The Position Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Beach Lifeguard shall be drawn. Purpose, Duties and Responsibilities The duties of the post of the Beach Lifeguard include, but are not limited to: • Attending at place of work in a punctual manner; • Opening the Lifeguard hut and checking weather for appropriate flag to be erected; • Send text within 15 mins of arrival at Beach to WSDO confirming initials of all lifeguards on site; • Wearing the official Lifeguard clothing as provided by the Council at all times when on duty; • Checking the tide; • Putting out temporary signage as appropriate; • Patrolling the beach regularly • Checking all signs and lifesaving equipment including ring buoys on the beach daily; • Keeping the assigned area clear of all hazards and remove same as required e.g. broken glass etc; • Keeping the welfare unit and area around Lifeguard station clean; • Beach Lifeguards should be on patrol or on look out from outside of the hut and should be inside the hut or welfare unit for breaks only; • Being courteous with members of the public; • Logging all accident and incident reports; • Liaising with supervisor and Communications Department of the Council in relation to media issues. Dealing directly with the media is not permitted; • Keeping the Lifeguard Hut clear of visitors except people in need of First Aid; • Managing the assigned beach area in respect of all activities; • Reporting directly to the Water Safety Development Officer and/or District Engineer and/or their designated persons; • Supervising and assisting in rescue operations; • Reviewing complaints and accidents where required; • Testifying in court as a witness if required on behalf of the Council; • Reporting to their supervisor on the state of all rescue equipment, facilities and supplies; • Warning the public of dangerous conditions and post warning devices; • Administering medical aid and performs cardio-pulmonary resuscitation; • Explaining bye-laws and regulations to the public where necessary; • Coordinating with and requesting assistance from other agencies as required (in conjunction with supervisor); • Ensuring that at all times, priority is given to Swimmers and First Aid requirements. • All duties as laid down in the Irish Water Safety Lifeguard Handbook as appropriate to their workplace This list may not include all duties to be performed by employees in this appointment. This list may not include all duties required as the nature of a Beach Lifeguards work may lead to unforeseen lifesaving situations ashore. Lifeguards will be required to work irregular hours to coincide with tidal conditions and bathing periods, including work at weekends and particularly over holiday weekends. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Hold a current Irish Water Safety, National Beach Lifeguard Award or equivalent qualification as recognised by the International Lifesaving Federation (ILS); • Be 18 years of age or over All candidates will be required to undergo a practical test in Basic Life Support (BLS), swimming ability, lifesaving techniques and a theory test conducted by an examiner nominated by the Irish Water Safety Association. They will be required to maintain a daily training routine unless they are engaged in lifesaving operations. Candidates holding Certificates of Competence in basic first aid and/or VHF radio will gain extra marks. While the above qualification is the minimum requirement for this post the following Pre-Hospital Emergency Care Council (PHECC) qualifications would also be desirable: Cardiac First Responder, Emergency First Responder, and Occupational First Aid. Hours will be part – time for June, full time for July & August and part-time for the first two weeks in September. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. Candidates must be available to work from Monday to Sunday and hours shall vary from early morning to late evening. The working hours will be on a rota basis arranged by the Supervisor. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. THE ROLE Reporting to the Administrative Officer, Traveller Accommodation Unit, Housing Operations Directorate; the Traveller Liaison Officer will work closely with Traveller families, providing hands-on assistance in both formal halting sites and private residences, managing Traveller-specific accommodation and helping to resolve housing-related challenges. The Traveller Liaison Officer will also coordinate with other Council departments, external agencies, and social services to offer a holistic approach to improving the living conditions of Traveller families. Regular on-site visits, consultations, and maintaining up-to-date records are critical aspects of this role. You will also have a vital role in responding to and managing unauthorised Traveller encampments and will be a pivotal liaison in conflict resolution and compliance with local authority regulations. The role offers an opportunity to make a meaningful difference by fostering positive relationships between the Council and the Traveller community, contributing to improved outcomes for this marginalised group. If you have experience working with vulnerable communities and are passionate about driving social change, this role provides a challenging yet rewarding opportunity. The Traveller Liaison Officer (Grade VI) duties shall include but are not limited to the following; 1) Making regular visits to Traveller Specific Accommodation both official and unofficial sites as well as home visits to Members of the Traveller Community. The successful candidate will be required to drive a car for the role of Traveller Liaison Officer; 2) Offering advice and support to tenants from the Traveller community which will help sustain tenancies; 3) Responding to referrals in relation to housing department clients who are experiencing social difficulties (including tenants living in Traveller specific accommodation and private rented accommodation) and to offer clients advice and information in relation to social issues / support services; 4) Liaising, where appropriate, with other sections of the Housing Operations Directorate and/or other agencies on behalf of the client; 5) Advocating, where appropriate, on behalf of the client seeking to access resources from the Housing Operations Directorate and/or external agencies; 6) Referring clients to other agencies, where appropriate; 7) Providing other sections of the Housing Operations Directorate with reports outlining the social circumstances of specific housing department clients; 8) Ensuring accurate and live reporting on the service that may be required for the Council and the Department of Housing, Local Government and Heritage. 