The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSL ETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. RESPONSIBILITIES OF BUS/TAXI ESCORT • Must ensure that they are on the bus/taxi at time of first pick-up and last set down. • Are responsible for the safety of children when opening and closing doors prior to ‘stop’ and ‘move off.’ • Assisting children to board and alight safely from the school bus/taxi. • Making sure all children are seated with appropriate straps, harnesses whereprovided. • Ensure that each pupil is received by some responsible person at the set down point. DUTIES OF BUS/TAXIESCORT • Supervision of children travelling on bus/taxi • Maintain a good working relationship with the driver of the bus/taxi. • Act as liaison between Principal and/or Class Teacher and parents when required i.e., conveyance of messages and letter to parents. • Observe confidentiality in all aspects of work. • Be aware of particular disabilities of children in the bus/taxi and be briefed by the Principal on how to deal with same, e.g., epilepsy etc. • Perform any other duties relevant to the position of escort which may be assigned by the Principal from time to time. • Unless under exceptional circumstances, the escort should never leave the bus/taxi. • The escorts position on the bus/taxi should be where maximum control of children is achieved i.e., at back of bus/taxi. • Report all concerns to the Principal and/or Class Teacher. Executive Librarian
DESCRIPTION OF THE POST The Executive Librarian is a frontline middle management position within Wexford County Council and is assigned responsibility for managing the performance of a public library or an area within Wexford County Council Libraries. The Executive Librarian will work under the direction and management of the County Librarian and or Senior Executive Librarian or analogous grade or other employee designated by the County Librarian or Director of Services as appropriate. An Executive Librarian’s operational duties may include the day to day running of a public library, will be responsible for the management and development of library services, the supervision and management of staff within that public library, the planning, allocation and prioritisation of work in order to achieve relevant goals, targets and standards as per Team and Departmental plans. Reporting of progress under relevant corporate plans and strategies is also expected. Other duties may include representing the Library Service or the Council on various committees and contributing through the business planning process. The Executive Librarian will be expected to use initiative and work to a high standard and will be required to operate the Council’s existing and future IT systems as part of their work, requiring excellent administrative, employee management, interpersonal, communication and other particular skills and expertise depending on assignment. The successful candidate will be expected to carry out their duties in a manner that enhances public trust and confidence and ensures impartial decision making. ESSENTIAL REQUIREMENTS FOR THE POST 1. CONDITIONS OF SERVICE 1. Tenure: The post is whole-time, permanent and pensionable. Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable employees of a Local Authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the Local Authority at the rate of 1.5% of their net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) in accordance with the terms of the Scheme. For new entrants under the Single Public Service Pension Scheme effective from 01/01/2013, superannuation contributions are 3.5% of net pensionable remuneration and 3% of pensionable remuneration. 2. Probation: Where a person who is not already a permanent employee of Wexford County Council is appointed, the following provisions shall apply:- (a) there shall be a period after such appointment takes effect during which such person shall hold such employment on probation; (b) such period shall be 6 months, however the Chief Executive may, at his discretion, extend such period; (c) such person shall cease to hold such employment at the end of the period of probation, unless during such period the Chief Executive has certified that the service of such person is satisfactory. 3. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their employment or in respect of services which they are required by or under any enactment to perform. An allowance may also be payable in respect of travel expenses and subsistence. SALARY: €56,754 - €69,337 (LSI 2) per annum (at 1st March, 2025). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Environment, Community and Local Government. Appointees who are not existing public servants will enter at the minimum point of the scale. 4. Hours of Duty The successful candidate must be available to work weekend and evening work as part of normal roster. The working hours shall be within the times of 9.00 a.m. to 9.00 p.m. subject to review from time to time. Rotas may be amended periodically in response to service needs. 5. Work Base There are 5 Branch Libraries in County Wexford in Wexford Town, New Ross, Bunclody, Enniscorthy and Gorey Library, Headquarters is based in Wexford Town. A mobile library service operates countywide. The Council reserves the right to assign the successful candidate to any premises/service in use by the Council now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. 6. Health: For the purpose of satisfying the requirement as to health, it will be necessary for successful candidates, before they are appointed, to undergo, at their own expense, a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. 7. Retirement/Superannuation: Single Public Service Pension Scheme: Effective from 1st January 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. All new entrants to pensionable public service employment on or after 1 January 2013 are, in general, members of the Single Scheme. Pension Age: Minimum pension age of 66 years (rising to 67 and 68 in line with State Pension age changes). Scheme Members must retire at the age of 70 years. New entrants to the public service appointed on or after 1st April, 2004. Retirement Age will be determined by the terms of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004. The Act introduces new retirement provisions for new entrants to the public service appointed on or after 1st April, 2004. For new entrants there is no compulsory retirement age and 65 is the earliest age at which retirement benefits can be paid. In all other cases, 60 years is the minimum retirement age, with 70 years being the maximum retirement age. 8. Technician Grade I
