Retained Firefighter

Minimum Eligibility Requirements QUALIFICATIONS CHARACTER A Firefighter must be of good character and shall not at any time bring the County Council into disrepute. Employment will be subject to the provision of satisfactory references and Garda Vetting. AGE A Firefighter must be not less than 18 years on the first day of the month in which the latest date for receiving application forms occurs. A birth certificate must be submitted to the County Council as proof of age before a person is engaged as a recruit. EDUCATION Firefighters must have attained a satisfactory level of education to enable them to perform satisfactorily as a Firefighter and to successfully undergo the appropriate training. HEALTH A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Each applicant must be free from any defect or disease which would render him or her unsuitable to hold the office. An operational Firefighter is required to maintain an appropriate level of physical fitness. DRIVERS LICENCE A recruit Firefighter shall possess a valid full current Category B Driving Licence at the time of applying for the post and ideally a Category C Driving Licence for Heavy Goods Vehicle with up to eight passengers. All newly appointed Retained Firefighters will be required to attain a Category C Driving Licence. Firefighters will co-operate with further Driver Training and will be required to drive fire service vehicles if operationally needed. Failure to attain a Category C licence within the probationary year may result in termination of employment. If a Firefighter has their licence suspended or removed for any reason, they must immediately inform the County Council and it shall be dealt with through the Council’s disciplinary procedure and may result in termination of service at the absolute discretion of the County Council. GARDA VETTING The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau Children and Vulnerable Persons Act 2012 to 2016 as appropriate or any subsequent amendments to the legislation mentioned in advance of appointment and on a periodic basis thereafter for the duration of their employment. RESIDENCE Persons appointed must live and work within a maximum of 8 minutes travel time from the designated Fire Station based on Global Positioning System navigation planner such as Google Maps or similar as determined by Kilkenny County Council to allow them to respond for the duration of their employment as a Firefighter. The Council retains the right to request further evidence if required for verification of place of residence and location of employment. A Firefighter shall notify the County Council in writing of any subsequent changes of residence or place of employment. A change of residence or place of employment that would place the Firefighter outside these limits will mean automatic termination of employment. The Council will check this prior to appointment and at periodic intervals after appointment. OTHER EMPLOYMENT Written evidence must be provided from the employer as to availability prior to appointment and the County Council in its sole discretion shall decide whether the availability as provided is acceptable. If the Firefighter's primary employer subsequently changes their conditions of employment and does not allow the Firefighter to attend fire calls or drills during working hours, employment will be terminated. Self-employed candidates must also provide written evidence as to availability prior to appointment. Such written evidence must cover availability for initial training and for fire and other calls, drills, training and such duties which the Firefighter may be required by the County Council to perform. JOB DUTIES AND RESPONSIBILITIES DUTIES OF THE ROLE SHALL INCLUDE A Firefighter shall be required to attend at fires and other emergencies, drills, displays and other duties at such times and for such periods as required by the County Council. Failure to respond promptly to fire or other emergency calls will be addressed through the Local Authority’s disciplinary procedure. Firefighters shall be available and capable at all times when required for attendance at fires or other incident types. Each Firefighter who attends for Fire Brigade service must be prepared to accept the work entailed and to fulfil to the best of their ability their duty as a Firefighter in the saving of life, saving of property and the fighting of fires or other emergencies. Every Firefighter must comply with Kilkenny County Council’s Crew Management Arrangements for Retained Firefighters. Firefighters who are on standby during fires or other incidents shall remain at the Station and perform such duties as may be assigned by the Station Officer from time to time during the callout. When required a Firefighter will substitute for any other Firefighter absent through sickness, annual leave or any other reason. Firefighters shall ensure that the Fire Station is kept clean and tidy at all times. Firefighting equipment shall be kept clean, inspected, tested and maintained properly and stowed away in a safe manner. Firefighters are required to adhere to and co-operate with all National and Local Agreements pertaining to the Fire Services. Firefighters will be required to attend Training Courses as directed. Firefighters must undertake driving duties as required. Comply with all organisational policies, procedures and legislation. Firefighters shall be responsible for items of personal equipment issued to them in connection with their employment. Each Firefighter shall carry a Fire Brigade pocket alerter at all times and it shall be their responsibility to ensure that it is kept in proper working order. Any other duties as may be assigned from time to time. PARTICULARS OF OFFICE TYPE OF POST To form a panel from which relevant vacancies may be filled. CONDITIONS OF EMPLOYMENT EMPLOYMENT The employment is part time and pensionable. The initial employment will be for a probationary period of one year and may be extended if required. RETIREMENT A Firefighter shall retire upon attaining age of 55 years, or where the Firefighter wishes to serve beyond that age and the Fire Authority