Retained Firefighter Role The role of the firefighter is: Health and Safety Health and Safety forms a key part of the role of every firefighter. i. It shall be the duty of every firefighter while at work: (a) To take reasonable care for his/her own safety, health, and welfare and that of any other person who may be affected by his/her acts or omissions while at work. (b) To co-operate with his/her employer and any other person to such extent as will enable his/her employer or the other person to comply with any of the relevant statutory provisions. (c) To use in such manner so as to provide the protection intended, any suitable appliance, protective clothing, convenience, equipment, or other means or thing provided (whether for his/her use alone or for use by him/her in common with others) for securing his/her safety, health, or welfare while at work. (d) To report to his/her employer or his/her immediate superior, without unreasonable delay, any defects in plant, equipment, place of work, or system of work which might endanger safety, health, or welfare, of which he/she becomes aware. ii. No person shall intentionally or recklessly interfere with or misuse any appliance, protective clothing, convenience, equipment, item, or other means provided in pursuance of any of the relevant statutory provisions or otherwise, for securing the safety, health, or welfare of persons arising out of work activities. Garda Clearance The Service is in a position of trust with the public and has a duty to protect them. If you have a record of an offence, this will not necessarily disqualify you as all applications are considered strictly on their merit. However, you are required to declare any offence for which you have been convicted. You are advised to declare any charges that are pending; a subsequent conviction could lead to you being discharged from the Service. If you fail to disclose information when required to do so, this will render your application void, and if you have been employed, may result in termination of employment. A Garda clearance check will be carried out prior to your appointment to the Service. Should you be charged with an offence between the date of the application or appointment, you must notify the Service in writing, as this may affect your employment in the Service. Training Retained Firefighters are required to attend and pass a three-week initial training course. To complete this training, each recruit will be required to attend a training centre selected by the Chief Fire Officer. The main purpose is to teach practical firefighting skills incorporating search and rescue, and the safe use of equipment such as ladders, pumps, and hose. This is followed by two weeks of Breathing Apparatus training at a later stage. Failure to satisfactorily complete these training courses will demonstrate a lack of suitability for the position of Retained Firefighter and may result in termination of employment. On completion of the initial training, the recruit firefighter is required to undertake a recruit induction and development program over a specified period of time designed to equip them with the necessary skills in performing the duties assigned to them by the Chief Fire Officer. This will involve an ongoing requirement to attend and pass subsequent training and refresher training courses. Each Retained Firefighter is also required to attend a weekly 2-hour drill night and a 3-day block training course typically held in the Spring. Attendance at training is mandatory. This may result in absences from your current employment/career. Qualifications and Particulars of Employment CHARACTER: A candidate must be of good character and will be required to submit a certificate of character from two responsible citizens who are not related to him/her. AGE: Candidates shall be over the age of 18 years at the date of appointment. The normal retirement age is 55 years. HEALTH: Candidates must: (a) Be free from any defect or disease which would render him/her unsuitable for duty with the Brigade and be in a state of health as determined by the Council’s Medical Adviser, such as would indicate a reasonable prospect of ability to render regular and efficient service. (b) Before being accepted for appointment, a candidate will be required to pass a medical examination by a qualified medical practitioner nominated by Waterford City & County Council; and as a condition of retention of the appointment, to pass further such medical examinations at specified intervals. Successful candidates to the position will be required to co-operate with the National Occupational Health System for Retained Firefighters. EDUCATIONAL STANDARD: Each candidate must have obtained at least Grade D (or a pass) in five subjects, including Mathematics and English, from the approved list of subjects in the Department of Education Junior Certificate Examination or in an examination of at least equivalent standard. DRIVING LICENCE: A candidate must, at the date of application, be the holder of an unendorsed Class ‘B’ Driving Licence or a provisional Class ‘B’ Driving Licence. On appointment and after an interval decided by the Chief Fire Officer, Firefighters will be required to obtain an HGV licence to enable them to drive Fire Appliances. ANNUAL LEAVE: Four weeks annual leave per annum (28 days). Payment for annual leave is 8% of earnings. These earnings will be calculated based on the previous year’s earnings excluding the retainer, clothing allowance, and payment for annual leave and public holiday leave in the previous year. The payment for annual leave will be made when employees take annual leave as part of the fortnightly pay cycle. REFERENCES: Each applicant is required to submit as references the names, address, e-mail addresses, and contact number of two responsible persons to whom he/she is well known but not related and of which at least one must be a previous employer. Any offer of employment will be subject to both references being of a satisfactory standard. In the event an unsatisfactory reference is received, Waterford City & County Council reserves the right not to proceed with the offer of employment. PARTICULARS (including duties): i. A person appointed must reside and, if in employment, work within a reasonable distance of their appointed Fire Station which will allow him/her to respond within the turnout time set by the Chief Fire Officer. Any changes to address or employment after appointment to the position must be notified in writing to the Chief Fire Officer. ii. Turnout Time – All applicants must have the ability to present at the Fire Station within the specified minutes outlined for that Fire Station upon a call being sent to their pager, which the firefighter carries when providing cover. iii. Payment in respect of attendance at incidents shall be in accordance with the WRC Agreement for Retained Firefighters 2023. iv. Attendance and payment in the case of fire drills shall be in accordance with the WRC Agreement for Retained Firefighters 2023. v. A successful candidate will be employed by