PARTICULARS OF SERVICE The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Part-Time Retained Firefighters. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. QUALIFICATIONS CHARACTER: Each applicant must be of good character. EDUCATION: Each candidate must have obtained a good standard in general education. AGE: Each applicant must not be less than 18 years on the closing date for receipt of application forms. Candidates should not be more than 55 years of age on the latest date for receipt of applications. HEALTH: Each applicant must be free from any defect or disease which would render him / her unsuitable to hold the post and must be physically fit. Before being accepted, he / she will be required to pass a medical examination and any further medical examinations required during his / her employment with the Fire Service. LOCATION: Candidates must reside and work a maximum of 5 minutes of the fire station in which they would like to be stationed. PRINCIPAL CONDITIONS OF EMPLOYMENT Wicklow County Council is recruiting for the following Fire Brigade: • Dunlavin Brigade Each applicant must submit with their application form a letter from their employer which states that he/she has no objection to releasing the applicant as necessary to respond to fire calls. The employment is part-time. The initial employment will be for a probationary period of one year. Normal age of retirement for retained firefighters is 55 years of age; however, in accordance with Circular 04/2024, this may be extended up to 62 years of age, subject to approval and successful occupational health assessments. If progressing with appointment, successful candidates will be required to: • Complete Garda Vetting. • Complete a pre-employment medical assessment. • Attend and successfully complete a Suitability Test. • Attend and successfully complete a three week Recruit Training Course and thereafter. • Attend a two-week Breathing Apparatus Wearers Course. • Attend a one-week Compartment Fire Behaviour Course (usually within the first year of employment). Scheduled dates will be confirmed. DUTIES • He / She shall be available and capable at all times when required for attendance at fires or other type incidents. • He / She shall operate any duty rostering or availability scheme required by the Local Authority where rostering is in place. • Response time to Fire Calls shall generally be 5 minutes after the call is received. • He / She will carry one of the Fire Brigade Pocket Alerters at all times and will be responsible to see that it is kept in proper working order at all times. • He / She must reside and work sufficiently close to the Fire Station to enable him / her to respond promptly to all calls. If at any time his / her availability is affected by change of work or any other reason, he / she will be required to resign. • He / She will be responsible for items of personal equipment issued to him / her in connection with his / her employment. • He / She will carry out all instructions issued to him / her in connection with his / her employment. • He / She will attend weekly training sessions at the local fire station or any other training or courses as required by the Fire Authority during their employment with the Fire Service. • When required, he / she will assist or carry out the cleaning, testing or repair of equipment. • He / She shall carry out further duties that may be assigned to him / her from time to time by the Local Authority. • He / She will inform his / her employer that he / she is applying for the post. • Each member of the Fire Brigade will be required to undergo regular medical examinations as required by the Fire Authority. The medical examination will be carried out by a doctor nominated by the Fire Authority, who will be responsible for the payment of their fee. • Absence from practices or fire calls without good reason will debar payment or retaining fee, and continued absence over a six month period will incur dismissal from the Brigade. Retained Firefighter

THE ROLE The role of the retained firefighter is primarily to • Save life and preserve endangered life • Protect property from damage by fire • Inform and educate awareness of safety Retained firefighters are on call to respond to emergencies. As well as responding to emergency calls, firefighters may also be involved in community fire safety initiatives. Although retained firefighters are part time, they are fully trained and capable of saving life and property to provide a comprehensive service to the community. When a call is received firefighters are required to respond immediately. Retained firefighters must be ready to drop whatever they are doing to become part of a team ready to respond safely and effectively to the emergency regardless of the time of day or night or the weather conditions. The Fire Service responds to emergency calls from the public primarily to prevent injury and protect life but also to prevent and restrict damage to property. Many emergency calls are not to fires but to road traffic accidents where casualties may be trapped in vehicles. The Fire Service may also be called to deal with chemical spillages and toxic emissions. Firefighters need to be able to use problem solving skills and initiative to resolve issues quickly and calmly. Firefighters also need to be able to deal sensitively and appropriately with members of the public when they are distressed, confused or obstructive. Firefighters are required to carry out routine checks as well as cleaning and maintaining all equipment and fire appliance to ensure they work properly when required during an emergency. Firefighters are required to participate and take part in the duties as required as part of the organisational response to Climate Action to promote and ensure capacity building, empowering change and delivering action. All new recruits undergo extensive initial training which includes a three week Recruit Induction course, a two week Breathing Apparatus Wearers Course and one week Compartment Fire Behaviour course. Thereafter all firefighters are required to undergo a continuous development programme by attending lectures, exercises, practical courses and other forms of training to maintain competency levels. Firefighters are expected to take responsibility for developing their own skills and for ensuring that their fitness levels are maintained as the work of a firefighter can be demanding both physically and psychologically DUTIES OF THE POSITION A Firefighter shall be required to attend at fires and other emergencies, drills, displays and other duties at such times and for such periods as required by the County Council. Failure to respond promptly to fire or other emergency calls will be addressed through the Local Authority disciplinary procedure. Each Firefighter who attends for Fire Brigade service must be prepared to accept the work entailed and to fulfil to the best of their ability their duty as a Firefighter in the saving of life, saving of property and the fighting of fires or other such emergencies. Every Firefighter must comply with the County Council Crew Management Arrangements for Retained Firefighters. Firefighters who are on standby during fires or other incidents shall remain at the Station and perform such duties as may be assigned by the Station Officer from time to time during the callout. Firefighters shall ensure that the Fire Station is kept clean and tidy at all times. Firefighting equipment shall be kept clean, maintained properly and stowed away in a safe manner. Firefighters are required to adhere to and co operate with all National and Local Agreements pertaining to the