is satisfied that the Firefighter is medically fit to continue, but not beyond attaining the age of 62 years. A retained Firefighter shall retire upon attaining the age of 55 years. Where they wish to serve beyond that age and are medically fit, they may continue but not beyond 62 years. Where a retained Firefighter is declared not medically fit, they shall retire. Retained Firefighters are required to apply for an extension six months in advance of each birthday where an extension is sought. Any change in medical condition must be notified. HEALTH A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Medical examination shall be required before recruitment. The County Council will nominate medical examiners. The candidate must comply with remedial requirements at their own expense. An operational Firefighter shall agree to participate in the Occupational Health Scheme, undergo medical examinations as required, and attend examinations in accordance with frequency set by the scheme. PROBATION Before appointment a recruit shall attend and successfully complete the Firefighter Skills Training Course. Recruit Firefighters will undergo and complete recruit training programmes during probation including Firefighting Skills Course, Breathing Apparatus Course, Category C Driving Licence, Compartment Fire Behaviour Course and any other course required. Training fees will be paid at the current hourly rate. Failure to complete courses will result in termination of employment. Probation shall be 12 months and may be extended. Confirmation depends on satisfactory performance. ANNUAL LEAVE Annual leave will be in accordance with the Organisation of Working Time Act 1997. A Firefighter is entitled to a maximum of 4 working weeks. Payment for annual leave will be 8 percent of earnings. Leave must comply with Crew Management Arrangements. Approval is subject to minimum crewing levels. SAFETY HEALTH AND WELFARE Kilkenny County Council is committed to protecting safety, health and welfare. Firefighters must comply with safety legislation and procedures and cooperate with the safety management system. LEARNING AND DEVELOPMENT Firefighters will be required to participate in training programmes and ongoing assessments. Attendance at training and drills is required whether rostered on or off unless on approved leave.

About Fingal County Council Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There is 88kms of coastline, three large protected estuaries and salt marsh habitats and 13 major beaches. Fingal County Council is one of the county’s major local employers and currently employs approximately 1,600 staff. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal. 1.    The Role The role of the School Warden is to ensure the safety of children crossing the road at a designated point between specified times. The discharge of these duties must not be to the detriment of the welfare of other road users. The postholder will be responsible to the Road Safety Unit, under the direction of the designated person in the Environment, Climate Action, Active Travel and Sports Department. The School Warden positions will be based in the Dublin 15 Area and the Howth/Malahide Area. Successful candidates for the position of School Warden, who have passed the interview process, will automatically be appointed as temporary Reserve School Wardens, subject to Garda Vetting and Medical examination. Reserve School Wardens may be contacted to cover periods of absence for permanent School Wardens. Qualifications and Requirements of the Post CHARACTER Each candidate must be of good character. Garda Vetting is compulsory under the Council’s Child Protection Policy. HEALTH Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. EDUCATION, TRAINING, EXPERIENCE, ETC. Candidates shall have have obtained such a standard of education as would enable the candidate to effectively carry out the duties of the post. Particulars of Employment The employment is part-time, permanent and pensionable. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. PROBATION (a)   there shall be a period after such employment takes effect during which such persons shall hold such employment on probation, (b)  such period shall be one year but the Chief Executive may at his or her discretion extend such period, (c)   such persons shall cease to hold employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. WAGES Wages will be paid at the rate of €15.23 per hour .Normal hours of work will be 3.5 hours per day on official duty. Reserve School Warden hours may vary. The Council reserves the right to alter hours of work from time to time. a) Wages will not be paid for days on which wardens are not on duty. b) Payment will be suspended (i) during periods of closure of the particular school or schools for holidays at Christmas, Easter, Summer and mid-term breaks and (ii) during other such periods as may be determined by the County Council c) Payment of holiday pay will be in accordance with the terms of The Organisation of Working Time Act, 1997. In general holiday pay will be paid each year at the end of the school year.   Persons who are not serving local authority employees will be based on the minimum of the scale.   Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their post or in respect of any services which they are required by or under any enactment to perform. HEALTH For the purpose of satisfying the requirement as to health it will be necessary for successful candidates, before they are employed, to undergo a medical examination by a qualified medical practitioner to be nominated by the Local Authority. RETIREMENT AGE The retirement age is 70 years. The Selection Process: Fingal County Council reserves the right to shortlist applications, if required. This is not to suggest that any candidate may be unsuitable or incapable of undertaking the duties of the post advertised, but rather that there may be candidates who have demonstrated that they are better qualified and/or have more relevant experience. The number of persons to be invited, in these circumstances, to interview shall be determined by the local authority from time