Retained Firefighter
The Role of the Retained Firefighter The role of the retained firefighter is primarily to: • Save life and preserve endangered life • Protect property from damage by fire • Inform and educate awareness of safety Retained firefighters are on call to respond to emergencies. As well as responding to emergency calls, firefighters may also be involved in community fire safety initiatives. Although retained firefighters are part-time, they are fully trained and capable of saving life and property to provide a comprehensive service to the community. When a call is received firefighters are required to respond immediately. Retained firefighters must be ready to drop whatever they are doing, to become part of a team ready to respond safely and effectively to the emergency, regardless of the time of day/night or the weather conditions. The Fire Service responds to emergency calls from the public, primarily to prevent injury and protect life, but also to prevent and restrict damage to property. Many emergency calls are not to fires but to road-traffic accidents where casualties may be trapped in vehicles. The Fire Service may also be called to deal with chemical spillages and toxic emissions, etc. Firefighters need to be able to use problem solving skills and initiative to resolve issues quickly and calmly. Firefighters also need to be able to deal sensitively and appropriately with members of the public when they are distressed, confused or obstructive. Firefighters are required to carry out routine checks, as well as cleaning and maintaining, all equipment and fire appliance to ensure they work properly when required during an emergency. Firefighters are required to participate and take part in the duties as required as part of the organizational response to Climate Action to promote and ensure capacity building, empowering change and delivering action. All new recruits undergo extensive initial training, which includes a three-week Recruit Induction course, a two-week Breathing Apparatus Wearers Course and one-week Compartment Fire Behaviour course. Thereafter all firefighters are required to undergo a continuous development programme by attending lectures, exercises, practical courses and other forms of training to maintain competency levels. Firefighters are expected to take responsibility for developing their own skills and for ensuring that their fitness levels are maintained as the work of a firefighter can be demanding, both physically and psychologically. DUTIES OF THE POSITION • A Firefighter shall be required to attend at fires and other emergencies, drills, displays and other duties at such times and for such periods as required by the County Council. Failure to respond promptly to fire or other emergency calls will be addressed through the Local Authority’s disciplinary procedure. • Each Firefighter who attends for Fire Brigade service must be prepared to accept the work entailed and to fulfil to the best of their ability their duty as a Firefighter in the saving of life, saving of property and the fighting of fires or other such emergencies. • Every Firefighter must comply with XYZ County Council’s Crew Management Arrangements for Retained Firefighters. Firefighters who are on standby during fires or other incidents shall remain at the Station and perform such duties as may be assigned by the Station Officer from time to time during the callout. • Firefighters shall ensure that the Fire Station is kept clean & tidy at all times. Firefighting equipment shall be kept clean, maintained properly and stowed away in a safe manner. • Firefighters are required to adhere to and co-operate with all National and Local Agreements pertaining to the Fire Services. • Firefighters will be required to attend Training Courses as directed. • Firefighters must undertake driving duties as required. • Comply with all organisational policies, procedures and legislation. • Participate & take part in the duties as required as part of the Organisational response to Climate Action to promote & ensure capacity building, empowering change and delivering action. • Any other duties as may be assigned from time to time. THE CANDIDATE Candidates must be: • Able to work in hazardous conditions for long periods of time, including heights and confined spaces • Mechanically adept with good dexterity and coordination • Able to follow instruction • Able to work well under pressure • Self-reliant and self-assured with a keen sense of discipline • Able to contribute to and work with a team • Able to communicate effectively verbally and in writing • Able to understand and memorise technical information QUALIFICATIONS Applicants for the post of Retained Firefighter must be 18 years old on the latest date for receipt of completed application forms. A birth certificate must be submitted to the County Council as proof of age before a person is engaged as a recruit. 1. Character Applicants must be of good character and must not at any time bring the County Council & Fire Brigade into disrepute. The Council may make whatever enquiries it considers necessary to satisfy this condition. Employment will be subject to the provision of satisfactory references and Garda Vetting. 