council on the adequacy of litter bins ENFORCEMENT: a) Litter Enforcement – under the Litter Pollution Act 1997, as amended. b) Monitoring of Public Amenities i.e., monitoring of parks and beaches with regard to illegal parking, use of vehicles, littering and other provisions regarding same under the Local Government Act 1994 as amended. MONITORING: a) Reporting breaches of Technical Regulations to Clare County Council, including: • Waste Disposal – reporting of suspected breaches of the current Waste Management Act to the local authority • Planning Regulations – reporting breaches of the Planning Regulations to the local authority • Water Pollution – reporting suspected pollution of water to the local authority • Air Pollution – recording and reporting to the local authority instances of air pollution • Noise Pollution – recording and reporting to the local authority instances of noise pollution • Litter Management – recording and reporting to the local authority instances of litter pollution MISCELLANEOUS: (a) The person appointed will be required to carry out such duties as assigned to them from time to time. (b) The person appointed will be required to liaise with An Garda Síochána at local level, Area Engineers, Area Overseer, and Community Warden, Director of Service or other appropriate employees of Clare County Council. (c) To write clear and concise reports when required to do so. ESSENTIAL CRITERIA 1. Character Each candidate must be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: a. Have a reasonable standard of education sufficient to enable them to perform the job efficiently and effectively. b. Have a satisfactory knowledge of the legislation required to carry out the role of Traffic/Litter Warden. c. Possess adequate experience which would demonstrate the capacity to carry out the role and function of Traffic/Litter Warden. d. Be capable of writing clear and concise reports and keeping work records, etc. e. Hold a full clean current driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications. *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. 4. Age Each candidate must be under 70 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. However, the age restriction of 70 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 5. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting pay for new entrants to the sector will be at the minimum of the scale. The current salary scale applicable to the post is €751.26- €774.41 per week (March 2025) Working Hours: The person appointed will be required to work a 39-hour week which may include Saturdays & Sundays, times to be agreed with the Line Manager. The position will be based at Poulnabrone Dolmen, Co. Clare. The position, is a Non-Established State Industrial post based on a 39-hour week (full-time) rostered 5 days over 7. (Monday to Sunday) and appointments will be subject to a probationary period of 7 months which may be extended to 10 months under certain circumstances. Continuation in employment in the position, following the end of the Probation Period, will be dependent upon the appointee fully meeting the requirements of the positions during the Probation Period. The actual hours of attendance are determined by local management requirements. This is an OPW recruitment competition to which applicants with the minimum eligibility requirements may apply.