to time, having regard to the likely number of vacancies to be filled. Step 1: Initial Screening In the first instance, all applications received by the latest date/time for receipt of completed applications are screened for eligibility in accordance with the qualifications for the post as set out in this booklet and declared by the Minister for the Department of Housing, Local Government and Heritage under Section 160 of the Local Government Act 2001. Step 2: Shortlisting Each candidate’s application may be assessed against pre-determined criteria based on the requirements of the position as outlined in this booklet. It is the sole responsibility of the applicant to provide a detailed and accurate account of their qualifications and/or experience in their application form and to outline the relevance of their experience in the examples provided. Step 3: Interview Candidates who are successful in the shortlisting process will be invited to attend for interview(s). Fingal County Council will endeavor to give sufficient notice of the interview to shortlisted candidates. Thereafter, it is the responsibility of the candidate to make themselves available on the date/time selected. Candidates who do not attend for interview will be deemed to have withdrawn their application from the competition. Expenses incurred by candidates in attending for interview, will be at the candidates own expense. An independent interview board will be established by the Senior Executive Officer, People Services, or other designated officer, to assess the candidates shortlisted for interview. The interview board will generally comprise of a Chairperson and two other members, who will have expert knowledge in the relevant field. The objective of the interview board is to identify candidates who best meet the objective criteria and competencies required for the position and to place them in order of merit. Candidates who are successful in the interview will be qualified in order of merit for appointment to the post of School Warden and placed on a panel. It should be noted that placement on a panel may not necessarily lead to a job offer. The selection process is not concluded until such time as references have been sought and clearance checks, i.e. Garda vetting, occupational health, verification of education qualifications, etc, have been carried out to the satisfaction of the Council. Recruitment The local authority shall require a person to whom employment is offered to take up such employment within a period of not more than 6 weeks and if he or she fails to take up the employment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not employ the person.

Qualifications 1. Character Each candidate must be of good character, and the successful applicant may be subject to Garda Vetting prior to any appointment being confirmed. 2. Age Each candidate must be at least 18 years of age on 1 April 2026. The retirement age for retained firefighters is 55 years of age, with the possibility of extension up to 62 years of age subject to conditions. 3. Health Each candidate must be free from any defects that would render the person unsuitable to perform the duties of the post and must be in a state of health that indicates a reasonable prospect of delivering regular and efficient service. To satisfy this requirement, candidates must undergo, at their own expense, an initial medical examination by a qualified medical practitioner nominated by Cork County Council. On taking up appointment, the cost of the medical examination will be refunded. Retained firefighters will be required to undergo regular and ad hoc medical examinations at any time. Given the strenuous nature of firefighting duties, the medical examination will be very thorough. The following conditions will render an applicant unsuitable and lead to disqualification: History of epilepsy Alcohol or drug dependency Obesity Chronic bronchitis, asthma, or other disabling lung disease Organic disease of the cardiovascular system Diabetes mellitus Unaided vision less than 6/12 in either eye Inability to hear a forced whisper or conversational voice separately in either ear at 20 feet Evidence of labyrinthine disturbance A history of vertigo or illness affecting balance History of mental instability It is recommended that retained firefighters be vaccinated against the Hepatitis B virus. The vaccine will be made available free of charge to successful candidates. Fitness Test As part of the pre-employment medical examination, candidates must complete a fitness test. Candidates who are successful at interview must pass the fitness test before employment is offered. The fitness test is the Chester Step Test, which measures aerobic capacity and fitness and involves a moderately vigorous level of physical activity. A good level of fitness is required to pass this test, and it typically takes several weeks or longer to achieve the necessary fitness level. Candidates who fail the initial Chester Step Test will be offered one further fitness test only. This may be either a Chester Step Test or a Shuttle Run test, as determined by Cork County Council. No additional retests will be offered. 4. Residence and Availability Applicants must reside and work within two miles of the fire station of the relevant unit and must not have ordinary activities that take them away from the town where the brigade is located. On receipt of a fire or emergency call, the firefighter must be able to attend the station within five minutes. Unemployed persons may apply, provided they meet the residence and availability requirements. 5. Licence Each applicant must hold a full current Category B European Community Model Driving Licence free from endorsement. 6. Garda Vetting Candidates successful at interview will be required to undergo Garda Vetting, which will be arranged by Cork County Council. Particulars of Employment 1. Employment Type The employment is part time. Panels may be used to fill permanent and temporary vacancies. 