2. Health A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Medical Examination, etc. Before recruitment, in order to ascertain the health of a candidate, successful applicants shall undergo such medical examinations (which may include x-ray and/or other special tests) as the County Council considers necessary. The County Council will nominate the medical examiners. The candidate must comply, at their own expense, with such remedial requirements as the County Council consider necessary. An Operational Firefighter shall: • Agree to participate in the Occupational Health Scheme for Retained Firefighters in operation by Longford County Council; and • At any time, if requested by the County Council, undergo such medical examination(s) by medical examiner(s) as nominated by the County Council; and • Attend medical examinations in accordance with the frequency set down in the Occupational Health Scheme for Retained Firefighters as issued by the (LGMA) to Local Authorities; • Any defects discovered pertaining to a medical examination will not be remedied at the County Council's expense. • Retention as an operational Firefighter will depend upon receipt of satisfactory reports by medical examiner(s) and to the general condition above as to health. • An operational Firefighter is required to maintain an appropriate level of physical fitness. 4. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. 5. Education On the latest date for receipt of completed application forms candidates must: • have a good standard of education and be able to successfully undergo the training required for the post of retained firefighter; • hold an unendorsed Class B Driving Licence. On appointment and after an interval decided by the Chief Fire Officer, firefighters will be required to obtain a Class C Licence. PARTICULARS OF EMPLOYMENT 1. The Post Employment in the post of Retained Firefighter is part-time & pensionable. 2. Location Persons appointed must live and work within a maximum of 8 minutes response time from time alert from the regional control centre. A maximum travel time of up to 7 minutes may be permitted (based on GPS navigation planner e.g. Google maps or similar as determined by Longford County Council) to allow them to respond for the duration of their employment as a Firefighter. The Council retains the right to request further evidence, if required on the information supplied, for the purpose of verification of place of residence and location of employment. A Firefighter shall notify the County Council in writing of any subsequent changes of residence or place of employment. A change of residence or place of employment that would place the Firefighter outside these limits will mean automatic termination of employment. The Council will check this prior to appointment and at periodic intervals after appointment. The fire stations are: • Granard • Lanesboro • Longford • Edgeworthstown • Ballymahon The location of the residence and place of work must be acceptable to the Chief Fire Officer. A Firefighter must carry the appropriate fire service alerter at all times when on duty. A Retained Firefighter will be required to report for duty to the Fire Station in its present location or in the event of a change of location, to such new location as may be decided by the Fire Authority. Changes in the location of a Fire Station will not result in payment of disturbance money or other compensation. 3. Letter of Release Each Retained Firefighter including the self-employed, and the unemployed if they take up employment must submit a Letter of Release from their employer stating that their employer will release them to attend fire brigade incidents and training. When a firefighter changes employment a new letter of release must be submitted to the Chief Fire Officer in advance of the change in circumstances. 6. Driver’s Licence A recruit Firefighter shall possess a valid full current Category B Driving Licence at the time of applying for the post and ideally a Category C Driving Licence for HGV with up to eight passengers. All newly appointed Retained Firefighters will be required to obtain a Category C Driving Licence. Firefighters will co-operate with further Driver Training and will be required to drive fire service vehicles, if operationally needed. If a Firefighter has their licence suspended or removed for any reason, they must immediately inform the County Council, and it shall be dealt with through the Council’s disciplinary procedure and may result in termination of service at the absolute discretion of the County Council. All Retained Fire Personnel must hold a full Drivers Licence and any loss or suspension of same and/or the accumulation of six penalty points or more must be notified in writing to the Fire Authority within two weeks of the occurrence. Any Retained Firefighter found guilty of a criminal offence must inform the Chief Fire Officer in writing of the offence and within two weeks of conviction. The Chief Fire Officer will carry out an investigation into