Relief and Permanent School Traffic Warden

Essential Criteria Character Each candidate must be of good character. Employment of the successful candidate shall be subject to satisfactory confidential reports. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms: a) Have a standard of education such as will enable the applicant to satisfactorily perform the duties of the position. b) Have a reasonable knowledge of the requirements of Health and Safety Legislation. Candidates may be shortlisted on the basis of information supplied on their application form. This post is a Permanent and Relief post. Instructions and Duties for School Traffic Wardens The white board bearing the word “Stop” is the recognised symbol of authority for all Traffic Wardens, and this board must be carried and the recognised uniform must be worn at all times when the Warden is on duty. The board must be held or carried in the right hand in an upright position and not under the arm or over the shoulder as one would carry a spade. When the Warden is standing on the footpath, the faces of the board should be shown as parallel with the footpath. When moving onto the carriageway to stop traffic, when traffic is being held, and when the Warden is returning to the footpath to release traffic, the faces of the board should be shown at right angles to the footpath so as to be visible to traffic approaching from front and rear. The Warden should take up his or her position on the footpath, or side of the carriageway, so as to be clearly visible to all approaching traffic, having regard to parked vehicles, etc., which might obstruct the view. His or her position should be on the side of the carriageway where the most children are congregated wishing to cross. In the morning or after the lunch-time break period, this will generally be found to be the side further away from the school, while at the commencement of lunch-time break and at termination of the school period it will be on the school side. The Warden should marshal all children desirous of crossing on his or her left-hand side and give them instructions to remain on the footpath until such time as he or she has gone out, taken up position in the centre of the carriageway, and brought all traffic to a standstill. He or she should then call or signal the children to cross, when they should walk across, not run, in front of him or her in an orderly manner. In the initial stages of duties, he or she should be very careful to ensure that the children obey these instructions fully, as sometimes there is a tendency for the children to follow him or her out on the carriageway before traffic has been stopped. Before attempting to stop traffic, the Warden should consider traffic conditions at the location, whether they are sparse enough to wait for a lull before conducting children across, or if breaks must be made in the traffic. In some areas, such lulls may reduce the need for stopping traffic, taking into account the speed of approaching traffic and road and weather conditions. Sufficient time should always be given for traffic to stop safely. It is important to note that most drivers, if required to stop suddenly, will need distances such as the following under good conditions, and possibly double under adverse conditions: 30 kph - 40 feet 50 kph - 75 feet 60 kph - 120 feet When the Warden has taken position in the centre of the carriageway and is clearly visible to all traffic, he or she should ensure that all traffic in the immediate vicinity, front and rear, has come to a standstill before signalling the children to cross. The Warden must ensure that the children cross safely from one side of the carriageway to the other before releasing traffic. The Warden must not move from the centre of the road until the last child is safely on the footpath. To release traffic, the Warden should return to the footpath and must never remain in the centre of the carriageway acting as a pointsman or directing traffic. No signals of any kind should be given to traffic. The Warden should never interrupt organised convoys, weddings, funerals, parades, or delay emergency vehicles such as fire appliances or ambulances for the purpose of allowing children to cross, but should wait for a suitable opportunity after they have passed. If the Warden experiences difficulty in controlling or encounters disobedience by children, this should be reported to the school Principal. Any disobedience by traffic should be reported immediately to the Gardai. In the case of motor vehicles, the description, registration number, and sex of the driver, along with the time and location of the incident, should be recorded. Frivolous complaints should be avoided. Particulars of Post Wages Wages shall be fully inclusive and determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than the inclusive salary) payable to and received by him or her by virtue of the office or in respect of services required under any enactment. Wages shall be at Local Government General Operative scale €17.79 gross per hour (EL 02/26). Hours may vary depending on the school assigned. Health To satisfy health requirements, the successful candidate may be required, prior to appointment, to undergo a medical examination at their own expense by a qualified medical practitioner nominated by the local authority. The cost will be refunded upon taking up the appointment. Residence The holder of the office shall reside within the district where duties are to be performed or within a reasonable distance. Sick Leave The terms of the Public Service Sick Pay Scheme will apply. Start Date The successful candidate will commence employment as directed by the Directors of Service and or Chief Executive. Failure to take up the appointment as directed may result in the council deciding not to proceed with the appointment.

