Senior Facilities Attendant

THE COMPETITION Clare County Council is currently inviting applications from suitably qualified persons for the above competition. Clare County Council will, following the interview process, form a panel for the post of Senior Facilities Attendant from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION The Senior Facilities Attendant will ensure that the buildings (and their surrounding sites ) within the remit of the Facilities Team are maintained and presented to a high standard, with a key focus on cleanliness and orderliness of all operational areas and ongoing identification of maintenance and health and safety issues for resolution. The Senior Facilities Attendant will ensure that the buildings meet the needs of all staff, elected members and customers and be a driving force in fault resolution and responding to all issues raised to ensure that they are dealt with in a timely manner. ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE The ideal candidate for the position shall: 1. Have more than five years experience in a Facilities management or Facilities attendant role. 2. Will have a knowledge and prior experience of the operational functionality of buildings and how to identify and resolve basic maintenance issues, that can be resolved without engaging specialist contractors. 3. Will have a keen eye for detail and an understanding of the importance of high standards of presentation, security, cleanliness and general appearance of the properties in question. 4. Will have experience of using IT systems including Microsoft products, email and computerised Building maintenance and Management Systems such as Flex, etc 5. Have experience in the area of post-room management (including registered post) and oversight to include delivery control to other corporate buildings 6. Have experience of managing and motivating staff 7. Be capable of showing initiative and organising work schedules and staff DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • Line Manager for the Facilities Attendants under the Facilities Department, performing both a Supervisory and Auditory role in overseeing the day-to day tasks of all Facilities Attendants. Coordinate rostering, time sheets and annual leave of Facilities Attendants to ensure adequate cover for all buildings under their remit. • To ensure compliance with the Occupational Health and Safety Management System in operation in Clare County Council and to fully participate in any safety programme that may be implemented, including having input into completion of risk assessments. To wear any PPE, safety equipment/uniform supplied. • Day-to-day Site co-ordination of all activities including Event Management, Waste Management, Deliveries, Cleaning contractors and the in-house Postal / Porterage Service. • Management of Access Control Systems to ensure timely issuance of Access Cards, in particular for new staff. Responsibility for the daily access integrity of the building which may include the custody of keys and upkeep of Key issue Sheets. • Dealing with issues identified through Computerised Maintenance Helpdesk for Staff and supporting the Building Management System (incorporating the ICR / PAR Register) by organising solutions and by monitoring and updating the Council’s Computerised Maintenance Management System. • To monitor and organise car parking areas and maintenance of the Corporate Grounds and to ensure that at all times the grounds are safe and litter free. • Ensuring daily checks on all meeting rooms for presentation, layouts, seating, waste management clutter etc, thus ensuring high standards of presentation in all buildings under their remit. To carry out inspections on all communal areas including toilets/changing facilities to ensure high standards of hygiene and cleanliness and carry out any works that may be required. To ensure any spillages, etc are dealt with promptly. Liaising with all relevant Service Providers to ensure a high level of service. • Ensuring the Council Chamber, Boardroom and the Annex to the Council Chamber are presented in excellent condition for all large meetings and that all tea/ coffee and related services are provided. • Co-ordination of large events, including public consultation events, presentations and exhibitions organised by Corporate Services / other Directorates that may be in atrium, council chamber or other areas. • Assist in conducting ongoing Audits to maintain high standards and progressing work orders where issues are identified. • Organising procurement of regular supplies and materials, including use of Low Value Purchase Card • Supporting the Facilities Manager in delivering Facilities Projects such as Internal Fit-outs, Staff Relocation and New Arrivals. • Dealing with unexpected issues promptly, with escalation as necessary to the Facilities Manager • Assist the Records Management Team in Corporate Services in re-location of file boxes to the various Records Management Stores, using any lifting aids and equipment provided. • To deal with members of the public in a courteous, prompt and efficient manner and to promote a good image of the Council and ensure the delivery of a quality and courteous service to the public, Councillors and Staff. • To organise, under the direction of the Facilities Manager and in consultation with Corporate Services Department, the internal and external postal arrangements of the organisation. • To carry out any repairs, maintenance and cleaning as may be required from time to time, including checking plant and equipment and reporting on any damaged fixtures or fittings. • To set up/relocate workstations and fixtures as instructed. • Ensure arrangements are in place to monitor and respond to intruder alarm/fire / panic alarm systems (as required) and adjust as instructed. • To be available to attend to any emergency work that may arise outside of normal working hours including responding to queries/calls from An Garda Síochana or any other such persons. • To participate in an emergency call out roster, if required. • To ensure that general porterage duties including the movement and storage of materials/ deliveries are carried out promptly. This will include retrieval from the archive/ storage facilities. • To be responsible for the Waste Management on a daily basis. To collect material from waste facilities regularly and to arrange for proper disposal of same in accordance with the Council’s Environmental policies. • To create and maintain accurate records and comply with all Data Protection policies and legislation. • To co-operate with and use any new technology/equipment and communication systems that are in place from time to time. • To carry out such other duties as may be assigned by Director of Service or their delegated officer. • To participate in training provided by the County Council and to facilitate training of subordinates, including 100% attendance at mandatory Health & Safety Training. • To participate fully in the PMDS process including in evaluation of subordinates and/or any other such persons as designated by the Chief Executive. ESSENTIAL CRITERIA 1. Character Each candidate must be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (a) Have a good standard of education sufficient to enable them to perform the job efficiently and effectively including doing written reports on matters pertaining to the duties of the position. (b) Have good initiative, communication and interpersonal skills. (c) Have ability to adapt to new processes/procedures and to undergo any training that is required. (d) Have a current full Class B driving licence free from endorsements, on the latest date for the receipt of completed applications. Shall drive on occasion a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. (e) Have adequate experience of a type which would render them suitable to perform satisfactorily the duties of the position including supervisory experience and experience of planning and organising work to achieve priority work items in an agreed time-frame. (f) Be able to read and interpret drawings. (g) Have a current Safe Pass Card at the time of any appointment. (h) Be able to demonstrate an understanding of the Occupational, Health and Safety responsibilities of the post. *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. 4. Age Each candidate must be under 70 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. However, the age restriction of 70 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 5. Citizenship: Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting pay for new entrants to the sector will be at the minimum of the scale. The current salary scale applicable to the post is €768.43 to €834.02 per week (Oct 2023)