this matter under the Fire Service Disciplinary and Grievance Procedure. Firefighters must drive Fire Service vehicles if instructed to do so. 7. Probationary Period of Employment Before appointment as a Firefighter, a recruit shall attend and successfully complete the three-week Firefighter Skills Training Course. Recruit Firefighters will be required to undergo and successfully complete the following recruit training programmes during their probationary period: • A three-week Recruit Firefighting Skills Course (including manual handling); • A two-week Breathing Apparatus Initial Wearers' Course; • A one-week Breathing Apparatus Compartment Fire Behaviour Course; and • Any other course that the County Council may consider necessary. Training Fees will be paid at the current hourly rate for Firefighters during training. This hourly rate is currently €23.75. Failure to successfully complete all of the above courses will result in the termination of the Firefighter’s employment. Some or all of the above courses will be held at a training facility, which may or may not be situated locally. From the date of commencement as a recruit Firefighter, there shall be a period of 12 months during which the recruit Firefighter shall be on probation. During this time the recruit Firefighter shall be continually assessed to determine his/her suitability for continued employment. Such period of 12 months may be extended at the absolute discretion of the County Council. The recruit shall not become a permanent Firefighter at the end of the period of probation unless the County Council is satisfied that the Firefighter has been satisfactory in all respects. If service is deemed unsatisfactory within the probationary period the appointee will cease to hold the position as tenure of employment is subject to satisfactory service on an ongoing basis. 8. Remuneration Remuneration will consist of an inclusive annual allowance together with hourly rates for attendance at fires and drills. The Retainer and other fixed allowances will be paid from the date he/she takes up duty as a Retained Firefighter. A Firefighter shall be paid at the appropriate approved national rates of Fire and Drill Fees and Retainer Fees and in accordance with any national agreements for retained Firefighters. Payment of fees is currently made quarterly but will be moving to fortnightly payment during 2025. Remuneration is paid by PayPath directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. The current Retained Firefighter allowance, and Drill / Incident Fees shall be paid in accordance with Government Circular EL 03/2025, as outlined. On appointment the candidate will be placed on the appropriate point of the salary scale in accordance with the relevant Circular. Retained Firefighter: Retained Fire Service – Fire Fighter - Rates Applicable at 1st March 2025 €14,523.00 - €17,854.00 Clothing Allowance: €186.29 per annum will be provided pro rata as a single payment in December of each year. There is an obligation on Firefighters to attend at alert/fire calls and at drills. This is the basis on which a retainer is paid. The onus on arranging to receive an alert/fire call shall rest with the Firefighter. 9. Drills Notwithstanding any other disciplinary action that the County Council may apply, failure to attend or participate in 85% of all drills in any quarter of a year, without good reason, will be addressed through the Local Authority’s disciplinary procedure. 10. Incidents In the case of an alert/fire call the Firefighter shall attend all calls within their Rostered-On duty Period (24 Weeks per annum). Firefighters who attend calls will be remunerated as per the Crew Management Arrangements for Retained Firefighters as operated by XYX County Council. Where the Chief Fire Officer considers that a Firefighter is not fulfilling the above attendance standards which he/she considers reasonable in all the circumstances, the Chief Fire Officer will consider the matter of attendance under the Council’s disciplinary policy. Subsequent continuing failure to meet the above attendance standards, without good reason, shall be dealt with through the disciplinary procedure, and may result in termination of service at the absolute discretion of the County Council. 11. Superannuation & Retirement Firefighters who would be physically capable of working beyond age 55 will have the option to continue working for a defined limited period, subject to compulsory medical examination on an annual basis assessed on the basis of set medical standards. The extended period will be to the maximum age of 60 subject to annual compulsory assessment under the Occupational Health Scheme. Membership of the Single Public Service Pension Scheme is compulsory for all new entrant Retained Firefighters who commence employment on or after 1 January 2013. The provisions of the Single Public Service Pension Scheme will apply in the case of Retained Firefighters, with the exception of minimum pension age, as an earlier pension age is applicable to those employed in the retained fire service. Circular letters S. 6/2013 and S. 6/2013 (amended) apply. 