To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning duties throughout the District. To work on your own as a driver of a side loading “one armed” refuse collection vehicle (OAV). The post holder will also provide flexible and effective cover across a range of Council services delivered by the Neighbourhood Operations Section. Hours: 37 hrs per week Mon – Thurs 7.30am – 3.30pm & Friday 7.30am - 3.00pm. Must be able to work outside normal working hours as and when required i.e., overtime, early mornings, evenings, as well as weekend / public holiday working . This recruitment exercise will be used to fill Refuse, Recycling and Street Cleansing Operative vacancies that may arise within the Mid Ulster District i.e. including Cookstown, Dungannon and Magherafelt (full-time, part-time, permanent & temporary). A Driving Assessment will form part of the selection process. Applicants must undertake a minimum of 35 hours driver CPC training during a five-year period to maintain their entitlement to drive. The successful candidate(s) will be required to undertake training on the operation of the Council’s OAV’s and achieve competence in operating this type of vehicle on a typical OAV route within 6 months of commencement. The post holder will only be established in post i.e., made permanent upon completion of a satisfactory 6-month probationary period which will include competence in OAV operation. ​​​​​​​ The Council may retain a list of reserve candidates arising from this recruitment campaign, for any vacancies which may arise which are the same or similar and are of an equal grade of pay. HOURS OF WORK The Park Ranger Operation is based on a roster system where the Ranger works 156 hours over a 4 week period, averaging 39 hours per week. The roster start time varies through the year based on Park closing times which vary from 5 pm in winter and 10 pm in summer. There is a combination of weekday and weekend day or days worked depending on the roster. The Council reserves the right to alter the number of hours worked each day or each week and or the times at or the days on which the hours are to be worked. The post holder will be given as much notice as is reasonably practicable of any change in the schedule of hours worked. The post holder may be required to work overtime depending on work requirements and be available to respond to call outs outside of normal working hours at the request of the area Supervisor or persons appointed to positions of authority. Where possible the post holder will be notified in advance. Overtime will be paid at approved rates. 6. PROBATION: When a person is not already a permanent officer of a Local Authority within the public service Ireland and is appointed to a permanent office the following provisions shall apply: a. There shall be a period after such appointment takes effect during which such person shall hold office on probation b. Such period shall be one year c. Such person shall cease to hold such office at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such person in such office is satisfactory 7. ANNUAL LEAVE Annual leave entitlement for the position of Park Ranger is 24 days per annum in accordance with Department of Environment, Community and Local Government Circular LG(P) 07/2011. Prior authorisation is essential before annual leave is taken. The granting of annual leave at any particular time is always subject to the requirements of the council and all annual leave is liable to suspension during periods of exceptional pressure. The final decision in allocating leave rests with Management. 8. CITIZENSHIP Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). DUTIES: The post holder will be required to carry out all the duties allocated to them by the Council under the direction and supervision of the relevant Supervisor, which will include but are not limited to: They will carry out all his or her duties under the immediate direction of the Parks Supervisory staff which will include, but are not limited to the following: a) Park Rangers will be required to carry out inspections of playgrounds, play spaces, playing pitches, teen spaces, workout areas and all other play equipment on a daily and weekly basis, including the completion of written inspection reports b) Complete and store records of inspections and reports in paper and or digital formats, as required c) To assist the management with the development of the park in accordance with agreed objectives d) To ensure the highest standards of customer service; manage visitor pressure; resolve conflicts and compliance with the bye laws for regulations, use and enjoyment of such places; the prevention of injury or damage to persons and property e) Uniform supplied must be worn at all times while on duty. It will be the responsibility of the Park Ranger to maintain the uniform in a neat and clean condition f) Opening and closing parks where necessary g) Regulating the use of shelters, pavilions, dressing rooms, public