Purpose of role: The policy of the Child and Family Agency to enable children to live with their own families wherever possible and to support parents where necessary in fulfilling that role. In circumstances where this is not possible, Residential Care incl. Special Care remains a valuable option for children who cannot be cared for at home. To work as part of a team to provide a safe, caring environment for resident young people with the primary aim of providing the intervention necessary to address the issues that are preventing them from living at home, in foster care or in Community Based Centres in the case of Special Care Interventions. To do so up to a point to be determined by their age, need or development, whereby circumstances are such that it becomes more feasible to help prepare them to live independently with the support of our aftercare services. Regional Chief Officer
Scope and Purpose of the Post Working in line with nationally agreed frameworks and reporting arrangements, the Regional Chief Officer will have full responsibility and devolved accountability for the delivery of all specified Tusla services and functions within the Region. The Regional Chief Officer is responsible for providing governance, leadership and developing operational capacity to ensure the delivery of an integrated service that addresses the needs of local communities. The Regional Chief Officer fulfills the functions of the CEO and/or the National Director of Services and Integration within the Region as delegated and is the most senior accountable officer in the Region. Reports Pending further organizational design (Structure Part 2) it is intended that the key direct reports to the Regional Chief Officer will include Area Managers, Specified Function Managers across a range of corporate services & supports, specified managers in devolving national services in Adoption & Commissioning (not exhaustive). Tenure The position is permanent whole-time, and the officer may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties or conflict in any way with the position. Location The vacancy is located in Tusla South East Region. Location within the region is negotiable. Remuneration The Salary for this post is (as at 01/03/2025) €124,956 €130,511 €136,065 €141,616 €147,172 €152,732 Working Week Hours of attendance will be fixed from time to time but will amount to not less than 41 hours gross per week. The holder will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the limits set down in the working time regulations. The rate of remuneration payable in the salary covers any extra attendance liability that may arise from time to time. Annual Leave The annual leave associated with the post is 30 days per annum. Superannuation The service is reckonable within the terms of the scheme of the successful candidate. Service Director, Children & Young People’s Residential Services

Main Duties and Responsibilities The Competency of Professional Knowledge is specifically linked to the duties, responsibilities and criteria for this role. Tenure The vacancy available is Fixed term, 2-year contract and whole time. The post is pensionable. A panel may be created for the purpose of filling this position. Once the position is appointed the panel will cease. Appointment as an employee of the Child & Family Agency is governed by the Child and Family Agency Act, 2013 and the Public Service Management (Recruitment and Appointments) Act 2004. Remuneration The Salary scale for the whole time equivalent of this post is: 01/03/2025: €117,310, €122,268, €127,317, €132,462 LSIs (Long Service Increments) are represented by emboldened figures. 1st LSI is paid after 3 years on the max, the 2nd LSI after 3 years on LSI1, and the 3rd LSI after 3 years on the 2nd LSI (where applicable). The appointee shall commence on the first point of the salary scale. Incremental credit may be given on appointment for certain types of relevant experience - more information available in Appendix 5. Candidates should note that entry will be at the minimum point of the scale and will not be subject to negotiation, and the rate of remuneration may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if the appointee is a currently serving civil or public servant. Working Week The standard working week applying to the whole time equivalent of this post is: 35 hours. Annual Leave The annual leave associated with the whole time equivalent of this post is 30 days per annum. Superannuation This is a pensionable position with Tusla. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Probation A probation period of 39 weeks, or proportion of same for fixed term /specified purpose contracts, where applicable shall apply from the commencement of employment, during which the contract may be terminated by either party in accordance with this contract. The probationary period may be extended at the discretion of management by a further 9 weeks or proportion of same for fixed term/specified purpose contracts, where applicable. Confirmation of appointment as a permanent member of staff is subject to the successful completion of the probationary period, for permanent contracts. Where you have already completed a probationary period with the Child and Family Agency, Health Service Executive, Local Authority, and there is no break in service, no period of probation applies. Senior Social Work Practitioner
