Driving Licence The Holder of the Post of shall hold a full driving licence for Class B vehicles free from endorsement/disqualification. When required to do so, holders of office shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. 4. Character Candidates shall be of good character. 5. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. * Non Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. PARTICULARS OF OFFICE 1. The Post: The post is permanent, whole-time and pensionable. A panel will be formed for an initial period of one year and this may be extended for a period of time at the discretion of the Chief Executive. The panel will be used to fill appropriate positions that may arise for its duration. Positions will be offered in order of merit as per the panel. 2. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Starting pay for new entrants will be at the minimum of the scale. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale, and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. The rate of remuneration may be adjusted from time to time in line with Government pay. The current salary scale applicable to the post is €57,322 - €70,030 LSI 2 3. Duties: The duties of the post are to give to the local authority, and a) such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and b) to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body herein before mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him/her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level. The post holder may be required to work outside his/her normal job description from time to time. The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require: · Operate under the direction of, and report to, the NWCPO IS Project Leader or to any other such person as may be determined by the Council from time to time; · Ensure that the NWCPO’s ICT infrastructure and business applications operate efficiently, perform to agreed targets, and deliver a secure and compliant platform for the Office to carry out its business; · Act as a senior internal ICT specialist, leading where necessary, in the delivery of solutions to complex technical issues; · Investigate and recommend new and emerging technologies that would contribute to the improvement, efficiency and enhancement of existing information systems and maximise ICT opportunities; · Proactively develop, monitor, support, improve and manage the ICT infrastructure environment including networks, servers, cloud services, desktop/laptop and mobile systems · Assist in the development of long-term, strategic plans, for the development of ICT capabilities within the Council; · Implement and develop the ICT strategy/vision to support Offaly County Council’s overall Corporate Plan strategic objectives and ensure compliance with best practice standards and codes of practice; · Provide effective leadership and management of ICT staff including implementation of the Performance Management Development System (PMDS) within the section; · Manage the IT Operations team as a customer-focused service function; · Support the provision of infrastructure that will maximise the potential of and promote the use of e-business/e-service; · Ensure the security and integrity of Council data and ICT infrastructure; · Ensure business continuity and disaster recovery technologies and processes are appropriate to the organisation’s needs and risk management policies; · Ensure compliance with licencing requirements and make the most cost-effective use of ICT licences; · Contribute to the development and review of ICT policies; · Advise on the technical specification relating to new information systems or ICT infrastructure, to include the preparation of a Business Case when required; · Contributing effectively to business process improvement initiatives; · Procure ICT hardware, software and licenses (including contract negotiation); · Manage and procure external technical support services when required to ensure service quality, standards and targets are achieved; · Analyse, interpret and communicate effectively, technical information and concepts to the local authority, management, staff and elected members; · Liaise with other sections of the Council to ensure that the ICT functions and capabilities align with the business goals of the Council; · Negotiate between the Information Systems function, other directorates, and external suppliers to resolve technical or contentious issues and conflicts to ensure that projects and services are delivered on time and within budget; · Plan and prioritise work effectively and be proactive and self-directed; · Work under pressure to tight deadlines and to take a strategic approach in the delivery of key policy objectives; · Manage and deal with conflicting demands within prescribed timelines and deadlines; · Implement all Health and Safety management systems; · Carry out duties at all times in a fair and impartial manner that enhances public trust and confidence; · Deputise for line manager when required; · Undertake any other duties of a similar level and responsibilities as may be required from time to time. 4. Work Base: Offaly County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 5. Working Hours: The working hours at present provide for a five day, thirty-five hours working week, hours may vary from time to time. The working hours may be reviewed at any time by the Council. The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remunertation will be paid in respect of such activities. The provisions of Offaly County Council’s Time and Attendance Policy is applicable to this grade at the current time. A flexible working hours system is in operation subject to the terms and conditions of the Time and Attendance Policy. 6. Annual Leave: The current annual leave entitlement is 30 days. Granting of annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended) 7. Sick Leave: The terms of the Public Service Sick Pay Scheme will prevail. 8. Probation: Appointees will be on probation for the first year of employment. The terms of the Offaly County Council Probation Policy will apply. 9. Superannuation: Public Service Pensions (Single Scheme and Other Provisions) Act 2012 : New members joining the Public Sector on or after 1st January, 2013 will be required to join the Single Public Service Pension Scheme. The Single Scheme applies to all pensionable first-time entrants to the Public Service as well as to former public servants returning to the public service after a break of more than 26 weeks. A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 3% of their pensionable remuneration plus 3.5%, of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). This includes a contribution to a Spouse’s and Children’s Scheme. Pension and retirement lump sum based on career-average pay, pensions will be co-ordinated with the State Pension Contributory (SPC). For persons who commenced public sector employment prior to 1st January 2013: Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (ie. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. 10. Retirement: Public Service Pensions (Single Scheme and Other Provisions) Act 2012: The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 65 years is the minimum age at which a person may be paid. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 65 years. 11. Travel: Holders of the post shall hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department circulars and Local Authority Travel and Subsistence Policy. Offaly County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately.

