ABOUT THE ROLE Higher Executive Officer is a middle management grade in the Civil Service. The Finance Team Leads will operate in a dynamic operations and programme environment, managing a Finance Shared Services (FSS) functional area or engaging with later wave clients on incremental system design activities (including testing, data transfer from legacy systems, change management and training). These activities will be distributed across all core financial modules, including: • Purchasing and Accounts Payable (including grant and fee payments) • Central Accounting, Master Data Asset Management/Maintenance and Reporting • Inventory • Accounts Receivable • User access management • Related interfaces from other systems Duties and responsibilities will vary depending on whether the candidate is assigned to an Operations, Project or combined role but will include some of the following: • Management role in a Finance Shared Services operations functional area such as Accounts Payable, Accounts Receivable, Central Accounting, Inventory and Asset Management. The operational team lead will have responsibility for leading a team, ensuring the effective and efficient delivery of relevant operational processes. • Engaging with PSB Clients in relation to incremental design for future Wave rollouts, adhering to strict timelines and ensuring standardisation, which will require that the candidate understands ERP systems generally, and develops a deep understanding of the existing FSS built solution. • Supporting Change Management assessments in relation to the built system. This will include developing an understanding of existing client processes and financial transactions and leading/providing support, as needed, in Change Rollouts, Client Readiness and Training requirements. • Gathering and articulating incremental business critical requirements, particularly in relation to the deployment of newly developed modules that specific to later wave clients. • Liaising with the System Build Partner, to test the built product and lead Client User Acceptance Testing. • Working closely with internal and external stakeholders to address audit, service and governance requirements. • Operations and Project Team Leads will be required to work collaboratively to support the on-boarding of PSB clients in readiness for Go-live. LOCATION Successful candidates will be placed on a panel in order of merit. As vacancies arise, candidates will be drawn from the panel in order. These positions are based in the NSSO offices in Renmore, Galway and Tullamore, Co Offaly. The successful candidates may be required to attend meetings in other locations from time to time. When absent from home and headquarters on official duty, an officer will be paid appropriate travelling expenses and subsistence allowances, subject to normal civil service regulations. Candidates will be asked to select the geographical location(s) in which they would be willing to take up duty should they be successful as a result of this competition. WHO WE ARE LOOKING FOR The person we are looking for will meet the following essential requirements by 15 May 2026 List of entry requirements for this post: (a) Be a fully qualified member of a prescribed accountancy body supervised by the Irish Auditing and Accountancy Supervisory Authority (CIMA, ACCA, CPA etc.) or part qualified in pursuit of membership. OR (b) Be a qualified Accounting Technician. OR (c) Have a qualification at Level 7 on the National Framework of Qualifications (NFQ) major award (i.e. ordinary degree), or higher, in a relevant finance discipline and at least 5 years directly relevant finance hands-on experience. Apprentice Fitter HGV & Apprentice Fitter Plant Machinery
1. The Position The Council is seeking applications from suitably qualified candidates, for a fixed term of four years, for an Apprentice Fitter Construction Plant & Apprentice Fitter HGV based in the Machinery Yard, Dungarvan. 2. Background Our apprentices are trained to the highest possible technical standards and acquire, amongst many other skills, the ability to maintain the various systems associated with modern Public Service vehicles and Construction Plant. This includes training on various day to day repairs and preventative maintenance tasks, in addition to vehicle diagnostics/fault finding with some of the most advanced systems of its kind in place. The apprenticeship normally comprises of seven phases, three off the job and four on the job. During all of these phases you are assessed on a structured ongoing basis. On the job training takes place with Waterford City & County Council during phases 1, 3, 5, 7, and off the job training phase 2, 4, 6 is designated by SOLAS. The successful candidate will be required to register with SOLAS within two weeks of commencement and pass all phases of the apprenticeship programme. The apprentice may be required at the discretion of Waterford City & County Council to undertake addtional training as determined from time to time. 3. Track service dates, and warranties for all council vehicles, and fully adhere to any management system that is in place. o Comply with the relevant Waterford City & County Council’s Health and Safety management system. An awareness of health and safety and good housekeeping is essential as well as attention to detail. As an Apprentice, the candidate will need: · To be physically fit; · To be able to cope with lifting, bending and stretching; · To have good eye to hand coordination; · To be logical and patient in tracing faults and methodical in organising tasks, especially when taking apart and reassembling machines; · To be able to work at heights (required for certain tasks). 