The Role The duties of Temporary Clerical Officers (TCOs) may vary depending on the nature of work carried out by the employing department\organisation. This involves such clerical and administrative tasks which may be assigned to the employee from time to time. The following outlines the type of work that you may be required to undertake, if appointed. • Communicating and dealing with the public/customers e.g. responding to queries and providing information face-to-face, by telephone and\or via email; • Using Information Technology on a daily basis, e.g. MS Office applications (including Word and Excel), database, email and internet; • Supporting line-managers and colleagues, and working as part of a team in delivering services; • Providing the highest quality standards in customer service; • Approaching work in a careful and methodical manner, displaying accuracy at all times, even when conducting routine/repetitive work. • Maintaining high quality records in a thorough and organised manner; • Checking all work thoroughly to ensure it is completed to a high standard; • General clerical work e.g. carrying out routine accounts work, filing, photocopying, answering/making telephone calls, dealing with emails, reception desk duties, etc. under the supervision of a designated manager; • Any other duties deemed appropriate. ESSENTIAL ENTRY REQUIREMENTS Candidates must by the closing date of 13th November 2025: (a) have previous relevant work experience, preferably in a customer service office environment; (b) have appropriate level and experience of relevant ICT Skills, e.g. proficiency in MS Office applications (Word, Excel), email and internet; (c) have relevant knowledge and skills to undertake the duties of the position, including the ability to: • take direction / follow instructions; • organise and prioritise work effectively; • work well with the public and colleagues; • make good judgements and decisions considering the available information and following the relevant procedures or protocol • communicate in a clear, helpful and appropriate manner verbally, digitally, and in writing • take ownership and responsibility over work, become self-sufficient in their area of responsibility • be flexible, agile and resilient in the face of challenges or changing demands; maintain a ‘can-do’ attitude and seek support as necessary (d) be at least 16 years of age on or before the closing date of 13th November 2025; (e) fulfil Citizenship, Health & Character, Garda Vetting & Security Clearance and Reference Check requirements (CLICK HERE for further information); (f) ensure that they meet the criteria regarding Public & Civil Service Redundancy/Ill Health Retirement Schemes (CLICK HERE for further information) and should demonstrate the skills and capabilities under the three main Capability Dimensions identified for this role: • Evidence Informed Delivery • Communicating and Collaborating • Building Future Readiness It is important that candidates list their previous civil or public service employment, if they have availed of a voluntary redundancy or retirement scheme and/or are in receipt of an ill-health retirement pension. PRINCIPAL CONDITIONS OF SERVICE General (Please note the terms shown below relate to the Temporary Clerical Officer role in the civil service and the terms, including the rate of pay, may vary depending on the organisation/agency to which you may be assigned. The appointment is to a temporary post in the Civil Service and is subject to the Civil Service Regulations Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service. Pay The salary for this position, weekly rate effective from 1st August 2025, is: €596.11 per week The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). Candidates should note that salary will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy. Payment will be made weekly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Payment cannot be made until a bank account number and bank sort code has been supplied on appointment and statutory deductions from salary will be made as appropriate. Upon appointment, you will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Tenure Assignments will be to a temporary position. The duration and period of a temporary contract will vary from post to post. There is no entitlement to a permanent position. Notwithstanding the above paragraph on tenure, we retain the right to consider holding a confined Selection Process for permanent appointment to certain positions within the Civil Service in certain limited circumstances. Any such process will be held in compliance with the Commission for Public Service Appointments (CPSA) Code of Practice. Headquarters Headquarters will be such as may be designated from time to time by the Head of the Department/organisation. When required to travel on official duty the appointee will be paid appropriate travelling expenses and subsistence allowances, subject to normal civil service regulations. Hours of attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours 15 minutes gross per week or 35 hours net per week. Where extra attendance is necessary, overtime payments, or time off in lieu, will be allowed in accordance with the Civil Service overtime regulations. The Role Mayo Local Sports Partnership (MLSP) supported by Sport Ireland has secured funding for the recruitment of a Promotion, Awareness & Evaluation Officer. This officer will be based in Castlebar, Co. Mayo. He/she will report to the Sports Co-ordinator and work with the Co-ordinator and staff of Mayo Local Sports Partnership. This individual will have the opportunity to oversee PR and marketing, ensuring that we are building our brand and reaching out to the local community through all media channels. The Promotion, Awareness & Evaluation Officer will be involved in all internal and external communications and will be the point of contact for media interaction. They will be the key interface between the public, our team and our other key stakeholders including Sport Ireland. As Promotion, Awareness & Evaluation Officer, there will be an opportunity to undertake, project evaluation, research, develop communications material, and act as a key brand manager for Mayo LSP, including undertaking regular social media activity (twitter/Facebook etc.) and providing content/updates to the website. Qualifications 1.    