The Competition The Position Meath County Council hosts the national Age Friendly Ireland Shared Service on behalf of the local government sector. Healthy Age Friendly Homes (HAFH), is a programme run by the shared service, which has the overall objective of enabling people to remain at home (where they might otherwise have been at risk of multiple attendances and hospitalisations or premature admission to long-term nursing home care) by coordinating more integrated community-based services, providing more sustainable housing supports, supporting better connection to good public realm and providing more assistive technologies in an age friendly way. This programme is now being rolled out nationally, through all local authorities and Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed-term contract vacancies for the position of Healthy Age Friendly Homes Local Co-ordinator shall be drawn (for Tipperary). Please note, that Meath County Council may offer a position to an individual placed on the panel a position in another county in the region should a vacancy arise. Local Coordinators work within the multi-agency structure of the Age Friendly Ireland Shared Service to deliver on the objectives and actions of the HAFH programme in these areas. They are part of a team of 44 Local Coordinators across the country, operating within a structure of six regions nationally. Each Local Coordinator will report to a Regional HAFH Programme Manager and will be based in the County Council Office in their area. The HAFH Programme is overseen by a National HAFH Programme Manager. Age Friendly Programme The national Age Friendly Ireland Shared Service brings together, supports and provides technical guidance to the 31 local authority led, multi-agency Age Friendly Programmes. At local level it is developed through cooperation and partnership of older people with government agencies and service providers working side by side. Under the leadership of the local authority Chief Executives and senior managers, governance is anchored in the multi-agency age-friendly alliances, supported by broadly representative older peoples’ councils engaged as co-design partners. The Age Friendly Ireland Shared Service provides the collaborative framework to involve senior leaders from key stakeholders such as the Local Authority, HSE, An Garda Síochána, Chambers of Commerce, community sector, third-level institutions and others, who have sufficient influence and resources to develop and deliver ambitious and collaborative Age Friendly Programmes. The Programme for Government, agreed in July 2020, pledges a mission of Universal Healthcare which includes a commitment to accelerating the implementation of Sláintecare, the health reform programme and a vison of an Age Friendly Ireland. It commits to a continued investment in healthcare infrastructure in line with Project Ireland 2040. Many objectives are outlined including the expansion of primary care and ensuring the vast majority of healthcare services are available in the home or close to home. The general approach is to support older people to live in their own home with dignity and independence, for as long as possible. The Healthy Age Friendly Homes programme’s ambition is to enable everyone to live longer, healthier lives by keeping care close to home and expanding the range of health and social care services in the community. This is particularly important for older people, who access these services more frequently. It is about providing a range of alternatives for older people who may otherwise transition into long-term residential care prematurely. Sláintecare is the long-term cross-government programme to transform our health and social care services. It is the roadmap for building a world-class health and social care service for the Irish people. The Sláintecare vision is to achieve a universal single-tier health and social care system where everyone has equal access to services based on need, and not ability to pay. Over time, everyone will be entitled to a comprehensive range of primary, acute and social care services. Sláintecare aims are to improve patient and service user experience; improve clinician experience, lower costs and achieve better outcomes. Healthy Age Friendly Homes Programme The Healthy Age Friendly Homes (HAFH) Programme is an initiative, funded by the Department of Health, that aims to enable older people to continue living in their homes or in a home more suited to their needs, live with a sense of independence and autonomy, be and feel part of their community, and support the avoidance of early or premature admission to long term residential care. The Age Friendly Ireland shared service together with Ireland’s 31 local authorities manage the HAFH Programme of support specifically aimed at the health and well-being needs of older people living in our communities. HAFH aims to support up to 10,425 older people annually. It is the aim of the programme to target supports at these older people in the form of improving their living conditions, access to continued health and social care supports and other tailored community supports. Ultimately this approach aims to: • Support the avoidance of early or premature admission to long term residential care; • Enable older people to continue living in their homes or in a home more suited to their needs (Rightsizing); • Live with a sense of independence and autonomy, and • Be and feel part of their communities. Purpose, Duties and Responsibilities The duties of the post of the Local Coordinator include, but are not limited to: • Case manage supports for HAFH Programme participants, including carrying out home visits, conducting assessments to identify their specific needs, and agreeing a plan for their care and support needs. • Identify how the needs of older people may be served from existing providers and implement the care plan by coordinating supports across multiple agencies and groups to help ensure delivery. • Ensure, where possible, existing initiatives are utilised to support people, and as such, are synchronised in line with a support plan. • Manage their own caseload of participants, and complete regular outcome reports on the progress of the HAFH Programme to inform its evaluation. • Continually review support plans, follow up with participants as required, and assess the effectiveness of supports provided. • Establish a system for referrals to the HAFH programme, embedding new care pathways as appropriate by linking in with local stakeholders including GPs, Practice Nurses, Housing Officers and Inspectors, Local Authority based social workers, Public Health Nurses, Occupational Therapists, Discharge Planning Nurses, ICPOP and others. • Work closely with the Age Friendly HAFH Programme Manager at local