The Role: We are currently looking to recruit a Shop Manager (37.5 hours per week, 5 over 6 days) to join our Retail - Shops team in Vincent's Derry, Northern Ireland. The Shop Manager of the St Vincent de Paul Charity shop is responsible for maximizing sales, productivity, revenue, and customer satisfaction by efficiently managing the shop in line with SVP’s retail standards, policies, and ethos. They lead and develop a team including volunteers, CE staff, TUS participants, and paid employees, ensuring high standards and business growth. The role includes full ownership of the shop’s operations, compliance with legislation and health and safety, and delivering excellent customer service that reflects the Society's values. Location: You will be based at the Council Depot, Newmills Road, Coleraine, BT52 2JB however, when required you will be asked to work flexibly throughout all Council depots and facilities, ensuring that resources are deployed effectively and in order to respond to service priorities and to facilitate professional development. Responsible for: The following functions and services, in accordance with the organisational structure and the staff employed to deliver these services: General grounds maintenance including but not limited to: • Plan, delegate and carry out work required within the Grounds Maintenance team; • Supervision of small works team up to approximately 10 no; • Grass cutting (eg pitches, bowling greens, tennis courts, golf courses, parks and open spaces); • Cemetery duties; • Nursery duties including summer and winter planting; • Maintenance of Parks and Open spaces; • Assisting other departments. Work pattern: 37 hours per week, Monday – Friday Coleraine Monday – Thursday 8.00 am - 4.30 pm Friday 8.00 am - 1.00 pm By their nature the posts will require flexible working, for e.g. work outside normal hours, including evenings, weekends and holiday periods as required. Tenure: This is a permanent post. MAIN PURPOSE OF POST 1. Supervise the small works team in horticulture, gardening and general grounds maintenance works in Council facilities, public parks, sports grounds and similar open spaces, to the standards required. 2. To present a courteous attitude at all times by assisting with the promotion of good working relationships between Council staff and members of the public. 3. Ensure that the department complies with all statutory and legislative requirements by adhering to these requirements and working in accordance with good governance and health and safety requirements. 4. Ensure that all responsibilities are carried out in a timely and effective manner and that general confidentiality is maintained in all areas relating to the work of the Council. MAIN DUTIES AND RESPONSIBILITIES 5. Supervise the team by giving instruction, assistance, support and training within your remit to team members and others in performance of duties and responsibilities with emphasis on Health and Safety. Includes wearing appropriate personal protective equipment, working at heights, ensuring adherence to risk assessments, method statements and where necessary, completing dynamic on-the-job risk assessments. Also assist in identifying training needs. 6. Contribute to the maximisation of productivity through the effective planning and organisation of manpower, plant and materials. 7. Responsible for ensuring that the team under their direction carry out grounds maintenance schedules in a timely manner. 8. Assist the supervisor to complete all necessary paperwork eg weekly timesheets, accident report forms, vehicle/plant log books, inspection records, work schedule, work schedules, memorial approvals, dynamic Risk Assessment, chemical applications etc. 9. Deputise for supervisor as necessary e.g. to cover holidays or short term absence. 10. Supervise and undertake a comprehensive range of multi-skilled practical tasks associated with the daily maintenance of grounds, preparation and marking out all sports/playing surfaces using appropriate methods and equipment. In the absence of the Supervisor, order and quantify appropriate materials when required. 11. Ensure grass is cut to specified standards in both sports and non-sports locations. 12. Operate grounds maintenance machinery such as ride-on mowers, power tools, tractors and associated plant ensuring the safe use of resources/machinery necessary in performance of all work. Includes safe operation, daily/weekly/monthly operational checks and servicing and ensuring all vehicles are cleaned and maintained inside and outside.   13. Drive applicable Council vehicles including vans and lorries and other mechanical plant up to relevant C1+E licence. Complete and maintain daily records sheets relative to the operation of the vehicle. Ensure all vehicles are cleaned and maintained inside and outside on a daily basis. 14. Supervise general grounds tasks, including turf care, planting, shrub and tree pruning, removal of grass cuttings, leaves and litter etc. 15. Supervise the seeding, propagation, planting, mulching, tending and weeding of flower and shrub beds. 16. Supervise the use of, where appropriate, chemical weed control, complying with manufacturers’ instructions and COSHH regulations. 17. Supervise the maintenance of hard/soft landscaping, eg edging of paths and paved areas. 18. Oversee the erection, inspection, maintenance and dismantling of sports and play equipment. 19. Undertake construction labouring work and the safe operation of a range of assorted tools and equipment, including the erection and/or repair of fencing and path laying. 20. Responsible for ensuring that staff under their control safely use appropriate plant/machinery necessary in performance of all work. Includes safe operation, daily/weekly operational checks (oil/water) and ensuring same are kept clean and serviceable. 