Character Candidates shall be of good character. 2.    Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3.    Education, Training, Experience Each Candidate must, on the latest date for receipt of completed application forms: a)     Hold a third level qualification of at least degree standard. b)     Have relevant experience of working in a communications environment involving digital communications activity. c)     Have experience of day-to-day running of multiple social media platforms. d)     Have excellent written and oral communication skills, including the ability to originate high quality copy if required. e)     Have an eye for detail and ability to ensure consistency of approach across various communications. f)      Have a knowledge of broader communication skills base including media relations and internal communications. g)     Be creative and imaginative – have the ability to translate an idea into a reality. In the event that an offer of employment is made, the candidate will be required to submit all relevant Educational Qualifications to meet the requirements above. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. 4.    Desirable It is desirable that the successful candidate demonstrates the following through the completion of their application form and at interview, a)     A strong passion for sport and the benefits of sport in the community. b)     Very high level of organisational skills and time management. c)     Excellent literacy and communication skills. d)     High level of interpersonal skills and the ability to innovative and generate new ideas. e)     Ability to take a lead on projects or initiatives with effective negotiation skills. f)      Enthusiastic self-starter with a target driven approach and the ability to work to tight deadlines. g)     Excellent stakeholder management – both internal and external. h)     Ability to work as a member of a team and across teams, be flexible and the ability to be both proactive and reactive. 5.    Citizenship Candidates must, by the date of any job offer, be: a)      A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or b)     A citizen of the United Kingdom (UK); or c)      A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or d)     A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or e)     A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or f)       A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. Particulars of the Post 1.    Position A panel will be formed from qualified candidates from which permanent and temporary appointments may be made . This is a pensionable whole-time position on the basis of a 35-hour 5-day week. 2.    The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform. SALARY SCALE: € 35,613 - €37,740 - €40,759 - €42,741 - €44,475 - €46,153 - €48,417 - €50,056 - €51,722 - €53,296 LSI I (after 3 years satisfactory service at maximum), LSI II €54,911 (after 6 years satisfactory service at maximum). The starting pay for new entrants will be at the minimum of the scale and the rate of remuneration may be adjusted from time to time in line with Government pay policy. 3.    The duties of the post are to give to the local authority, and  a)     such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and b)     to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him / her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level if qualified to do so. The following are among the principal duties envisaged: a)     Preparation of media statements and briefings, and organise publicity and media events, supporting the strategic goals of Mayo Local Sports Partnership. b)     Be the media co-ordinator, creating and maximising opportunities for media interaction. c)     Liaise with all key stakeholders to maximise our communications and development of both national and perhaps EU projects. d)     Maximise potential using social networking communications opportunities while further developing relationships with members of the media. e)     Promoting of the key messages of the benefits of physical activity through national and local campaigns. f)      To coordinate the communications and public relations activities for campaigns. g)     To ensure the production of high-quality publications i.e. Newsletter, Annual Report etc that convey positive messages about the organisation, its services and people who use our services. h)     Lead in maintaining an up-to-date contacts / stakeholder databases. i)       To act as webmaster and update Facebook, twitter Instagram etc pages. j)       Co-ordinate & timely report Sport Ireland evaluation requirements in the Partnership. k)     General administration and support to the LSP Coordinator. l)       Regular reporting to Coordinator and Board. m)   Ability and willingness to attend meetings, events and networking opportunities outside of normal business hours. Specialist Knowledge,  Expertise and Self Development ·       Clearly understand the role, objectives and targets and how they fit into the work of the unit and department/organisation. ·       Develop the expertise necessary to carry out the role to a high standard and share this with others. ·       Be proactive in keeping up to date on issues and key developments that may impact on own area, the department and/or wider public service. ·       Consistently review own performance and set self-challenging goals and targets. ·       Have significant expertise in his/her field that is recognised and utilised by colleagues ·       A clear understanding of Health and Safety Policy and Procedures 5.    