level to link with the relevant personnel and stakeholders to ensure progress. • Identify and secure the support of senior managers in key agencies within the agreed geographical area to participate in the HAFH Programme including HSE, Local Authority, An Garda Síochána, voluntary and community groups and services, and all other relevant partners. • Develop a number of resources to support the delivery of the HAFH objectives, including: (i) a population and area profile of the county; (ii) an asset map to identify current resources and services and inform future planning; (iii) a robust multi-sectoral directory of all local services and supports (housing supports, health services, environmental, transport services, community & voluntary supports, physical & leisure activities, volunteer programmes, civic & social participation, education & training, technological supports, social supports and others). • Support the development of the HAFH Programme regionally and nationally in collaboration with other Local Coordinators, Regional Managers and the National Manager. • Contribute to the strategic and policy recommendations of the HAFH Programme. • Ensure that work programmes are implemented within allocated budgets. • Contribute to required reports on HAFH programme progress and effectiveness including recommendations for ‘live’ administrative changes. • Undertake any other duties of a similar level and responsibilities as may be required from time to time. • Participate in the Research and Evaluation of the HAFH programme and support the participation of stakeholders in these processes. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Have a good standard of education, and • have not less than three years satisfactory experience in a development role, and • possess a good standard of administrative experience and adequate experience in an office organisation and in the control of staff. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. The successful candidate will have: • Experience and a proven track record in person-centred care planning or service delivery/service coordination in the private, public, or voluntary sector. • Experience of working in a multi-agency or multi-stakeholder environment. • Excellent interpersonal and communication skills. Ability to work with people and experience in consultation and facilitation is critical. • Well-developed skills and aptitudes in forging partnerships, relationship building, negotiating, and influencing skills. • Excellent project management skills or caseload management. • Knowledge and understanding of current health, housing or social care legislation and policy in relation to older people • Experience in innovation and problem solving. • Excellent report writing skills. • Ability to be both self-sufficient and to work well as part of a team, contributing to the development of the team. • Satisfactory IT skills. Desirable Experience and Knowledge • Previous experience of Age Friendly programmes, the ageing sector, housing, social care, or local health and community services is advantageous. • Experience of budget management and the ability to plan the use of resources effectively. • Satisfactory understanding of the Council’s purpose and priorities, and knowledge of public service organisation in Ireland, or the ability to acquire such knowledge. • An awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. Candidates must also: • Have the knowledge and ability to discharge the duties of the post concerned; • Be suitable on the grounds of character; • Be suitable in all other relevant respects for appointment to the post concerned; • Hold a full unendorsed Category B Driving Licence and access to own car. Candidates, if successful, will not be appointed to the post unless they: • Agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed • Are fully competent and available to undertake, and fully capable of undertaking, the duties attached to the position. Miscellaneous Provisions Salary Salary scale: €60,011 - €78,015 per annum (EL 07/25), analogous to the Administrative Officer grade. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the appropriate Department Circulars. Hours of Work The normal working hours will be 35 hours per week. Duties may require the successful applicant to work outside of normal working hours i.e. attendance at evening/weekend, training duties etc. as part of normal working hours without additional remuneration. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Meath County Council reserves the right to withdraw its offer in the event that an appointment is not taken up within such a period. Leave 30 days per annum Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Probation The following provisions will apply: (a) there shall be a period after such appointments take effect during which such persons shall hold the position on probation, (b) such period shall be 9 months but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold the position at end of the period of probation unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Travel It is desirable that holders of the post should hold a full driving licence for class B vehicles and shall be required to drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Local Authority Travel and Subsistence Policy. Meath County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Residence The person holding the office must reside in, or at an address convenient to performing the role/function as approved by the Chief Executive. Citizenship Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or b) A citizen of the United Kingdom (UK); or c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa Safety and Welfare The holder of the post shall co-operate with the terms of Meath County Council’s Safety Statement and Major Emergency Plan. He/she shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. Training It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. Garda Vetting Successful candidates may be subject to Garda Vetting in advance of appointment to the position. Outside Employment The officer may not engage in private practice, or be connected with any outside business, which would interfere with the performance of official duties. Superannuation Contribution Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. A person who becomes a pensionable officer of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person paying Class A rate of PRSI who becomes a pensionable officer of a local authority will be require in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or the Local Government (Spouses and Children's Contributory Pension) Scheme and if a member of either scheme will be required in respect of the to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme.
