The Role - HEO ICT This role supports the delivery, operation and continuous improvement of ICT services across the organisation. The post holder may work across multiple ICT domains, including cloud (Azure) and network services, end user and helpdesk support, mobile device management (IOS), security (NIS2) and business application support and projects. The role is designed to be flexible to meet evolving organisational and technology needs. The following is a non exhaustive list of key accountabilities that are typically allocated, but are not limited to, the role: Service Delivery and Support ■ Provide technical support and operational assistance across ICT services, including end user devices, applications, mobile phones, cloud platforms and network services. ■ Troubleshoot and resolve incidents and service requests, escalating where appropriate in line with ICT service management processes. ■ Support the configuration, maintenance and ongoing administration of ICT systems and services. ■ Assist with the rollout of new systems, upgrades and changes, including user support during transition phases. Technical and Operational Activities ■ Assist in the analysis of business and technical requirements and contribute to the identification of appropriate ICT solutions. ■ Support cloud, network or infrastructure services for example Azure environments, identity management, connectivity and device management in line with agreed standards. ■ Participate in system testing, including user acceptance testing and validation activities. ■ Maintain accurate technical documentation, procedures and knowledge base articles. Security, Governance and Compliance ■ Operate ICT services in accordance with organisational policies, security standards and regulatory requirements including NIS2 where applicable. ■ Support the secure management of user access, devices and data. ■ Assist with vendor and service provider interactions, including logging issues and monitoring service delivery. Collaboration and Continuous Improvement ■ Work collaboratively with ICT colleagues across infrastructure, operations, security and data teams. ■ Engage with business users to understand issues, provide guidance and improve service quality. ■ Contribute to service improvement initiatives, small projects or workstreams as required. ■ Support change management activities, including communications, training and user guidance. ■ Monitor vendor performance, escalate issues and ensure compliance with contract requirements. Management and Organisational Responsibilities ■ Manage and prioritise workload effectively to meet service objectives and agreed timeframes. ■ Where required, support or supervise staff or contractors and contribute to a positive team environment. ■ Carry out any other duties appropriate to the role and grade, in line with operational needs. Essential Requirements ■ Experience in two or more of the following areas: o Cloud platforms for example Microsoft Azure o Application Support and Business Analysis o ICT service desk or end user support o Networks or infrastructure support o Mobile device and endpoint management o ICT Security including NIS2 and ISO27001 ■ Relevant certifications for example ITIL, Microsoft, networking, Business Analysis, Project Management or Security certifications. ■ Experience working with Microsoft enterprise technologies for example Microsoft 365, Dynamics, Sentinel, Defender, Entra ID, Intune, Power Platform. ■ Familiarity with ICT service management practices for example Incident, Request, Problem and Change management. ■ Experience driving innovation and introducing new technologies. ■ Knowledge of public sector environments, governance or procurement processes. ■ A Level 7 qualification or higher in Information Technology, Computer Science, Engineering, Business Information Systems or another relevant discipline. ■ 3 years relevant experience working in an ICT environment such as service desk, application support, technical operations including Cloud or Infrastructure, or security. ■ Experience supporting users, systems or services in a structured ICT environment. ■ Strong problem solving, communication, vendor management and interpersonal skills. ■ Ability to work effectively both independently and as part of a team. Conditions of Service Tenure Appointment from this competition will be a full time permanent Higher Executive Officer grade in the public service following successful completion of an eleven month probation period. Salary For persons paying Class A rate of PRSI contributions, the scale is as follows: €59,435 €61,173 €62,908 €64,640 €66,380 €68,111 €69,849 €72,353¹ €75,788² Long service increments may be payable after 3 years (LSI 1) and 6 years (LSI 2) satisfactory service at the maximum of the scale. The starting salary will be at the minimum point of the scale and the rate of remuneration will not be subject to negotiation. Appointments arising from this competition are subject to Section 52 of the Safety, Health and Welfare at Work Act 2005 and any other Act for the time being in force relating to the Authority. Note: Different pay and conditions may apply if, immediately prior to appointment, the successful candidate is already a serving civil or public servant. The rate of remuneration may be adjusted from time to time in line with government pay policy. Successful candidates will be placed on a panel from which appointments will be made. Vacancies will be offered to candidates based on the order of merit from the interview process. Any panel formed as part of this campaign will expire 12 months from its establishment. Probationary Period On appointment, the appointee will serve an 11 month probationary period. Prior to the end of this probationary period, a decision will be made on substantive appointment to the position. Location This role can be based in the Authority’s Dublin headquarters or in one of the regional offices as may be agreed by the Authority and the candidate. The role will have a nationwide remit. The Authority reserves the right, at its discretion, to change the primary location to any other place within Ireland. Hours of Attendance Hours of duty will be subject to the exigencies of the post but will not be less than 35 hours exclusive of luncheon intervals per week. The successful candidate may