THE ROLE   Laois is a county of quiet natural beauty. It has a wide diversity of scenery ranging from the Slieve Bloom Mountains to the rich farmland that covers much of the county. There are extensive forests in the county and within a mile of several of the main roads there are bogs and tracts of peat that are beautiful and peaceful. Various scenic routes and beauty spots include the Windy Gap near Stradbally and the nature walks in the Slieve Blooms, Durrow and Abbeyleix. Its built heritage includes the majestic ruins at the Rock of Dunamaise, the first plantation fort in the English speaking world at Portlaoise, numerous monastic remains and magnificent houses including Emo Court, Ballyfin Demense, Abbeyleix House and Stradbally Hall.   Laois is a rural county which has a steadily intensifying urban density. In 2002 the population of Laois was 58,722 and in 2016 it grew to 84,732 as per census data. Laois has the second highest rate of population growth in the State (28%) since 2011, 2.5 times the National average of 8.1%. The population in Laois from 2002 to 2016 shows a 44% increase in 15 years.   The Arts Office provides information, advice and assistance to a wide range of clients, and develops policies in relation to the arts. Five Arts Plans and its Creative Ireland Strategy have been adopted. The Arts Office also manages and delivers a number of key cultural initiatives, such as the annual Leaves Literary Festival, Bealtaine Festival, Culture Night, a Summer Arts Programme as well as coordinating two chapters of the Laois Youth Theatre, and others in Mountrath and Portarlington. Other developments include public art, artists in schools programme, grants, bursary schemes and the Creative Ireland Laois programme.   The candidate will be expected to possess excellent administration and interpersonal skills and the confidence to work independently and creatively within a complex network of relationships. THE QUALIFICATIONS   1.       CHARACTER: Candidates shall be of good character.   2.       HEALTH: Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render an efficient service.   3.       EDUCATION, TRAINING AND EXPERIENCE ETC.:     Each candidate must, on the latest date for receipt of completed application forms:   (a)   Hold primary degree or equivalent from a recognised awards authority majoring in a relevant area such as arts, arts management, visual culture, cultural studies, fine art, or the performing arts (b)   Have at least three years relevant and acceptable management experience in arts management or arts policy development. (c)    Have organisational and administrative experience. (d)   Demonstrate an understanding of National Arts Policies, the structures and policy informing the work of Local Authorities in an arts context, (e)   Have the creative and management expertise to drive the development and delivery of arts policies and the Arts Programme on a county level (f)    Hold a current full driving licence in respect of category B vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications     It is desirable that each candidate should have: - ·       Experience of building, managing and nurturing partnerships and relationships across a wide range of key stakeholders; ·       Knowledge and understanding of good corporate governance practices ·       Excellent facilitation, project management and event management skills ·       Strong analytic, report writing and IT skills ·       Experience of preparing both strategic and operational plans and programmes ·       Managing and administering budgets and compiling funding applications ·       Delivering quality customer services ·       Working effectively as part of a multi-disciplinary team ·       Planning and prioritisation of workloads ·       Dealing effectively with conflicting demands ·       Working under pressure to tight deadlines               The Ideal Candidate Shall:     ·       Have a strong sense of commitment to delivering quality public services and be willing to take on a challenge;   ·       Be highly motivated and have excellent interpersonal and communications skills;   ·       Have an ability to foster and maintain productive working relationships within the organisation and with relevant stakeholders externally;   ·       Be capable of working in close co-operation with the elected Council, the Strategic Policy Committees and other Council Departments;   ·       Have the ability to plan and prioritise work effectively, to work under pressure to tight deadlines and to take a strategic approach in the formulation and delivery of key policy objectives;   ·       Have a career record that demonstrates a high level of competence in the management of staff, including managing performance;   ·       Have the ability to manage financial resources within a budgetary control framework; THE PRINCIPAL TERMS & CONDITIONS   1.         PARTICULARS: The position is wholetime, temporary and pensionable.   2.          PROBATION: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a)         There shall be a period after appointment takes effect, during which such a person shall hold the position on probation; (b)        Such period shall be six months but the Chief Executive may, at his/her discretion, extend such period; (c)         Such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; (d)        There will be ongoing assessments during the probationary period. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice.   3.          SALARY: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform.   The salary scale for the post of Arts Officer is within the range: €49,835 - €64,786 (2nd LSI).   In accordance with EL02/2011 persons who are not serving Local Authority employees must be placed on the minimum of the scale.   The rate of remuneration may be adjusted from time to time in line with government policy.     4.          DUTIES: The duties of the office are to give to the local authority and   (a)        Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts, is Chief Executive, and (b)        to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph   Under the general direction and control of the Chief Executive or of such other officers as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as are required for the exercise and performance of any of its powers, duties and functions as may be delegated to him or her by the Chief Executive from time to time including the duty of servicing all committees that may be established by the local authority and such duties as may be required in relation to the area of any local authority. The holder of the office, will, if required, act for an officer of a higher level.   The main duties and responsibilities of the role of Arts Officer include but are not limited to the following:   1.           To co-ordinate and implement the Arts Plan and the Creative Ireland Strategy for the county. 2.           Representing the Arts agenda both internally and externally within the Council. Represent the Arts to other key agencies in the County, and nationally, and where appropriate internationally. 3.           Leading and developing, while also supporting, the staff of the Arts Service through the programme of project, events and policy development. 4.           Making funding applications and seeking to secure resources to enable the implementation of the Arts plan and the development of the Arts office. 5.           Integrating Arts and cultural policies and programmes with other policies and work of the Local Authority. 6.           Advising on the disbursement of grants under the terms of Section 12 of the 1973 Arts Act. 7.           Establishing an information and advice service on the arts. 8.           Developing proposals on the housing of the arts. 9.           Ensuring a balanced arts and cultural provision throughout the county both through the encouragement of local activity and through touring arts and the provision of support/ resources. 10.        Liaising with the Arts Council, Midland Arts, LOETB and other art bodies. 11.        Preparing and implementing an annual programme of activity in accordance with the arts plan and policies agreed. 12.        To develop and co-ordinate, in conjunction with the Council and the Arts Council, artistic activities in County Laois. 13.        To advise and assist persons, groups, organisations in the County in matters relating to the arts. 14.        To organise and promote arts events, exhibitions, performances in the County. 15.        Programme Development and Delivery including Leaves festival, arts projects, residencies public arts and capital developments. 16.        To collaborate with the Dunamaise Arts Centre, Music Generation Laois and Laois School of Music to ensure the delivery of and integrated arts/cultural programme. 17.        Management and programming of Laois Arthouse, Stradbally; 18.        Management of Per Cent for Art Projects. 19.        Monitoring, maintaining and developing the Arts budget. 20.        To perform such other appropriate duties in relation to the arts as may from time to time be assigned by the Council.