12. Annual Leave Longford County Council’s annual leave year runs from 1 January to 31 December. Your annual leave entitlement will be in accordance with the Council’s employee annual leave allowance. The current annual leave entitlement for Retained Firefighter is 28 days per annum. A 14 day block of Annual Leave must be taken during the year. This will consist of one weeks roster one and one weeks flexible working taken together. Retained Firefighter have to be roster available for a minimum of 24 weeks of the year. The granting of annual leave at any particular time is always subject to the requirements of the Council and all annual leave is liable to suspension during periods of exceptional pressure. You are expected to avail of your leave allowance during the current leave year and any carry forward of annual leave must be in accordance with annual leave policy. The terms of the Organisation of Working Time Act, 1997 shall apply. A Firefighter will be required to comply with the terms of the Crew Management Arrangements for Retained Firefighters as operated by Longford County Council. In cases of Annual Leave, advance notice must be given to the Station Officer or in their absence, to the Sub-Officer in advance of the first day of Annual Leave. Approval of annual leave will be subject to minimum crewing levels being maintained at station level. Each Firefighter must use their leave sheet or other means to record such annual leave absences. 13. Code of Conduct / Organisation Policies Employees are required to adhere to all current and future policies applicable during their period of employment period with Longford County Council. 14. Training Retained Firefighters are required to attend and participate fully in training programmes as required and to apply their learning in the course of their working activities. 15. Health and Safety Regulations Longford County Council as an Employer is obliged to ensure, so far as it is reasonably practicable, the Safety, Health and Welfare at Work of all of its employees. Under the Safety, Health and Welfare at Work Act 2005, the County Council has a legal duty to exercise all due care and take all protective and preventative measures to protect the Safety, Health and Welfare of its employees. All employees also have a legal obligation under Safety and Health legislation to co-operate with management and not engage in any improper conduct or behaviour or do anything, which would place themselves or others at risk. Employees must not be under the influence of an intoxicant at the place of work. Employees must comply with all Safety and Health rules and regulations and attend all required Safety and Health Training. Firefighters must co-operate with the terms of Longford County Council’s Fire Service Safety Statement. They will familiarise themselves with the safety rules and procedures and make proper use of all safety clothing and equipment. They must report to the appropriate supervisor any defect they notice in the place of work or system of work which might be dangerous to safety, health or welfare. Failure to comply with the terms of the Safety Statement may result in disciplinary action.
Brigade Personnel
Appointments A panel may be formed on the basis of interviews, from which any offers of employment may be made. Following appointment, an initial probationary period of 1 year will apply, during which there will be ongoing quarterly reviews of performance and the period may be extended at Kerry County Council’s discretion. The person appointed will cease to be employed at the end of his/her period of probation unless his/her service during that period is satisfactory. The employment is permanent, part-time, and pensionable and is subject to the terms and conditions of national agreements pertaining to the Retained Fire Service. It shall be a condition of the offer of employment that the successful candidate shall agree to be bound by the terms and conditions attaching to the position – a full copy of which will be made available with any offer of employment. Salary Personnel are paid an annual inclusive allowance as follows: Year 1 €16,190 Years 2–4 €17,192 Years 5–7 €18,428 Year 8+ €19,555 Increments are payable subject to satisfactory overall performance, attendance, etc. Annual Leave Each Fire fighter must avail of 28 days annual leave per calendar year (excluding public holidays) on a pro-rata basis. The taking of annual leave should be equally divided between Rostered-On and Flexible working weeks. Availability Based on an annual 52 weeks, excluding 4 weeks annual leave, Retained Fire fighters will be required to be available and attend alerts 24 weeks in the year on a Rostered-On basis. Across the other 24 weeks where a Retained Fire fighter is rostered Flexible they can, if they so wish, attend incidents. Rostered-On Crew members are required to attend all incidents during periods where they are Rostered-On. In the event of occasional unavoidable absence of one rostered member for part of his/her week, it is the responsibility of the rostered member to arrange cover for the period of