be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his or her duties subject to the limits set down in the working time regulations. The Senior Staff Officer is a supervisory position within the Council and is assigned responsibility for the administration and management of a work area, section or team. The post holder has a supervisory role in the day to day operations of a work area or as a team leader. The Senior Staff Officer is expected to carry out their duties in a manner that enhances public trust and confidence and ensures impartial decision making. JOB DUTIES AND RESPONSIBILITIES DUTIES OF THE ROLE SHALL INCLUDE: The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office. To be responsible for the management and administration of a section or sections within the Council, including the management and supervision of staff. To support their line manager to ensure work programmes are implemented to deliver on the Council’s corporate and operational plans, including planning and prioritising work and allocating resources. To ensure compliance with all organisational policies and procedures within their area of responsibility and to provide assistance in the understanding and interpretation of policies and procedures to employees in their area of responsibility and to customers and other stakeholders as appropriate. To participate in corporate management activities and responsibilities appropriate to the grade. To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. To deputise for the line manager or equivalent as required. To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. PARTICULARS OF OFFICE SALARY The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to Kilkenny County Council any fees or other monies (other than inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. In accordance with EL02/2011 persons who are not serving Local Authority employees must be placed on the minimum of the scale. Where a person being appointed is a serving Local Authority employee normal starting pay rules will apply. The rate of remuneration may be adjusted from time to time in line with government policy. The current salary scale for the position is €57,895 minimum of the scale to €70,730 maximum of the scale inclusive of LSI’s. CITIZENSHIP Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident. SUPERANNUATION CONTRIBUTION Public Service Pensions (Single Scheme and Other Provisions) Act 2012 New members joining the public sector on or after 1st January 2013 will be required to join the Single Public Service Pension Scheme. It applies to all first time entrants to the Public Service as well as former public servants returning to the public sector after a break of more than 26 weeks. Your contributions will be made up of 3% of your gross pensionable remuneration and 3.5% of your net pensionable remuneration (your gross pensionable remuneration less twice the value of the Contributory State Pension). Your normal retirement age under this scheme is the same age at which you can claim the Contributory State Pension. The minimum age for receipt of this pension is Age 66. There is a compulsory retirement age of 70 years. Persons who commenced in Public Service Employment after 6th April 1995 and prior to 1st January 2013: Persons who became pensionable employees after 6th April 1995 and prior to 1st January 2013, without a break in employment, will join the Local Government (Superannuation) (Consolidation) Scheme 1998. Contributions are payable at the rate of 1.5% of your basic salary, 3.5% of basic salary less twice the value of the Contributory State Pension and a further 1.5% is payable for spouse and children’s contributions (non officer grades pay a co-ordinated contribution). Non New Entrants (those who became pensionable after 6th of April 1995 and prior to 1st April 2004) have a minimum retirement age of 60 and a compulsory retirement age of 70. New Entrants (those who became pensionable after 1st April 2004 and prior to 1st January 2013) have minimum retirement age of 65 with no compulsory retirement age. Persons who commenced in Public Service Employment before 6th April 1995: Their minimum retirement age is 60 and they have a compulsory retirement age of 70 as per Department of Housing, Planning and Local Government Circular Letter CL/2/2019. Contributions are 5% of basic salary and 1.5% of basic salary towards Widow’s and Orphan’s or Spouse and Children’s Scheme. PENSION ABATEMENT If the appointee was previously employed in the Civil Service or in the Public Service please note that the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 (Section 52) includes a provision which extends abatement of pension for all Civil and Public Servants who are re employed where a Public Service Pension is in payment. This provision to apply abatement across the wider public service came into effect on 1 November 2012. This may have pension implications for any person appointed to this position that is currently in receipt of a Civil or Public Service pension or has a preserved Civil or Public Service pension which will come into payment during his/her employment in this position. Prior to appointment, successful applicants will be obliged to complete a declaration in relation to previous Public Service pensionable employment. Please note: In applying for this position you are acknowledging that you understand the abatement provisions, where relevant, will apply. It is not envisaged that the employing Department or Office will support an application for an abatement waiver in respect of appointments to this position. PENSION ACRUAL A 40 year limit on total service that can be counted towards pension where a person has been a member of more than one pre existing public service pension scheme (i.e. non Single Scheme) as per the 2012 Act shall apply. This 40 year limit is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. PROBATION The following provisions shall apply: There shall be a period after such appointments take effect during which such persons shall hold such office on probation Such period shall be 12 months but the Chief Executive may at his/her discretion extend such period Such persons shall cease to hold such employment at end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory PRE EMPLOYMENT MEDICAL EXAMINATION OR QUESTIONNAIRE For the purposes of satisfying the