21. Cemetery duties including: ensuring correct location of grave (referring to maps and other records) setting out, excavating, re-opening, exhuming, digging (mechanical/hand), attend committals, backfill and aftercare (sowing/turfing/grass cutting) of graves. 22. As required, work flexibly with other works teams (outside of grounds maintenance) to ensure delivery of all Council services eg supporting delivery of Council events (including stewarding) and erection, inspection and minor repairs of festive lighting. 23. Support other agencies (in times of emergency) by eg filling, delivery and placing of sand bags in flooded areas or snow clearance from footpaths. 24. Cleaning, litter picking and general housekeeping duties. 25. Report all accidents and near misses which may occur and report all incidents of damage to Council property/equipment. 26. In circumstances when littering is observed during the course of their duties record details of the incident and pass the information to the Supervisor. 27. Carry out duties in all weather conditions unless it is felt health and safety is being compromised. GENERAL 28. By its nature the post will require flexible working to meet the needs of the service. This will also include attendance at meetings/training courses/tool box talks and any relevant working groups 29. Act in accordance with the Code of Conduct for local Government employees. 30. Comply with and actively promote the Council’s policies and procedures, including those relating to Fair employment, Equal Opportunities, and Health, Safety and Wellbeing. 31. Undertake the duties outlined above in a way which will enhance and protect the reputation and public profile of the Council. 32. Comply with and actively promote the appropriate standard of record keeping and information governance practices in conducting duties of the post. 33. KEY PURPOSE Contribute to the delivery of the Dog Control service within the Health and Community Wellbeing section in accordance with prescribed performance and quality targets. The post holder will as part of a team be responsible for a range of duties in the delivery of an effective dog control service which requires a high level of customer service, the ability to deal with and resolve issues in accordance with procedures and to ensure compliance with relevant statutory and legislative requirements. The postholder may be required to work evenings and weekends on a rota basis (out of hours’ services as required). (Note: Postholders conduct all duties in all weather conditions as a lone worker) DUTIES AND RESPONSIBILITIES 1. Enforce legislation, Orders and Byelaws relevant to dog control; including all matters relating to dog attacks on persons, livestock and other animals, dog licensing (including microchipping), collection and impounding of stray dogs, and the identification and seizure of banned breeds. 2. Plan, organise and prioritise the day to day management of personal work allocations to achieve the objectives and targets detailed in the Dog Control and Animal Welfare Service Delivery Plan. 3. Investigate complaints, conduct interviews, issue cautions and/or fixed penalty notices in accordance with dog control enforcement guidelines and policy. Gather evidence, prepare reports, assist in the preparation of legal files and attend court to give evidence. 4. Use and maintain all relevant management information systems, undertake associated administrative tasks and maintain such records as are required by the Council in relation to dogs and all operational aspects of the dog control and animal welfare service. 5. Undertake training and development so as to maintain and update knowledge of professional, technical and legislative developments within service areas and ensure authorisation powers pertinent to the post are maintained/enhanced. 6. Register, Inspect and monitor dog breeding establishments and guard dog kennels to ensure compliance with government guidelines and issue Certificates of Registration. 7. Use and be responsible for maintaining in a clean, hygenic and safe working condition all allocated resources including kennels, Council vehicle, safety and investigative equipment; maintain records as required and report any incidents/ accidents or defects to the Line Manager. 8. Liaise with the Council’s kennelling provider on actions associated with the impounding, reclaiming and rehoming of dogs. 9. Feed impounded dogs and ensure all aspects of dog welfare in relation to the kennelling of dogs. 10. To render any necessary minor first aid to injured dogs or recommend the assistance of a Veterinary Surgeon and where necessary to oversee the humane destruction of dogs. 11. Create, develop, deliver and review educational programmes and publicity materials on responsible dog ownership to schools, community groups and members of the public. 12. Participate in and encourage cross departmental and interagency working; liaising with relevant council departments, statutory agencies, professional bodies, animal welfare organisations and other stakeholders to improve service delivery. 13. Assist with the Identification and installation of dog control signage and CCTV cameras and regularly monitor for adequacy and report on findings with recommendations. 14. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation. 15. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures. 16. Comply with and actively promote the Council’s policies and procedures on all aspects of equality. 17. Undertake any other duties appropriate to scale, which may be required from time to time. The postholder should be aware that the responsibilities of the post may be subject to change as a result of organisational change. The Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. The postholder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation.