his/her absence with an available (off duty) member. This agreement has to be notified and agreed with the Station Officer or Sub-Station Officer in advance in order to guarantee that the Station Officer is in a position to ensure that the minimum manning levels for each station are met before any cover arrangement can be approved. Flexible Crew members who are rostered Flexible have the option to attend incidents if they so wish, but are not required to do so in the period. They can also provide cover for Rostered-On crew members by arrangement where pre-notified and agreed by the Station Officer or their alternate. Retained Fire fighters must normally reside and work in the town where the Brigade is located and in such a proximity to the Fire Station which will allow him/her to respond and attend at incidents in accordance with maximum response times. The current target mobilisation time is five minutes for emergency fire service response. It is necessary that appointees be released from their normal employment on the occasions that attendance at incidents demands such release. Changes of residence or workplace must be notified in writing to the Chief Fire Officer and failure to do so may result in termination of employment as a Retained Fire Fighter. Any change of residence or place of work that puts the Fire-Fighter at a distance or turnout times more than that permitted by the Chief Fire Officer from the Fire Station or to a location unacceptable to the Chief Fire Officer will result in termination of employment as a Fire Fighter. The Council may at its discretion, prior to employing any qualified candidate, seek appropriate evidence as to the availability of such person to fulfil the duties of this position. The Person Reporting to the Chief Fire Officer, or such other person as may be assigned from time to time by the Chief Executive, each candidate who accepts employment must be prepared to accept any risks involved and to fulfil, to the best of his/her ability his/her duty as a member of this County Fire Service in the saving of life, the fighting of fires and the saving of property. Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. A Fire fighter must maintain a good level of physical fitness and shall partake in the Occupational Health Scheme for Members of the Retained Fire Service. He/She will be required to undergo a periodic medical assessment(s) by a medical examiner(s) nominated by Kerry County Council in accordance with the Scheme. Kerry County Council may also at any time require any appointee to undergo such medical assessment(s) by medical examiner(s) as nominated by Kerry County Council as deemed necessary. Payment of a medical examiner(s) fees will be made by Kerry County Council for the above examinations. Kerry County Council shall not be responsible for any expense involved in having any medical issues discovered pertaining to a medical examination remedied. Retention in the employment will depend on satisfactory reports by medical examiner(s) and the general condition above as to health. The normal retirement age for Retained Fire fighters is 55 years of age. There is however an option to continue working for a limited period up to 62 years of age, subject to satisfactory medical assessment under the Occupational Health Scheme. No extension beyond 62 years of age will be granted. Format of the Competition Following the closing date for receipt of completed application forms, Kerry County Council will examine all applications. Shortlisting may apply depending on the number of applications received. Any position held on a Panel formed will be subject to both interview and a practical induction assessment. The practical induction assessment will involve assessment under the following criteria: Claustrophobia, Heights, Dexterity, Strength, Stamina and basic Literacy and Mathematic skills. Candidates will be required to pay any expenses incurred in attending the interview and one-day suitability course. Any final offer of employment will be subject to successful completion of a further six weeks training programme consisting of: Ø 3 Week Recruit Induction Course – QQI Level 6 Accredited Ø 2 Week Initial Breathing Apparatus Wearers Course – QQI Level 6 Accredited Ø 1 Week Compartment Fire Behaviour Training Course – QQI Level 6 Accredited Failure to attend and successfully pass these courses will result in withdrawal of any provisional offer of employment. Canteen Operative