requirement as to health, it will be necessary for each successful applicant, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by Kilkenny County Council. In the event the applicant does not take up the post following the pre employment medical, he/she will reimburse Kilkenny County Council the cost of the medical examination, as per a previously signed understanding. HOURS OF WORK The person appointed will be required to work a 35 hour week Monday to Friday which equates to a 7 hour day. ANNUAL LEAVE Annual leave entitlement for this position is 30 days per annum in accordance with Department of Environment, Community and Local Government Circular LG(P) 07/2011. TRAVEL When required to do so holders of the office shall hold a full Irish driving licence for class B vehicles free from endorsement and disqualification and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. LOCATION The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Significant experience and expertise gained in the workplace will be taken into consideration. Previous experience of public sector taxation and using Business Central would be an advantage. The Position The Council now invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed term contract posts for the position of Broadband Development Officer will be drawn. Broadband Development Officer (IS Project Leader) is a position within the Information Systems and is responsible for the management of complex multi-disciplinary ICT projects. Broadband Development Officers (BDOs) are local authority employees, supported by central government, tasked with ensuring the digital development of their Local Authority areas. BDOs act as a single point of contact for Local Authority colleagues, the general public, elected representatives, government departments and agencies, and commercial operators for matters related to telecoms services, telecoms infrastructure and the use of digital technologies for the public benefit. BDOs support local, regional and national policies and initiatives intended to close the digital divide by improving connectivity and promoting the use of digital technologies to support balanced regional social and economic development. BDO will promote digital transformation, and drive engagement with Smart Community programmes. All activities will be aligned with Ireland’s national and EU digital strategies. Duties & Responsibilities To facilitate the successful Management of the National Broadband Plan in County Westmeath by acting as a single point of contact for the successful NBP contractor(s) and telecommunications companies generally. To support the implementation of a Digital Strategy to encourage take up of high speed connectivity amongst all sectors of the population, including the creation of awareness of and the stimulation of demand for broadband services. Leading procurement processes for ICT hardware, software, and services, including drafting specifications, evaluating bids, and negotiating contracts. Involvement in project management of other ICT projects as required. The post holder may be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such duties as designated from time to time. Key Responsibilities The duties and responsibilities of the position shall include but are not limited to: HIGH-LEVEL RESPONSIBILITIES The remit of the Broadband Development Officer is to project manage internal and external interactions in respect of the NBP, as well as with any telecommunications company that is seeking to roll out infrastructure in the county. The appointed officer will be the dedicated local point of contact in Westmeath County Council with responsibility for promoting telecommunications infrastructure development and will act as the liaison with operators on coverage and roll out issues. This post will help develop the local digital strategy to ensure that full use is made of the new infrastructure once in place. GENERAL RESPONSIBILITIES • Support implementation of the EU Connectivity Toolbox in Ireland, for example by: − Encouraging the efficient and appropriate use of assets and infrastructure to support telecommunications service improvements. − Advising colleagues, as appropriate, regarding telecoms deployments and use. • Support delivery of the National Broadband Plan in their Local Authority area. • To be familiar with the Report of the Mobile Phone and Broadband Taskforce and the 40 recommendations within and to keep up to date with the latest developments (policy and otherwise) in that area. Areas include; − Relevant documentation relating to guidance on the potential location of overground telecommunications infrastructure on public roads (Green Book) − Relevant guidelines for managing openings in public roads (Purple Book) − The Report of the Mobile Phone and Broadband Taskforce (2016) and subsequent quarterly reports − Ireland’s Broadband Intervention Strategy (Aims and Goals) − To develop a communications strategy for the county that will identify the key stakeholders and that will outline structures for engagement. • To develop an understanding of the various platforms through which telecommunication services can be delivered and to be aware of the potential barriers within Westmeath County Council which have the potential to impact on rollout of these services. • To be the single point of contact for engagement with the Department and telecommunications operators in the delivery of telecommunications infrastructure, including the NBP, in Westmeath. • Community engagement – develop a community engagement plan - explain and manage the impacts of the network build on the local community in terms of road works, traffic delays, • Infrastructure impacts e.g. potentially additional masts, additional cabling on poles, street furniture, etc. • To attend all relevant Broadband related meetings as required by the Council and to actively co-ordinate, support and deliver on the requirements of the various Council substructures set up to assist in the delivery of the NBP. • Provide administration and support to relevant workgroups. • Coordinate meetings of program management, infrastructure and digital strategy work groups. • Prepare relevant communication updates and communicate same to relevant parties. • Act as a point of contact to guide public queries in relation to the NBP. • Be an advocate of the