toilets or other buildings and playing facilities as required h) Organising of games and other beneficial activities as required for children, youth and adults using the Parks, playgrounds, teen spaces, outdoor workout areas and open spaces i) Keeping Parks, including buildings, playgrounds and open spaces clear of all litter, ensuring that full litter bins are promptly emptied, and debris removed by cleaning and carrying out litter picking duties j) Park Rangers will visit a number of parks daily as assigned by line manager. If required, to use a bicycle or drive a motor vehicle in the course of his or her duties if necessary k) If required, to carry and use a mobile or radio unit l) Monitor the park and the activities of park users to ensure compliance with the DLR Parks and Open Spaces Bye Laws (as amended), Bye Laws Prohibiting the Consumption of Intoxicating Liquor in Public Places 2003, the Litter Pollution Act and the Control of Dogs Act m) Park Rangers will be required to liaise with An Garda Siochana in relation to any anti social behaviour they observe in Council parks and open spaces and to report on these matters to Council management n) To liaise with and foster good relations with stakeholders including friends of parks groups, on site leaseholders, local councillors, neighbouring landowners, community groups, resolving issues on the ground wherever possible o) Park Rangers will be required to deal with queries and complaints from park users in the carrying out of their duties p) Giving guided tours to individuals or groups who visit parks and the distribution of relevant information such as leaflets on the Parks to the public q) Facilitate the Council in future surveys of the Parks including the collection of information from the public by means of questionnaires r) Visiting schools and or communities during normal working hours to advise the students or members of the public about the management of parks and the various facilities with particular emphasis on promoting the Council’s initiatives regarding Biodiversity, Pollinators, Trees and nature based solutions s) Work with the Biodiversity Officer or any other Officer designated for that purpose t) Undertake any necessary training provided to equip them to carry out their new duties u) Carry out duties in accordance with work schedules as determined from time to time by Management v) Ensure that reasonable care is always taken for the health, safety and welfare of you and others, and to comply with the Council’s policies and procedures relating to Health and Safety w) Carry out inspections on the Council’s Signage Infrastructure, information boards, educational signs and directional signs and are to update the signage material as directed and ensure the signage infrastructure is kept clean x) Park Rangers will be required to take pictures of the parks for social media and promotional purposes when requested and liaise with DLR Communications Office if required y) Any other duties appropriate to the post, which may be assigned from time to time The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the Council. A Permanent vacancy currently exist within Mid and East Antrim Borough Council for the following post and applications are invited from suitably qualified and experienced candidates:- Corporate & Support Services Officer Level 5 Hours of Work: 14.4 Hours per week Salary: Scale SO2 and in the range SCP 28-30, currently £39,152 to £40,777 per annum pro rata. Location: The location of this post will be confirmed following the appointment process and may be subject to review as part of the review of services. MAIN PURPOSE OF THE JOB This role sits within the newly created Corporate & Support Services Directorate, and you will be working in one of the three functional areas. (Citizen focus, Business support or Finance). You will be responsible for collaborating with our delivery teams and stakeholders to support delivery of the Council’s corporate functions and processes and support adherence to our policy and legislative duties. Your role will include responsibility for ensuring organisation wide compliance across a range of functions related to Councils statutory duties as appropriate. Your role will include ensuring processes are followed, deadlines are met, processing information and data, basic report writing, resolving issues and managing relationships. You may be attending events, and meeting with stakeholders and partners from across local government and beyond to support the achievement of Council priorities. Although initially allocated to one of the three functional areas the post holder will be expected to be flexible and adaptable to meet the changing needs and requirements of the organisation and duties and responsibilities may vary without changing the purpose of the job or level of responsibility. In the current job structure, you will be placed in the Business Support division: Resolving and responding to queries through the ICT helpdesk.
