Purpose of the Post The post of GP Liaison officer is a pivotal role to establish and maintain links with primary care partners and St Columcilles Hospital. Overall, this position will serve as the first point of contact by GPs who would like to refer their patients to the Medical Assessment Unit (MAU). The post holder will be expected to ensure that the existing patient referral pathways are robust for GPs to refer their patients in a timely, planned and co-ordinated fashion to the MAU, thus enhancing patient flow in SCH. In addition, the post holder will develop relationships with other primary care services to promote early patient discharge from the MAU e.g OPAT services, VHI homecare etc. Once referrals for these services are instigated in the MAU- the post holder will be required to follow up on their progress until the patient is discharged from the MAU Department. The CNM2 will work as part of the MAU multidisciplinary team to ensure the delivery of effective quality assured patient centred care. This post is Monday – Friday. GP Liaison Officer Clinical Nurse Manager 2 Terms and Conditions of Employment Tenure The current vacancy available is 1 Permanent and whole-time The post is pensionable. A panel may be created from which Temporary and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004. HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016). Annual Leave The annual leave associated with the post will be confirmed at Job Offer stage. Superannuation This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004. Probation Every appointment of a person who is not already a Temporary officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. Protection of Persons Reporting Child Abuse Act 1998 As this post is one of those designated under the Protection of Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Infection Control Have a working knowledge of Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. Health & Safety It is the responsibility of line managers to ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable. Line managers are named and roles and responsibilities detailed in the relevant Site Specific Safety Statement (SSSS). Key responsibilities include: · Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work. · Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection. · Consulting and communicating with staff and safety representatives on OSH matters. · Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee. · Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with HSE procedures[2]. · Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate. · Reviewing the health and safety performance of the ward/department/service and staff through, respectively, local audit and performance achievement meetings for example. Several policies and strategies have been published to progress specific priority areas including National Sexual Health Strategy, National HSE Mental Health Promotion Plan Stronger Together, National Physical Activity Plan, A Healthy Weight for Ireland - Obesity Policy and Action Plan, Tobacco Free Ireland, the National Substance Misuse Strategy, Wellbeing Policy Statement and Framework for Practice. Sláintecare sets out the need to develop community services ensuring integration of service across health and social care services. This involves a population health planning approach and Community Health Areas (CHAs) will be further developed providing these services to a population of 50,000 approx. The CHAs will also be complimented by community specialist teams (hubs) across a population of approximately 150,000 for those that have more complex needs. Through Enhanced Community Care and Sláintecare health promotion and improvement will be embedded at this level, delivering services to the population at community level in the region. The management of health conditions and population health and wellbeing are core components in the CHA/ Community Specialist Team Hub models to ensure that communities are supported to stay well by assisting individuals to live well and live healthier lifestyles. The reform programme will involve building the capacity for Health Promotion & and Improvement officers and delivering services to the population at community network level within the region. Each HSE Health Region is tasked with population specific planning, resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline. Health Regions will enable and empower staff to provide services that are: · Integrated, locally planned and delivered · Easier to access and navigate · Available closer to home Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level. 1. CHARACTER Each Candidate must be of good character. 2. AGE Candidates must be 17 years of age or over by 31st May 2026. 3. HEALTH Each Candidate must be of good health and strong physique. 4. QUALIFICATIONS AND EXPERIENCE Candidates must: ➢ Hold the Beach Lifeguard Award / Qualification of the Irish Water Safety Association or Royal Lifesaving Society (Ireland) or equivalent as recognised by the International Lifesaving Federation (ILS), no later than the 2026 swim test date, TBC. ➢ The Award must not be more than TWO years old and must be valid for the entire bathing season. ➢ Proof of having the above qualifications should be included with the completed application form. ➢ Have a knowledge of Cardio Pulmonary Resuscitation. ➢ Hold a valid work permit if required.* * All non-EU / EEA citizens must hold a valid work permit prior to and for the duration of their contract. The work permit must allow you to work full time for Dún Laoghaire Rathdown County Council. It is the responsibility of individual employees to ensure that they have a valid work permit. If at any stage during your contract you cease to hold a valid work permit, you must immediately advise Dún Laoghaire Rathdown County Council and your employment will cease with immediate effect. WAGE RATE Rate of Pay – Junior Lifeguards €15.24 per hour – minimum of 32 hours per week €17.15 per day meal / travel allowance for each day worked Rate of Pay – Senior Lifeguards €18.18 per hour – minimum of 32 hours per week €20.09 per day meal / travel allowance for each day worked In addition to the hourly rates outlined above, weekend daily differentials are payable as follows: • Where a person’s free day falls on a Sunday and they work the Saturday of the same weekend, the Saturday daily differential rate is €16.74. • Where a person’s free day falls on a Saturday and they work the Sunday of the same weekend, the Sunday daily differential rate is €22.64. • Where a person’s free days both fall on days other than Saturday and Sunday, the working Saturday and Sunday daily differential rate is €30.27. Double time is paid in respect of hours worked on Bank Holidays. 6. DUTIES OF THE POST (a) All rostered lifeguards will arrive 10 minutes prior to opening times and set out the bathing area with appropriate flags and remain 10 minutes after closing time to take down flags and prepare for the next shift. All lifeguards will patrol on foot and observe through binoculars that section of beach, giving particular attention to places where persons are bathing. (b) Going immediately to the assistance of persons in difficulties in the water and rendering to such persons the necessary attention. (c) Keeping in good condition all lifeguard stations, lifesaving equipment and other apparatus provided by the County Council. (d) Warning persons bathing of possible dangers. (e) Collecting and disposing of broken glass, litter, etc. from the foreshore. (f) They may be required to use the Council’s mobile phones. (g) The use of a personal mobile phone, laptop, tablet or other distractions is strictly forbidden while lifeguards are on duty. (h) While on duty, they will be required to wear uniform at all times, which will be provided by the Council. (i) This list is not exhaustive and further duties may be given by management as deemed necessary. 7. ANNUAL LEAVE Your Annual Leave entitlement will be calculated at the conclusion of your fixed term contract and you will be remunerated for same at the end of your contract. 8. GARDA VETTING AND PARENT / GUARDIAN CONSENT • All applicants will be subject to Garda Vetting prior to appointment. • If the applicant is under 18 years of age, Parent or Guardian consent will be required. Lifeguards will be employed during the Bathing Season (June to September approximately). The employment is strictly temporary, terminable on one week’s notice on either side. Suitable uniforms will be provided and must be returned to the County Council on termination of employment.