benefits of high-speed broadband to local communities in terms of rural rejuvenation, economic stimulation etc. TELECOMMUNICATIONS • To be the single point of contact for engagement with telecommunications operators who are building out the Broadband Structure; to determine the infrastructural requirements of the broadband management as required by the contractors and to deliver on relevant areas as required. • To achieve commitment and consistency at all levels within the organisation for the development and implementation of telecommunication infrastructure roll out. In particular in the areas of Planning, ICT, Roads, Water and other infrastructural issues. • To understand the challenges, and submit responses to the Sub Groups provided by the Department as required. • To be prepared to devise solutions to challenges which are met in the process of rolling out the infrastructure. • To engage with Broadband Development Officers from other Councils appointed for the delivery of the National Broadband Plan and to utilise this engagement to keep abreast of the arrangement in other Councils. • Liaise with the roads department regarding traffic management plans in respect of road closures. • Engage with main contractors or sub-contractors to ensure the smooth network rollout. • Liaise with the relevant departments regarding planning issues / applications. • Identify through local sources mobile blackspots within the area and assist with efforts to mitigate these. DIGITAL STRATEGY • Contribute to and assist in the delivery of a Digital Strategy in cooperation with key stakeholders from the Council, Government Agencies, the Community Sector, Third Level, Business and Non-Governmental organisations. This will include; − Setting out the key challenges facing each of the individual sectors in maximising the use of broadband / becoming more digitally connected, − Identifying opportunities in relation to overcoming the challenges identified, − Addressing strengths in the digital area and developing a vision and objectives around how to maximise this including the development of digital related employment opportunities, − Developing promotional and marketing activities which will create awareness of the digital opportunities and stimulate demand for broadband services, − Developing a training programme for key sectors of the community (business and otherwise) in the context of promoting take-up of broadband services, − Assisting in optimising the digital experience for customers through advocating for increased online services and communications as they emerge, • Drive the development and establishment of Smart Places, this includes: − Supporting the development and sustainability of National Hub Network Hubs, BCPs and other publicly accessible digital facilities in their Local Authority area. − Identifying and supporting initiatives that drive use of digital technologies. − Engage with and support the objectives of relevant Smart initiatives. • Manage the delivery of relevant Department of Rural and Community Development (RCD) initiatives, such as: − Digital Innovation Programme projects − Demand stimulation and marketing measures − Other relevant schemes as they arise • Developing Local Digital Strategies and / or Smart Places Strategies. • Being active members of the Telecoms Action Group (TAG), including attendance at meetings and participation in research and project groups, as appropriate PROCUREMENT • Leading the procurement process for ICT hardware, software, and services, including drafting specifications, evaluating bids, and negotiating contracts. • Ensuring compliance with procurement policies and regulations and maintaining accurate records of procurement activities. • Managing vendor relationships to ensure the delivery of high-quality products and services. • Draft technical specifications and evaluation criteria that are supplier-neutral and standards-compliant. • Manage tender process. • Perform robust due diligence (financial checks, reference site visits, security questionnaires) on shortlisted vendors. • Negotiate SLAs, KPIs, and penalty / bonus clauses to guarantee performance and value for money. • Maintain a contracts register with renewal dates, licence counts, and support tiers to avoid ‘auto-renew creep’. • Ensure procurement files are audit-ready, meeting OGP guidelines and EU Remedies Directive requirements. • Foster collaborative supplier relationships via quarterly business reviews and innovation workshops Qualifications for the Post Character Candidates shall be of good character. Salary The current salary for the post of Broadband Development Officer is €60,611 - €78,795 per annum (including Long Service Increments), which is analogous to Administrative Officer scale as per Circular EL 02/2026. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the Circulars issued by the Department of Housing, Planning, Community and Local Government. New Entrants to the Local Authority Service commence on the 1st point of the scale in accordance with current Government Policy as set out in Department of the Environment Circular Letter EL 02/2011 of 28th January 2011 and Circular EL 05/2016 dated 5th February 2016. Remuneration is paid fortnightly by PayPath directly to the employee’s nominated bank account. The current pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. You agree that in the event of an overpayment of salary or other monies to you, the Council reserves the right to deduct monies from your “wages” (for the purposes of the Payment of Wages Act, 1991) for the purpose of reimbursement of the Council of the amount of the overpayment(s), in keeping with the Payment of Wages Act 1991, Section 5(5). Superannuation and Retirement Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details of the relevant scheme will be provided to the appointee prior to appointment. A person who becomes a pensionable employee of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). A person paying Class A rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable Officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows and Orphans Contributory Pension) Scheme or Local Government (Spouses and Children’s Contributory Pension) Scheme and if a member of either scheme will be required in respect of this to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme.