9) Working in partnership with Travellers/other agencies in order to develop initiatives aimed at improving the overall social circumstances of people from the Traveller Community; 10) Maintaining records and documentation in accordance with City Council’s policies and procedures, using computerised systems, as appropriate; 11) Liaising with all of the Traveller Support Agencies as appropriate; 12) Ensuring, in relation to Traveller Families, that the following activities are attended to: • Visiting tenants in Social Housing and Traveller specific accommodation in the City as requested; • Advising tenants in relation to compliance with the Letting Agreement; • Referring tenants to other sections of local authority or Government Departments from which they may need assistance or advice; • Making recommendations for adjustments to tenancies in response to family needs; • Providing information and support as appropriate on family health and wellbeing; • Providing information and support on interpersonal matters as appropriate including relations between tenants; 13) When required, investigating and reporting on applicants for tenancies of houses provided by the local authority and report on the circumstances of persons living in houses affected by the housing activities of the local authority; 14) Presenting information to Court, if necessary; 15) Carrying out such general welfare activities not necessarily connected with housing as may be assigned to him/her by the local authority from time to time; 16) Ensuring the discharge of all professional and statutory responsibilities in the area of childcare, in collaboration with the Child & Family Agency; 17) Complying with all statutory, legal, and quasi statutory rules and regulations covering Safety, Health and Welfare at work issues and fully discharges the role responsibilities in this area and ensuring that all staff do likewise. 18) Carrying out duties as may be assigned from time to time. 19) Deputising for staff at a more senior level when required. This panel will be used to fill positions at schools located in Sligo Town only. This is a pensionable part-time position. The employment may be suspended as follows: (i) During periods of closure of the particular school or schools for holidays or any other reason, and (ii) During other such periods as may be determined by the employer. 2. DUTIES Duties of a School Warden include, but are not limited to, the following: During School Term • To attend for duty at the prescribed times and perform such duty under the direction of the local authority or any member of An Garda Síochána. • To ensure the safe crossing of school children at, or in the vicinity of, schools at schools’ opening and closing times. • To carry the official sign (at the discretion of Wardens when high winds prevail) at all times when on duty. (This will be supplied by the employer). • To notify the employer, where possible, without delay, should a traffic accident/near miss occur at or in the vicinity of the Warden’s duty point, area of concern. • To furnish such records and reports relating to the employment as may be required by the employer. Outside of School Term and on School Closure Days • When schools are closed, School Wardens may be assigned litter picking duties in the vicinity of their assigned location (or at such other location as may be directed by the Line Manager from time to time). The hours of work (10 hours per week) for these duties will be agreed with the Line Manager. • Any other duties assigned from time to time. Health & Safety Duties: • School wardens are to receive training appropriate to their role. • School wardens are to work in a safe manner at all times and safeguard all children using the crossing. • School wardens are to be in attendance at the crossing to which they are assigned at all duty times. • School warden uniform must be worn as indicated by Section 96 (4) of the Road traffic Act 1961. • School wardens are to wear a uniform including a Class 3 high visibility coat, hat and protective footwear. • School wardens are responsible for the custody and maintenance of the statutory sign provided for duty. • Accident/Incidents are to be reported to their Line Manager as soon as possible. Any other duties that may be assigned from time to time. 3. REMUNERATION The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary €39.23 per day 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, that the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Interviews will be held in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. 9. NORMAL WORKING HOURS Normal working hours are 8.30 a.m. to 9.30 a.m. and 2.15 p.m. to 3.15 p.m. Monday to Friday during school term, or as otherwise may be agreed between the employer and the relevant school Principal. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. During periods of school closures, working hours will be as agreed with the Line Manager. The School Warden is obliged to notify the employer without delay should they be unable to attend work due to illness or for any other reason. 10. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. 11. PERIOD OF ACCEPTANCE OF OFFER The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 12. ANNUAL LEAVE Annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act, 1997. 13. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. 14. GARDA VETTING & REFERENCES The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to the employer. 15. TRAINING Successful candidates will be required to undertake any course of training which is determined relevant by Sligo County Council. 16. Relief Sports Unit Operative