Parliamentary Reporter (Bilingual – Irish and English)
Role and Responsibilities Parliamentary Reporters work in the Debates Office of the Houses of the Oireachtas which is responsible for producing the Official Report of the proceedings of Dáil Éireann, Seanad Éireann and the various Oireachtas committees. The work involves attendance in the Chambers of both Houses and committee rooms, logging proceedings and producing the report from the digital audio sound recording on the in-house bespoke debates authoring system using direct inputting and technologies such as voice recognition software. Ancillary tasks include the collation and production of replies to written parliamentary questions, revision/proofing of copy, indexing and other project-related work. The Debates Office is a dynamic environment with a dedicated, highly qualified and motivated staff who take immense pride in their work. Staff participate in a number of international professional networks across parliaments and legislatures, including the British Irish Parliamentary Reporting Association, which is dedicated to attaining and maintaining the highest standards of parliamentary reporting. The position requires an ability to work effectively under pressure to meet agreed deadlines in submitting copy to the Editor of Debates for publication on the Oireachtas website in HTML, XML, and PDF formats. During the parliamentary session, Parliamentary Reporters typically work late into the evening on certain rosters. Candidates should be aware late working is an essential element of the job during Parliamentary Sittings. The key responsibilities of the Parliamentary Reporter are as follows: • Reporting proceedings of Parliament for publication. • Attendance in the Chambers of both Houses and committee rooms. • Logging proceedings and producing the Official Report from the digital audio sound recording using direct inputting and voice recognition software on an in-house bespoke debates authoring system. • Ancillary tasks include the collation and production of replies to written parliamentary questions, revision/proofing of copy, indexing, and other project-related work. • Knowledge gathering and information sharing with other offices and staff throughout the Service. • Trialling of new technologies as required to enhance reporting and the production of the Official Report. • Participation in cross sectional and external fora as required. • Any other duties assigned by the editorial team. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure, National Development Plan Delivery and Reform (DPENDR) letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the DPENDR and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Career Breaks Subject to satisfying the eligibility requirements, the competition is open to staff who are on a career break, provided their career break conforms to the provisions of the Department of Finance Circular (4/13), or on secondment arrangements. Staff who are on career break under the Incentivised Career Break Scheme 2009 are not eligible to apply. Department of Health and Children Circular (7/2010) The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Environment, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for re-employment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). Declaration Applicants will be required to declare whether they have previously availed of a Public Service scheme of incentivised early retirement. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment. Principal Conditions of Service General The appointment is to a permanent post in the Civil Service and is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3 (LSI1) and 6 (LSI2) years satisfactory service at the maximum of the scale. Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government Policy. Different terms and conditions may apply, if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant. Subject to satisfactory performance increments may be payable in line with current Government Policy. Statutory deductions from salary will be made as appropriate by the Service. You will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Tenure and Probation The appointment is to a permanent position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date specified on the contract. During the period of your probationary contract, your performance will be subject to review by your supervisor(s) to determine whether you: (i) have performed in a satisfactory manner, (ii) have been satisfactory in general conduct, and (iii) are suitable from the point of view of health with particular regard to sick leave. Prior to the completion of the probationary contract a decision will be made as to whether or not you will be retained pursuant to section 5A (2) of the Civil Service Regulation Act 1956 as amended. This decision will be based on your performance assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to you by the Houses of the Oireachtas Service and you will be given a copy of the Department of Public Expenditure, National Development Plan Delivery and Reform’s guidelines on probation. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended and your probation period suspended. • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation, and • Any other statutory provision providing that probation shall – (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employee’s return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Unfair Dismissals Acts 1977-2015 The Unfair Dismissals Acts 1977–2015 will not apply to the termination of this employment by reason only of the expiry of this probationary contract without it being renewed. Organisation of Working Time Act 1997 The terms of the Organisation of Working Time Act 1997 will, where appropriate, apply to this appointment. Headquarters Headquarters will be such as may be designated from time to time by the Service. When required to travel on official duty the appointee will be paid appropriate travelling expenses and subsistence allowances, subject to normal civil service regulations. The Houses of the Oireachtas Service and its environs are currently based around Kildare Street, Dublin 2. Hours of Attendance Hours of attendance will be as fixed from time to time under section 23 of the Staff of the Houses of The Oireachtas Act, 1959. At present they amount to 41 hours and 15 minutes gross (35 net hours) per week. Flexibility is required with regard to late-night working and extra attendance, which is required from time to time arising from the exigencies of the Houses of the Oireachtas Service.

The position of Executive Librarian is a middle management role within the Council’s library service. Hours of Work The post entails a wide range of duties which require maximum flexibility and will be based on a 35-hour week, involving regular evening and weekend attendance where necessary. The Council reserves the right to alter your hours of work from time to time. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. A person paying Class D rate of PRSI who becomes a pensionable officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or the Local Government (Spouses and Children's Contributory Pension) Scheme and if a member of either scheme will be required in respect of the to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. Officers are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. This scheme is contributory and provides pension, retirement and death gratuities. In order for a new entrant to the scheme to qualify for a pension, he/she must have served a minimum of two years employment in a local authority. For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pensionable remuneration; pensions will be co-ordinated with the State Pension Contributory. Community Employment Supervisor
The Role The employment is temporary, wholetime and pensionable. A specific purpose contract will apply for the duration of time that the Department of Social Protection promote and support the Community Employment Schemes within the control of South Dublin County Council (SDCC).
