The role An Assistant Planner is responsible for working as part of a team implementing programmes of work in the Planning Department and for providing a multiplicity of planning services and related services. Clerical Officer
The Role The Clerical Officer role is a key support position within the MHC. The role provides a comprehensive general administrative and clerical support to a team and assists with the smooth, efficient and professional operation of the division. The successful candidate will have excellent customer service and communication skills. They will be required to engage and communicate effectively with various internal and external stakeholders including staff, members of the public, officials from government departments and public bodies, private sector bodies, disability organisations and others. The duties of the Clerical Officer are varied and can involve assignment to different parts of the organisation or different areas of work. The performance of the entire range of duties is not necessarily confined to any one individual within a division as the work requires that employees in the role function in a flexible manner and work effectively together as a team to deliver required outcomes or outputs. As a Clerical Officer, the holder of the post will be expected to actively contribute to and participate in the overall development of the MHC and to promote its policies and values at all times. Until all stages of the recruitment process have been fully completed a final determination cannot be made nor can it be deemed or inferred that such a determination has been made. Should the person recommended for appointment decline or having accepted it, relinquish it, the MHC may at its discretion, select and recommend the next person on the panel for appointment and this will be based on the results of this selection process. The MHC is under no obligation to select a candidate from this panel. Conditions of Service Contract Arrangements A permanent, full-time contract of employment with the Commission will be offered to the Clerical Officer on terms and conditions determined by the Mental Health Commission, with the consent of the Minister for Health and the Minister for Public Expenditure and Reform. Note: Salary for the purposes of calculation of superannuation benefits may differ from the above depending on individual circumstances Tenure The appointment will be based on a permanent contract of employment with the MHC. The probationary period will be for a period of nine months from the date of appointment. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary period in appropriate circumstances. During the probationary period, a staff member’s performance will be subject to review by the line manager to determine whether the staff member: (i) has performed in a satisfactory manner; and (ii) has been satisfactory in general conduct. Prior to completion of the probationary period a decision will be made as to whether the staff member will be retained. This decision will be based on the staff member’s performance assessed against the criteria set out in (i) and (ii) above. The detail of the probationary process will be explained to the staff member by the MHC on commencement of employment. Notwithstanding the preceding paragraphs in this section, the probationary period may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts 1973 to 2005. Location The usual place of work will be the Mental Health Commission, Waterloo Exchange, Waterloo Road, D04 E5W7. The MHC reserves the right, at its discretion, to change this location to any other place within Ireland. Staff at the MHC can apply for a blended working arrangement as per the MHC Blended Working Policy. Hours of Attendance Hours of attendance will be fixed from time to time but will amount, on average, to not less than 40 hours gross of rest breaks or 35 hours net of rest breaks per week. The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties, subject to the limits set down in the working time regulations. This may include working evenings and weekends. Details of Service Dublin South, Kildare and West Wicklow consists of 14 primary care networks. Each Network has Primary Care Teams who provide multidisciplinary services to distinct populations. These teams are based in Primary Care Centres located within the populations they serve Occupational therapists provide services to clients of all ages who live within the catchment area. Occupational therapists are key members of the primary care team and have opportunities to participate in integrated care in collaboration with our acute partners, voluntary agencies and community services across the CHO. The OT will be supported at all times by an experienced OT manager who will provide structured supervision, mentoring and clinical governance. The Occupational Therapy manager will support engagement in continuous professional development and opportunities for engagement in quality improvement initiatives. Primary Care Occupational Therapy Adult The model of service is mainly home based with interventions provided including falls prevention, cognitive rehabilitation, community skills training and self-care reablement. Occupational therapists also provide clinic-based services such as lifestyle redesign groups, health promotion groups, assistive technology training, complex seating assessments and upper limb rehabilitation. The primary focus is on helping the client to achieve their maximum potential in the areas of functional participation, health promotion and occupational wellness. Primary Care Occupational Therapy Paediatrics Occupational therapy is provided to children aged 0 – 18 years on a referral basis. The primary focus is to support children meet their maximum potential, through appropriate assessment and goal directed interventions. The model of service is clinic based and/or school based. Both individual and group interventions are provided as appropriate to best meet the child’s needs. Paediatric occupational therapy interventions are evidence based and could include fine and gross motor skills training, handwriting and sensory integration programmes. The occupational therapist would be expected to liaise with the Children’s Disability Network Teams (CDNT) and Children and Adolescent Mental Health Services (CAMHS) to ensure the needs of the children who live in the area are best met. The occupational therapist provides child centred interventions with all treatment planning based on the individual needs and goals of the child and their family. Integrated Care for Older Persons Senior Occupational Therapist (linked with Tallaght University Hospital, St James University Hospital, Naas General Hospital): The senior occupational therapist on the integrated older person’s service will work alongside a specialist multidisciplinary service primarily targeting and managing the complex care needs of the older person with multiple co-morbidities across a continuum of care. The overall aims of the service are to develop a person-centred care planning approach that supports robust and timely communication across care settings. You will work to reduce Emergency Department (ED) attendance through the development of care pathways that support GPs and others in assessment of older people with escalating care needs. You will provide support and education to the older person, carers and healthcare professionals. The post holder will be based in the community working closely with our acute hospital colleagues across Frailty @ the Front Door teams and other Older Persons services in the acute sector, primary care, community care and with our voluntary colleagues.