Tourism Strategy and Cruise Coordinator
SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which temporary vacancies for Tourism Strategy and Cruise Coordinator may be filled. The appointed individual will play a key role in developing and implementing tourism strategies and initiatives that strengthen Cork County Council’s position in achieving its tourism objectives. This will involve ensuring alignment with relevant local, regional, and national plans, fostering strong collaboration with stakeholders, and driving projects that enhance Cork’s overall tourism offering. Key reference plans include the Cork City, Harbour and East Cork Destination Experience Development Plan (DEDP), the West Cork Coast and Kenmare DEDP, future DEDPs, the Cork County Development Plan, the Cork County Corporate Plan, and the Local Economic and Community Plan (LECP). The appointment will be on a three-year contractual basis. The person appointed will also be responsible for managing and leading the Council’s Cruise Tourism role. The person will contribute to the continual improvement of the overall cruise tourism strategy for the Council. Cruise tourism involves a number of Directorates and Departments across the Council, as well as outside agencies and bodies. The person appointed must be a strong and influential person who can engage and influence a wide range of internal and external stakeholders. They must have solid experience in tourism, with particular experience in cruise tourism being an advantage. They will bring their specialist knowledge to the delivery of excellent, client-focused cruise tourism. They will be tasked with the development and delivery of cruise tourism throughout Cork County. They will also work as part of the Council’s Community, Tourism & Rural Development Directorate and contribute to the work of the Tourism team. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her by management from time to time and to contribute to the development of the post while in office. Development and implementation of local tourism strategies and action plans in line with national policy and delivery of objectives of DEDPs, LECP, Corporate Plan and County Development Plan. Manage tourism-related projects, including grant applications and funding compliance. Monitor project delivery, budgets, and timelines in accordance with public sector governance standards. Prepare reports and recommendations for senior management, elected members and the Tourism Strategic Policy Committee. Liaise with Fáilte Ireland, local businesses, community groups, and other agencies Provide advice and assistance in the development of Cruise Tourism, and general Tourism advice to the Council. Develop a cruise tourism and marketing strategy for small, expedition type, luxury cruise liners calling to Cork County Council’s smaller ports and islands and visiting local attractions in a tailor-made and sustainable manner, incl. plans to meet objectives. Develop a tourism and marketing strategy for superyachts and other visiting leisure crafts in the region. Boost last-minute bookings for the upcoming season and maximise bookings for future. Identify cruise operators who can operate in and deliver on Cork County Council’s tourism objectives. Marketing and promotion of County Cork to cruise operators. Develop press releases and social media content for circulation by Cork County Council’s Communications Team. Attend Cruise Trade Shows to lead marketing and promotion, as required. Compile, prepare and update of promotional documents and products. Engage with community, enterprise and tourism representatives to refresh and update visitor product. Liaise with trade organisations, Fáilte Ireland and other relevant organisations to market and develop cruise tourism, as required. Coordination of activities before, during and after cruise ship visits, including: a. Liaise with visiting cruise ships, on behalf of Cork County Council. b. Liaise with shore operators – maintain a physical presence on the day to liaise with ground handlers, tourism service providers, coach operators, expedition leaders, local communities and other government agencies. c. Liaise with port authorities, on behalf of Cork County Council. Support operational staff, as required, during cruise call days or during other cruise related events. Prepare and deliver periodic report to management, as required. Any other duties which from time to time may be allocated by Line Management. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience Each candidate must, on the latest date for receipt of completed application forms: a) Have at least obtained Grade D (or a Pass), in Higher or Ordinary Level in 5 subjects (or 4 subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, AND b) Have obtained at least Grade C (or Honours) in higher level (or Honours) papers in 3 subjects in that examination (2 subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) OR c) Have obtained a comparable standard in an equivalent examination, OR d) Hold a third level qualification of at least degree standard, and e) Have significant experience in managing marketing and communications for a large organisation, including experience across a range of the following: media relations, radio interviews, local and national print media, social media, digital content development, managing press / communications team resources, marketing, branding, internal communication management, event management and public relations. Desirable Qualifications Have attained qualifications in a relevant discipline and/or a professional qualification in a tourism related discipline. Required Skillset In the context of the key duties and responsibilities for the post of Tourism Strategy and Cruise Coordinator listed above, the ideal candidate should demonstrate through their application form and at the interview that they have knowledge and experience of: • Demonstrable experience of managing day to day internal and external communication; • A proven track record and ability in events management; • An understanding of the local authority system; • Excellent interpersonal skills with the ability to network, build relationships and engage effectively with, and influence, stakeholders at all levels of seniority; • Proven ability to deal with multiple demands and competing priorities to tight deadlines; • Experience of managing and developing staff together with strong research, analytical and organisational skills; • Excellent communication skills, written and verbal, and experience in communicating complex issues clearly. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. Transport Holders of the office shall hold a full driving licence for Class B Vehicles and when required to do so shall have access to a motor car to carry out their duties. SECTION 4: COMPETENCIES A Competency Based Application form requires you to describe some of your personal achievements to date that demonstrate certain competencies (necessary skills and qualities) required for the position for which you are applying. For each competency you are given a description of a skill or quality. You are then asked to describe a situation, from your own experience, which you think is the best example of what YOU have done which demonstrates this skill or quality. It is essential that you describe how you demonstrated the skill or quality in question. Therefore, compose your replies carefully in this section and try to structure what you write so that you give specific information about what you have done. For example, do not simply say that “X was successful”, describe exactly what you did and how you demonstrated the skill or quality in question. For each example please include the following: a) The nature of the task, problem or objective; b) What you actually did and how you demonstrated the skill or quality (and, where appropriate, the date you demonstrated it); c) The outcome or result of the situation and your estimate of the proportion of credit you can claim for the outcome. SECTION 5: TENURE The position is temporary and fulltime. The post is pensionable. The initial contract duration is three years. A panel may be formed to fill temporary vacancies for Tourism Strategy and Cruise Coordinator that may arise during the lifetime of the panel. SECTION 6: SELECTION PROCESS The recruitment selection process will include an interview. Candidates will be assessed under the following criteria: • Delivering Results • Leading and Motivating & Managing Performance • Communicating Effectively • Personal Effectiveness • Knowledge & Experience relevant to the post. A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. SECTION 7: SALARY The salary scale for the post is: €60,011 - €78,015 basic per annum. €60,011 – €61,480 – €63,194 – €64,914 – €66,634 – €68,170 – €69,745 – €71,269 – €72,790 (Maximum) – €75,395 (1st LSI) (after 3 years satisfactory service on the Maximum) – €78,015 (2nd LSI) (after 3 years satisfactory service on the 1st LSI). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at a minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 8: LOCATION OF POST The initial work base will be County Hall, Carrigrohane Road, Cork. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. SECTION 9: WORKING HOURS The normal working hours will be 35 hours per week. Duties may require the successful applicant to work outside of normal working hours, i.e. attendance at evening and weekend events, as part of normal working hours. As the lead on cruise tourism, the successful candidate will be required to be in attendance at times where cruise ships are visiting. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended.
Business Advisor
The Position: Westmeath County Council employs over 600 staff across eight service divisions: Housing & Building; Road, Transport & Safety; Rural Water; Development Management; Environmental Protection; Recreation & Amenity; Climate Action, Agriculture & Education; and Miscellaneous Services. It consists of 20 democratically elected members. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of economic development, community development, provision of physical and social infrastructure, recreation and amenity services, and the enforcement of the planning and environmental regulatory framework. The Council now invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed term contract posts for the position of Business Advisor may be drawn. Role: The Local Enterprise Offices (LEO) are the first stop shop for any small business looking to start or grow across the country. The vision for the Local Enterprise Office is to develop and sustain a positive enterprise ecosystem at local level throughout the country that will drive new added-value start-ups, facilitate further growth of micro and small businesses and enhance local economies. The Business Advisor role supports the delivery of an integrated programme designed to increase the number of first-time exporters and help small businesses innovate, adopt digital solutions, and transition to more environmentally sustainable practices. This is a key role that will require the successful candidate to work directly with core LEO clients to improve the management of business processes, introduce innovation that will impact results, enhance performance and assist start-ups and small businesses across the country to grow and create employment. Key Duties and Responsibilities: The LEO Business Advisor will perform such duties as may be assigned from time to time which will involve the facilitation, implementation and promotion of the policies and objectives of Westmeath County Council for the advancement of the Local Enterprise Office. The Business Advisor will report to the Head of the Local Enterprise Office, or any other officer as designated by the Chief Executive. Such duties include inter alia: • Provide one-to-one business advice and guidance to start-ups and existing microenterprises in County Westmeath. • Act as a point of contact for clients, assessing and identifying development needs and advising on relevant supports, qualifying criteria and the application process. • Engage with portfolio companies that are growing to support them in reaching their potential and increasing market share through full utilisation of LEO supports. • Develop and lead initiatives designed to support micro-enterprises to increase performance and competitiveness, including programmes such as green initiatives, lean and resilience-building supports. • Develop and identify initiatives that assist