5. (c) Remuneration Remuneration for Apprentice Fitter HGV will be in accordance with Solas apprenticeship programme for the Motor Industry, the weekly rates as set out below are in accordance with the Motor Rates advised by S.I.M.I for – effective from 01 st July 2025. Remuneration for Apprentice Fitter Plant will be in accordance with Solas apprenticeship programme for the Construction Industry, the weekly rates based on 39 hr week as set out below are in accordance with the Construction Rates advised by SEO (Construction Sector) & – effective from 01st August 2025. A training allowance is paid by the local ETB while the apprentice is attending the off-the-job training. This apprenticeship consists of four on-the-job phases (Phases 1, 3, 5 & 7) paid by the employer and three off-the-job phases (Phases 2, 4 & 6) paid by SOLAS. Apprentices will be invited to attend their off-the-job training phases in accordance with the SOLAS scheduling system. On successful completion of the apprenticeship programme, apprentices are qualified to work within the recognised trade or profession. (d) Base The base for the post shall be the Machinery Yard, Dungarvan, Co. Waterford (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours / Annual Leave The normal hours of work will be 39 hours per week. The Council reserves the right to alter the hours of work from time to time. The successful candidate may be required to enter into arrangements to work on an on-call rota basis and work out of hours including public holidays. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Waterford City & County Council’s holiday year runs from 1st January to 31st December. Your holiday entitlement will be 25 working days per annum pro rota (inclusive of Good Friday) Permission and prior authorization is essential before annual leave is taken. The granting of annual leave at any particular time is always subject to the requirements of the council and all annual leave is liable to suspension during periods of exceptional pressure. The final decision in allocating leave rests with Management. (g) Conflicts of Interest The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his duties as a local authority employee. 6. POSITION SUMMARY: The Service Manager will be primarily responsible for the operational management of the Jigsaw service. The Jigsaw Service Manager will work as part of a collaborative leadership team (Service Manager and Clinical Manager) to ensure the safe and effective delivery of the Jigsaw service and compliance with service related policies and procedures. What does the Service Engineering team do? The service engineering team support a large network of both internal and external customers. The team have expertise on a variety of medical devices, providing Engineering/technical support and service contract support to end users. The team works with Regional Randox Service teams worldwide so occasional travel is required. The team is made up of staff from multiple Engineering disciplines ensuring we have the depth of knowledge required to support our customers. Contract Offered : Full-time, Permanent Working Hours / Shifts : 40 hours per week, Monday to Friday from 08.40 to 17.20, with potential for longer days Monday to Thursday and a half day on a Friday. This role is responsible for the servicing and maintenance of medical devices and related products. Key duties of the role include: • Routine servicing and preventative maintenance of analysers and associated equipment within Randox and in the field. • Establishment of routine maintenance schedules. • Development of procedures and support associated with new products. • Emergency breakdown repair of analysers within Randox and in the field. • Installation, commissioning, and set-up of analyser equipment. • Providing technical support by phone and e-mail to Randox customers. • Providing technical support for analyser development. • The quality control of analysers prior to product release. • The training of Randox and distributor personnel in analysers servicing procedures. • The performance of all tasks within the departmental ISO framework. • Travel internationally to support Randox customers with installations, breakdown repair and preventative maintenance. Who can apply? Essential criteria: • Bachelors degree or higher in an engineering discipline. • Strong communication skills. • Flexibility for international travel. • A full UK driving licence. Desirable: • Experience with computer hardware. • Experience in a variety of medical instrumentation. • Experience in engineering. • Experience with clinical chemistry analysers and applications knowledge.
