other duties as may be assigned by the Director of ICT/CIO Requirements for the role: The successful candidate will demonstrate the eligibility requirements below in terms of qualification, skills and experience: Essential • HETAC Level 8 qualification (or equivalent) in IT, business, engineering, organisational change or related area • Minimum five years’ experience in a complex organisation, including at least three years in IT service delivery, governance support, business analysis, or project implementation • Experience supporting both early-stage and long-term implementation of IT operating models or governance frameworks (e.g., COBIT, ITIL) • Experience coordinating multi-stakeholder initiatives in structured environments • Strong analytical and reporting skills, with ability to develop performance dashboards and insights • Demonstrated experience supporting recruitment, workforce planning or capability development • Excellent communication, coordination and organisational skills Technical/Professional Competencies (Essential) • Strong understanding of IT service management processes and digital transformation practices • Awareness of COBIT 2019 or similar frameworks • Administrative Assistant
This important role supports our organisation in the delivery of its essential work programmes. This role provides candidates with the opportunity to work in a diverse organisation which invests in and celebrates its people. The person will work from the Marine Institute Headquarters in Rinville, Oranmore, Co. Galway and will report directly to the Research Funding and System Accountant. The successful candidate will have responsibility for providing financial and administrative support for externally funded projects across the Marine Institute. That support will primarily relate to OCIS and FEAS on the Acclimatise project. The support may extend to other EU-funded projects across the Institute as required. EU-funded projects include Interreg Peace Plus, Interreg Atlantic Area, Interreg Northwest Europe, Horizon Europe, CINEA, EMFAF and other European funding streams. The person will be responsible for preparing and submitting claims on externally funded projects and will work closely with staff across the Institute, project leaders, Research Accountant, colleagues in Research Funding Office and Research Coordination and Support team, and will work closely with the Finance and HR departments. The person will also be required to build relationships with external funding agencies, auditors and others as required. The nature of the work will be largely project driven, therefore requiring a degree of flexibility with regards to planning. Teamwork is also important as the person will be required to work with others to ensure that reporting deadlines across all Marine Institute projects are met. The Marine Institute recently completed reviews of its organisation and strategic achievement. What Will You Be Doing Every Day? Principal Tasks: Description of Service Group and the Wider Team Corporate Services includes Finance, Human Resources, Facilities and Services, Communications and Library and Information Services, as well as Corporate Governance, Procurement, Tendering and Contracts Management and responsibility and oversight for the General Data Protection Regulations. This may evolve depending on priorities, work programmes and requirements. Oceans, Climate and Information Services provide support for national and international marine monitoring and research and development, as well as Information Technology infrastructure and information management. Fisheries Ecosystems Advisory Services research, assess and advise on the sustainable exploitation of the marine fisheries resources in the waters around Ireland and on the impacts of fisheries on the ecosystem. Superannuation Pensionable public servants, new joiners recruited on or after 1 January 2013, will be members of the Single Public Service Pension Scheme. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 35 per week. Blended Working Arrangements HIQA has introduced blended working to offer more flexible working arrangements to all employees. We aim to strike a balance between being flexible, efficient and resilient by facilitating blended working where practical, while enabling onsite interaction, collaboration and support as required. All roles in HIQA have been assessed under the criteria of business needs and role suitability for blended working. This determined the proportion of time that employees will spend working in HIQA offices and working from home, depending on their role. Depending on the role, there may be a requirement to attend the office for more than the allocated number of days for training and onboarding purposes at the start of your employment and during the probation period. A review of the blended working model confirmed that this model is working well in HIQA. Therefore, HIQA is now moving from Interim Blended Working to a long term Blended Working Model.