DUTIES & RESPONSIBILITIES The successful candidate shall perform such duties as may from time to time be assigned to them in relation to employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of your duties. They shall, if required, act for an employee of a higher level. They may be required to work outside the normal job description from time to time. Below are examples of the role and responsibilities of a Technician Grade I within various departments, however, the lists below are not exhaustive, and the duties may overlap or vary within each area. Holders of the office may be assigned to work in all appropriate areas within Westmeath County Council in the course of their employment. Typical work assignments would include areas such as Roads, Housing, Planning or Environment Departments. PARTICULARS OF POST 1. The Office Westmeath County Council is forming a panel of Technician Grade I from which permanent and/or temporary positions may be filled. This office delivers a wide range of surveys and designs to a number of sections within the Westmeath County Council and while initial responsibility will be for road design-based projects there will be an ongoing requirement to provide services to other Departments. 2. Superannuation New entrants to the Public Service as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 shall be required in respect of their membership of the Single Public Service Pension Scheme to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social welfare old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable remuneration per pay period. Persons not deemed to be new entrants as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social welfare old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) and also in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. 3. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The current salary scale applicable to the post is :- €48,277 per annum to €53,769 per annum (maximum) €55,482 per annum (LSI 1) (after 3 years satisfactory service at maximum) €57,218 per annum (LSI 2) (after 6 years satisfactory service at maximum) New Entrants to the Local Authority Service commence on the 1st point of the scale in accordance with current Government Policy as set out in Department of the Environment Circular Letter EL 02/2011 of 28th January 2011 and Circular EL 05/2016 dated 5th February 2016. 4. Annual Leave The annual leave entitlement shall be 30 days per annum which will increase to 29 days after 5 years service. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act 1997 and local agreements which may apply from time to time. 5. Working Hours The working hours at present provide for a five day, thirty-five hours working week. The working hours may be reviewed at any time by the Council. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations 2001. The provisions of Westmeath County Council’s Time and Attendance Policy is applicable to this grade at the current time. 6. Probation There shall be a period after appointment takes effect during which the person appointed shall hold office on probation. (a) such period shall be one year, but the Chief Executive may at his/her discretion extend such period; (b) the person appointed shall cease to hold office at the end of the period of probation unless during such period the Chief Executive has certified that the service of the person in such office is satisfactory. 7. Retirement New entrants who are members of the Single Public Service Pension Scheme may retire at 65 but must retire at age 70. Existing Public Servants appointed, if they became pensionable after March 2004, may retire at 65 but have no maximum age at which to retire. Existing Public servants who became pensionable prior to March 2004 may retire at 60 but must retire at age 70. 8. Driving Licence Candidates should be a holder of a full driving licence, Category “B”, and provide their own motor vehicle for use in carrying out their duties. Westmeath County Council as an employer must be indemnified on your insurance policy. If during your employment your licence is revoked, even temporally or if you receive endorsements on your licence which may affect your duties you are obliged to notify the Council immediately. 9. Travel: When required to do so, holders of the post drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Westmeath County Council as your employer must be indemnified on your insurance policy. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Westmeath County Council’s Travel and Subsistence Policy. 10. Training: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. 11. The role of the firefighter is: · To save life and preserve endangered life. · Protection of property from damage by fire and from firefighting measures. · To render humanitarian services. · To inform and educate your community to improve awareness of safety. A firefighter must be: · at least 18 years of age on appointment · physically fit and agile with good stamina · able to work in hazardous conditions for long periods, including at heights and in confined spaces · mechanically adept with good dexterity and co-ordination · trustworthy, honest, dependable and generally of good character (see Garda Clearance) · self-reliant and self-assured with a keen sense of discipline · able to contribute to, and work within a team · able to understand and memorise technical information · able to communicate effectively verbally and in writing Health and Safety Health and Safety forms a key part in the role of every firefighter. i. It shall be the duty of every firefighter while at work: (a) to take reasonable care for his/her own safety, health and welfare and that of any other person who may be affected by his/her acts or omissions while at work; (b) to co-operate with his/her employer and any other person to such extent as will enable his/her employer or the other person to comply with any of the relevant statutory provisions; (c) to use in such manner so as to provide the protection intended, any suitable appliance, protective clothing, convenience, equipment or other means or thing provided (whether for his/her use alone or for use by him/her in common with others) for securing his/her safety, health or welfare while at work; and (d) to report to his/her employer or his/her immediate superior, without unreasonable delay, any defects in plant, equipment, place of work or system of work, which might endanger safety, health or welfare, of which he/she becomes aware. ii. No person shall intentionally or recklessly interfere with or misuse any appliance, protective clothing, convenience, equipment, item or other means provided in pursuance of any of the relevant statutory provisions or otherwise, for securing the safety, health or welfare of persons arising out of work activities. Garda Clearance The Service is in a position of trust with the public and has a duty to protect them. If you have a record of an offence, this will not necessarily disqualify you as all applications are considered strictly on their merit. However, you are required to declare any offence for which you have been convicted. You are advised to declare any charges that are pending; a subsequent conviction could lead to you being discharged from the Service. If you fail to disclose information when required to do so, this will render your application void and if you have been employed may result in termination of employment. A Garda clearance check will be carried out prior to your appointment to the Service. Should you be charged with an offence between the date of the application or appointment you must notify the Service in writing, as this may affect your employment in the Service. Training Retained Firefighters are required to attend and pass a three-week initial training course. To complete this training, each recruit will be required to attend a training centre selected by the Chief Fire Officer. The main purpose is to teach practical Firefighting skills incorporating search and rescue, and the safe use of equipment such as ladders, pumps and hose. This is followed by two weeks Breathing Apparatus training at a later stage. Failure to satisfactorily complete these training courses will demonstrate a lack of suitability for the position of Retained Firefighter and may result in termination of employment. On completion of the initial training, the recruit firefighter is required to undertake a recruit induction and development program over a specified period of time designed to equip them with the necessary skills in performing the duties assigned to them by the Chief Fire Officer. This will involve an ongoing requirement to attend and pass subsequent training and refresher training courses. Each Retained Firefighter is also required to attend a weekly 2 hour drill night and a 3 day block training course typically held in the Spring. Attendance at training is mandatory. This may result in absences from your current employment/career.