Residence Holders of the position shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. 6.    Annual Leave Annual leave entitlement is 30 days per year. 7.    Travel Mayo County Council reserves the right to provide a vehicle to enable you to carry out your duties. The provision of a vehicle will be at the discretion of the Chief Executive. 8.    Shortlisting Normally the number of applications received for a position exceeds that required to fill existing and future vacancies to the position. While candidates may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Mayo County Council may decide that a number only will be called to interview. A shortlisting process will apply whereby a group of applicants will be selected for interview who, based on an examination of the documents provided by each applicant, appear to be the most suitable for the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates who are, prima facie, better qualified and/or have more relevant experience. The life of the panel will be one year from the date of its establishment. The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if he/she fails to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint him/her. 11.References and documentary evidence Each candidate will be required to submit as references the names and addresses of two responsible persons to whom they are well known but not related. Candidates will be required to submit documentary evidence to the Local Authority in support of their application. 12.Superannuation As an employee of Mayo County Council, you will be assessed in terms of which Pension Scheme is applicable to you. You will become a member and contribute to the relevant scheme as outlined below: 1)     Persons who become pensionable employees of a local authority under the Single Public Service Pension Scheme will be required in respect of their superannuation to contribute 3.5% of net pensionable remuneration and 3% of pensionable remuneration. 2)     Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 and who are liable to pay class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of State Pension Contributory payable at the maximum rate to a person with no adult dependant or qualified children). 3)     Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 and who are liable to pay class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 may be required to contribute to the Dependants Pension Scheme. In order, to qualify for a pension, they must have served a minimum of two years (24 months) employment in an approved public body. 13.Retirement Age CLASS A PRSI Public Service Pensions (Single Scheme and Other Provisions) Act 2012: The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ (from 1st April, 2004 and before January 2013) to the Public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, 2004. The minimum age at which a person may retire is 65. As a ‘New Entrant’ to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a New Entrant to the public service, as defined in the Public Service Superannuation (miscellaneous provisions) Act 2004, who has joined before 1st April 2004, is subject to a compulsory retirement age of 70 as per CLS2/2019 but can retire from 60 years of age. CLASS D PRSI  Minimum retirement age will be 60 years with compulsory retirement age of 70 years. 14.Base Assignment of base shall be at the absolute discretion of Mayo County Council. 15.Requirement to Drive Candidates shall be required to possess a full current category B Driving Licence, without any endorsements. 16.Probation Where a person who is not already a permanent employee of a Local Authority is employed, the following provisions shall apply: (a)             there shall be a period after such employment takes effect during which such person shall hold such position on probation. (b)             such period shall be for six months, but the Chief Executive may at his or her discretion extend such period. (c)             such person will cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such person is satisfactory. (d)             the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts. (e)             there may be assessment(s) during the probationary period. 17.Medicals For the purpose, of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up appointment the expense of the medical examination will be refunded to candidates. 18.Garda Vetting Offer of employment may be subject to a Garda vetting process. Failure to pass Garda vetting will result in employment being terminated with immediate effect. 19.Canvassing Will Disqualify Any attempt by a candidate (or by any persons acting on their behalf) to canvass or other otherwise influence any officer of the Council (or persons nominated by it to interview or examine applicants) in the candidates’ favour either directly or indirectly, by means of written communication or otherwise, will automatically disqualify the applicant for consideration for the position. 20.General Data Protection Regulation Mayo County Council is committed to protecting your personal data and we comply with our obligations under the Data Protection Acts, 1988 – 2018, and the General Data Protection Regulation.
