The Money Adviser will provide a free, independent, confidential money advice service to facilitate clients to deal with debt problems and to become financially independent in the long term. Money Advisers also provide debt prevention education to the target group. Key Responsibilities of the Role: Incremental Credit: It is expected, that all new entrants to MABS will be appointed at point one of the salary scale. However, North Leinster MABS operates an incremental credit process for appointments higher than point one. This process is applicable to new entrants into MABS. Incremental credit criteria, based on the competencies for the role, are assessed against employment history as laid out in the application form only. A request for incremental credit from a successful candidate must be made within the first 3 months of employment. The decision on whether or not to award an incremental credit is a decision made by the Board and is subject to the availability of funding. A panel may be formed of qualified candidates from which temporary, part-time Money Adviser posts which arise within the next 12 months will be filled should vacancies arise in this period. SECTION 1: THE ROLE Cork County Council is seeking applications from suitably qualified candidates with relevant experience, who wish to be considered for inclusion on a panel from which vacancies for General Services Supervisor Roads (Bandon/Kinsale MD) may be filled. The initial assignment for the position will be based in Kinsale, Co. Cork . The General Services Supervisor is an outdoor, frontline, supervisory line management role which includes responsibility for the management of staff. The General Services Supervisor is also one of the Council’s key representatives on the ground on a day-to-day basis and is often the first point of contact in emergency and crisis management situations. The ideal candidate will be a highly motivated, adaptable, and flexible person with a strong sense of commitment to delivering quality public services, who must also demonstrate a clear knowledge and understanding of: 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4: TENURE The position is permanent and full-time. The post is pensionable. A panel may be created to fill vacancies for General Services Supervisor Roads (Bandon/Kinsale MD) which may arise over the lifetime of the panel. The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: REMUNERATION The initial wage is €896.28 basic per week (point 1) on assignment, rising after training and satisfactory service by annual increments to €1,056.14 basic per week (point 10) . Where there is an increment entitlement, increments are paid subject to satisfactory attendance, conduct and performance. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Heritage and Local Government. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 6: LOCATION OF POST The initial assignment for the position will be based in Kinsale, Co. Cork . The base for working purposes shall be the location as determined by Cork County Council. The person appointed may be requested to provide temporary cover in adjoining municipal districts, as required. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The successful applicant will be required to reside in the area in which the duties of the post are to be performed or at a location acceptable to the Council. SECTION 7: WORKING HOURS The working hours at present provide for a 5-day, 39-hour week . You may be required to work overtime as required from time to time. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001 . SECTION 8: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday or on a pro-rata basis for the period. Notice of intention to take leave shall be given to the Council at least two weeks before proposed leave commences. Cork County Council’s leave year runs from 1st January to 31st December . Granting of annual leave, payment for annual leave, and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). SECTION 9: TRANSPORTATION When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. Cork County Council may supply a van for use in connection with the work, which will be fitted with a GPS system and which will be monitored regularly.

Cork University Maternity Hospital (CUMH) is a 150 bedded Tertiary Referral Centre for Maternity, Neonatology and Gynaecology located on the campus of Cork University Hospital. CUMH incorporates Obstetrics, Gynaecology and Neonatology Services in the Cork University Hospital Group within the Health Service Executive Southern region. CUMH has approximately 7,000 births per annum and is a tertiary referral centre. Services at CUMH are delivered within HSE South West, Ireland South Women’s and Infants Directorate which is based on the principles of partnership and integration and strongly supports the involvement of the multidisciplinary team in service provision. CUMH is a site for clinical placements for student midwives and student nurse/midwifes in undergraduate and postgraduate programmes delivered in partnership with University College Cork. CUMH Services incorporates the use of the MN-CMS (Maternal Newborn Clinical Management System) into care delivered at CUMH. There are four Maternity Units in Ireland South Women and Infants Directorate – University Hospital Waterford, University Hospital Kerry, Cork University Maternity Hospital and Tipperary University Hospital - spanning four of the largest counties in the country. Maternity Services includes Neonatology and Gynaecology as well as Midwifery and Obstetrics. The Group’s Primary Academic partner is University College Cork. A wide range of educational programmes and research is conducted within all hospitals in the Group. The cAN/MP provides expert, autonomous care to women experiencing complications in early pregnancy, with a particular focus on the diagnosis, management, and emotional support of women with threatened miscarriage, miscarriage, recurrent miscarriage (RM), and including ectopic pregnancy and pregnancies of unknown location (PUL). The role includes clinical assessment, ultrasound scanning (if qualified), prescribing, and coordination of care within a multidisciplinary team. Purpose of Post The main purpose of the post is to develop the job description and supporting documentation under the direction of the CUMH Advanced Practice Stakeholder Governance Group, to enable the individual candidate to meet the NMBI Criteria for Registration as an Advanced Nurse/Midwife Practitioner as set out in Advanced Practice (Nursing/midwifery) Standards and Requirements (NMBI, 2017). The individual will undertake the academic preparation and develop the clinical and leadership skills, competencies and knowledge required to meet the criteria to be registered as a RAN/MP with NMBI. The scope of the cAN/MP role must reflect the incremental development of expertise and as such, the cAN/MP cannot deliver care as an autonomous practitioner. The individual will complete and submit the necessary documentation for registration as an RAN/MP with NMBI. The value of the nursing/midwifery contribution as a distinct profession must be safeguarded and articulated in the development of new services led by advanced nurse/midwife practitioners, complementing rather than replacing current services delivered by doctors (NMBI 2017 p.9). The overall purpose of the post is to provide safe, timely, evidenced based nurse/midwife-led care to patients at an advanced nursing/midwifery level. This involves undertaking and documenting a complete episode of patient care (assess, diagnose, plan, treat and discharge patients) according to collaboratively agreed protocols and scope of practice in the clinical setting; demonstrating advanced clinical and theoretical knowledge, critical thinking, clinical leadership and decision making skills. The advanced practice role demonstrates a high degree of knowledge, skill and experience that is applied within the nurse/midwife-patient/client relationship to achieve optimal outcomes through critical analysis, problem solving and accurate decision-making (NMBI, 2017). The cAN/MP will manage a caseload depending on service demand and acuity to include o Women with threatened miscarriage and miscarriage o Suspected or confirmed ectopic pregnancies. o Pregnancy of unknown location (PUL) o Post-management follow-up (following expectant, medical, or surgical management). o Women with recurrent miscarriage (RM) o Bereavement support, clinical triage, and referrals to gynaecology, mental health, and community services. o Clear, compassionate communication regarding results, next steps, and recovery expectations, when to seek urgent care, support and access in subsequent pregnancies. o Telephone or in-person follow-up consultations to assess physical and emotional recovery. o Referral of patients to gynaecology, mental health, bereavement counselling, fertility services or the pregnancy loss clinic as appropriate. o Escalation of care for women with ongoing symptoms e.g. retained pregnancy tissue or ongoing bleeding, molar pregnancy Central to this is the provision of quality care, a safe environment and processes for women by the use of evidence based clinical guidelines that address patient expectations, promote wellness and evaluate care given. The role will provide clinical leadership and professional scholarship in order to develop nursing/midwifery practice and health policy at local, regional and national level.