LEO clients with exporting and ensure they can access the most appropriate export supports for their stage of development. • Encourage and support LEO clients to invest in R&D and incorporate RD&I into their commercial activities. • Preparing and presenting client business proposals to the LEO Evaluations Committee for funding. • Providing administrative assistance to the Evaluations and Approvals Committee or other groups or networks supported by the LEO. • Develop and manage the procurement and delivery of new and existing training and management development programmes in response to needs of small businesses, including preparation of programme specifications, procurement documents, recruitment and engagement, recording and managing of all outputs/deliverables and allocated budgets. • Contribute to the delivery of national initiatives within the Local Enterprise Network as required. • Staff management and supervision. • Payment administration and budget monitoring and reporting. • Reporting to senior management and providing regular reports and updates on metrics and key indicators while ensuring that work conforms to procedures and standards. • Ensure compliance with all required local authority financial, management and governance reporting requirements. • Such other duties as the Head of the Local Enterprise Office may assign to the role so as to promote the objectives of the office. This position is a senior position within the organisation. The successful candidate will be responsible for the co-ordination, preparation, monitoring, modelling, analysing and reporting on significant revenue and capital expenditure budgets, budgetary control and debtor management. Duties The duties of the Staff Welfare Officer include, but are not limited to the following: • Act as the first point of contact for staff experiencing personal or work-related difficulties and provide confidential support to help resolve issues. • Promote awareness of the Council’s Staff Welfare service and actively communicate its benefits to staff. • Work with the Wellbeing Team to plan, promote and roll out wellbeing and resilience programmes across the organisation. • Provide an active outreach to staff members on long-term sick leave, where appropriate. • Advise management on strategies to improve absence management and related performance indicators. • Direct staff to appropriate external support services when required. • Liaise with external agencies and the Council’s Medical Advisors regarding the provision of information and supports on health promotion. • Collaborate with the Learning and Development team in relation to the development and roll-out of health, wellness and welfare training programmes. • Develop and maintain a Staff Welfare Charter and annual work plan. • Ensure information on staff welfare policies and procedures is dispersed to all staff in a timely manner. • To take an interest in, and actively encourage general welfare, social and recreational activities amongst the Council’s staff. • Meet new staff members to provide information on available welfare facilities and supports. • Contribute to the development and roll out of health awareness initiatives and programmes. • Maintain up-to-date knowledge of the various state, semi-state, medical, voluntary and other agencies whose services may benefit staff. • To advise, as required, on the formulation of staff welfare policies and to assist in the development and implementation of such policies. • Maintain appropriate records in line with confidentiality requirements. • Report directly to the Senior Executive Officer, People Services or their nominee and liaise with Heads of Departments and relevant external agencies as necessary in the carrying out of their duties. • Other duties and responsibilities as may be assigned from time to time. Local Community Safety Partnership Administrator
The Role The Department of Justice has developed a community safety policy based on a key principle that policing is not the responsibility of the police alone and involves other agencies of Government such as health and social services. The Community Safety Policy proposes a whole-of-government approach to community safety. At the heart of this policy is the principle that every community has the right to be and feel safe in order to thrive and flourish. This new approach will be delivered through Local Community Safety Partnerships (LCSPs), supported through a national governance structure. This structure will ensure that communities are empowered to have a strong say in what actions are prioritised by the services operating in their area and will also have a key oversight role in ensuring those actions are followed through. The Local Community Safety Partnership Administrator (LCSP Administrator) is a support or supervisory position within the Operations Directorate, Fingal County Council. The postholder will play a key role in providing operational and administrative support to the LCSP Coordinator to establish and run an efficient and effective secretariat, supporting all the administrative and organisational requirements of the LCSPs. The successful candidate will also support the work of the LCSP Coordinator in the design and delivery of community safety projects in the relevant local authority area. The LCSP Administrator will be responsible for the day-to-day running of the Community Safety activities in the relevant local authority area. Project Manager - various locations across Northern Ireland Initial post available in Derry City & Strabane District Council The Project Manager will provide DCSDC with a broad range of support and expertise. In relation to the Council’s capital construction programme and City Deal work, the PM will ensure all necessary structures and controls are in place for the efficient and effective development and delivery of capital construction projects within the specified constraints of time, quality and cost. The key duties and responsibilities of the role include, but are not limited to: Capital Construction Project delivery (which may include council capital investment, City Deal and other projects as appropriate). Oversee development of SOCs and OBCs, primarily using the Five Case Model to deliver best value for money (or equivalent).
