Tree and Woodland Officer
Key Purpose Develop, implement and manage a Tree Management System to ensure Council managed trees and woodlands are compliant with Council’s Health & Safety Management system. Promote the benefits of trees and woodlands across the district. Duties and Responsibilities 1. Develop implement and maintain an audit of Council’s trees and woodlands informing the development of a Tree Management System using Microsoft Office and ArcMap GIS software. 2. Carry out cyclical inspections and audits of Council owned trees and woodlands to ensure H&S requirements are being met. Produce a risk based tree management plan prioritising actions in relation to risk posed. 3. Programme emergency and routine tree works in full consideration of Council’s procurement requirements. 4. Oversee the implementation of tree works by Council staff and contractors. 5. Liaise with Forestry Services to ensure that Council are compliant with its legal obligations under the conditions of the signed licence agreements. 6. Lead the development and implementation of woodland management plans in conjunction with the Green Infrastructure Project Officer, Climate & Biodiversity and/or other nominated officer(s). 7. Identify and implement opportunities for tree planting and woodland creation across the Council district in conjunction with other relevant stakeholders. 8. Prepare reports, presentations, and press releases and other associated marketing and communications material to promote tree and woodlands. 9. Promote and develop public interest in trees and woodlands including participating in partnership projects and engagement with volunteer groups. 10. Review existing Tree Preservation Orders and make recommendations for new orders as necessary with Planning Officers. 11. Provide professional advice and guidance to development control in respect of tree protection and management on development sites as required. 12. Deputise for the Green Infrastructure Team Lead (Services) as required and attend Council meetings to present project updates as and when required. 13. Managing all budget, finance, procurement requirements in relation to tree and woodland management. 14. Contribute to the Council’s Climate Pledge and sustainability objectives by promoting environmentally responsible practices and supporting climate action initiatives within the scope of the role. 15. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation. 16. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures. 17. Comply with and actively promote the Council’s policies and procedures on all aspects of equality. 18. Undertake any other duties appropriate to scale, which may be required from time to time. The postholder should be aware that the responsibilities of the post may be subject to change as a result of organisational change. The Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. The postholder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation. Qualifications Experience A Level 4 qualification in Arboriculture eg a Technician’s Certificate in Arboriculture. A minimum of two years’ experience in each of the following areas: • Tree risk assessment • Woodland management • Budget management • Procurement and contract supervision • Working with a range of stakeholders • Use of Microsoft Office applications Technical Competencies/Knowledge It is essential that applicants possess: • Tree identification skills and the ability to identify/diagnose pest and disease, injury, decay and structural defects. • Knowledge of the condition assessment of trees to include visual tree assessment and decay detection methods. Other Applicants must have access to a form of transport to carry out the duties of the post.