Fire Services. Firefighters will be required to attend Training Courses as directed. Firefighters must undertake driving duties as required. Comply with all organisational policies, procedures and legislation. Participate and take part in the duties as required as part of the organisational response to Climate Action to promote and ensure capacity building, empowering change and delivering action. Any other duties as may be assigned from time to time. THE CANDIDATE Candidates must be • Able to work in hazardous conditions for long periods of time including heights and confined spaces • Mechanically adept with good dexterity and coordination • Able to follow instruction • Able to work well under pressure • Self reliant and self assured with a keen sense of discipline • Able to contribute to and work with a team • Able to communicate effectively verbally and in writing • Able to understand and memorise technical information QUALIFICATIONS Applicants for the post of Retained Firefighter must be 18 years old on the latest date for receipt of completed application forms. A birth certificate must be submitted to the County Council as proof of age before a person is engaged as a recruit. Character Applicants must be of good character and must not at any time bring the County Council and Fire Brigade into disrepute. The Council may make whatever enquiries it considers necessary to satisfy this condition. Employment will be subject to the provision of satisfactory references and Garda Vetting Health A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service Medical Examination Before recruitment successful applicants shall undergo such medical examinations as the County Council considers necessary. The County Council will nominate the medical examiners. The candidate must comply at their own expense with such remedial requirements as the County Council consider necessary An Operational Firefighter shall • Agree to participate in the Occupational Health Scheme for Retained Firefighters • At any time if requested by the County Council undergo medical examinations as nominated by the County Council • Attend medical examinations in accordance with the frequency set • Any defects discovered will not be remedied at the County Council expense • Retention as an operational Firefighter will depend upon satisfactory medical reports • An operational Firefighter is required to maintain an appropriate level of physical fitness Citizenship Candidates must by the date of any job offer be • A citizen of the European Economic Area • A citizen of the United Kingdom • A citizen of Switzerland • A non EEA citizen with appropriate stamp 4 status in qualifying categories Education Candidates must have a good standard of education and be able to successfully undergo the required training for the post of retained firefighter Candidates must hold an unendorsed Class B Driving Licence and on appointment will be required to obtain a Class C Licence PARTICULARS OF EMPLOYMENT The post is part time and pensionable Location Persons appointed must live and work within a maximum of 8 minutes response time from alert. The Council may request verification of residence and employment location. Changes of residence or employment must be notified immediately and may affect employment. This competition presents an opportunity to gain employment with Tipperary County Council in the role of Part time Leisure Attendant. This Candidate Information Booklet is intended to provide information on the post of Part time Leisure Attendant and the selection process and candidates are advised to familiarize themselves with the detailed information in advance of submitting their application. Candidates should satisfy themselves that they are eligible under the qualifications to apply for the post of Part time Leisure Attendant. Qualifications The person holding the employment must: Be of good character Be free from any defect or disease which would render him or her unsuitable to hold the employment and be in a state of health such as would indicate a reasonable prospect of ability to render an efficient service Be at least eighteen years of age Possess Irish Water Safety National Pool Lifeguard Award or equivalent Level 2 Level 1 Swimming Teacher Qualification desirable but not essential. Successful applicant will be expected to gain their full Swimming Teachers Qualification and instruct swimming classes National certificate in fitness or equivalent and knowledge of pool plant operations desirable but not essential The successful candidate or candidates will be subject to Garda vetting prior to appointment Conditions of employment Wages hourly rate seventeen euro and thirty seven cent Annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act 1997 The terms of the appropriate superannuation scheme will be applied Duties Supervision of activities in the pool complex Supervision of circulation areas and changing rooms Setting up, changing and storing equipment, furniture and apparatus according to the demands of the programme in any area of Sean Treacy Memorial Swimming Pool as directed by supervisors Assist and instruct individuals and or groups in swimming tuition Promote membership and facilities where applicable Supervise and control entrance areas, the foyer and pool Officiate as steward during events Effect repairs to equipment and maintain it in a proper and safe condition Receive supplies and equipment at the swimming pool, record, unload and store Supervision of all swimmers in the pool area Cleaning of the pool and surrounds, changing areas, toilets and drains. Cleaning gym area, toilets and aerobics studio Undertake general cleaning and labouring duties around the facility Completion of all necessary records Report all defects and damage to machinery, furniture and fittings and fabric of building and effect repair or remedial action where required Accept general responsibility for the safety of all swimming pool users when engaged in activities Be responsible for carrying and handling of money Make necessary simple repairs to vending and change machines Reception duties Administer first aid where required Carry out regular water testing, log results and take action if required Comply with all health and safety policies and procedures currently in place and any future policies introduced Comply with the normal operating procedure and emergency action plan for Sean Treacy Memorial Swimming Pool Complete all mandatory training Wear any personal protective equipment supplied Undertake such other duties as may from time to time be allocated by the manager The application process Once fully completed, application forms will be accepted. Deeming of candidature to be withdrawn Candidates who do not attend for interview or test when required, or who do not furnish required evidence within the specified timeframe, will be deemed to have withdrawn their application. References Applicants are required to provide two referees who are not related to them, at least one of whom should be an existing or former employer. The Council may seek written and verbal references from current and previous employers, educational institutions or other relevant organisations. The Council reserves the right to determine the relevance of such references. Verification of educational qualifications Prior to appointment, candidates must present original certificates, diplomas or degrees and any other required documentation to the Human Resources department for verification. Non Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland to establish comparability with the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document.
