Accounts Officer
Key Purpose Provide cashier and administrative support to the section ensuring that invoice registration processes are carried out in accordance with financial regulations. The postholder will also provide accounts support services and assist with the maintenance and delivery of financial administrative services for Accounts Payable in accordance with financial regulations. Duties and Responsibilities 1. Manage the invoice registration process and issue to stakeholders for approval in accordance with accounts payable procedures, financial obligations and ensure compliance with relevant legislation. 2. Prepare and process invoices for payment and creditor/stakeholder payments within agreed timescales including inputting of data and invoice registration processes. 3. Assist with the administration of travel and subsistence claims and all CIS requirements as required in line with Council policy. 4. Verify and process financial claims and payments in relation to elected members, Council staff and other stakeholder expenses. 5. Process accounts payable requests for financial drawdown claims in compliance with specific guidelines to comply with financial regulations. 6. Liaise with suppliers, creditors and Council Directorates/Sections as required regarding discrepancies and irregularities and follow up any outstanding issues in a timely and professional manner including assisting with the processing of late returns and overdue creditors payment function. 7. Ensure that Heads of Service have approved all payments which impact on their budget responsibilities and prepare list of proposed payments for approval for the Lead Assurance Officer and Council. 8. Keep abreast of current legislation to assist with the monitoring of performance targets. 9. Review and reconcile supplier statements. 10. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation. 11. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures. 12. Comply with and actively promote the Council’s policies and procedures on all aspects of equality. 13. Undertake any other duties appropriate to scale, which may be required from time to time. The postholder should be aware that the responsibilities of the post may be subject to change as a result of organisational change. The Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. Qualifications Experience Applicants must possess: · A relevant third level qualification eg Finance or Business Or · A recognised Accounting Technician qualification And · A minimum of two years’ experience within a Finance environment. PURPOSE OF THE JOB: The postholder will assist with the efficient running of the section and will work as part of a team. Main Duties and Responsibilities Assist in the provision of an administrative support service to include preparing agendas/minutes, organisation of meeting schedules, computerised and manual filing, photocopying, distribution of internal and external mail, telephones, dealing with queries and any other associated tasks. Administrative duties associated with the processing and tracking of employee/employer records to comply with requirements for the completion of internal and external reports and the return of reports to Department for Economy & Department for Community – enrolments, registers, qualifications, achievements, personal details, employer information. Administer the processing, inputting and maintenance of college systems. Administrative duties associated with the production and analysis of statistical data as required by Management and external bodies. Support Management by keeping management reporting data up to date. This will include updating spreadsheets, collating data from others and ensuring that others have entered data. Liaise with other staff across a number of functional areas to carry out the duties associated with the post. Driver
Purpose and Function of Post To drive a range of vehicles as required within the Neighbourhood Operations section and to complete a range of vehicle checks as required. To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning duties throughout the District. To work on your own as a driver of a side loading “one armed” refuse collection vehicle (OAV). The post holder will also provide flexible and effective cover across a range of Council services delivered by the Neighbourhood Operations Section. Ensure that all responsibilities are carried out in timely effective manner and that general confidentiality is maintained in all issues relating to the work of the Council. This recruitment exercise will be used to fill Driver vacancies that may arise within the Mid Ulster District i.e. including Cookstown, Dungannon and Magherafelt (full-time, part-time, permanent & temporary). A Driving Assessment will form part of the selection process. Applicants must undertake a minimum of 35 hours driver CPC training during a five-year period to maintain their entitlement to drive. The successful candidate(s) will be required to undertake training on the operation of the Council’s OAV’s and achieve competence in operating this type of vehicle on a typical OAV route within 6 months of commencement. The post holder will only be established in post i.e., made permanent upon completion of a satisfactory 6-month probationary period which will include competence in OAV operation. The Council may retain a list of reserve candidates arising from this recruitment campaign, for any vacancies which may arise which are the same or similar and are of an equal grade of pay. This list will be valid for 12months. “Another similar vacancy” is defined as a post with a similar job description and person specification and on the same salary scale, which may be in a different department or duration to the vacancy initially advertised.