Louth County Council is currently inviting applications from suitably qualified persons for the above competition. Louth County Council will, following an interview process, form a panel for the post, from which future relevant vacancies may be filled, subject to sanction approval from the Department of Housing, Planning and Local Government. This panel will exist for 12 months and may only be extended at the discretion of the Chief Executive. Duties of the Sports Unit Operative: The duties to be assigned include the following. This list is not exhaustive and may be reviewed from time to time as organisational needs require: • Sport Unit Operative work in Dundalk Sports Centre (Dundalk) and/or the Lourdes Stadium (Drogheda) or any other LCC-owned Sports facilities as required • Maintain clean & safe facilities to National Quality standards • Process payments • Set up and tidy away equipment as necessary • Take bookings on a computerised booking system • Work with other sports unit staff to deliver programmes and to assist in administration work • Provide first aid (if qualified) when appropriate • Delivering Sports Unit run programmes and activities • Assist supervisory team in meeting sports unit objectives and delivery of work • Operate in a safe and efficient manner • Comply with all Louth County councils policies and procedures • Communicate effectively all members of the sports unit team • Work evenings and weekends • Any further duties which may be assigned from time to time Qualifications for the post Essential Criteria 1. Character Candidates shall be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (a) Hold a National Diploma (level 7 in the National Framework of Qualifications) in a Sports/Leisure/Recreation/Physical Activity Related field or equivalent or be currently enrolled in a Sports/Leisure/Recreation/Physical Activity Related course. and (b) Be Computer Literate. and (c) Candidates should display enthusiasm and possess a high standard of interpersonal and organisation skills and be customer focused. and (d) Candidates should be willing to undergo ongoing training to up skill, where necessary. Desirable Criteria • Practical experience delivering structured sports, fitness, or recreational programmes to varied age groups (youth, adult, older adults). • Experience working in a sports facility, community centre, or similar environment involving customerfacing roles. • Proficiency with computerised booking and membership systems, including managing schedules, handling payments, and generating reports (e.g., Legend, EZFacility, or equivalent). • Current valid First Aid certification (e.g., FAR, Occupational First Aid, or equivalent). • Experience collaborating with sports development officers, coaches, or facility management in organising and delivering local sports initiatives. • Ability to handle minor maintenance or troubleshooting of sports equipment (e.g., setting up nets, weights, gym equipment). • Excellent communication and teamwork skills, with the ability to adapt to changing priorities in a multi-location sports unit. Particulars of Post The Post This is a part time relief post. Salary Salary shall be at Light Equipment Operator Scale – currently €19.13 per hour. Location of post The post holder will be based between any of Louth County Councils Sports facilities including: • Dundalk Sports Centre, Muirhevnamor, Dundalk or • Lourdes Athletic Stadium, Boyle O Reilly Terrace, Drogheda Louth County Council reserves the right to assign the post holder to any council premises, now or in the future subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Hours of work Part time relief hours as required to meet operational needs. This position will be offered on a banded hours basis, with the successful candidate required to be available for a minimum band of 3–6 hours per week. Banded hours are subject to review annually. Superannuation A. Officers joining the Public Service after the 1st January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. A rate of 3% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC). This includes a contribution to a Spouse’s and Children’s Scheme. OR B. Officers who became pensionable officers of the Public Service prior to 1st January 2013 and who are liable to pay the Class A rate of PRSI contribution will be required to contribute at a rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC). You will be required to contribute at a rate of 1.5% of your pensionable remuneration to the Spouses & Children’s Pension Scheme. OR C. Officers who become pensionable officers of a Public Service prior to 5th April 1995 and who are liable to pay the Class D rate of PRSI contribution will be required to contribute at a rate of 5% of their pensionable remuneration. If an option to join a dependent scheme was made you will be required to contribute at a rate of 1.5% to a Dependents Pension Scheme. Retirement Retirement is dependent on the superannuation scheme you become a member of and details will be made available to you upon appointment. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Probation Where a person, who is not already a permanent officer of Louth County Council, is appointed, the following provisions shall apply: • There will be a probationary period of 9 months from date of employment, • The Chief Executive may at his or her discretion extend this period, • You shall cease to hold office at end of the period of probation unless during this period the Chief Executive has certified that your service is satisfactory. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance, thereof. Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Annual Leave Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1977 (as amended). Start date The successful candidate must take up their appointment not more than 6 weeks from original offer. Should they fail to take up the appointment within that period, the council at its discretion may not appoint them
