The Role Mayo County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Foreman. It is proposed to form panels of qualified candidates from which any vacancies (permanent or temporary) which arise will be filled during the lifetime of the panel. The Foreman role is that of a working foreman, and the post holder shall undertake general operative duties as part of the crew and shall lead the crew in their work. The Foreman grade is a supervisory outdoor grade in Mayo County Council and is a critical post in terms of ensuring quality service delivery to the public. This will involve working closely with a wide range of local authority stakeholders including businesses, schools, towns committees, residents’ associations and other community groups. The duties will be of a general, manual or related nature including motivating and managing staff. The ideal candidate will be highly motivated, proactive self-starter, adaptable, flexible, have experience of the management and supervision of teams, capable of acting on their own initiative and someone with a strong sense of commitment to delivering quality public services. The successful candidate shall report to the General Services Supervisor or other appropriate person as determined by the Council from time to time. Qualifications Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience Each Candidate must, on the latest date for receipt of completed application forms: a) Have a minimum of two years experience of civil works. b) Have a minimum of two years experience in the supervision and management of staff. c) Have a standard of education that would enable him/her to efficiently perform their duties and must be capable of making satisfactory reports (including written reports) on matters pertaining to the duties of the post. d) Be capable of carrying out the organisational duties attached to the role including keeping of records and a level of IT skills fitting for the role. e) Hold a full, valid Category B Driving Licence (free from endorsement). In the event that an offer of employment is made, the candidate will be required to submit original copies of all relevant Education Qualifications to meet the requirements of Section 3 - Education, Training, Experience. Particulars of the Post Position A panel will be formed from qualified candidates from which permanent and temporary appointments may be made. This is a pensionable whole-time position on the basis of a 39-hour 5-day week. Salary The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform. The Gross Weekly wage for the post of Foreman effective from 1st February 2026: €804.85 - €815.62 Duties The duties of the post are to give to the local authority, and: a) such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive; and b) to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him/her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level if qualified to do so. The following are among the principal duties envisaged: Implement and abide by Mayo County Council’s Health & Safety policies and procedures. Organisation and supervision of works (including supervising staff, plant and materials) for maintenance work and new construction projects. Be skilled in various aspects of road maintenance, fencing, footpath laying, road patching and drainage, pipe laying, block laying, plastering and other works associated with the position of a Foreman. Supervise the performance of all operating equipment, tools, machinery and plant in their area. Liaise with and supervise work carried out by contractors/sub-contractors engaged by the local authority. Reporting on requests from Elected Members, representatives of community groups, suppliers, contractors etc. Assisting in the preparation of cost estimates including carrying out such tasks as the measurement of road lengths, widths, etc. Be capable of showing initiative and organising work schedules and workers. Take directions from and report to appropriate Line Manager/Supervisor/Engineer. Operating existing technology and any new technology that may be introduced in the future and recording daily operations on such systems. Be able to give evidence in Court when required. Be capable of keeping time sheets and costs on small and large scale road work schemes and of filling necessary record sheets and writing reports as required. Attending to emergency work outside of normal working hours. Participation in mandatory Health & Safety training and other training as required. Be able to identify hazards and risks and to complete and assist in the completion of Risk Assessment sheets, timesheets, SSWPs, plant inspections etc. Be familiar with all safety plans associated with road operations and to enforce the terms of the plans including traffic management plans for roadworks. Comply with all organisational policies, procedures and legislation. Dealing effectively and courteously with work colleagues and customers. Be able to substitute for the General Services Supervisor if required.