Essential Criteria Character Each candidate must be of good character. Have completed at least a Primary Course in Food Safety as accredited by the Food Safety Authority of Ireland and be able to demonstrate excellent food safety and hygiene standards. Have completed HACCP Training and be willing to undergo further training, when required, and implement the HACCP Plan. Have good communication skills and be able to work well as part of a team. Have excellent customer service skills and personal hygiene standards. The Post of Canteen Operative The office is permanent, part-time and pensionable. The applicable pension scheme will be determined on appointment based on individual candidate employment history. Duties The canteen attendant will have responsibility, under the direction of the Canteen Manager, to operate the staff canteen and kitchenette in County Hall, Town Hall and any other subsequent locations under the control of Louth County Council, and to provide other catering services as required on a daily basis. Duties will include the following: • Setting up of the canteen on a daily basis for staff morning breaks, lunch breaks and catering for all other events, meetings and functions as required. • Carry out all duties in compliance with the principles and practices of food safety and hygiene standards. Administrative duties such as: • Assisting in stock control. • Operation of cash register. • Daily paperwork, where required. • Maintain a high level of hygiene at all times to include the clean-up of the canteen and the kitchenette on a daily basis and ensuring all delph/crockery is cleaned appropriately and presented in an appropriate manner. • Liaise with the Food Safety Authority on any inspections which may occur on site. • Ensuring all Health and Safety standards are adhered to. • The appropriate wear of complete uniform, as issued by Louth County Council. • Ensuring compliance with ISO14001 with regard to food waste and packaging recycling etc. Other Duties The duties and responsibilities as listed are not exhaustive. The canteen attendant and relief canteen attendant may be required to undertake other duties as directed by the Canteen Manager that may be required from time to time in relation to the efficient running of the canteen service, within the general scope of the post. The Canteen Attendant Must: • Be punctual and capable of working on their own initiative with the ability to meet deadlines. • Present a professional and positive image at all times while maintaining good staff relations. Duties will be performed in accordance with quality initiatives and standards. Particulars of Post Wages Wages shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Wages shall be at Local Government General Operative scale €17.55 – €19.62 per hour. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Location of Post Louth County Council reserves the right to assign the post holder to any department, premises or district in use by the Council, now or in the future, subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Annual Leave Annual leave entitlement for the position will be 25 days per annum (pro rata for the fixed term). Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1977 (as amended). SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on panels from which seasonal vacancies for Senior Beach Lifeguard, Team Beach Lifeguard and Relief Beach Lifeguard may be filled. The persons appointed will work under the direction and control of the Water Safety Development Officer, the Assistant Water Safety Development Officer or other officer designated. Beach Lifeguards shall read, be familiar with and adhere to the Safety Statement for Beachguards; participate in induction training and cooperate with other safety training provided by the Council as required. Any issues of health and safety concern shall be referred to the Water Safety Development Officer and/or Assistant Water Safety Development Officer. Applicants will be interviewed for Senior Beach Lifeguard/Beach Lifeguard/Relief Beachlifeguard positions, from which panels may be formed. Successful candidates must be available for duty for the following: Please Note Relief Beachlifeguards provide cover on the beaches as required during the season, so they need not be available for the whole summer season. SECTION 2: DUTIESGENERAL DUTIES All equipment must be checked daily (each morning) to see that it is in working order and ready for use. Any defects notified should be reported immediately to the Cork County Council. Indication flags should be placed in prominent positions. The following flag system is to be used: (a) Red flag signifies that bathing is considered temporarily unsafe. (b) Red over yellow flag signifies that bathing between any two such flags is under supervision of Beach Lifeguard. (c) No flag is flown if there is no Beach Lifeguard on duty. Where Beach Lifeguards are on break, arrangements should be made that one Beach Lifeguard will be on duty during the other’s absence for such purpose and to patrol his/her area in addition to his/her own. The Beach Lifeguard must keep the area under observation constantly. Beach Lifeguards must always be courteous to bathers and give them the necessary information regarding state of tides, currents and parts of strand which are not safe for bathing. If, in the Beach Lifeguard’s opinion, bathers are about to enter water at a point which is considered dangerous owing to currents, shifting sands, etc., they should immediately warn them and give the reasons. Complete LogBook Beach Lifeguards should enter on the logbook, times of commencing and ceasing duty, morning, meal-time and evening, each day and should make a note of any incident such as rescues, etc. The logbook should be available at all