Waterford City & County Council as Retained Firefighter for fire-fighting and special service duties. vi. Retained Firefighters are required to fulfil the availability scheme arrangement and be available in accordance therewith for fires and other incidents. vii. Retained Firefighters must carry a Fire Service pocket alerter at all times (when on duty) and must ensure that it is in proper working order. The onus of arranging to receive the call out alarm rests with the Retained Firefighter. Rostering and availability scheme arrangements are subject to alteration from time to time according to need, or in interest of efficiency. viii. A successful candidate will be required to attend and pass a Recruit Training Course before taking up appointment; also to attend and qualify at a Breathing Apparatus Course and attend such other training courses as may be required. He/she must attend weekly training sessions at the Fire Station and participate in all relevant training programmes. ix. A person appointed will be required to undertake a course of training in heavy vehicle driving and qualify as a Category C Driver. x. The duties of the employment will include such other duties appropriate to the employment assigned from time to time by the Chief Fire Officer, or other Officer deputising for him, or any Officer of the Brigade duly designated for the purpose; and, in particular, to carry out, or assist at, the cleaning, testing or repair of any equipment. xi. A person appointed will be required to conform to all staff policies operating in Waterford City & County Council. If at any time his/her availability is adversely affected by change of work, or any other cause, he/she shall be required to resign his/her appointment. xii. Firefighters will be offered the opportunity to take part in Community Fire Safety projects such as school visits, community group talks, smoke alarm campaigns, etc. xiii. Candidates who are in employment should inform their employers of their candidature and the requirements of this appointment. Such candidates will be required to produce at the interview employer's statement that they will be released to attend Fire Service Calls and fulfil training when required. SECTION 1: THE ROLE Each local authority can arrange with An Garda Síochána for School Traffic Wardens to patrol places where school children cross public roads. The School Traffic Warden’s role is to ensure that primary-school children cross public roads safely on their way to and from school. The Gardaí and School Traffic Wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of School Traffic Wardens is the Road Traffic Act, 1961 (Section 96). School Traffic Wardens usually work in the mornings, at lunchtime and in the evenings, when children are most likely to cross the road to go to or from school. School Traffic Wardens wear a distinctive uniform (a high-visibility coat and hat). They must also carry a distinctive sign (a white disc with a red border and the word ‘Stop’ in the centre). By displaying this sign, the School Traffic Warden has the power to stop the traffic to enable school children to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2: DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include: Reporting for duty promptly at the specified times and locations assigned under the direction of the Supervisor. The Warden must operate strictly in accordance with the instructions for School Wardens (as per Garda/Cork County Council training) at all times. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of all School Wardens. The School Warden will use the statutory uniform and equipment provided for the safety of yourself, children and all other members of the public, especially when stopping traffic on the public roadway. This requires carrying of the official Stop sign at all times and ensuring that the uniform is kept in a clean, neat condition. Maintain control over children who are awaiting your instructions to cross. If the Warden has any trouble in controlling, or encounters disobedience by the children, they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardaí. The Warden should never break up organised convoys, weddings, funerals, parades, or hold up fire appliances or ambulances for the purpose of allowing children to cross, but wait for suitable opportunities when they have passed. Report any problems or difficulties to the Local Municipal District Roads and Engineering Offices. All accidents at the crossing point involving the Warden in the operation of his or her duties must be reported immediately after the duty period by telephone to the Local Municipal District Roads and Engineering Offices. All relevant details must be recorded including car make and model, registration number, name of drivers or pedestrians involved, time and date of accident. The names and addresses of any witnesses must also be recorded and a written report is to be submitted to the Local Municipal District Roads and Engineering Offices within the following three days. The Warden must not attempt to apportion blame to any person nor admit liability on his or her (or the Council’s) own part. In connection with the hours of duty, any changes made by the school to their class times which affect your duty periods must be notified to the Local Municipal District Roads and Engineering Offices. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS1. Character Each candidate must be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who, in the opinion of the Council’s medical advisor, is medically unsuitable to discharge his or her duties effectively due to age or infirmity. 3. Education and Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will: A. Operate at all times at the designated crossing point. This crossing point cannot be altered, however temporarily, by any person or body other than Cork County Council (with Garda approval). B. Comply with safety policy and directives in force from time to time and must wear the uniform and carry the sign at all times while on duty. C. Ensure compliance with organisational policies, procedures and legislation. D. Co-operate with the familiarisation and instruction of other employees where appropriate. E. Manage and maintain resources effectively and efficiently. 4. Age Age restrictions shall only apply to a candidate where he or she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4: TENURE The employment is for the duration of the school year. The employment is part-time and pensionable. A panel may be formed to fill these positions. Sick leave does not apply to this part-time employment. However, depending on the number of hours worked, a Warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require the person to whom an appointment is offered to take up such appointment within a period of not more than one month. If they fail to take up the appointment within such period, or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: SALARY The wage for the post is €19.21 basic per hour. Payment will not be made in respect of normal school holiday periods, i.e. summer, Christmas or Easter. The wage shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The contract may be terminated at any time subject to normal legal requirements. SECTION 6: LOCATION OF POST The positions will be at any of the Primary Schools in the Municipal Roads and Engineering Districts where a School Warden operates. