The NAS mission is to serve the needs of patients and the public as part of an integrated health system, through the provision of high quality, safe and patient centred services. This care begins immediately at the time that the emergency call is received, continues through to the safe treatment, transportation and handover of the patient to the clinical team at the receiving hospital or emergency department. Serving a population of over 5 million people, the NAS responds to over 400,000 ambulance calls each year, employs over 2600 staff across 118 locations and has a fleet of in excess of 620 vehicles. In conjunction with its partners the NAS transports approximately 25,800 patients via an Intermediate Care Service, co-ordinates and dispatches more than 800 Aero Medical / Air Ambulance calls, completes 600 paediatric and neonatal transfers and supports Community First Responder Schemes across the state. In 2025, the National Ambulance Service will continue implementation of a strategic plan, NAS Strategy 2025 to 2034, which is focused on ensuring the delivery of patient centred care. It brings together recommendations from a wide series of reviews into a single plan. A critical element of this is the implementation of shifting models of care that will see the service utilise other alternative services for our patients than the emergency department. Purpose of the Post (Student Paramedic) NAS is seeking persons interested in undertaking the Paramedic Training Programme (including Internship) and acquiring Registration as a Paramedic with the Pre Hospital Emergency Care Council (PHECC).  The intention of this process is to provide a pool of suitably qualified paramedics, licensed to practice by the Pre Hospital Emergency Care Council (PHECC), who will be offered positions at the grade of Paramedic at various locations throughout the NAS. The Paramedic (PHECC Registered Paramedic) will be competent to carry out all of the duties of the Paramedic (PHECC Registered Paramedic) and will have a range of abilities which will permit the safe delivery of emergency care and transport within the framework and limits specified by PHECC. The Paramedic (PHECC Registered Paramedic) will be responsible for the care, treatment and movement of patients and maintaining self, vehicles, equipment and station in a manner fit to respond to that role. The Paramedic Training Programme is operated jointly by the National Ambulance Services College (NASC) and the College of Medicine & Health, University College Cork (UCC). Working Week The hours of attendance i.e. average of 39 hours per week calculated over a predetermined period of time, involves shift work. A shift pattern may have a period of On Call incorporated. Rosters and periods of duty will involve working at weekends, nights and during public holidays. You will be required to work the agreed roster arrangements advised to you by your line manager.  Where you are required to work unsocial hours and/or night duty you will be remunerated at the nationally approved rates for your pay grade.   Where you are not assigned to a roster, your Supervisor will notify the working hours allocated to you at least 24 hours in advance. This includes persons with a diagnosis of moderate, severe and profound intellectual disability. Specifically, the MHID service offers: Multi-disciplinary assessment, formulation and interventions that are person-centred, recovery focused and bases on a bio-psycho-social model. The MHID service is typically provided in the community with outpatient clinics, as well as home and service visits offered as appropriate. The MHID team will also continue to provide assessment and intervention to a person should they require admission to the Adult Mental Health Unit, Mayo University Hospital. Key Working Relationships to include but not limited to The CNS will work collaboratively with a range of internal and external stakeholders including: Director/Assistant Director of Nursing/Midwifery/Line Manager CNS’s, RANP/RAMP’s and other nursing grades Multidisciplinary Team colleagues and other key stakeholders within services, including National Clinical and Integrated Care Programmes Service users/families and/or carers Nursing and Midwifery Board of Ireland Educational Bodies Nursing and Midwifery Planning and Development Units Centres of Nursing and Midwifery Education National Clinical Leadership Centre Other relevant statutory and non-statutory organisations Purpose of the Post The post of Clinical Nurse Specialist Mental Health Intellectual Disability — MHID has a pivotal role in the delivery of effective, recovery orientated, high quality, team based, integrated care for individuals over 18 years of age with comorbid intellectual disability and mental health problems. The purpose of the post is the delivery of care in line with on the five core concepts of Clinical Nurse Specialist role as defined by the NCNM 4th edition (2008) in order to fulfil the role. The concepts are: · Clinical Focus (Direct and Indirect Care) · Service user/client Advocacy · Education and Training · Audit and Research · Consultancy (including leadership in clinical practice) The CNS post holder will deliver care in line with the five core concepts of the role set out in the Framework for the Establishment of Clinical Nurse/Midwife Specialist Posts, 4th edition, National Council for the Professional Development of Nursing and Midwifery (NCNM) 2008. Caseload The CNS will focus on the following service user group: Adults with a significant intellectual disability and mental illness/suspected mental disorder, with an associated level of complexity that requires input from a MHID service. The CNS MHID (Mental Health Intellectual Disability) will manage a caseload of service users having responsibility for organising home visits, supporting families and carers on management strategies, psycho-education and liaising with respite and day services as required. Health and Safety These