Relief School Warden

SECTION 1 THE ROLE Each local authority can arrange with An Garda Siochana for School Traffic Wardens to patrol places where school children cross public roads. The school traffic warden’s role is to ensure that primary school children cross public roads safely on their way to and from school. The Gardaí and School Traffic Wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of School Traffic Wardens is the Road Traffic Act 1961 Section 96. School Traffic Wardens usually work in the mornings at lunchtime and in the evenings when children are most likely to cross the road to go to or from school. School Traffic Wardens wear a distinctive uniform a high visibility coat and hat. They must also carry a distinctive sign a white disc with a red border and the word Stop in the centre. By displaying this sign the school traffic warden has the power to stop the traffic to enable schoolchildren to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2 DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include Reporting for duty promptly at the specified times and locations assigned under the direction of the Supervisor. The Warden must operate strictly in accordance with the instructions for School Wardens as per Garda Cork County Council training at all times. The person employed will be required to perform assigned duties exercising a duty of care in the interest of safety of oneself fellow employees and the general public at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner in full compliance with the relevant safety legislation and construction regulations will be the primary responsibility of all School Wardens. The school warden will use the statutory uniform and equipment provided for the safety of yourself children and all other members of the public especially when stopping traffic on the public roadway. This requires carrying of the official Stop sign at all times and to ensure that the uniform is kept in a clean neat condition. Maintain control over children who are awaiting your instructions to cross. If the Warden has any trouble in controlling or encounter disobedience by the children they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardaí. The Warden should never break up organised convoys wedding funerals parades or hold up fire appliances or ambulances for the purpose of allowing children to cross but wait for suitable opportunities when they have passed. Report any problems or difficulties to the Local Municipal District Roads and Engineering Offices. All accidents at the crossing point involving the Warden in the operation of his or her duties must be reported immediately after the duty period by telephone to the Local Municipal District Roads and Engineering Offices. All relevant details must be recorded including car make model registration number name of drivers pedestrians involved time and date of accident. The names addresses of any witnesses must be recorded also and a written report is to be submitted within the following 3 days. The Warden must not attempt to apportion blame to any person nor admit liability on his or her or the Council’s own part. Any changes made by the school to class times which affect duty periods must be notified to the Local Municipal District Roads and Engineering Offices. SECTION 3 ELIGIBILITY CRITERIA QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who in the opinion of the Council’s medical advisor is medically unsuitable to discharge duties effectively due to age or infirmity. Education Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will A Operate at all times at the designated crossing point. This crossing point cannot be altered however temporarily by any person body other than Cork County Council with Garda Approval. B Comply with safety policy and directive in force from time to time and must wear the uniform and carry the sign at all times while on duty. C Ensure compliance with organisational policies procedures and legislation. D Co operate with the familiarisation instruction of other employees where appropriate. E Manage and maintain resources effectively and efficiently. Age Age restrictions shall only apply to a candidate where he or she is not classified as a new entrant within the meaning of the Public Services Superannuation Act 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4 TENURE The employment is for the duration of the school year. The employment is part time and pensionable. A panel may be formed to fill these positions. Sick leave does not apply to this part time employment however depending on the number of hours worked a warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine the local authority shall not appoint them. SECTION 5 SALARY The wage for the post is €19.46 basic per hour. Payment will not be made in respect of normal school holiday periods i.e. summer Christmas or Easter or other. The wage shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The contract may be terminated at any time subject to normal legal requirements. SECTION 6 LOCATION OF POST The person appointed will provide cover as required for St John the Baptist National School Midleton Bun Scoil Mhuire Youghal Killeagh National School Youghal St Colmans National School Cloyne Scoil Iosagain National School Upper Aghada Gaelscoil Chorain National School Youghal The initial Relief School Warden position to be filled will be based in Midleton however any panel formed may be used to fill any future vacancies for Relief School Warden East Cork Municipal District that may arise during the lifetime of the panel e.g. Aghada Castlemartyr Cloyne Midleton Youghal. Cork County Council reserves the right to assign you to any department premises or district in use by the Council now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him or herself at his or her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof. SECTION 7 WORKING HOURS The Warden will be required to operate punctually at all times when children are crossing. The hours of work will be determined by the Principal of the school concerned. Please note that times are subject to change at the Council’s discretion. Hours of duty as per the relevant school or as required. SECTION 8 ANNUAL LEAVE Annual leave will if applicable be in accordance with the terms of the Holidays Employees Act 1973 as amended by the Workers Protection Regular Part Time Employees Act 1991. The Council will determine the times at which annual leave may be taken having regard to the absolute priority of having the school crossing operated while children are attending school. For those who are not entitled to annual leave the same criteria will apply to unpaid leave of absence. SECTION 9 GARDA VETTING Successful candidates will be subject to Garda Vetting in advance of appointment to the post. SECTION 10 ELIGIBILITY TO WORK IN IRELAND In order to work in Ireland a non EEA National unless exempted must hold a valid Employment Permit. Standard Duties and responsibilities a) To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer. b) To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services. c) To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply. d) To