Traffic/Litter Warden
THE ROLE Cork County Council is seeking applications from suitably qualified candidates with relevant experience, who wish to be considered for inclusion on a panel from which vacancies for Traffic/Litter Warden may be filled. Key responsibilities of the role include: • Issuing of fixed charge offence notices (fines), reports, and the preparation of files for legal proceedings, • Giving evidence in Court, • Attend and part-take in training as required, • Complying with Parent & Ancillary Safety Statements, including the completion of Risk Assessments. A panel may be formed to fill this position and any future Temporary vacancies for Traffic/Litter Warden which may arise during the lifetime of the panel. The initial assignment is Skibbereen Town. The Traffic/Litter Warden shall report to Council’s Supervisor Traffic Management Parking Control & School Wardens, or any other person designated by the Senior Executive Officer, in the Municipal Districts Operations & Rural Development Directorate. DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office; i) The Warden is required to carry out his/her duties in Cork County with details to be determined by the Director of Services, or other appropriate Supervisor. ii) To carry out functions specified in sub-section (2) of Section 2 of the Local Authorities (Traffic Wardens) Act 1975 and to comply with the general provisions of the Act and relevant legislation. iii) To carry out such duties as may be assigned by the Director of Services, or other appropriate Supervisor, in relation to the enforcement of the Litter Pollution Act 1997 to 2003, Waste Management Acts 1996 as amended and other relevant legislation which may be enacted by the Oireachtas. Parking Control Duties: i) To promote, encourage and enforce compliance with the following traffic and parking related legislation: a. Local Authorities (Traffic Wardens) Act, 1975 (as amended) b. Road Traffic (Traffic & Parking) Regulations, 1997 (as amended) c. Road Traffic (Signs) Regulations, 1997 (as amended) d. Road Vehicles (Registration and Licensing) (Amendment) (No. 2) Regulations, 1992 e. Casual Trading Act 1980 to 1995 f. Local bye-laws g. Any new traffic & parking related legislation coming into effect h. Any amendment legislation relative to all of the above ii) To patrol the areas specified on a pre-arranged or random basis (as instructed) and to issue fixed charge offence notices for: (a) infringement of the traffic and parking legislation and local bye-laws with which they will need to be conversant; and (b) non-display of a current tax or registration disc on parked or stopped vehicles. ii) Keep such records and undertake such surveys, as appointee may be instructed to from time to time (i.e. traffic counts/people counts, car park occupancy numbers, etc.) iii) Standard maintenance to pay parking machines. iv) Collecting monies. Anti Litter Duties: i) Patrol the areas under the jurisdiction of Cork County Council assigned to him/her by his/her Supervisor and investigate reports received through the AntiLitter Unit / Area Roads Office / Municipal District Office. ii) Observe and report all spillages from motor vehicles/skips onto the public roadway, including grain, fertiliser, oil, slurry, concrete and windblown material and other litter. iii) Maintain a watch on specified indiscriminate dumping areas as directed by the Traffic/Litter Warden’s immediate Supervisor with a view to compiling evidencetowards the prosecution of litter and dumping offenders. iv) To identify private properties on which litter is visible from public places and to identify the occupiers and owners thereof. v) To monitor all flyposting, advertising leaflets on cars and graffiti within the area of Cork County assigned to the Traffic/Litter Warden, and to contact the persons responsible for the erection and display of such flyposting, etc. for the purposes of having them removed and/or to take proceedings under the Litter Pollution Act / Roads Act 1993 against the said offenders. vi) To detect offences in relation to the placing of domestic refuse in public litter bins. vii) To detect offences in relation to the presentation of domestic and trade refuse for collection by private waste contractors. viii) To detect offences involving the disposal of litter and refuse on public streets, including the identification of the offenders. ix) To note infringements of Section 52 of the Local Government (Planning & Development) Act, 1963 or amendments thereto with respect to indiscriminate dumping on derelict sites or buildings. x) To issue “on the spot” fines in respect of offences under the Litter Pollution Act, 1997 to 2003. xi) To assist, on occasions, Waste Enforcement Officers, Litter Wardens & Dog Wardens assigned to the Environment Directorate. xii) To promote litter awareness. This duty will involve: (a) The distribution of anti-litter material, visits to schools and addressing schoolchildren regarding the law on litter and regarding the environmental damage caused by litter. (b) Work with community groups to assist and arrange in the removal of materials collected by such groups by advance agreement with the Council. (c) The arrangement and implementation of anti-litter campaigns with relevant associations, community associations, community association and schools, etc. as directed by the Traffic/Litter Warden’s immediate Supervisor. (d) The visiting of commercial premises, and the owners of other property to which Sections 6, 9 and 16 of the Litter Pollution Act, 1997 to 2003 apply with a view to ensuring by education, persuasion and advice, etc. that the requirements of these Sections are complied with by the owners and occupiers. The following duties apply to the role as a Traffic/Litter Warden i) To use as directed and upon receipt of appropriate training, information technology equipment, including personal computers, existing hand held technologies and any other technologies that Cork County Council may introduce in the future, Mobile Workforce Management system and other equipment, as directed. ii) To keep accurate records of offences as required for the purposes of Court Proceedings, to attend Court and to give evidence, as required. iii) To write clear and concise reports as necessary. iv) To carry out the function specified in Sub-section (2) of Section II of the Casual Trading Act, 1980. v) Other duties as assigned by the Supervisor Traffic Management Parking Control ELIGIBILITY CRITERIA / QUALIFICATIONS 1.