2. Pension New entrant retained firefighters who commence on or after 1 January 2013 will be members of the Single Public Service Pension Scheme, established under the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. The Single Scheme does not provide for a retained firefighters gratuity. New entrants will pay superannuation contributions each quarter, with pension lump sum and pension payable on retirement, subject to conditions. 3. Retirement Retained firefighters must retire upon reaching the age limit for the employment, currently 55 years of age, with extension up to 62 years subject to conditions. 4. Training Requirements Successful candidates will be appointed on a probationary basis and must complete the following courses: a) Firefighting Skills Course A full time three week course held in Ireland, requiring attendance away from home from Monday to Friday b) Breathing Apparatus Course A full time course of two weeks duration held outside the county c) Compartment Fire Behaviour Training Course A one week course, normally held outside the county d) Occupational First Aid Course A full time course of approximately three days held within the county e) Class C Heavy Goods Vehicle driving licence Failure to complete these courses satisfactorily will result in termination of employment. 5. Probation Subject to completion of required training, employment is subject to a one year probationary period. During this period, employment may be terminated by either party with one week’s notice. After confirmation, employment may be terminated in accordance with the Minimum Notice and Terms of Employment Act 1973 or without notice in cases of serious misconduct. 6. Grooming Requirement Due to the requirement to wear breathing apparatus, all facial hair below the line of the upper lip must be removed. 7. Additional Training Retained firefighters must be prepared to attend additional training courses in Ireland or the United Kingdom. 8. Availability Retained firefighters are required to be available for 24 weeks per year on a week on and week off basis, excluding four weeks of annual leave. During off duty weeks, firefighters may attend incidents if they wish. If a rostered member is unavailable, they must arrange cover with another member and notify the Station Officer or Sub Station Officer in advance. Firefighters must reside and work within a distance that allows attendance at the station within five minutes. Any change in residence or workplace must be reported to the Chief Fire Officer. Failure to comply may result in termination. The Council may request proof of availability prior to appointment. 9. Annual Leave Four weeks annual leave per year is provided. Payment for annual leave is calculated as 8 percent of earnings from the previous year, excluding retainers, clothing allowance, and leave payments. Payment is made during leave through the fortnightly pay cycle. 10. Regulations and Conduct Firefighters must comply with all rules and regulations issued by the Council. They must follow instructions from the Station Officer or designated officer during drills, incidents, or emergencies. Failure to comply may result in dismissal. Firefighters are under the supervision of senior fire service officers, including the Chief Fire Officer and other designated officers. While on duty, firefighters must use the clothing and equipment provided and must not use them outside duty. All safety policies and directives must be followed at all times. 11. Principal Duties and Responsibilities Professional Duties and Responsibilities: • Registering patients on iPMS, including recording demographic and financial details • Entering patients on to the waiting list and booking appointment dates • Liaising with patients, parents, and staff • Organising healthcare records for patients for admission to in patient beds and day wards • Making telephone confirmation calls • Cancellation of admission appointments either by phone or face to face • Organising admission cards for patients who are due for admission • Liaising with the Clinical Bed Manager about availability of beds for in patients • Liaising with multi disciplinary teams, general practitioners, consultants, nurses, etc. • Liaising with staff in other departments, the public, and outside agencies in a confidential, courteous, and professional manner • Entering and maintaining details on the relevant administration system or hospital systems • Answering the telephone, photocopying, etc. • Any other duties as directed by your line manager • The post holder will be expected to live Children’s Health Ireland values and be child centered, compassionate, progressive, and act with respect, excellence, and integrity The above is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties appropriate to the post as assigned from time to time and to contribute to the development of the post while in office. The TSO role has been initiated as a customised model of support for tenants of approved housing bodies, typically experiencing Mental Health difficulties, at risk of losing their tenancy. To engage people, conduct an assessment and make appropriate referrals to health and social services inclusive of Tusla where appropriate. The officer will be assigned to Tipperary/Kilkenny and will provide cover to their colleague due to training and leave. It is informed by the National and Local Housing Strategies for People with a Disability, Sharing the Vision (Dept of Health, 2020), Housing for All- A new housing plan for Ireland (Department of Housing, Local Government and Heritage, 2021) and the HSE’s National Recovery Framework (HSE, 2018). Funding has been sourced from the Carlow/Kilkenny HSE Mental Health Services and the Good Shepherd Centre to employ a part time support worker (19 hours per week) and a healthcare worker/cleaner (15 hours per week) through the Grant Aid process. Secure tenancies with support are recognized as the way forward for many of those with complex needs. The TSO Project now requires two officers x 39hrs per week to support tenants under the programme. The Good Shepherd Centre in conjunction with Mental Health Service Area 5 Kilkenny and in partnership with Carlow County Council/Tipperary and Kilkenny will provide TSO support and a recovery orientated tenancy sustainment programme.