co-operate with the expeditious implementation of the Disciplinary Procedure (attached at Appendix II). e) To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan. f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures. g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request. h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training. i) To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care. j) To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process. k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures. l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery. m) To carry out teaching as appropriate. Clinical : · To practice as a Consultant Psychiatrist in Cork Mental Health Services under the Public Only Consultant Contract 2023. · To be responsible for the care and treatment of patients in his/her clinical charge and to ensure mechanisms for the co-ordination of the care with the multidisciplinary team and between the team and other health and social care agencies are established and maintained. · To ensure that the service will be community orientated, with treatment provided in the main range of community facilities available, and within the level of resources allocated. To provide a service with the multidisciplinary team for patients referred for specialist treatment encompassing comprehensive programmes of care to include where necessary family support and advice. To lead and engage in the provision of a range of community based assessment and treatment programmes including, out-patients clinics, day hospital services, community services, residential centres, and any service deemed necessary in the future in line with evidenced based practice and National Clinical Programme for Dual Diagnosis · To provide a diagnostic treatment or consultation service as may be appropriate for or in respect of patients for whom the HSE is obliged under any enactment to provide. To develop and provide special clinics and associated services for identified patients. · To keep such records as may be required from time to time by the HSE. · To examine, assess, report and provide advice on every person referred to him/her. · To furnish on request to any registered Medical Practitioner authorized by the HSE or the Minister, the clinical details regarding any person who is or who has been under his/her care, on production of the written consent of the person or the written consent of the person’s representative or next of kin. Whenever the Minister is of the opinion, however, that it would not be in the interests of the common good to seek such consent and he/she certifies accordingly, the Officer shall furnish all required information to a Registered Medical Practitioner authorised by the Minister. Where, however, the Officer is of the opinion that the nature of the case is such that he/she should inform the patient of the requirement of the Minister, he/she then shall be at liberty to do so. It is not however intended that this requirement will operate in a manner, which would detract from the patient’s character or reputation. · To issue, or arrange for the issue of, to or in respect of any patient under his /her care in the hospital or referred to him /her at a clinic and without payment by or on behalf of the HSE, any certificate which might reasonably be required by such patient regard to the state of his/ her health in connection with his /her normal employment, his/ her entitlement to benefit under the scheme of social insurance or assistance. · To supervise and be responsible for the clinical work and record keeping of Non-Consultant Hospital Doctors and as appropriate other staff and to instruct them in the proper performance of their duties. · To ensure that adequate supplies of such drugs, medicines, medical and surgical appliances as he/she considers necessary, will be available in his/her department of the hospital and to report to the HSE, arrangements for the custody of dangerous drugs etc., which he/she considers to be unsatisfactory. · To be responsible, under the Executive Clinical Director/Clinical Director, for the general management and running of hospital and community based departments or of such other psychiatric services operated by the HSE as may be assigned to him/her and to attend and be responsible for the care and treatment of patients concerned in such assignment. · To take a special interest in and be responsible, under the person in charge, for the general organisation of such aspects of the Mental Health Services of the HSE as may be assigned to him/her. · To be responsible for the maintenance of appropriate liaison arrangements between his/her department in the hospital or community services and the patients normal medical attendant. · To participate in a system of professional practice review to support the maintenance of service quality and standards. To actively participate in and promote continuing education and review activities consistent with the position, and maintain a programme of continuing professional development applicable to the responsibilities of the post. To establish and develop multidisciplinary risk management/audit and review committees within the allocated area of responsibility and/or as requested by the management of the psychiatric services. Organisational/Operational: · To work with the Executive Clinical Director/Clinical Director and Supporting structures, Head of Mental Health Services, Hospital Managers, Area Director of Nursing, Medical and Surgical Staff of the hospital/community services in all matters appertaining to their general efficiency. · To participate in structured arrangements for the determination of resource provision and utilisation, service planning and evaluation and performance review appropriate to Cork Mental Health Services. · To participate in the on-call rota as required. To deputise and supply cross-cover as appropriate for his/her colleagues in the event of service exigencies in agreement with the Executive Clinical Director/Clinical Director and management of the service. · To reside convenient to Cork Mental Health Services or at such place as may be approved by the Head of Mental Health Services, HSE South West. · To agree with his/her Executive Clinical Director/Clinical Director, the consultant colleagues to assume clinical responsibility for his/her patients during his/her absence and document same. To be responsible for the development and implementation of positive and appropriate administrative work practices. • To implement agreed policy and procedures including administration, personnel, and resources for the overall development of the research project/area. • To manage the secretarial/administrative functions as required. • To allocate, delegate and supervise work of the administrative staff, as is appropriate, ensuring its effective operation. RESEARCH • To provide specific technical inputs to the research agenda such as literature review, data analysis and preparing