Each Regional Department of Public Health is led by a Regional Director of Public Health, assisted by Consultants in Public Health Medicine and a multidisciplinary team, and delivers services across the four domains of public health: health protection, health service improvement, health improvement, and health intelligence. The Department of Public Health, HSE Dublin and Midlands apply infectious disease epidemiology and knowledge of the demographic and socio-economic profiles of the populations they service to provide statutory public health functions including expertise, advice and support to internal (National, Hospital, pre-hospital and Community Services) and external partners (e.g., Environmental Protection Agency, Irish Water, Port Authorities Local Authorities etc.). The Department also provide advice to the general public and a range of local partners, organisations and services within the Dublin and Midlands Regional Health Areas. The Public Health Service function is embarking on a programme for strategic structural reform to implement a new operating model for Public Health service delivery. The reform programme outlined for Public Health Service and/or the wider Health Service may impact on this role, and as structures change the job specification may be reviewed. The primary purpose of this role is to provide comprehensive managerial oversight in the delivery of immunisation services in conjunction with the Regional Director of Public Health, HSE Dublin and Midlands. Regional reform now aligns immunisation service delivery under the governance of the Department of Public Health. With future national guidance on regional immunisation service structure imminent, the roles and responsibilities associated with this post will adjust in keeping with the seniority and importance of this post in the region. This post holder will have a key working relationship with the Regional Director of Public Health who chairs the Regional Immunisation Committee. The Role: To support adults in the West Sector, and on specific referrals, adults in the East Sector and Children Sector, with an intellectual disability who present with behaviours that challenge in order to assist them to cope with and change the conditions that influence and maintain their behaviour. This is so that they themselves and those who share their lives will have an improved quality of life and that the individual will be able to move further towards achieving their desired personal outcomes. This aim will be achieved through assessment, planning, delivery and evaluation of specialised interventions and by adhering to the five core concepts of the CNS role, set out in the framework for the establishment of Clinical Nurse Specialist Posts, 4thedition, National Council for the Professional Development of Nursing and Midwifery (NCNM) 2008. The successful candidate will work as a key member of the Multi-Disciplinary Team providing, through collaboration and the nursing process, comprehensive integrated documented supports in respect of the individual, for the family, frontline staff and wider multi-disciplinary team, to achieve this aim. The successful candidate will be expected to work as part of a peripatetic type service with other colleagues. This specialist practice will encompass a major clinical focus, comprising assessment, planning, implementing and evaluating supports agreed for those we support. While having significant office-based time, all observations and the implementation of interventions will be carried out where the person supported lives or works. This may involve some late evening and weekend work depending on service need. Where required, the successful candidate will engage in individual sessional work with the individual in their office via an appointment system.