duties must be performed in accordance with local organisational and the HSE health and safety polices. In carrying out these duties the employee must ensure that effective safety procedures are in place to comply with the Health, Safety and Welfare at Work Act (2005). Staff must carry out their duties in a safe and responsible manner in line with the local policy documents and as set out in the local safety statement, which must be read and understood. · Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. · To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. Quality, Risk and Safety Responsibilities I t is the responsibility of all staff to: · Participate and cooperate with legislative and regulatory requirements with regard to quality, risk and safety · Participate and cooperate with local quality, risk and safety initiatives as required · Adequately identifies, assesses, manages and monitors risk within their area of responsibility · Participate and cooperate with internal and external evaluations of the organisation’s structures, services and processes as required, including but not limited to, The National Hygiene Audit, National Decontamination Audit, Health and Safety Audits and other audits specified by the HSE or other regulatory authority · Initiate, support and implement nursing/midwifery quality improvement initiatives in their area which are in keeping with local organisational quality, risk and safety requirement · Contribute specialist expertise to the development of PPPGs and safe professional practice and adhere to relevant legislation, regulations and standards · Comply with Health Service Executive (HSE) Complaints Policy · Respond immediately and appropriately to ensure the safety of any service user that you are aware has been put at risk · Ensure completion of incident/near miss forms and clinical risk reporting · Adhere to department policies in relation to the care and safety of any equipment supplied and used to carry out the responsibilities of the CNS in MHID Care Specific Responsibility for Best Practice in Hygiene Hygiene is defined as: “The practice that serves to keep people and environments clean and prevent infection. It involves the study of preserving one’s health, preventing the spread of disease, and recognising, evaluating and controlling health hazards. In the healthcare setting it incorporates the following key areas: environment and facilities, hand hygiene, catering, management of laundry, waste and sharps, and equipment“ (HIQA, 2008; P2) It is the responsibility of all staff to ensure compliance with local organisational hygiene standards, guidelines and practices. Eligibility Criteria Qualifications and/or experience Candidates must have at the latest date of application: 1. Professional Qualifications, Experience, etc i) Be a registered nurse/midwife on the active Register of Nurses and Midwives held by An Bord Altranais and Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland) or be eligible to be so registered. And ii) Be registered in the Psychiatric division(s) of the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann) Register or be entitled to be so registered. Or In exceptional circumstances, which will be assessed on a case by case basis be registered in another Division of the register of Nurses and Midwives. And (iii) Have a minimum of 1 years’ post registration full time experience or an aggregate of 1 years’ full time experience in the division of the register in which the application is being made (taking into account (ii) (iii) if relevant) And (iv) Have a minimum of 1 years’ experience or an aggregate of 1 years’ full time experience in specialist area of Intellectual Disability Care And (v) Have successfully completed a post registration programme of study, as certified by the education provider which verifies that the applicant has achieved a Quality and Qualifications Ireland (QQI), National Framework of Qualifications (NFQ) major academic Level 9 or higher award that is relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Alternatively provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher standard, relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Intellectual Disability area of care prior to application* (See **Note below). And (vi) Be required to demonstrate that they have continuing professional development (CPD) relevant to the specialist area. (vii) Have the ability to practice safely and effectively fulfilling his/her professional responsibility within his/her scope of practice ** Note 1: For Nurses/Midwives who express an interest in CNS roles and who currently hold a level 8 educational qualification in the specialist area (equivalent to 60 ECTS or above), this qualification will be recognised up to September 2026. 2. Demonstrate: · An in-depth knowledge of the role of the CNS Intellectual Disability · In-depth knowledge of the pathophysiology of MHID · The ability to undertake a comprehensive assessment of the patient with including taking an accurate history of their MHID condition and presenting problem. · The ability to employ appropriate diagnostic interventions including (name some of these) to support clinical decision making and the patients’ self- management planning. · The ability to formulate a plan of care based on findings and evidence based standards of care and practice guidelines. · The ability to follow up and evaluate a plan of care. · Knowledge of health promotion principles/coaching/self-management strategies that will enable service user/client to take greater control over decisions and actions that affect their health and wellbeing. · An understanding of the principles of clinical governance and risk management as they apply directly to the CNS role and the wider health service. · Evidence of teaching in the clinical area. · A working knowledge of audit and research processes. · Evidence of computer skills including use of Microsoft Word, Excel, E- mail, PowerPoint.