reports. Writing and contributing to research reports, policy briefs and other documents. • To support activities of the research project as required, such as assisting in workshops, producing written outputs, in conjunction with the Director/Head of the Research area. POLICY ADVICE AND DISSEMINATION • To present research results internally and externally at conferences, meetings, including preparing presentations. • To disseminate research results through web pages, media conferences etc. • To represent the research project/area at events, meetings and networking. FINANCE • To administer financial and budgetary functions, including purchasing and cost controls in consumables, equipment and part-time pay, in conjunction with the Director/Head of the Research area. • To support researchers in the preparation of project proposals. • To review and monitor the financial position of all research grants and the overall research area. • To propose strategic or operational priorities and to advise on achieving the effective and value-for-money allocation of budgets and resources. • To ensure proper use of resources, compliance and integrity of systems in accordance with University policies, procedures and standards and in agreement with the Director/Head of the Research area. PROMOTION / DEVELOPMENT • To assist the Director/Head of the Research area with logistical planning of human, physical and financial requirements for the research project. • To identify opportunities for external relationships and collaboration. • To contribute to the development of strong external links to business and industry. • To contribute to the promotion and marketing of the research area. • To produce, when required, appropriate promotional and marketing literature. PERSONNEL • To assist with the preparation of recruitment advertisements and job particulars for posts within the research area. • To assist with managing the administrative workloads to support the research project/area. • To liaise with HR as required regarding research staff personal details and/or terms and conditions of employment for research staff contracts. • Work with the APC’s Operations Team to develop and deliver the APC’s EPE programmes. • Organise outreach activities tailored to key stakeholder groups, including patients and the general public, teachers and school children. • Organise and coordinate APC activities at local and national science festivals and exhibitions e.g. Cork Science Week, Science Festival. • Organise and oversee the APC’s ‘Food is Funky’ monthly outreach workshops. • Motivate the full cadre of APC researchers to engage in EPE activities and identify EPE opportunities for all researchers. • Coordinate and organise the annual APC’s Transition Year programme, Budding Biologists. • Organise school visits to the centre and develop new relationships with primary and secondary schools, particularly DEIS schools. • Work with the APC operations team to coordinate and develop public information sessions on APC research and related topics. • Liaise with the APC operations team to develop relevant outreach content for the APC website and social media channels. • Training and developing the confidence of APC researchers to deliver EPE activities. • Participate on and organise the APC’s EPE Committee meetings and ensure that any follow-up actions are implemented in full. • Collaborate with EPE colleagues in other centres and institutions locally and nationally to deliver jointly run EPE activities. • Contribute to the drafting of EPE material for APC annual reports, APC website, and other media. • Assist with other relevant duties as required from time to time. Conditions Of Employment Salary: €55,400 (part-time role with flexibility, salary pro-rata) The rate of remuneration for all appointments may be adjusted from time to time in line with government policy. Normal hours of duty are 39 hours per week (pro rata) with 60 minutes for lunch daily. Annual Leave will be 27 days per annum (pro rata). This leave is exclusive of public holidays and Good Friday. The leave year commences on 1 July annually and four days annual leave must be held for the Christmas closure period. Sick Leave: Sick leave will be granted in line with University policy in this regard which may change from time to time. You should familiarise yourself with the University Sick Leave Policy and University Sick Leave Management Policy. The tenure of the post is specific purpose whole time (for the duration of the award), based on the following provisions: (a) A probationary period of twelve months shall apply from commencement of employment in the post during which the contract of employment may be terminated by either party in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2001. The probationary period may be extended at the discretion of the University. (b) Except in circumstances of gross misconduct justifying immediate dismissal, the appointee will receive one month's notice of termination of employment, or, if greater, such notice as is provided for in a minimum notice in terms of Employment Act, 1973. (d) Under the Public Service Superannuation Act 2004, for all new entrants to the Public Sector on or after April 2004, the normal retirement age is 65. It is no longer possible therefore to retire before age 65. Pension: The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 established the Single Public Service Pension Scheme. In general, anyone taking up pensionable public service employment on or after 1 January 2013 is a member of the Single Scheme. The Act provides that most members of the Single Scheme have a minimum pension age consistent with the age of eligibility for the State Pension (Contributory) and a compulsory retirement age of 70. A member of this group is generally referred to as a “Single Scheme member”. However, applicants who have previously worked in a pensionable post (non-Single Scheme terms) in the Irish Civil/Public service, may be offered membership of the UCC Pension scheme. Digital Product Engagement Strategy • Lead the development and delivery of RSA’s Digital Product Engagement Strategy at a time the Authority is going through significant transformation and change. • Champion a OneRSA approach (long-term), digital-first mindset and customer-centric vision across RSA digital services. • Drive online adoption, digital customer engagement, and satisfaction through data-driven product enhancements and engagement campaigns. • Collaborate and plan with relevant stakeholders to bring RSA digital sites and platforms (RSA.ie, NDLS Online, MyRoadSafety.ie, and others) under a unified OneRSA digital experience framework. • Lead initiatives (short-term) to reduce friction and ensure a seamless customer experience across RSA portals, websites, and online services on the pathway to achieving the OneRSA approach. • Play a key role in enabling major digital and service transformation programmes across RSA’s national services ensuring digital product engagement and customer experience considerations are embedded from design through to delivery. 2.
