Fisheries Officers Inland Fisheries Ireland is the state agency responsible for the protection, management and conservation of Ireland's inland fisheries and sea angling resources. We are inviting applications for  Fisheries Officers  in the following locations: This role is responsible for the protection, management and conservation of the inland fisheries resource. Successful candidates will be involved in the front line implementation and enforcement of the provisions of the Fisheries Acts, Water Pollution Acts, Water Framework Directive & other relevant statutory provisions. To qualify for these roles, candidates should have a full clean driving licence, fluent English, reside close to the base, and be able to demonstrate a passion for promoting, protecting and conserving our natural resources. Purpose This role is responsible for the protection, management and conservation of the inland fisheries resource. Successful candidates will be involved in the front line implementation and enforcement of the provisions of the Fisheries Acts, Water Pollution Acts, Water Framework Directive & other relevant statutory provisions. The Job The role of Fisheries Officer has 4 main areas of responsibility:  Fisheries Development & Conservation  Fisheries Protection  Having good personal management skills and being able to deal with the administrative responsibilities associated with the role.  Supporting IFI in any other projects or programmes as may arise and be allocated to the Fishery Officer *The above attempts to outline in a broad sense the key areas of responsibility associated with a Fisheries Officer post. However other responsibilities may arise as the requirements of our customers and online facilities change over time. Please note that while this document outlines the broad description of the role of a Fisheries Officer, there will be Responsibilities of the Post Fisheries Development & Conservation  To assist in the improvement of fish stocks by undertaking appropriate fisheries maintenance and development works, both ‘in stream’ and riparian works as required;  To improve the access to the resource by constructing and maintaining access infrastructure;  To provide assistance to angling festivals and competitions as instructed by your line manager;  To conduct, support and assist research and survey work and/or assisting research teams in these or similar functions;  To catch, measure, examine and release fish and assess their health as required;  To assist with general enquiries from the public;  To communicate with external bodies, i.e. Clubs, Fishery owners and other statutory agencies;  To liaise & develop good relationships with relevant stakeholders, i.e. Angling Clubs, Fishermen, Local Authorities, Gardai etc.;  To undertake / assist Electro-fishing and netting operations;  To maintain vehicles, RIBs, and surveillance equipment;  To tow trailers as required;  To maintain bases (ensuring that bases are kept clean and tidy);  To keep up to date with changes in legislation/EU Directives.  Responsible for conducting protection patrols to check for illegal fishing, to include Lakes, Rivers, Sea, Coastal and Estuaries, covering a wide geographical area;  Responsible for inspecting commercial Salmon & Sea Trout licence holders to ensure legislative compliance;  Responsible for inspecting recreational anglers for licence and/or permit and inspecting other anglers for compliance with regulations and bye-laws;  To participate with the Aer Corps and Naval service in fisheries patrols at sea on their protection vessels and with other agencies i.e. S.F.P.A. etc.;  To inspect fish markets and premises;  To issue Fixed Charge Penalty Notices where appropriate;  To apprehend offenders, gather evidence, attend proceedings, give evidence, and provide reports for legal advisers & relevant officers. Prepare prosecution case files in accordance with the prescribed IFI Prosecution procedure.  To detect and report pollution, take samples & gather information on water pollution and other environmental damage or activities and liaise with the IFI Fisheries Environmental Officer as required  To support team members in stake-outs as required e.g. at night /early morning  To work Unsocial Hours, an integral part of the Fishery Officer role.  To maintain a working knowledge of the ‘Fisheries Officer’ Enforcement Handbook’ Administration Responsibilities  To submit detailed diary sheets, hours worked, duties performed, areas patrolled, seizures and any other relevant information. Adhere to and comply with IFI time and attendance and fleet telematics systems and other appropriate records (all records to be submitted electronically where requested);  To submit internal reports and Service Level Agreements (SLA) metrics as may be requested by your line manager;  To prepare prosecution case files in accordance with the prescribed IFI Prosecution procedure;  To utilise appropriate technology as required (e.g. mobile devices , computers, GPS, G.I.S. etc.);  To maintain professional and technical knowledge by attending training as and when necessary;  To maintain all property and equipment, including PPE in a satisfactory condition;  To abide by health and safety requirements, Standard Operating Procedures (SOPs) etc.  To contribute to team effort and support colleagues  To provide support for Fisheries promotional and educational initiatives as may be requested by your line manager  To provide support for Invasive Species control initiatives as may be requested by your line manager;  To carry out any additional ad hoc duties as may be requested by your line manager. KEY REQUIREMENTS: Experience Essential Experience / Qualifications  Leaving Certificate or equivalent  A full driving licence valid in the State  Eligible to work in the State  Fluent English – both in spoken and written English  Reside close to base (for call-out purposes, successful candidates must reside within at least 30 mins drive of their assigned base location)  Competent in and on the water (both at sea and in lakes and rivers)  Demonstrates a passion / strong interest in promoting, protecting and conserving our natural resources Desirable Experience / Qualifications  Experience in a similar environment  Powerboat Level 2  Kayaking Level 3  Knowledge of fisheries legislation  Ability to tow trailers  Experience in fisheries development and provision of recreational infrastructure  Experience working with power tools  Experience working with chainsaws  Knowledge of carpentry or general labouring  Safe pass  Pesticide training Skills  Ability to form effective working relationships with team members, members of the public and IFI’s stakeholders  Excellent communication skills  Flexible approach to work and hours  Strong knowledge of relevant legislation  Commitment and self-motivation  Good timekeeping  Competent working with numbers  Good report writing skills  Good command of the English language  Honest, trustworthy and respectful  Acts with Dignity & Integrity at all times Knowledge  Knowledge of relevant legislation  Working knowledge of MS office – Word, Excel & Outlook, and experience of using handheld devices e.g. GIS/GPS units, radios etc. Remuneration and benefits SALARY Fishery Officer, appointments will normally be made at the first point of the scale: €24,632, €26,051, €26,871, €27,985, €28,863, €29,778, €30,448, €31,388, €32,333, €32,962, €33,902, €34,853, €36,229 (LSI1), €37,983 (LSI2) An unsocial hour’s allowance of up to €6,294 (annual basis) will be payable pro-rata at either 50% or 100% relative to the number of unsocial hours worked TENURE Appointment to this position will be a permanent appointment Candidates are required to confirm that they have never been convicted of a defence under of the Fisheries Acts, Water Pollution Acts and/or other relevant statutory provisions The closing date for this role will be  5pm on Friday 20th September.