times for inspection by any duly authorised member of the County Council’s staff. Beach Lifeguards are primarily responsible to Cork County Council for the performance of their duties and they should not act on instructions of any other person or persons except those of the County Council Water Safety Officer, Assistant Water Safety Officer, Safety Advisor persons duly authorised. The Beach Lifeguards will be required to keep an “Accident and Incident Record” Book. The Senior Beach Lifeguard at each location will, in addition to carrying out all of the duties, etc., of Beach Guard (including taking full part in any roster arrangements), be responsible for ensuring that the Beach Lifeguards at their location comply fully with the terms of the duties, responsibilities and general regulations of the post. Candidates successful at Interview will be required to undergo Garda Vetting, which will be directly arranged by Cork County Council. Applicants will be required to complete a Garda Vetting Invitation Form and Parental Consent Form (where applicable). Candidates will be required to attend any training arranged by Cork County Council. FURTHER DUTIES AND RESPONSIBILITIES To assist with water sampling from Blue Flag Beaches and designated beaches, for the Water Quality Section, Environment Department, at various times over the summer season. To provide constant observation and supervision of activities at public bathing places in order to prevent drowning accidents. To provide emergency rescue service in the case of accidents. Going immediately to the assistance of persons in difficulties in the water and rendering to such persons the necessary attention: To render first aid when possible. To provide advice to the public regarding facilities, state of tides, currents, parts of beach which are not safe for bathing, hazards, water safety etc. To proactively implement this, including but not restricted to, by carrying out Public Relations & Educational patrols during quiet times. If in the Beach Lifeguard’s opinion, bathers are about to enter water at a point which is considered dangerous owing to currents, shifting sands etc., they should immediately warn them and give them reasons. Practice a philosophy of prevention over reaction in carrying out the service. If the bathers are acting in an indecent manner, the Beachguard should bring this fact to the notice of the Garda Siochana at the earliest opportunity. To ensure that from the start of the duty period that the appropriate flags are flown and are changed or re-located as necessary during the day. Ensure the flags are removed at the end of duty each day. To inspect all lifesaving, rescue and first aid equipment on arrival for duty to ensure that adequate stocks are available and in good working order. To inspect the patrol area and where possible to remove any dangerous or offensive items. If the lifeguard cannot deal with the matter he/she should immediately report to his/her supervisor. To record in a daily logbook: a. The names and attendance times of all guards on duty. b. The general weather and tidal conditions. c. What flags were flown and when they were changed during the day. d. Any information which may assist the Authorities in improving the service during the season. To complete all appropriate rescue and first aid forms. To ensure at the conclusion of the duty period each evening that all flags are removed and that all equipment is checked and securely stored in the appropriate place. Except when the beach is empty, the Beach Lifeguard should be on patrol or on look-out outside the station. The Beach Lifeguard should never be inside the station except when relieved for meals etc. or when they are certain there is nobody on the beach. They should not allow their concentration to be diverted in conversations with the public or in reading/mobile phone use. The primary duty of the Beach Lifeguard is to prevent accident situations from developing. Lifeguard Rescue Equipment should be strategically placed so that it may be used at a moment’s notice. Special vigilance is required where there are rocks or an outflow of a river, as there are likely to be undertows or currents. To ensure that the lifeguard station is kept clean and tidy and in a state of readiness for emergencies. To ensure that except for emergency assistance or official business, no one other than lifeguard personnel is permitted in the lifeguard station. To maintain a high level of fitness, and proficiency in techniques and in the use of equipment. (Sound judgement must be used if training is undertaken during the duty period. Such activities are only permitted near the lifeguard zone during quiet times and then only if sufficient lifeguards are available to supervise the area). To be courteous in all dealings with the public. To ensure that at all times personal conduct is above reproach and that any activity which may discredit the lifeguard service by lessening public confidence or respect, is not engaged in. Punctuality must be observed. Lifeguards should report to their station at least 5 minutes before the shift is due to start