The initial assignment is with the Mullingar Branch Library. The successful candidate may be assigned to any of the Branch Libraries or to any premises in use by the Council now or in the future. Branch Librarians are required to work in more than one location.     1.               POST A panel will be formed from which part-time posts may be filled.   Persons not deemed to be new entrants as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social welfare old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) and also in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.   Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration.   All persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme.   2. PROBATION Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply;   (a) There shall be a period after such appointments take effect during which such persons shall hold such position on probation,   (b) Such period shall be one year but the Chief Executive may at his or her discretion extend such period,   (c) Such persons shall cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory.   3. SALARY €12.22 - €20.26 per hour incl. LSI (Circular EL 07/2018) Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. In accordance Dept. Circular E.L. 02/2011 persons appointed who are not serving officers of the local authority must be based on the minimum of the pay scale.   The salary shall be fully inclusive and shall be as determined from time to time. The holder of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to and received by them by virtue of their post or in respect of services which they are required by or under any enactment to perform.   4.               DUTIES The duties shall be such as may be assigned to the Branch Librarian from time to time by the County Council and shall include the duty of deputising for other Branch Librarians of the County Council, when required, and such duties as may be assigned to him/her in relation to the area of any other County Council under the Chief Executive Officer’s control. A list of duties include and are not limited to :-   5. HOURS OF WORK Hours of work will initially be 28 hours 45 minutes hours per week, to include evenings and potentially Saturdays, and may increase or decrease subject to operational needs. Rota hours may also be subject to seasonal changes. The Council reserves the right to vary these hours at its discretion. You may be required to work additional hours, depending on work requirements. Where possible, you will be notified in advance. The successful candidate will be required to work evenings and weekends as required.   6. GARDA VETTING The successful candidate will be subject to the Garda Vetting Procedures.   7. HEALTH For the purpose of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the County Council.   8. Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 9. Annual Leave Granting of annual leave, payment for annual leave and arrangement from public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Annual leave entitlement will be 21 days per annum (inclusive of days per-allocated for Christmas period).   10. retirement age New Entrants to the Public Service on or after 1st January 2013 have a compulsory retirement age of 70 years under the provisions of the Public Service Pensions (Single Scheme & Other Provisions Act 2012) New entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 do not have a mandatory retirement age.   Any candidate who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, 2004, is subject to a compulsory retirement age of 65 years.   11. Acceptance of Offer of Employment The County Council shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and if they fail to take up the appointments within such period or such longer period as the County Council in its absolute discretion may determine, the County Council shall not appoint them.   12. Canvassing Any attempt by a candidate, or by any person(s) acting at the candidate’s instigation, directly or indirectly, by means of written communication or otherwise influence in the candidate’s favour, any member of the staff of the County Council or person nominated by the County Council to interview or examine applicants, will automatically disqualify the candidate for the position being sought.       RECRUITMENT AND SELECTION PROCESS     Shortlisting: If the volume of applicants for the position is such that it would not be practical to interview everyone, Westmeath County Council may decide that a number only will be invited for interview. In this respect, Westmeath County Council provide for the employment of a short listing process to select a group for interview who, based on an examination of the application forms, appear to be the most suitable for the position based on the specific competencies identified hereunder. Application forms will be examined against a pre-determined criteria based on the requirements of the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates, who based on their application, appear to be better qualified and/or have more relevant experience. It is therefore in your own interest to provide a detailed and accurate account of your relevant qualifications/experience on the application form.   Competitive Interview: Selection will be by means of a competition based on an interview conducted by or on behalf of the County Council. The number of persons to be invited shall be determined by the County Council having regard to the likely number of vacancies to be filled.