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide himself or herself, at his or her own expense, with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof. SECTION 7: WORKING HOURS The Warden will be required to operate punctually at all times when children are crossing. The hours of work will be determined by the Principal of the school concerned. Please note that times are subject to change at the Council’s discretion. Hours of Duty: As per the relevant school or as required. N.B. The times are subject to review, having regard to changes in class starting and finishing times and or changing crossing patterns. SECTION 8: ANNUAL LEAVE Annual leave will, if applicable, be in accordance with the terms of the Holidays (Employees) Act, 1973 as amended by the Workers Protection (Regular Part-Time Employees) Act, 1991. Please note particularly that the Council will determine the times at which annual leave may be taken, having regard to the absolute priority of having the school crossing operated while children are attending school. For those who are not entitled to annual leave, the same criteria will apply to unpaid leave of absence. PRINCIPAL CONDITIONS OF EMPLOYMENT Wicklow County Council is recruiting for the following Fire Brigade: • Dunlavin Brigade Each applicant must submit with their application form, a letter from their employer which states that he/she had no objection to releasing the applicant as necessary to respond to fire calls. The employment is part-time. The initial employment will be for a probationary period of one year. Normal age of retirement for retained fire-fighters is 55 years of age, however in accordance with Circular 04/2024 this may be extended up to 62 years of age, subject to approval and successful occupational health assessments. The appointment is subject to Garda Vetting. If progressing with appointment, successful candidates will be required to: Attend and successfully complete a Suitability Test Attend and successfully complete a three-week Recruit Training Course; and thereafter Attend a two-week Breathing Apparatus Wearers Course; and Attend a one-week Compartment Fire Behaviour Course (usually within the first year of employment). Scheduled dates will be confirmed. RECRUITMENT Please note this competition will be on a rolling recruitment process, interviews will be scheduled on a phase basis. Applications are welcome throughout the year. Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority. Panels may be formed on the basis of such interviews. Wicklow County Council reserves the right to shortlist candidates in the manner it deems most appropriate. Shortlisting may be on the basis of information supplied on the application form and the likely number of vacancies to be filled. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/experience on the application form. The candidates shortlisted will be invited to attend for interview. The Council will not be responsible for any expenses incurred by candidates in attending for interview. Candidates at interview will be marked under the following criteria: • Relevant Experience • Team Work • Communications & Interpersonal Skills • Availability & Adaptability Candidates whose names are on a Panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may, within the life of the Panel, be appointed as appropriate vacancies arise. The life of the Panel will be for one year from the date it is formed, unless otherwise directed by the Chief Executive. For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Employment may be terminated by either side by giving at least one calendar months’ notice. In the event that employment is terminated prior to the completion of any particular contract, the appointee shall co-operate with the Council in ensuring that all files/records are up-to-date and present in an acceptable manner. Wicklow County Council will require the person to whom appointment is offered to take up the appointment within a period of not more than one month and if the person fails to take up the appointment within such period or such longer period as Wicklow County Council in its absolute discretion may determine, Wicklow County Council will not appoint him/her. It should be noted that the terms of Paragraph 13 of Circular Letter EL 02/09 - Incentivised Scheme of Early Retirement may need to be considered in some instances. It is a condition of this scheme as set out in the Department of Finance Circular 12/2009 that retirees under that Scheme are debarred from applying for another position in the same employment or the same sector. Furthermore, persons who have availed of a Redundancy Payment Scheme should note that it is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to re-employment. Applicants will be required to declare whether they have previously availed of either of the above schemes. DUTIES He / She shall be available and capable at all times when required for attendance at fires or other type incidents. He / She shall operate any duty rostering or availability scheme required by the Local Authority where rostering is in place. Response time to Fire Calls shall generally be 5 minutes after the call is received. He / She will carry one of the Fire Brigade Pocket Alerters at all times and will be responsible to see that it is kept in proper working order at all times. He / She must reside and work sufficiently close to the Fire Station to enable him / her to respond promptly to all calls. If at any time his / her availability is affected by change of work or any other reason, he / she will be required to resign. He / She will be responsible for items of personal equipment issued to him / her in connection with his / her employment. He / She will carry out all instructions issued to him / her in connection with his / her employment. He / She will attend weekly training sessions at the local fire station, or any other training or courses, as required by the Fire Authority during their employment with the Fire Service. When required, he / she will assist or carry out the cleaning, testing or repair of equipment. He / She shall carry out further duties that may be assigned to him / her from time to time by the Local Authority. He / She will inform his / her employer that he / she is applying for the post. Each member of the Fire Brigade will be required to undergo regular medical examinations, as required by the Fire Authority. The medical examination will be carried out by a Doctor nominated by the Fire Authority, who will be responsible for the payment of their fee. Absence from practices or fire calls without good reason will debar payment or retaining fee and continued absence over a six-month period will incur dismissal from the Brigade.