so as to be fully attired and ready for duty. No changes in shift schedules or duty periods shall be made without authority and permission of the Water Safety Development Officer or Assistant Water Safety Development Officer. Uniform dress, as decided by the Local Authority, shall be worn at all times while on duty. It should not be worn off duty or anywhere other than the allocated patrol areas. Lifeguards must at all times be alert. Reading, playing cards, private phone use, laptop /iPad or other technology use or participating in beach games and other such pastimes is not permitted. Unnecessary conversations with the public must be discouraged as laxity in observation on the part of the lifeguard will result. Lifeguards should be courteous when addressed but conversations must be curtailed. Lifeguards on duty and in uniform shall always have in their possession a take out bit in yellow rescue tube, whistle, two-way radio & first aid bumbag. Where two Beach Lifeguards are on duty on a particular beach: • One Beach Lifeguard shall remain at a vantage point from which a full view of the beach can be had and remain on a constant lookout. • The other Beach Lifeguard shall maintain a patrol of the beach and in such a manner that any given point along the beach is visited at least once in every 15 minutes. • Brief reports should be exchanged when they meet but lifeguards should never be seen to congregate together or with other groups. To carry out a Beach patrol which shall be maintained along the beach and when the tide is in, the patrol shall be maintained as close as to the beach as possible. Only lifeguard personnel are permitted to use any lifesaving or first aid equipment, or any of the facilities of the station, with the exception of back-up services. Lifeguards are not permitted to participate in any commercial operation in their area, i.e. the sale or rental of any equipment or service, etc. If a lifeguard becomes ill or suffers any disability which might impair efficiency, he/she must report same immediately to supervisor to arrange for relief guard. Lifeguards should not, in their own interests, make any statements to the news media or to the public on any incident or accident which occurs in their area, but should refer such questions to the Local Authority. Photograph requests by the media require the permission of the Water Safety Development Officer in advance. No intoxicating drink or unauthorised drugs shall be taken into the lifeguard station, nor be consumed or used by the lifeguard during their period of duty. When requested by the Area Office/Engineer the Beachguards are to assist in opening and closing the public toilets at the start and end of their shift or at an agreed time. The Beachguards are also to report on the condition of the toilets in their Log Books and notify the Area Office in the case of serious uncleanliness or damage. At appropriate times when checking the ring buoys and other safety equipment on the beach the Beachguards would endeavour to pick up any litter while going along the beach, without compromising public safety. Beachguards may be required to assist in conducting aquatic events and water safety programs. Beachguards shall carry out all appropriate duties as laid down in the Cork County Council Beach Operations Manual & Irish Water Safety Lifeguard Handbook. Lifeguards will be required to carry out any other duties required by Cork County Council. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONSA. Recruitment Candidates will be required to undergo a practical test in resuscitation, swimming ability and swimming rescue together with an oral test. Candidates will also be required to attend for an interview which may be face to face or online. Each candidate will be liable for any expenses incurred by him/her in attending for the test and/or interview as applicable. Candidates will also be required to undergo Garda Vetting. Provisional Dates (subject to change): Swim Test: Saturday 21st March 2026 (Fermoy Swimming Pool) Interview Dates: 25th, 27th March & 14th, 15th, 16th of April 2026. Dates may have to be rescheduled if a significant number of candidates choose not to attend for interview. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms must: (i) hold a current valid Beach Lifeguard Award from the Irish Water Safety Association or equivalent by 30th May 2026 (ii) have thorough knowledge of resuscitation including Cardio Pulmonary Resuscitation. (iii) have good verbal communication skills. SECTION 5: WAGES Senior Beach Guard: €19.62 basic per hour Beach Guard/Relief Beach Guard: €17.54 basic per hour Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 6: LOCATION OF POST Cork County Council reserves the right to assign you to any beach that is guarded by Council Beach Lifeguards, now or in the future. SECTION 7: WORKING HOURS Beach Lifeguards must be on duty from 10.30 a.m. to 7.00 p.m. with a half hour off for lunch daily: 5½ days each week. Days off are to be operated on a rotational basis, but may not include Saturday, Sunday, Bank Holidays. The weekly hours of work are subject to change.
